SALARY 

The anticipated hiring range for the Assistant Analyst position is $80,594 - $100,743 annually, with a full salary range up to $120,892. The City typically makes offers within the hiring range based on the candidate’s experience and qualifications. 

 

 

DESCRIPTION 

We are seeking a detail-oriented, analytical, and collaborative Assistant Analyst to support Revenue Operations in the Finance Department. This position plays a key role in advancing the City’s revenue programs by analyzing data, identifying opportunities for improvement, and working across departments to implement effective solutions. 

The primary focus of this position is to assist with Citywide Revenue Operations, including utility billing, business tax administration, and other revenue generating programs. The ideal candidate brings a strong foundation in public sector operations, an aptitude for data tools such as Power BI and Excel, and a drive to support continuous improvement. The position reports to the Revenue Operations Manager in the Public Services Division. 

 

PRIMARY RESPONSIBILITIES 

  • Performs data analysis, forecasting, and reporting in support of Citywide revenue programs, including billing, licensing, citations, invoicing, collections, and cashiering. 

  • Evaluates and improves operational procedures, internal controls, and compliance standards to strengthen revenue performance. 

  • Develops dashboards, reports, and visualizations using tools such as Power BI and Excel to inform decision-making. 

  • Coordinates water and wastewater utility rate administration, including consultant collaboration on financial studies, verification of cost-of-service data, and preparation of materials for City Council workshops and Proposition 218 hearings. 

  • Monitors and assesses legislation and regulations changes; recommends policies, procedures, and programs to ensure compliance. 

  • Prepares clear and concise staff reports, correspondence, and supporting documentation. 

  • Coordinates and collaborates with internal departments, external vendors, and other stakeholders to support effective revenue operations. 

  • Supports procurement and contract administration for division programs and services, including RFP development, vendor selection, contract compliance, insurance requirements, and timely processing of vendor payments. 

  • Assists in the planning and implementation of projects, process improvements, and technology initiatives that align with department goals. 

  • Researches and applies emerging technologies and best practices to improve revenue systems, compliance, and operational efficiency. 

  • Evaluates internal controls; advises on policies related to cash handling, accounts receivable, collections, and customer service. 

Ideal Candidate

The ideal candidate should possess:

  • A valid Class C California driver’s license or ability to obtain one.

EDUCATION 

A Bachelor’s Degree from an accredited college or university with major coursework in public administration, business administration, or a related field. 

 

EXPERIENCE 

Two years of progressively responsible and/or programmatic support experience. One year of research, administrative support or analytical experience, preferably in public administration, is desirable.
