The City of Orinda is seeking a highly motivated and detail-oriented Management Analyst I / II to join our Public Works & Engineering Department.
While this role exists within the City, it is new to this department and will be a three-year limited-term role, offering a unique opportunity to shape your responsibilities, take on diverse projects, and make a meaningful impact in the community.

About the Department
The Public Works and Engineering Department is responsible for the maintenance and improvement of the City’s infrastructure, including streets, storm drains, public facilities, and capital projects. It also manages engineering review for private development, traffic safety programs, and environmental compliance.
The Management Analyst will play a key role in helping the department deliver efficient, high-quality services through strong project coordination, data-driven analysis, and effective communication with residents, consultants, and other agencies.
Typical Duties
Under direction of the Public Works Director or designee, the Management Analyst performs a variety of professional-level administrative, analytical, and technical duties, including:
Prepares RFPs and coordinates consultant selection; administers consultant and construction contracts, including bidding, invoicing, and compliance tracking.
Conducts research, analysis, and prepares reports on departmental projects, programs, and compliance activities such as the Clean Water/NPDES Program.
Supports geographic data analysis and mapping using GIS to track infrastructure assets, stormwater facilities, and project locations.
Assists with operating and capital improvement budgets, including analysis of revenues, expenditures, and performance measures.
Coordinates and supports Capital Improvement Projects (CIPs) through planning, design, and construction phases.
Manages grant applications, tracking, and reporting; assists in identifying and securing funding opportunities.
Provides information to the public and represents the department in meetings; responds to inquiries and complaints regarding City projects and programs.
Researches records, maps, and other sources to obtain engineering data and respond to Public Records Act requests.
Prepares staff reports, correspondence, and presentations for the City Council, commissions, and committees.
Assists in the development and implementation of departmental procedures and policies.
Education and Experience
Education:
Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, civil engineering, environmental studies, or a related field. A master's degree is desirable.
Experience:
- Management Analyst I: Some professional-level administrative, analytical, or budgetary experience, preferably in a public works, engineering, or local government setting.
- Management Analyst II: At least three (3) years of progressively responsible experience performing duties at the Management Analyst I level.
Licenses:
Possession of, or ability to obtain, a valid California Class C driver’s license.
Special Requirements:
- Ability to work in an office environment with occasional travel to field locations and meetings, including occasional evening or weekend commitments.
- Ability to successfully pass a pre-employment drug screen, background check and Live Scan.

Compensation & Salary Progression
Employees are eligible for annual 5% step increases based on performance, in addition to any cost-of-living adjustments approved by the City Council.
Management Analyst I $8,574.84 - $10,462.92
Management Analyst II $9,176.96 - $11,197.64
Work Schedule
To promote work-life balance, City employees enjoy a 9/80 work schedule, with every other Friday as a regular day off. City Hall is closed on alternate Fridays.
Retirement
The City contributes 13% of base salary to a MissionSquare 401(a) Money Purchase Plan (defined contribution) and will match up to 3% of the employee's contribution. The employee contribution elected at time of hire is irrevocable. A three-year vesting period applies, or employees are fully vested upon reaching age 55.
The City of Orinda does not participate in CalPERS or Social Security (except for Medicare).
Deferred Compensation
Employees may participate in a MissionSquare 457 Deferred Compensation Plan to supplement retirement savings.
Retiree Medical & Retiree Health Savings Account (RHSA)
The City provides access to retiree medical coverage through CalPERS, consistent with Public Employees' Medical and Hospital Care Act (PEMHCA) provisions to employees who meet the eligibility criteria outlined in the Unrepresented Employee Manual.
In addition, the City is currently implementing a Retiree Health Savings Account (RHSA) program to help employees plan and save for future healthcare expenses. City contributions to the RHSA will help employees cover qualified medical expenses after retirement, providing additional flexibility and long-term financial security.
Medical, Dental & Vision Insurance
The City offers a variety of medical plans through CalPERS, including several low-cost options for employees and their dependents. An in-lieu medical payment is available with proof of alternate coverage.
The City pays the full premiums for family dental (Delta Dental) and vision (VSP) coverage.
Leave Accruals
In lieu of separate vacation and sick leave, employees earn General Leave (Paid Time Off) starting at 19 days per year, increasing by one day annually up to a maximum of 25 days.
Mid-Management employees also receive 60 hours of Management Leave each fiscal year. This amount is pro-rated based on date of hire.
Holidays
The City observes 14 paid holidays per year, including two floating holidays (9 hours each) available every fiscal year.
Life & Disability Insurance
The City provides life insurance equal to one times annual salary (up to $150,000 maximum) and covers the cost of long-term disability insurance.
The City participates in State Disability Insurance (SDI, which is employee-funded.
