About the Role
The Human Resources Manager is a strategic leader and hands-on manager, combining vision with day-to-day responsibility for all facets of the City’s HR operations. Your immediate priorities will include modernizing recruitment and selection processes, advancing employee and labor relations, developing robust training and engagement programs, and ensuring policy compliance across the organization. You will mentor a talented team, shape the City’s people strategies, and play a key role in cultivating a positive, equitable workplace culture. Success in this role means balancing strategic planning and operational problem-solving, supporting staff at all levels, and adapting to the evolving needs of a dynamic municipal workforce.

Minimum Qualifications
Graduation from an accredited college or university with a bachelor’s degree in personnel, business administration, public administration, or a closely related field, and four (4) years of increasingly responsible professional human resources experience, including at least two (2) years in a supervisory or lead capacity, are required. Any combination of education and experience that provides the required knowledge, skills, and abilities may be considered. Ability to obtain and maintain a valid California driver’s license is also required. Experience in public sector HR or labor relations is highly desirable. Compensation
The annual salary range for this position is $132,749 to $162,905. Remote work is not available for this position. The City is proud to offer a competitive total compensation package with the following highlights:
- Wellness-focused schedule and paid time off (PTO) program
- 4-day workweek (Monday through Thursday, 9-hours per day)
- Approximately 7 to 10 weeks of paid time off per year, dependent on years of service, with the option to cash-out up to 2 weeks per year
- 0.50 to 4.50% deferred compensation (Section 457b) match, dependent on CalPERS membership status (Classic-2.7%@55 or New/PEPRA-2.0%@62)
