THE POSITION

This position will perform professional and technical civil engineering work in the design, construction and maintenance of public works facilities. The purpose of this recruitment is to fill a current vacancy in the Utilities Engineering Division of the Community Development Department, as well as establish an eligibility list for future vacancies.

This individual brings a strong foundation in civil engineering principles and demonstrates the ability to apply engineering theory to practical, real-world municipal projects. The Ideal Candidate is detail-oriented, organized, and adaptable, with the ability to manage multiple priorities while meeting deadlines. They will establish and maintain effective working relationships with coworkers, contractors, consultants, and the public, and demonstrate a strong commitment to safety, accuracy, and public accountability.

 

At the Junior Engineer level, the Ideal Candidate is eager to learn and grow within a municipal engineering environment, performs responsible engineering office and field work under supervision, and shows the capacity to develop independent judgment over time. They possess a solid understanding of engineering mathematics, surveying, drafting, and construction methods, and can read and interpret plans, specifications, and technical documents. The successful candidate communicates effectively, collaborates well with internal teams and the public, and demonstrates professionalism when responding to citizen inquiries and assisting with public works projects.

 

At the Assistant Engineer level, the Ideal Candidate is an experienced civil engineer who works independently and exercises sound engineering judgment and initiative. They can manage complex public works projects from design through construction, reviewing plans and specifications for accuracy and compliance, conducting field inspections, and preparing cost estimates, reports, and recommendations. This individual has experience with contract administration, capital improvement planning, and coordination across City departments, and may assist in supervising, training, and evaluating technical staff.

 

ESSENTIAL JOB FUNCTIONS

Assist in conducting preliminary studies of engineering projects and help prepare plans for public improvements such as streets, storm drains, sewers, water works, and other public projects. Supervise, coordinate and perform professional engineering work in the design and construction of, streets, sidewalks, water and sewage facilities, and drainage structures, and other public work. Review plans, maps, specifications, cost estimates, and other work for accuracy, presentation, and conformance with established engineering practices. Perform field inspections of public works construction projects, materials testing, survey work and calculations. Prepare preliminary drawings for public works projects, tabulate field data, design improvement plans, specifications, contracts, and other documents.  Make calculations in surveying and other construction work. Assist in preparation of long-range capital improvement programs and budgets. Prepare written staff reports for departmental use and/or presentation to the City Council and City Commissions. Respond to citizen complaints and questions. Assist with property development agreements Prepare plans and legal descriptions for right-of-way acquisition. Prepare reports and applications for State and Federal funding. Supervise, train and evaluate assigned staff. Perform related duties as assigned.

 

QUALIFICATIONS

 

Junior Engineer

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

 

Education:
Equivalent to a Bachelor’s Degree from an accredited college or university with major course work in civil engineering.

 

Experience:
None required.

 

License or Certificate:

Possession of a valid California Driver’s License required upon hire.

 

Assistant Engineer

Education:
Equivalent to a Bachelor’s Degree from an accredited college or university with major coursework in civil engineering.

 

Experience:
Two (2) years of increasingly responsible work experience in civil engineering or a closely related field.

 

License or Certificate:

Possession of a valid California driver’s license required upon hire.

Possession of a valid Engineering in Training (EIT) Certificate is desirable.

CURRENT SALARY

Junior Engineer

$6,722.94 - $8,580.36 /month

$3,102.89 - $3,960.16 /bi-weekly

 

Assistant Engineer

$7,420.86 - $9,471.11 /month

$3,425.01 - $4,371.28 /bi-weekly

 

BENEFITS

Retirement:                           
CalPERS Retirement system (2% @ 60 Formula for Classic CalPERS members and 2% @ 62 Formula for new CalPERS  members).  The City does not participate in social security.

Deferred Comp:                    
Choice of deferred compensation plans (Traditional and Roth)

City will match up to 3% of employee’s base salary

Medical:                                 
CalPERS Medical Insurance Plans, including HMOs & PPOs. City gives an allowance toward the cost of insurance

Maximum Family Allowance for 2026: $2,195.79 per month

Dental/Vision:                       
City paid Delta Dental and VSP Vision Insurance

STD/LTD:                              
City paid wage protection for short- and long-term disabilities

Life Insurance:                      
City provides $50,000 life insurance policy

Voluntary Benefits:

Vacation:                               
7 hours per month during first 3 years of service

Bilingual Pay:                        
$200 per month upon certification

Prof. Growth Incentive:
