THE DEPARTMENT
The South San Francisco Public Library is a full-service library committed to delivering quality services to a diverse community. Library services are available at three sites, including the Main Library (901 Civic Campus Way), the Grand Avenue Library (306 Walnut Avenue) and the Gene Mullin Community Learning Center (520 Tamarack Lane). Lifelong literacy services are provided by Project Read at the Main Library and the Gene Mullin Community Learning Center (GMCLC). The City currently has one opening in this classification, for a position in the Youth Services Division providing programs and services at the Main Library.
THE POSITION
The current opening for this position is in Youth Services, with responsibilities overseeing youth programs, collections, and makerspace activities. Under general direction, the Library Program Manager II plans, organizes, manages, supervises and coordinates library-wide activities covering core library services in technical, public, and literacy service areas. Incumbents work under the general direction of the Library Director or Assistant Library Director and exercises direct supervision over supervisory, professional, technical, paraprofessional and clerical staff, and volunteers. Incumbents in this class may serve as Library Director in the department head’s absence; may function as the Library’s project manager for specialized projects; and perform related work as required.
The Library Program Manager is a professional managerial position requiring the possession of a high degree of technical knowledge and supervisory responsibilities and is characterized by the comprehensiveness and complexity of the programs administered. An incumbent in this classification demonstrates strong professional, service-oriented leadership and interpersonal skills.
The standard schedule is 9:00 am – 6:00 pm, plus one evening per week (11:00 am – 8:00 pm) and one Saturday per month (9:00 am – 5:30 pm).

They are a strategic thinker and problem-solver who communicates clearly, exercises sound judgment and handles sensitive situations with professionalism.
The ideal candidate has a solid foundation in modern library practices, including public and technical services, technology, and program development. They are also skilled in building partnerships with schools, organizations, and community groups to expand access and impact. Furthermore, the ideal candidate is a motivated leader committed to strengthening the library as an inclusive, innovative, and essential community resource.
QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience: Three years of progressively more responsible professional library experience, with two years in a supervisory capacity.
Training: A bachelor’s degree from an accredited college or university in library science, public administration, or related field. In addition, a Master’s degree in Library Science (MLS) from a college or university accredited by the American Library Association is required.
Licenses/Certifications: Possession of an appropriate, valid California driver’s license and a satisfactory driving record, which must be maintained as a condition of employment.

THE SELECTION PROCESS:
The process will first consist of a review of application materials, including responses to supplemental questions, which must be detailed and complete. Applicants whose submitted application materials demonstrate knowledge, skills and abilities in the best alignment with the required and desired qualifications of this position will be selected to participate in the next phase of the qualification and selection process, which will include an oral panel interview, tentatively scheduled for Tuesday, June 16, 2026.
Following this examination, the top scoring candidates will be invited to a final selection interview with the hiring department.

Benefits
Retirement: CalPERS retirement formula is 2% at age 60 for Classic members or; 2% at age 62 for “new members” as defined by Government Code §7522.04(e). Social Security and Medicare participation and the option to participate in 457 deferred compensation plans. City contributes equivalent of 1.5% of base pay towards a medical after-retirement account, with a $100/month employee contribution.
Health Insurance: City offers a choice of medical HMO (two providers) or PPO plan, and offers vision and dental coverage. City pays 100% of vision and dental premiums for employee and eligible dependents. Employees shall contribute 10% of the HMO premium cost based on category of coverage (single, two, family). For PPO, employee pays cost difference between PPO and HMO plans. City provides 100% City-paid short- and long-term disability insurances. The City offers a discretionary benefit account for employees who demonstrate health coverage elsewhere.
Vacation: Fifteen to thirty working days annual vacation, based on the length of service.
Holidays: Thirteen total paid holidays per year plus one floating holiday.
Programs: 457 Deferred Compensation, Paid Family Leave, Health Care and Dependent Care Flexible Spending Accounts, Employee Assistance Program, Long-Term Care, Disability and Life Insurance Programs, City Recreation Classes, Reduced-fee Childcare Programs and Commuter Benefit Programs are available.
Administrative Leave: Entitled to receive 40 hours of administrative leave annually and are also eligible to receive up to an additional 40 hours of administrative leave per fiscal year.
This classification is in an employee bargaining unit.
