This vacancy will be filled either as an Associate Engineer ($111,100 - $166,651 annually) or Senior Engineer ($122,634 - $183,952 annually).

DESCRIPTION  

The City of Thousand Oaks Public Works Department currently has an opening for an Associate/Senior Engineer! We are seeking engineers with the competence and experience to execute design and construction projects with confidence and professionalism. Ideal candidates will have demonstrated skills in the areas of water and wastewater utilities, land development, roadway improvement, energy resilience, engineering design, and/or construction management across all civil engineering disciplines. 

 

PRIMIARY RESPONSIBILITIES 

Associate Engineer:  

  • Prepares and oversees the preparation of complex and technical engineering studies, plans, and reports   

  • Assists the Division Manager and Team Leader/Senior Engineer in managing varying responsibilities including permitting, design and construction of water, wastewater, storm drain, pavement, energy resiliency and roadway improvements 

  • Assists with the preparation of construction documents, drawings, estimates, and specifications    

  • Coordinates and performs professional planning and engineering work including reviewing proposed land development plans 

  • Participates in the review, development, and/or revision of the various elements of plans, ordinances, and other policies and procedures   

  • Provide oversight of engineering consultants and/or co-workers  

  • Meets and works with professional and public groups   

  • Respond to residents regarding public works concerns  

  • Assists in preparing basic engineering plans for roadway improvements including pavement, drainage and striping plans  

  • Prepares engineering maps and drawings; participates in the filing and retrieval of engineering maps, documents, and records   

  • Conducts work to seek and pursue grant funding opportunities for programmed improvements; and assists in the planning and administration of various projects fueled by local, regional, and federal grant funds   

  • Makes presentations to boards, committees/commissions, City Council, and the public; represents the City in matters at various local and regional meetings  

  • Meets and works with professional and public groups, and coordinates public outreach for City infrastructure projects and programs   

  • Leads, plans, and reviews the work of assigned staff on complex engineering projects (capital improvements, construction, development, and/or maintenance programs) for accuracy and compliance with applicable standards and specifications 

  • Manage important infrastructure design, engineering, and construction projects from start to finish 

  • Assists in the development, implementation, and achievement of goals, objectives, policies, engineering standards and priorities 

  • Mentors team members and reviews their work on complex engineering and public works construction methods, procedures, and techniques 

  • Researches and identifies funding sources for division projects; prepares and administers the capital improvement/development plan and budget 

  • Prepares memos and reports; delivers presentations to Council, Commission, and other groups as needed. 

 

Senior Engineer: 

In addition to the responsibilities of the Associate Engineer position:  

  • Leads, plans, and reviews the work of assigned staff on complex engineering projects (capital improvements, construction, development, and/or maintenance programs) for accuracy and compliance with applicable standards and specifications 

  • Manage important infrastructure design, engineering, and construction projects from start to finish 

  • Assists in the development, implementation, and achievement of goals, objectives, policies, engineering standards and priorities 

  • Mentors team members and reviews their work on complex engineering and public works construction methods, procedures, and techniques 

  • Researches and identifies funding sources for division projects; prepares and administers the capital improvement/development plan and budget 

  • Prepares memos and reports; delivers presentations to Council, Commission, and other groups as needed. 

Ideal Candidate

  • Ability to perform highly complex professional engineering work and computations independently and review design plans  

  • Possess excellent project management and problem-solving skills; be able to work in a deadline-driven environment and effectively manage competing priorities 

  • Possess demonstrated ability to effectively oversee, organize, and evaluate the work of staff  

  • Ability to manage several projects and staff to ensure that deadlines and deliverables are met 

  • Be well-versed in the design and construction of roadways, pipelines, utilities, and public infrastructure, with water and wastewater infrastructure desirable.  

  • Possess exceptional written and verbal communication skills 

  • Be able to understand, interpret, explain, and apply applicable federal, state, and local policies, laws, and regulations, as well as department policies and procedures  

  • Understand the Principles and practices of contract preparations, negotiations, and administration

EXPERIENCE 

Associate Engineer: 

  • Three years of responsible professional engineering experience, including experience in municipal public works, traffic, or building design and construction activities 

Senior Engineer: 

  • Five plus years of responsible professional engineering experience related to the area of assignment including experience as a team leader, and two years of experience comparable to and Associate Engineer at the City of Thousand Oaks 

 

EDUCATION 

Bachelor's degree from an accredited college or university with major course work in civil engineering related field.  Master’s degree desirable.   

 

CERTIFICATIONS 

  • A valid certificate of registration as a Professional Engineer (PE) issued by the California Board for Professional Engineers and Land Surveyors  

  • A valid class C California driver’s license  

  • CCM or PPM certifications highly desirable
