DESCRIPTION 

The City of Thousand Oaks Community Development Department currently has two vacancies for an Assistant and Associate Planner. Under general supervision, these positions perform varied and responsible professional planning work; administer and perform work on relatively complex current and advance planning projects; and perform related duties as assigned.   

 

These vacancies will be filled as an Assistant Planner ($81,085 - $121,628 annually) and Associate Planner ($96,549 - $144,825 annually). 

 

PRIMARY RESPONSIBILITIES 

Assistant Planner:  

  • Manage and process applications for development projects, including residential, mixed-use, commercial, industrial, and institutional proposals  

  • Facilitate in-person and virtual permit submittals 

  • Respond to phone and email inquiries  

  • Consult and advise property owners, architects, engineers, contractors, and the public regarding applications, City policies, codes, and other plans.   

  • Prepare clear and concise technical documents, reports, correspondence and other written materials.  

  • Exercise sound independent judgement. 

  • Establish and maintain effective working relationships with those encountered in the course of work.    

  • Present information to City Council, Planning Commission, and other groups  

Associate Planner: 

In addition to the responsibilities of the Assistant Planner position:  

  • Plans, organizes and conducts research studies and prepares recommendations regarding land use, zoning, urban design, population trends, transportation, housing and environmental needs, updates and analyzes demographic and other data required for the planning function, participates in the review, development or revision of the various of the General Plan, environmental impact reports, plans, ordinance and other policies and procedures.  

  • Independently perform responsible and varied professional planning duties 

  • Exercise independent judgment in selecting study approach and analytical techniques  

  • Implement sound recommendations based on study results 

 

Ideal Candidate

The ideal candidate should possess:

  • Knowledge of the California Environmental Quality Act (CEQA) and Subdivision Map Act  

  • Knowledge of modern principles and practices of zoning and urban planning 

  • Ability to research, analyze, interpret, and present data  

  • Excellent time management, organizational, interpersonal and communication skills 

  • Excellent problem-solving, decision-making, planning, and organizational skills  

  • Ability to work very effectively and collaboratively with people, internal and external customers, and stakeholders 

  • A passion for City planning with demonstrated experience  

  • A valid Class C California driver’s license

EDUCATION AND EXPERIENCE 

Assistant Planner: 

  • Possess a minimum of at least one year of responsible technical and/or professional planning experience.  

  • Bachelor’s degree from an accredited college or university with major course work in urban planning or a closely related field. 

Associate Planner: 

  • Possess at least two years of professional planning experience   

  • Bachelor's degree from an accredited college or university with major course work in urban planning or a closely related field. 

  • A Master’s degree in Planning or similar degree is highly desirable 

 

SPECIAL WORKING CONDITIONS 

While the position generally follows standard working hours, occasional evening or weekend work may be needed on rare occasion.
