SALARY 

The anticipated hiring range for the Information Technology (IT) Manager position is $142,491 - $178,114 annually, with a full salary range up to $213,737 annually. The City typically makes offers within the hiring range based on the candidate’s experience and qualifications. 

 

DESCRIPTION 

The City is seeking a strategic and collaborative IT Manager to join the newly established IT Department! In this key leadership role, you will oversee the City’s infrastructure and operations division, including cybersecurity, information systems, data center, network infrastructure, and help desk, while guiding technology strategy that supports operations across all departments.  

 

The position is responsible for managing IT staff, system implementations and upgrades, partnering in the development of long-term technology plans, and ensuring reliable, secure, and efficient IT services. The ideal candidate is a forward-thinking leader with strong technical expertise, project management experience, and the ability to partner with the Chief Technology Officer and Deputy Chief Technology Officer to implement technology solutions that improve operations and service delivery. 

  

PRIMARY RESPONSIBILITIES 

  • Develop and implement IT strategic plans, policies, and procedures to support citywide information systems and departmental priorities. 

  • Lead, supervise, and evaluate IT staff, including hiring, training, coaching, performance management, and disciplinary actions when necessary. 

  • Oversee the City’s cybersecurity infrastructure and education plan 

  • Oversee systems development, implementation, and maintenance of hardware, software, applications, and data processing services across City departments. 

  • Coordinate IT initiatives with internal departments and external agencies to improve system integration, service delivery, and technology utilization. 

  • Advise City leadership on technology strategy, system requirements, and feasibility of IT solutions. 

  • Develop short- and long-term plans for technology infrastructure, including hardware and software upgrades, and modernization initiatives. 

  • Manage and administer the budget, including forecasting staffing, equipment, software, and operational needs. 

  • Monitor IT service performance and operational efficiency, recommending improvements to service delivery methods. 

  • Oversee system design, installation, implementation, and conversion to new technologies. 

  • Prepare reports, proposals, and presentations for leadership, and represent the City in meetings, committees, and professional forums. 

  • Ensure compliance with applicable laws, regulations, and City policies related to information systems and data management. 

  • Manage vendor relationships and technology procurement. 

Ideal Candidate

  • Proven leadership experience managing IT teams and operations, including hiring, mentoring, performance management, and staff development. 
  • Strong expertise in enterprise IT systems, including infrastructure, applications, databases, networking, and data processing environments.  

  • Experience in executing IT strategic plans aligned with organizational goals and long-term technology modernization.  

  • Demonstrated success managing complex IT projects, including systems implementation, upgrades, integrations, and vendor coordination. 

  • Strong background in IT governance, policies, and security practices, ensuring compliance with applicable laws, regulations, and organizational standards.  

  • Experience managing departmental budgets, including forecasting technology investments, evaluating cost-benefit scenarios, and controlling expenditures. 

  • Excellent communication and stakeholder engagement skills, with the ability to explain technical concepts to non-technical leaders and collaborate across departments.  

  • Strong analytical and problem-solving abilities, capable of evaluating alternatives, identifying risks, and implementing effective technology solutions. 

  • Commitment to continuous improvement and staying current with emerging technology trends, applying innovations that enhance organizational performance. 

 

EDUCATION 

A bachelor’s degree from an accredited college or university with a major in computer science, management information systems, or a closely related field. 

 

EXPERIENCE 

Eight years of increasingly responsible experience in the design and installation of business data processing systems, at least three of which were at a supervisory or management level.  

Possession of, or the ability to obtain, a valid Class C California driver’s license. 

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.
