PUBLIC WORKS DIRECTOR

COMMUNITY

Chowchilla is an 11-square mile rural city of between 19,000 and 20,000 residents. Located in California’s San Joaquin Valley, Chowchilla is home to some of the state’s most productive agricultural areas. Many of California’s iconic travel destinations such as the Yosemite, Kings Canyon and Sequoia National Parks, the San Francisco Bay Area and the Pacific Coast are within an easy two-hour drive.

Area residents enjoy a Mediterranean-type climate of abundant sunshine with dry, hot summers and mild to cool winters. The rain months of January through March can provide an average 12 inches of annual precipitation to the region.

The community has the benefit of an established commercial downtown surrounded by a mix of varied older homes. In recent years, newer housing developments were built on the east and west sides, as well as retail properties and industrial developments. Three school districts provide a strong educational foundation for families. The community also has a municipal airport, an 18-hole public golf course and a fairground that accommodates numerous events through the year.

POSITION

The Public Works Director is appointed by and works under the direction of the City Administrator and serves as a member of the City’s executive team. The Public Works Director supervises 20+ employees and directs the operations and activities of the City’s Public Works Department including streets and sidewalks, water drainage, parks, facilities, water and sewer utilities, storm drainage, manages all municipal construction, and prepares and administers departmental budget.

The ideal candidate will be a proven leader with the ability to direct and manage office and field staff.  The Public Works Director is a highly visible position with frequent public interaction. This position will have oversight over Planning and Engineering; general background of these two fields is preferred.

The Public Works Director will be familiar with the dynamics of rural communities and be able to ensure ongoing city services within the constraints of limited budgets. Candidates with the education and/or experience that demonstrate the ability to perform the functions of the position will be considered.

Ideal Candidate

ESSENTIAL FUNCTIONS:

  1. Plans, organizes, directs and evaluates the construction, maintenance and repair of City streets, sidewalks, curbs, gutters, driveways, parks, water and sewer utilities.
  2. Directs the repair of storm drains, drainage ditches, traffic signals, street traffic signs, and streetlights
  3. Provides liaison between the city and contractors regarding the installation of water and sewer lines and related facilities as required for City purposes
  4. Assigns personnel to tasks according to need
  5. Trains or secures training of personnel
  6. Evaluates employees’ performance and makes recommendations on hiring, promotion and dismissal
  7. Develops and implements policies and procedures to improve efficiency of the department
  8. Develops and implements a safety program for personnel
  9. Ensures that infrastructure meets handicap requirements
  10. Ensures compliance with state, county, local ordinances regarding hazardous material and air quality control
  11. Ensures that material and equipment are available to construction and maintenance crews
  12. Reviews plans and specifications, lays out work and makes crew assignments
  13. Inspects work in progress to ensure conformity to plans and quality standards
  14. Receives citizen complaints; investigates and makes needed corrections
  15. Communicates with citizens regarding City’s responsibility and property owner’s responsibility
  16. Inspects City facilities and makes recommendations regarding needed maintenance, repair, or new structures
  17. Develops department budget, making recommendations on personnel and equipment, and administers approved expenditures
  18. Ensures department compliance with state, county and local rules, regulations and ordinances
  19. Attends and participates in meetings.
  20. Manages all City engineering services.
  21. May perform skilled and difficult maintenance and repair work due to emergencies or personnel shortages

Specialized Knowledge of: Equipment, materials and methods used in the construction, maintenance, parks, cleaning and repair of public works maintenance and construction, designs, plans and specification used in storm drains, street lighting traffic control, water and sewer systems applicable to municipal utilities and public works facilities, applicable city, county and state laws, codes and ordinances, civil engineering principles and practices as applied to the field of municipal public works and city engineering, principles of organization, supervision and employee training.
  3. Ability to: Plan, organize, and direct the work of the City Public Works Department involving: streets, drains, traffic signals,  street medians, sewers and sidewalks, parks, develop and administer the department budget, develop and maintain a record keeping system regarding the City’s infrastructure,  manage the construction of all city infrastructure ,communicate effectively both orally and in writing, hire, train, supervise, evaluate and discipline subordinate personnel, interpret programs to contractors, developers, builders and the general public evaluate the condition of City owned infrastructure and make recommendations regarding improvements to public works facilities, operations programs a services, establish and maintain cooperative and effective relationships with governmental officials, other City departments, employees, contractors, developers and the general public.

