About the Opportunity:
Tri-City is recruiting for two (2) Human Resources Analyst positions to join our collaborative and evolving Human Resources Department. As part of a four-person HR team supporting approximately 230 behavioral health and administrative staff, you’ll be instrumental in delivering high-impact services across recruitment, HRIS, employee relations, and classification and compensation. Our team works on a hybrid work schedule, which will be available following an initial review period.
We’re filling:
1 HR Analyst – HRIS Focused (start early 2026)
1 HR Analyst – Generalist (start late February or March 2026)
Both positions will be recruited simultaneously but onboarded in a staggered timeline to provide a personalized and well-supported training experience.
A brief summary of some of the duties these positions will perform are:
- Conducting full-cycle recruitment and onboarding
- Participating in HRIS implementation, administration, and process improvement
- Managing classification, compensation, and employee relations
- Supporting investigations, policy updates, and compliance tracking
- Assisting in Workers’ Compensation and leave management programs
- Contributing to training and development programs across the agency
- Maintaining HR analytics and reporting dashboards
- Conducting interactive processes and providing analytical support to agency leadership

Ideal Candidate
Education, Training and Experience
Equivalent to a bachelor’s degree from an accredited college or university with major coursework in business or public administration, human resources, risk management, or a closely related field.
AND
Two (2) years’ experience as a Human Resources Technician.
OR
Two (2) years’ of increasingly responsible professional experience in public sector human resources
or personnel administration which included recruitment and selection, training, benefits
administration, classification and compensation and/or HRIS implementation.
An ideal candidate will have two years' of increasingly responsible professional experience as a Human Resources Analyst within a public agency supporting the implementation of an HRIS and/or performing employee relations, classification and compensation or recruitment and selection analytical work.
Benefits
FULL-TIME EMPLOYEE BENEFITS:
Sign-on Bonuses: $2500 for eligible positions.
Merit Salary Increases: Annually based on performance, budget availability and supervisor approval.
CalPERS Pension: 2% @ 55 for Classic Members and 2% @ 62 for PEPRA Members; employee contributes 7% for Classic and 7.75% for PEPRA. No Social Security.
Vacation: 80 hours per year, increasing with years of service with a maximum of 240 hours; cash out option available.
Sick Leave: Full-Time employees = 88 hours per year with no cap.
Holidays: 11 paid holidays per calendar year plus an additional 16 hours of Floating Holidays.
Longevity Pay: $2500 at 5 years of service; $5000 at 10-35 milestone years of service.
Flexible Work Schedule: 9/80 work schedule with the option for hybrid work, where applicable and approved by supervisor. **
Health Insurance: Medical (Kaiser HMO), dental (MetLife PPO) and vision coverage (EyeMed) of which 80% is paid by Tri-City Mental Health Authority (TCMHA).
Life Insurance: Paid at one times annual salary, paid by Tri-City MHA with additional optional coverage available.
Deferred Compensation (457b): Available to interested employees; no employer match.

**Availability of flexible schedule and days of regular day off is dependent upon the needs of the Department and approval from Management.
