DESCRIPTION
We are seeking a collaborative, proactive Revenue Operations Manager who will be responsible for the direction and management of the Public Services Division of the Finance Department!
The primary focus of this position is to manage and provide oversight of Citywide Revenue Operations, including billing, delinquency processing, and collection duties; oversees tax collection, the issuance of licenses and regulatory permits; cashiering and the receipt of payments. The position leads and guides the Public Services Division’s staff of nine, and is an essential senior management position reporting to the Deputy Finance Director.
PRIMARY RESPONSIBILITIES
Plans, organizes, and manages the operations and staff of the Public Services Division of the Finance Department.
Develops, implements, and monitors long-term plans, goals, and objectives focused on achieving the department’s mission and priorities.
Directs the development, implementation, and evaluation of policies, procedures, systems, and work processes to achieve annual objectives and service standards.
Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends appropriate services and staffing levels.
Provides leadership, supervision, and mentorship to staff to ensure a high-performance, customer service-oriented work environment.
Forecasts, monitors, and directs Citywide revenue collection; oversees delinquency reviews, collection activities, cashiering functions , and appeals of enforcement actions.
Administers the Utility Billing program, including initiation and termination of customer accounts, delinquency processing, collections, and lien recommendations.
Coordinates water and wastewater utility rate administration, including working with consultants on financial and cost of service studies, verifying research and recommendations, and presenting findings to the Finance and Public Works Directors, City Council workshops, and Proposition 218 hearings.
Administers and oversees tax programs, including Transient Occupancy Tax, Business Tax and Licensing; reviews renewals, remittances, and applications; conducts audits; and ensures compliance.
Administers and oversees the parking citation adjudication program, including administrative reviews, procurement of hearing officers, and scheduling and conduct of hearings for various local programs on contested citations.
Oversees billing and collection of False Alarm fines.
Monitors and evaluates the impact of proposed legislation and regulations; researches and recommends new policies, procedures, and programs to ensure compliance with changing requirements.
Researches, prepares, and presents management studies, staff reports, and related documents to departmental leadership and City Council.
Manages procurement and contract administration for division programs and services, including development of RFPs, vendor selection, contract compliance, insurance requirements, and timely processing of vendor payments.
Provides staff assistance to the Deputy Finance Director; completes special projects as assigned; and represents the City at various meetings, workshops, and events.
Establishes and maintains appropriate internal controls; directs staff responsible for cash control, accounts receivable, revenue collection, and customer service.

EDUCATION
A Bachelor’s Degree from an accredited college or university with major coursework in public administration, business administration, finance, or a related field.
EXPERIENCE
Eight years of progressively responsible revenue collection and customer service experience preferably in a governmental agency including two years of supervisory responsibility.
Possession of, or the ability to obtain, a valid Class C California driver’s license.
