Description
The City of Menlo Park is seeking a Public Works Supervisor - Fleet in the Maintenance Division of the Public Works department. The Maintenance Division provides many of the basic services that affect the daily lives of everyone who lives, works, visits and commutes within the City. The Maintenance Division provides support to all City departments and provides service 24 hours a day, 365 days a year to address emergencies during non-working hours. The Maintenance Division is located in the City's Corporation Yard.
Under general direction, the Public Works Supervisor - Fleet plans, organizes, and directs a comprehensive automotive and equipment maintenance and repair program for the City; supervises and reviews the work of maintenance staff responsible for the maintenance, repair, and outfitting of vehicles and equipment; performs a variety of technical tasks relative to the assigned functional area; and provides responsible technical assistance to the Assistant Public Works Director - Maintenance. Positions at this level use considerable independence, initiative, and discretion within established guidelines. This class is distinguished from the Assistant Public Works Director - Maintenance in that the latter has management responsibility for all public works maintenance services and operations of the City.

Ideal Candidate
We are seeking a Public Works Supervisor – Fleet who is committed to public service and dedicated to supporting the Menlo Park community. The ideal candidate will be an experienced fleet management professional who demonstrates strong technical expertise and the ability to lead and develop the Fleet Services team.
This individual will bring strong analytical and problem-solving skills, excellent organization, and clear, effective communication. A commitment to customer service, public safety, regulatory compliance, and high-quality workmanship is essential. The ideal candidate will exercise sound judgment and initiative while managing fleet operations, supervising staff, and coordinating with internal departments and external service providers.
Key Responsibilities
The ideal candidate will be able to independently and effectively perform the following duties:
Supervision & Leadership
- Plan, organize, assign, supervise, and review the work of staff responsible for the installation, maintenance, and repair of all City vehicles and equipment.
- Evaluate employee performance, provide coaching and counseling, and recommend disciplinary action when needed.
- Assist with staff selection, hiring, and promotional processes.
- Train staff in work procedures, safety practices, and proper use of tools, equipment, and materials; implement and enforce procedures and standards.
Operations & Service Management
- Monitor daily operations and activities of the equipment maintenance and repair unit.
- Identify opportunities to improve service delivery, efficiency, and workflow; recommend and implement process improvements.
- Plan and coordinate fleet maintenance projects; manage inventory, supplies, parts, tools, and specialized equipment.
- Prepare specifications and procurement documents for vehicle and equipment purchases; participate in bid processes.
Regulatory Compliance & Safety
- Manage the safe and environmentally compliant storage, handling, and disposal of hazardous waste and biowaste.
- Ensure compliance with all state and local laws; maintain accurate records and sign regulatory manifests.
- Attend mandated safety and environmental training; assist the Fire Marshal with annual inspections of facilities that store or generate hazardous materials.
Coordination & Vendor Management
- Coordinate services with other City departments and external partners, including repair shops, body and upholstery shops, dealerships, and specialty vendors.
- Inspect both in-progress and completed work by staff and contractors to ensure accuracy, proper methods, adherence to standards, and regulatory compliance.
Technical Expertise
- Perform the most complex vehicle and equipment maintenance and repair tasks.
- Provide technical guidance and troubleshooting support to maintenance crews.
Fleet Planning & Budget Oversight
- Develop and implement the annual vehicle replacement plan and budget.
- Coordinate with City departments to assess needs, conduct research, evaluate proposals and bids, and dispose of retired vehicles.
- Prepare staff reports and recommendations for management and City Council review.
Fuel System & Program Management
- Purchase and manage bulk fuel used and stored by the City.
- Perform minor repairs on fuel storage and dispensing systems; oversee fuel deliveries and tank change-outs.
- Price fuel, prepare monthly billings, support internal and external customer inquiries, and maintain tax forms and required documentation.
Minimum Qualifications
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education and Experience
- Equivalent to the completion of the twelfth (12th) grade, supplemented by vocational training or courses in automotive and/or equipment maintenance and repair.
- Two (2) years of responsible experience in heavy equipment maintenance at a level equivalent to the class of Senior Equipment Mechanic in the City of Menlo Park, or six (6) years of increasingly responsible automotive and/or heavy equipment technician experience.
Licenses and Certifications
- Possession of a valid California Class "C" driver's license and a satisfactory driving record.
- Possession, or ability to obtain of a valid California Class "B" driver's license with air brakes and tanker endorsements, and passenger transport endorsement (P) for fifteen passengers or more (including driver).
- Possession of, or ability to obtain, a Forklift Certification issued by Occupational Safety and Health Administration (OSHA) within six (6) months of employment.
- Possession of a Designated UST Operator certificate issued by the International Code council (ICC) is desirable.
- Possession of Automotive Service Excellence (ASE) certifications is desirable.
- Possession of a Welding Certificate issued by the American Welding Society (AWS) is desirable
