Description
DEFINITION
Performs complex clerical accounting tasks involving the maintenance of financial, accounting, or statistical records within an on-line accounting system. Posts transactions to journals and ledgers; adjusts accounts according to established procedures; and assists with the preparation of worksheets and financial summaries.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Accounting Analyst. This position does not exercise supervision of others.
ESSENTIAL JOB DUTIES
Essential duties may include, but are not limited to the following:
Maintain cost accounting records by computing, allocating, and posting to various accounts; prepare journal entries and other data entries as needed.
Administer Business License program, answer calls and process business licenses in HDL software.
Formulate and issue accounts receivable invoices; collect and post receipts; monitor aged accounts receivables; and issue delinquency notices.
Process cash receipts for all departments; clear cash register, post receipts, reconcile and balance receipt journal, and prepare bank deposits; deliver cash receipts/deposits to bank.
Assist with Accounts Payable function as needed.
Generate and check a variety of computerized accounting reports; maintain and update spreadsheet reports as assigned.
Maintain accurate and thorough files related to assigned activities, including scanning and attaching supporting documents and filing accounts receivables and other documents.
Update fixed asset inventory system, track purchases, transfers, and sales of fixed assets.
Assist with accounting reports; compile and organize various types of financial and statistical information.
Explore and resolve a variety of problems through review of multiple records; exercise initiative in anticipating or identifying problems or errors and follow-up to resolve.
Research and answer public, employee, department, and vendor inquiries regarding the status of various accounts and payments.
Analyze and reconcile account activity and balances and make or request appropriate adjustments; assist with year-end close.
Assist with maintaining petty cash fund and report expenditures.
Prepare budget documentation using Excel and Word.
Scan and maintain financial documentation in Laserfische.
QUALIFICATIONS
Knowledge of:
Accepted principles, techniques, and practices of governmental accounting, fund accounting, auditing, and fiscal management.
Accounting systems and data processing interrelationships.
Microsoft Excel and Word; ideal candidates will have familiarity with Munis, HDL software, ActiveNet, InDesign, Granicus, and SharePoint or be capable of learning.
Ability to:
Rapidly analyze financial data and draw sound conclusions to prepare clear, complete, and concise reports.
Follow and retain verbal written instructions.
Communicate effectively orally and in writing; and establish and maintain cooperative work relationships.
Work with minimal supervision.
EXPERIENCE AND EDUCATION
Any combination of experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain knowledge and abilities would be:
Experience:
Three (3) years of experience in computerized bookkeeping or administrative work involving accounting, record keeping and reporting. Two (2) years of computer spreadsheet (Excel) and document (Word) processing experience. Two (2) years of experience dealing with the public in a service capacity.
Education:
Education equivalent to a high school diploma and two (2) years of college coursework or training in accounting or bookkeeping methods.
LICENSE(S) AND CERTIFICATION(S)
Possession of a valid California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire.
