Description

The Citrus Heights Water District (CHWD) is hiring a Management Analyst/Senior Management Analyst in our Operations Department.  

THE POSITION

The individual hired into this role will provide professional and technical assistance in the development, administration, evaluation, and implementation of District programs; support policy and procedure formulation; conduct research and data analysis; monitor program operations; and prepare reports and provide recommendations. This position will also assist with budget preparation and analysis and perform a variety of complex analytical work to support organizational effectiveness, financial planning, and service delivery. 

Ideal Candidate

THE IDEAL CANDIDATE WILL:

  • Be detail oriented and analytical with the ability to compile and discern financial or statistical information to recommend new or enhanced programs, project proposals, or policy guidelines. 
  • Be proficient in techniques used in program development, administration, and dissemination of communications. 
  • Understand principles and practices of budget development and monitoring. 
  • Have experience monitoring and tracking requests for proposals, agreements, and contracts, including contract administration, insurance compliance, management, and coordination. 
  • Demonstrate engaging written and verbal communication skills, with an ability to understand and speak to the concerns of others. 
  • Be Knowledgeable in the principles and practices of research, writing, editing, and preparing a variety of informational publications including business letters and emails, reports, presentations, bulletins, and other materials. 
  • Have expertise in Microsoft Word, Excel, and Outlook, which includes modern office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, project management applications, and virtual meeting platforms.

Benefits

The position will be filled at either the Management Analyst or Senior Management Analyst classification in the Management Services Series, dependent upon candidate qualifications. The annual salary ranges for each classification are as follows: 

  • Management Analyst (FLSA Non-Exempt): $91,062.40 - $122,990.40 
  • Senior Management Analyst (FLSA Exempt): $100,193.60 - $135,283.20 

These salary ranges are anticipated to be adjusted by 3% in January 2026, pending the CHWD Board of Directors' approval for the proposed Cost-of-Living-Adjustment (COLA).
