Description

Hybrid Schedule Available - This position requires full-time, onsite work for the first 60 days.  Hybrid eligibility begins thereafter.

THE POSITION

Under general direction of the Executive Director, the Strategic Initiatives Director plans, develops, and leads high-priority organizational initiatives that advance Tri-City’s strategic goals and system transformation efforts. The position is responsible for designing and implementing complex, cross-departmental projects that expand services, strengthen community partnerships, and secure sustainable funding opportunities. The Strategic Initiatives Director works closely with executive leadership, internal divisions, and external partners to advance initiatives related to FFP/Medi-Cal, the Behavioral Health Services Act (BHSA), and social service program development while ensuring alignment with the agency’s long-term vision. Performs related duties as assigned.

This position will perform the following essential duties, including but not limited to:

  • Collaborate with the Executive Director and executive leadership team to develop and execute organizational strategic initiatives aligned with Tri-City’s mission and Behavioral Health Services Act (BHSA) and broader social services priorities.
     

  • Lead cross-departmental efforts to design, launch, and implement new programs, projects, and community partnerships that advance organizational goals.
     

  • Monitor, evaluate, and report on outcomes of strategic initiatives to ensure effectiveness, accountability, and mission alignment.
     

  • Cultivate and maintain strong relationships with government agencies, healthcare systems, community-based organizations, and funding partners to strengthen collaboration and expand service capacity.
     

  • Represent Tri-City in regional and statewide initiatives focused on behavioral health system transformation while identifying opportunities that enhance service delivery and funding.
     

  • Lead the research, development, and design of innovative behavioral health and inclusive supportive services programs.
     

  • Monitor emerging trends, legislation, and funding opportunities, providing policy analysis and strategic recommendations to the Executive Team and Governing Board.
     

  • Partner with Executive Administration, Finance, and Program teams to pursue and manage grants, contracts, and public-private partnerships that support strategic initiatives.
     

  • Develop business plans and sustainability models for major initiatives and assist in planning and implementation of capital projects, including housing development.
     

  • Serve as a strategic thought partner to the Executive Team and Governing Board in advancing Tri-City’s long-term vision and priorities.
     

  • Lead cross-functional teams and task forces to deliver complex projects while mentoring and supporting staff engaged in strategic initiatives.

 

This position does not currently include direct supervisory responsibilities; however, there is potential for supervision of staff as strategic initiatives and programs expand in the future.

Ideal Candidate

Education and Experience 

Bachelor's degree in public administration, Program Management, Business Administration, Social Work, or related field and minimum of five (5) years of experience leading complex projects or initiatives in government, nonprofit, healthcare, or social services setting. 

Preferred: Master's degree in public administration, Project Management, Business Administration, Social Work, or related field. 

Licenses and Certifications:

Possession of a valid California Driver’s License, a satisfactory driving record, and a properly registered and insured vehicle, to be maintained throughout employment.

 

Any combination of education and experience that provides the required knowledge, skills, and abilities may be considered qualifying. Candidates may be hired above the minimum salary range based on qualifications (DOQ).

Benefits

FULL-TIME EMPLOYEE BENEFITS:

NEW!  Sign-on Bonuses:  $2500 for eligible positions.

Merit Salary Increases: Annually based on performance, budget availability and supervisor approval.

CalPERS Pension: 2% @ 55 for Classic Members and 2% @ 62 for PEPRA Members; employee contributes 7% for Classic and 7.75% for PEPRA. No Social Security. 

Vacation:  80 hours per year, increasing with years of service with a maximum of 240 hours; cash out option available.

Sick Leave: Full-Time employees = 88 hours per year with no cap.

Holidays: 11 paid holidays per calendar year plus an additional 16 hours of Floating Holidays.

NEW!  Longevity Pay: $2500 at 5 years of service; $5000 at 10-35 milestone years of service.

REVISED!  Flexible Work Schedule: 9/80, 4/10 and/or intermittent teleworking, where applicable and approved by supervisor. **

Health Insurance:  Medical (Kaiser HMO), dental (MetLife PPO) and vision coverage (EyeMed) of which 80% is paid by Tri-City Mental Health Authority (TCMHA).

Life Insurance: Paid at one times annual salary, paid by Tri-City MHA with additional optional coverage available.

Deferred Compensation (457b): Available to interested employees; no employer match.
