Description

SALARY 

The anticipated hiring range for the Deputy Chief Technology Officer position is $161,216 - $201,520 annually, with a full salary range up to $241,824. The City typically makes offers within the hiring range based on the candidate’s experience and qualifications. 

 

POSITION HIGHLIGHTS 

  • Serve as a trusted operational and strategic partner to the Chief Technology Officer (CTO), leading high-impact enterprise system modernizations (ERP, CRM, Utility Billing, Data Analytics) that directly support City services and the community. 

  • Drive modern, reliable, and secure technology operations while mentoring staff, creating career pathways, and shaping how emerging technologies are responsibly adopted in a well-resourced municipal organization. 

  • Partner with the CTO to help establish and mature a new standalone IT Department, contributing to the development of operations, governance, culture, and service delivery models across the organization. 

 

DESCRIPTION 

The City of Thousand Oaks is seeking a highly skilled and collaborative technology leader to serve as its first Deputy Chief Technology Officer (Deputy CTO). This position will play a critical role in supporting the Chief Technology Officer (CTO) in building, operating, and maturing the City’s newly established Information Technology (IT) Department. 

The Deputy CTO will serve as a key partner to the CTO, helping translate the City’s Information Technology Strategic Plan (ITSP) into effective, day-to-day operations and successful project execution. While the CTO focuses on long-term vision, executive leadership, and Citywide strategy, the Deputy CTO will provide strong operational leadership, oversee core technology functions, and ensure consistent delivery of high-quality IT services across the organization. 

This is a unique opportunity to help build a new department from the ground up in a forward-thinking, well-resourced municipal organization, while shaping how technology supports City services, employees, and the community. 

The Deputy CTO will report directly to the Chief Technology Officer and may serve as the CTO’s designee in meetings, projects, and decision-making as assigned. 

 

PRIMARY RESPONSIBILITIES 

Department Operations & Leadership 

  • Support the CTO in establishing and maturing the City’s standalone IT Department, including policies, procedures, governance, and service delivery models. 

  • Provide day-to-day operational leadership for IT functions, ensuring stability, reliability, and performance of Citywide technology systems. 

  • Supervise, mentor, and develop IT management and technical staff; promote a culture of service, accountability, collaboration, and continuous improvement. 

  • Assist with organizational planning, staffing strategies, and implementation of new IT positions outlined in the ITSP. 

Strategic Plan Execution & Major Initiatives 

  • Lead or support execution of the City’s Information Technology Strategic Plan (ITSP), ensuring initiatives remain on scope, on schedule, and aligned with City priorities. 

  • Provide hands-on leadership for major enterprise initiatives such as ERP, CMMS, CRM, PRA, Utility Billing, and Data Analytics system modernization projects. 

  • Coordinate project management, vendor relationships, system integrations, and change management efforts across departments. 

  • Track progress, risks, and dependencies; prepare status updates and recommendations for the CTO and executive leadership. 

Technology Operations & Governance 

  • Oversee and coordinate core IT operational areas, which may include: 
    • Application support and enterprise systems 
    • Infrastructure and cloud services 
    • Network and telecommunications systems 
    • Cybersecurity and risk management 
    • Digital services and end-user support 
  • Help standardize technology platforms, processes, and service delivery models across the organization. 

  • Support development and enforcement of IT policies, standards, and procedures to ensure consistency, security, and compliance. 

Cybersecurity & Emerging Technology 

  • Partner with the CTO to maintain a strong cybersecurity posture, including oversight of security tools, incident response processes, and risk mitigation strategies. 

  • Assist in implementing Citywide processes for vetting and adopting emerging technologies, including artificial intelligence, in alignment with the City’s AI policy. 

  • Monitor technology trends and recommend practical, value-driven solutions that improve service delivery and organizational efficiency. 

Cross-Department Collaboration 

  • Serve as a trusted partner to City departments, helping translate business needs into effective technology solutions. 

  • Facilitate collaboration between IT and operational departments to improve business processes, user experience, and system adoption. 

  • Represent IT in interdepartmental meetings, steering committees, and project teams as assigned by the CTO. 

 

Priorities 

  • Establish strong, reliable IT operations that build confidence and trust across the organization. 

  • Ensure successful execution of complex, high-impact technology projects, particularly enterprise system modernizations. 

  • Support staff development and help create clear career pathways within the IT Department. 

  • Drive consistency, documentation, and process maturity across all IT functions. 

  • Serve as a steady operational leader and strategic thought partner to the CTO. 

Ideal Candidate

The ideal Deputy CTO is a hands-on, solutions-oriented technology leader who thrives in complex environments and enjoys turning strategy into action. They are highly organized, technically credible, and skilled at managing multiple initiatives simultaneously while maintaining operational excellence. They are comfortable being the executor of work for highly visible projects and also the overseer of delegated work. 

The successful candidate will be a collaborative leader who can work effectively with technical staff, department leaders, vendors, and executive stakeholders. They will be comfortable navigating change, improving processes, and helping build a modern, service-oriented IT organization. The Deputy CTO will be instrumental in translating the vision established by the Executive Team into day-to-day. 

 

QUALIFICATIONS 

Minimum Requirements 

  • At least five (5) years of progressively responsible experience in information technology, including at least three (3) years in a supervisory or management role. 

  • Bachelor’s degree from an accredited college or university with major coursework in computer science, information systems, engineering, or a closely related field. 

  • Demonstrated experience managing enterprise applications, infrastructure, cloud-based systems, and cybersecurity in a complex organization. 

Preferred Qualifications 

  • Experience supporting or leading enterprise system implementations such as ERP, CRM, or CMMS. 

  • Experience in local government or another public-sector environment. 

  • Strong background in IT operations, project management, and process improvement. 

  • Familiarity with IT governance, cybersecurity frameworks, and emerging technologies, including AI.
