The Town is hiring for a Senior Development Review Technician to perform advanced technical planning and building support. You’ll tackle complex projects, work independently, and ensure that development across our community aligns with established standards and contribute to projects that directly influence community vitality and quality of life.
The Senior Development Review Technician is the advanced journey level in the Development Review Technician series. Incumbents provide work coordination and training for other Development Review Technicians or consultants (as applicable), as well as perform the full range of technical building and planning support duties. They are required to possess thorough knowledge of the requirements, processes and procedures of the Planning and Building Department, and some working knowledge of Public Works is desirable. This position is distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, and independence of action taken. Incumbents are expected to provide more comprehensive support to the Planning and Building Department and may be assigned work coordination and lead responsibilities.
Ideal Candidate
Representative Duties, but not limited to:
- Provide courteous and responsive customer service in person, by telephone, email, and virtual meeting; accurately interpret and explain Town policies, procedures, and regulations.
- Receive, log, route, and monitor permit applications and plans; conduct preliminary reviews for completeness and accuracy; calculate, receive, and process applicable fees, deposits, and refunds; and issue permits.
- Schedule and maintain inspection logs for building, planning, and public works; coordinate pre-construction meetings and Temporary Certificate of Occupancy processes as assigned.
- Conduct routine and complex plan reviews for compliance with Town codes and regulations; process and approve staff-level permits, including site development, fence, zoning, and horse keeping permits.
- Serve as system administrator for the permit tracking software; train staff and consultants in its use; monitor permit activity and cost recovery; and prepare regular data analyses and reports.
- Coordinate with internal departments, consultants, and outside agencies; support code enforcement activities; and conduct field inspections to ensure compliance with approved conditions and applicable regulations.
- Provide technical and administrative support to the Planning Commission, Architectural and Site Control Commission, and other committees, including preparation of agendas, notices, web postings, and meeting minutes.
- Prepare informational materials and maps for public distribution; collect and maintain geographic and development data using the Town’s Geographic Information System and electronic plan review tools.
- Establish and maintain positive working relationships with coworkers, consultants, other Town staff, and the public; perform related duties and special assignments as required.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way (but not the only way) to obtain the knowledge and abilities would be:
Education: A Bachelor’s degree from an accredited college or university with major course work in land-use planning, real estate, construction management or a related field. An Associate's Degree will also be accepted with additional experience.
Licenses or Certificates: Possession of, or ability to obtain, a valid California Driver’s License. ICS 100, 200, and 700 certification. ICC Permit Technician Certificate desired but not required.
Experience
Senior Review Technician – Three years of increasingly responsible experience performing technical development review and permitting activities similar to that of a Development Review Technician II.