Resources, Including Money, Equipment, Materials and Records: Maintenance personnel, maintenance budget, property, equipment and vehicles used in carrying out the City’s construction and maintenance program, maintenance reports, blueprints, plans, specifications and drawings.

Solving Problems: Work planning in assigned areas, coordination of manpower, personnel problems, safety and hazardous materials issues, city engineering oversight, citizen developer complaints, inter-agency conflicts, satisfying the City Council and City Administrator while staying within allocated budget.

Performance of Others: Supervision of construction, maintenance, streets, water and sewer utilities, parks and automotive repair personnel, department personnel, functional supervision over contractors, developers.

Relations with:

  1. Internal Relations with: City Council, City Administration, department secretary, all department heads and administrative personnel.
  2. External Relations with: State, county and local governmental agencies, developers and contractors, consultants, utility companies, USA, business community, general citizenry.

Communications:

  1. Oral:  Instructions given and received, conversations, negotiations, and presentations.
  2. Written:  Letters and memos, reports, work orders, requisitions, budgets, plans and blueprints.
  3. Visual:  Printed and handwritten letters and memos, technical manuals, blueprints, plat maps, engineering drawings, policies and procedures.
  4. Auditory:  Noises, which signify problems and safety hazards, spoken conversations, radio.

Safety:

  1. Hazardous Conditions: Working around moving heavy equipment, road hazards, dense fog, dust, rough, slippery, uneven ground, cold water, heights, close quarters, awkward positions.
  2. Frequency:  Daily
  3. Consequences:  From light strains, sprains and abrasions to moderate injury and consequence of vehicular accidents.

Works in a semi-controlled environment whole riding in vehicle and when performing administrative and office function, works in an uncontrolled environment when supervising and inspecting work in progress and is subject to heat, cold, fog, dust, and insect, bits argumentative, public, governmental officials.                                  

Physical Aptitude:

  1. Above normal hand/eye coordination, endurance
  2. Ability to lift, move and carry objects in excess of 50 lbs.

Application of Mental and Physical Effort:

Requires concentration for prolonged periods in solving maintenance construction problems, observing constructions/maintenance crew operations, and attending meetings.  Physical effort is generally light and continuous but may become heavy and continuous in an emergency. Workday is often in excess of eight hours.

PREREQUISITES:

  1. Education and Experience: Any combination equivalent to graduation from an accredited university and five (5) years of increasingly responsible diversified experience in municipal public works and civil engineering, including two (2) years at a full supervisory level.
  2. Licenses, Registrations, Accreditation, etc.: Possession of a valid class C California Motor Vehicle Operators License. A California Civil Engineer’s License is preferred, but not a requirement.

The Compensation/Benefit Package

Salary - dependent upon qualifications with a current salary range of $134,222.40 to $171,808.00 per year, with a 9/80 work week, plus generous benefits including: 

Retirement - CalPERS 2% @ 60 Plan for "Classic" Employees, or 2% @ 62 for “New” employees, subject to the California Public Employees’ Pension Reform Act of 2013. 

Social Security - The City does not participate in Social Security. 

Medicare – In accordance with federal law, the City is required to withhold for Medicare.

Health, Dental and Vision Insurance - The City offers health, vision and dental insurance options with a share of cost depending on type of selected plan (based on cost / plan matrix). The city also offers an FSA option.  Employees covered by other insurance may be eligible for a health allowance of $150 for health, $25 for vision, and $50 for dental in lieu of enrolling in the City’s health plans.

State Disability Insurance (SDI) - 1.0% of salary paid by employee. 

Deferred Compensation – A 457 Plan available at the expense of employee.

Life Insurance - $100,000 for department heads and City Administrator.  The employee pays taxes on all premium's values over $50,000 in according with IRS guidelines.

Pet Insurance - through ASPCA

Holidays - 11 paid holidays per year.  Plus, two additional floating paid holidays.

Annual Leave - 280 hours of annual executive leave per year.

Sick Leave - 12 days of annual sick leave.

Other Benefits - Longevity Pay applies to all employees at the rate of 2.5% for every 5 years of service with the City of Chowchilla. Other benefits that may apply to include education incentives pay, and certificate pay, etc., depending on the City Council approved contract. 

This position is an exempt (no paid overtime) unrepresented executive management position.
