Description

DEFINITON
Oversee the construction phase of public works projects by conducting field inspections and performing highly responsible and technical liaison work among contractors and staff involved in public works construction. Maintain written and photographic records of construction progress. Assist in administering construction contracts during implementation by inspecting and verifying work and assisting in preparation and processing of change orders, requests for payment, and related documents.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Civil Engineering Associate.  This position does not exercise supervision over others.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

  • Read and interpret project plans and specifications for public works construction and industry standards, such as the Caltrans Standard Plans and Specifications as they apply to assigned projects.
  • Provide quality assurance inspections of assigned construction projects to verify contractor adherence to applicable plans, specifications, conditions of approval, and/or permit requirements.
  • Ensure that contactors meet designated construction schedules and project delivery commitments.
  • Assist in planning and scheduling the construction of projects to minimize adverse impacts to the community; monitor project schedules to ensure continuous progress; schedule and monitor the work of materials testing laboratories, land surveyors, design engineers, and/or architects.
  • Identify potential construction problems and seek resolution by advising and coordinating the efforts of architects, engineers, and contractors.
  • Respond to requests for information, or similar written correspondence.
  • Review and approve contract submittals; maintain contract files during construction phase.
  • Prepare or obtain documentation necessary to maintain comprehensive contract file records; document progress by maintaining organized and legible written diaries and photographic archives.
  • Exchange necessary information among architects, engineers, contractors and staff to formally establish responsibility for each aspect of work using all available forms of communication including face-to-face conversations, written correspondence, cellular and office telephone, e-mail, text messaging, and/or use of the internet.
  • Interact with contractors, business owners, utility company representatives, and the public in a professional manner.
  • Attend preconstruction and progress meetings with contractors, developers, or permittees; attend staff meetings or committee meetings as assigned or required.  
  • Assist in the preparation of progress payments and change orders by measuring and verifying installed quantities and negotiating the equitable cost of changes in work and time; collect and track certified payroll reports.
  • Serve as an emergency service worker during times when the Town’s Emergency Operations Center has been activated due to a natural disaster or emergency affecting the Town.

QUALIFICATIONS
Knowledge of:

  • Construction methods and techniques; principles of engineering and construction; Caltrans standards for construction and inspection.
  • Principles of cost and time analysis, including critical path method scheduling.
  • Roadway construction and asphalt concrete paving and underground utility construction; traffic signal construction and landscaping/irrigation is helpful but not required.
  • Standard computer software including e-mail, internet, Microsoft Word and Excel.
  • Mathematics and use of arithmetic and geometry.

Ability to:

  • Determine priorities and handle a complex workload; expedite items of work and processes to accomplish public improvement and development goals, and work with contractors, architects and engineers to do so.
  • Demonstrate strong coordinating and negotiating skills.
  • Demonstrate sound judgment and serve as an effective representative of the Town in diverse settings.  
  • Interpret plans and specifications; inspect construction sites and evaluate conformance to plans, specifications, and code requirements; identify unsafe conditions at a construction site.  
  • Establish and maintain effective work relationships.
  • Stoop, climb, crawl, balance, maneuver, walk and stand for long periods of time; work outside in varying weather conditions; wear appropriate safety clothing; and conduct job responsibilities in close proximity to active construction equipment.

EXPERIENCE AND EDUCATION
Any combination of experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Five (5) years of experience in inspection, management, or construction of diverse public works projects, preferably for a governmental agency.

Education:
Equivalent to completion of the twelfth grade supplemented by college coursework in mathematics, engineering, and construction management.

LICENSE(S) AND CERTIFICATION(S)
Possession of a valid California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire.
