The South Municipal Utility District is a single service utility founded by local community leaders through a grassroots effort in the 1950’s to create a customer-owned, regional sanitary sewer system.  SPMUD operates and maintains the sewer collection system for Rocklin, Loomis, Newcastle, Penryn, and parts of Granite Bay.  Wastewater treatment is financed by the South Placer Wastewater Authority a Joint Powers Agreement (JPA) with the City of Roseville, Placer County, and the District.  The two regional treatment plants are operated by the City of Roseville.  SPMUD provides sewer collection services to over 25,000 connections, serving an equivalent population of approximately 87,000 residents.
