About Coachella Valley Water District
Welcome to the Coachella Valley Water District (CVWD).
CVWD was formed in 1918 to protect and conserve local water sources. Since then, the District has grown into a multifaceted agency that delivers irrigation and domestic (drinking) water, collects and recycles wastewater, provides regional storm water protection, replenishes the groundwater basin and promotes water conservation.
The Coachella Valley’s idyllic winters make it a popular destination for tens of thousands of seasonal visitors and part-time residents who travel here from throughout the United States and many other countries to enjoy championship-level golf, tennis, polo, swimming, hiking, spas, fine dining and upscale shopping. These vibrant industries are possible in the desert because the district has been a responsible manager of water resources since its formation in 1918.
Service Area
CVWD's service area covers approximately 1,000 square miles from the San Gorgonio Pass to the Salton Sea, mostly within the Coachella Valley in Riverside County, California. The boundaries also extend into small portions of Imperial and San Diego counties.

Description
The Program Manager performs confidential, complex and varied technical and professional work required to manage programs under the Executive Department. Under direction from the Assistant General Manager, the Program Manager is responsible to manage any of the following programs as directed:
Confidential Contracts & Agreements (CA)
Imported Water (IP)
Strategic Partnerships/Alliances (PA)
CLASSIFICATION
This classification is non-represented, at-will and confidential. This classification is identified as a Category III classification in the District’s Defined Benefit and Compensation Plan (DBCP).
CLASS CHARACTERISTICS
This category of work is considered executive professional, with the concept and title limited to use only within the Executive Department; positions at this level plan, direct, manage and oversee one or more department related programs, policies and procedures with District-wide impact. Incumbents are responsible for designing, planning, implementing, evaluating, and modifying functions and programs, including short- and long-term planning activities; allocating staff and budget resources among competing demands; budget preparation and management, and developing and implementing recommendations for operational, policy, and procedural improvements. Employees exercise initiative and resourcefulness, considerable independent judgment, and have extensive contact with senior management positions within the District, Board of Directors, other public agencies, regulatory and governmental agencies, and the public.
