Applications are being accepted for the position of Literacy Services Coordinator with the South San Francisco Public Library. Spanish language fluency is required for this position.

The Department
The South San Francisco Public Library is a full-service library committed to delivering quality services to a diverse community. Library services are available at three sites, including the Main Library (901 Civic Campus Way), the Grand Avenue Library (306 Walnut Avenue) and the Gene Mullin Community Learning Center (520 Tamarack Lane). Lifelong literacy services are provided by Project Read at the Main Library and the Gene Mullin Community Learning Center (GMCLC).
Ideal Candidate
The Literacy Services Coordinator will have knowledge of principles, methods, and practices of child learning and family literacy issues; teaching methods, techniques, and instructional materials; motivational factors and issues faced by learners; principles and practices of leading others; program development, implementation, coordination, and administration; and techniques for dealing effectively with the public, community groups, and City staff, in person, virtually and over the telephone. The incumbent will also have the ability to make presentations and conduct training activities; research alternative methodologies and develop curriculum that incorporates lifelong personal experiences; maintain accurate records and documentation on participants and other relevant data; effectively supervise library operations in the absence of senior library staff; establish and maintain cooperative and professional working relationship with staff, community members, and all partners; work in a safe manner, following City safety practices and procedures; relate effectively with persons of diverse socioeconomic and ethnic backgrounds; and communicate effectively in writing, orally, and with others to assimilate, understand, and convey information, in a manner consistent with job functions. The ideal candidate will have skill in word processing and database management at a speed and accuracy sufficient to perform assigned work and rapid note taking and accurate transcription of own notes.
In this position, the Literacy Services Coordinator must have excellent oral and written communication skills, exercise considerable initiative and judgement, work accurately and independently, collaborate with and support literacy and library services teams, and have a solid background in working with community and developing educational and informative programs and services to meet community needs. The GMCLC is located in the heart of “Old Town” South San Francisco, providing services to a very diverse clientele; connecting community members with learning opportunities and core services is an expectation of this position. Key elements of this position are: community outreach and program participation to engage a strong learner and tutor participant base; grant identification and writing and reporting, with accompanying project development and budget/activities monitoring; responsibility for curriculum development, planning, implementation and coordination or presentation of classes to both bilingual and monolingual adult community members, including Citizenship, Computer, and ESL classes and drop-in sessions; identifying, supporting and measuring literacy participants’ goals and progress; building and supporting partnerships with local schools, agencies, government and community organizations; being a strong participant in statewide literacy initiatives and networks; performing a Lead role in overall facility and literacy program operations; recruiting, coaching, training, mentoring and supervision of staff and volunteers in program and service delivery; responding to and resolving difficult or sensitive questions and problems with program participants and partners.
Spanish language fluency is required for this position. Schedule is 40 hours per week, including regular weekly Saturday and evening hours and event participation as needed.
QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience: Three years of progressively more responsible professional experience in an adult literacy, adult education, or an educational setting.
Training: A bachelor’s degree from an accredited college or university with major coursework in education, social science, human services, or a related field.
Licenses/Certificates: Possession of, or ability to obtain, a valid, appropriate California driver’s license and a satisfactory driving record, which must be maintained as a condition of employment.

THE SELECTION PROCESS:

Benefits
Retirement: CalPERS retirement formula is 2% at age 60 for Classic members or; 2% at age 62 for “new members” as defined by Government Code §7522.04(e). Social Security and Medicare participation and the option to participate in 457 deferred compensation plans. City contributes equivalent of 1.5% of base pay towards a medical after-retirement account.
Health Insurance: City offers a choice of medical HMO (two providers) or PPO plan, and offers vision and dental coverage. City pays 100% of vision and dental premiums for employee and eligible dependents. Employees shall contribute 10% of the HMO premium cost based on category of coverage (single, two, family). For PPO, employee pays cost difference between PPO and HMO plans. City provides 100% City-paid short- and long-term disability insurances. The City offers a discretionary benefit account for employees who demonstrate health coverage elsewhere.
Vacation: Fifteen to thirty working days annual vacation, based on the length of service.
Holidays: Thirteen total paid holidays per year plus one floating holiday.
