SALARY
The anticipated hiring range for the Assistant Analyst position is $80,594 - $100,743 annually, with a full salary range up to $120,892. The City typically makes offers within the hiring range based on the candidate’s experience and qualifications.
DESCRIPTION
The City of Thousand Oaks has an excellent opportunity for an Assistant Analyst within the Public Services Division of the Finance Department. This position performs analytical, reporting, and project support that improves operations, strengthens financial performance, and supports data-driven decision-making across City programs.
The Assistant Analyst collaborates with departments Citywide to analyze data, develop dashboards and reports, and identify opportunities to improve processes, controls, and customer service outcomes. The position supports a variety of revenue and customer service programs and works across multiple systems and business areas, making it an excellent opportunity for an analyst who enjoys learning new operations and solving complex challenges.
Prior experience in municipal utilities or tax administration is helpful but not required. The successful candidate will learn program operations while applying strong analytical, problem-solving, and communication skills. The Assistant Analyst reports to the Revenue Operations Manager.
PRIMARY RESPONSIBILITIES
- Performs data analysis, forecasting, and reporting to support business objectives.
- Evaluates and improves processes, controls, and compliance standards for operational efficiency.
- Develops dashboards, reports, and visualizations using tools like Excel and Power BI platforms.
- Supports specialized financial and operational projects, such as rate studies, program evaluations, or Council-related analyses, as assigned.
- Monitors regulatory and industry changes; recommend policies and procedures to maintain compliance.
- Prepares clear and concise reports, presentations, and supporting documentation.
- Collaborates with internal teams, vendors, and stakeholders to optimize operations.
- Supports procurement and contract administration, including RFP development, vendor selection and compliance.
- Assists in the planning and implementation of projects, process improvements, and technology initiatives that align with department goals.
- Research and apply emerging technologies and best practices to enhance systems and performance.
- Assesses internal controls and advises on policies related to financial transactions and customer service.

EDUCATION
A bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, or a related field.
EXPERIENCE
Two years of experience providing analytical or program support with increasing responsibility.
One year of experience in research, data analysis, or administrative support, preferably in public administration, is desirable.
