The City of San Rafael, Child Care Division is accepting applications for Child Care Aide to work in our School-Age Program.  We are looking for people who are available Monday thru Friday from 2:00 – 6:00 pm.  This is a great part-time position for someone who attends school in the morning.  No weekend work required!

This position performs the following essential job duties (including but not limited to):

• Assist Director and Instructors in planning and implementing activities.
• Assist in the supervision of children at the child care center or on outings/trips.
• Assist in the cleaning and maintenance of equipment and materials.
• Assist in the preparation and cleanup of snacks.
• Other related duties as assigned.

The Department of Planning and Development is currently recruiting for one Senior Planner vacancy:

This Senior Planner will play a crucial role in reviewing complex professional-level tasks related to land use and planning laws, zoning, housing, discretionary entitlements with associated report writing for consideration by the County Zoning Administrator and/or Planning Commission, and the review of building permits and environmental analysis under the California Environmental Quality Act (CEQA). The Senior Planner will also serve as the lead on assigned projects, which may include overseeing a number of programs (examples include: County General Plan & Housing Element, Surface Mining and Reclamation Act, Santa Clara Valley Ag Plan, and Habitat Plan) and works independently, assuming responsibility for more complex projects (such as Stanford master planning), and must be resourceful and responsive to specialized assignments from Executive Management or the Board of Supervisors. The Senior Planner may also be responsible for reviewing development and parcel maps/subdivision proposals, as well as building plans, and permits. The County will be embarking upon a comprehensive General Plan Update, and other various vision plans and may be expected to oversee and manage these efforts. The County also processes large and complex private development applications for large private institutional uses, new quarries, places of worship and agricultural processing campuses. A Senior Planner with areas of expertise related to long-range/comprehensive planning and/or major project development processing experience, coupled with strong CEQA experience is desired. 

In addition to meeting the employment standards for a Senior Planner, candidates must possess in-depth knowledge and working experience in two (2) or more of the following areas:

• Preparing advanced California Environmental Quality Act (CEQA) documents (e.g., Initial Studies, Mitigated Negative Declarations, Environmental Impact Reports).
• Experience in complex medium- to large-scale development entitlement projects such as campus planning, industrial, commercial, housing, agricultural housing or processing developments, or similar projects requiring advanced CEQA processing, staff report writing, data management and analysis, public outreach and public hearings.
• Experience in the management of CEQA and technical consultants, including meeting coordination, reviewing work products, and contracting/billing. Experience in managing consultants to ensure the project is completed within the approved timeline and budget with the proper deliverable is required.
• General requirements of the Surface Mining and Reclamation Act (SMARA), preparation of annual surface mining inspection reports, and review and approval of Financial Assurance Cost Estimate (FACE), Reclamation Plans, and Mining Plans (desired, not required).
• Analytical understanding of State laws and regulations impacting land use and local government, with directly related work products that include major ordinance revisions and creation and processing of new programs. This would include preparation of professional staff reports of summarized data, conclusions and recommendations.
• Have conducted as a lead project manager or co-project manager long-range, comprehensive planning projects; e.g., general plan updates, major zoning ordinance amendments, specific plans, vision plans, etc., with working knowledge of the principals and practices of such working documents.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem-solving; and leveraging financial and volunteer resources.

The Position

The Clinical Supervisor will provide clinical and administrative leadership to the Aging and Family Services Division. The mission of the Aging and Family Services Division is to foster a high quality of life for older adults through its Senior Support Services. The Senior Support Services employs a team of caring professionals from diverse backgrounds which include social workers, a public health nurse, counselors, and peers who will work closely with other department staff to provide cohesive wrap-around services for older adults and their families.

Examples of Job Duties

• Develop and maintain systems necessary to support effective and efficient Senior Support Programs. This includes the responsibilities of: supervising a multi-disciplinary team; monitoring contractual and billing procedures; electronic charting requirements; working with other providers and referral organizations; utilization review and methods for integrating the work of the Aging and Family Services Division and Human Services Department.
• Facilitate and support the work of a multi-disciplinary team in providing services to seniors with complex care needs and their caregivers.

As part of the Engineering Services Division, Survey Section of the Public Works Department is responsible for delivering land surveying services on a variety of City projects including street widening/improvements, storm and sanitary facilities, library/community center/fire station sites, and airfield projects. These land surveying services include, but are not limited to the following:  topography, property acquisition, construction staking, pavement marking layout, and monument preservation. 

The Survey Section is currently recruiting to fill two (2) Instrument Person vacancies. An Instrument Person performs a variety of sub-professional surveying and engineering functions of moderate difficulty either on a survey crew in the field or in the Survey Section office. 

Responsibilities include, but are not limited to the following:  

• Acts as instrument person on a survey party. 

• Records field notes and prepares maps and sketches from survey data. 

• Sets up, adjusts, and operates all types of survey instruments. 

• Provides lead direction and training to other survey personnel. 

• Uses modern, survey-grade Global Positioning System (GPS) equipment. 

• Calculates grades and enters data into field books. 

• Turns angles and extends horizontal line using a total station. 

• Uses the level to obtain vertical control. 

• Uses the level, total station, rod, targets to perform topographic surveying in order to describe the existing features of a piece of land in order that it may be reproduced as a plan map. 

• Locates survey points by measurement, magnetometer and from maps of former surveys. 

• Assist with transferring electronic field data to a PC workstation, processing and interpreting the data, and checking for errors. 

• Assists with producing high-quality, computer-generated topography maps and tables using sophisticated engineering software. 

This is the journey level class in a four class surveying series. This class differs from the next higher class of Survey Party Chief in that incumbents of the latter perform sub-professional surveying work and are usually responsible for completing only a segment of a surveying program or project.

The Environmental Health Services Division of San Mateo County Health is seeking a well-qualified candidate for the position of Environmental Health Program Supervisor – Hazardous Materials Program.

The Position

Working under general supervision, the successful candidate will supervise, direct, organize, manage, evaluate, audit, and provide accountability for one or more Environmental Health programs in areas encompassing hazardous materials/hazardous waste and environmental health program outreach for pollution prevention, public health protection, and environmental health operations.

The current vacancy supervises staff in the Environmental Health Services Division's hazardous materials/hazardous waste areas and Pollution Prevention programs. This position is located in San Mateo, but will require some travel/driving throughout the county to perform the duties of the job.

The Hazardous Materials Program Supervisor will work in the Certified Unified Program Agencies (CUPA) program and additionally oversee the Pollution Prevention Program. In addition to supervising Pollution Prevention Program work, this position will supervise CUPA regulatory programs, including the Hazardous Materials Business Plan Program, Hazardous Waste Generator (HWG) Program, California Accidental Release Prevention Program, Hazardous Materials Program Fees, Underground Storage Tanks (UST) Program, and Above Ground Petroleum Storage Tank Program.

Key responsibilities include providing subject matter expertise on the Hazardous Waste Generator program and supervising a team of nine specialists across multiple programs. Additionally, the supervisor will also serve in a leadership capacity with the District Attorney's office, political leaders, and county management, and will ensure compliance with all inspection and reporting requirements. Additionally, the incumbent will provide programmatic supervision around website management, messaging, and outreach services for grant work and to other programs within the Division, and ensure messaging and branding alignment with County Health.

Ideal Candidate

The successful candidate will bring enthusiasm and a strong commitment to public service. More specifically, the ideal candidate will demonstrate:

• Proficient in all CUPA regulatory program areas and possess a valid ICC (International Code Council) certification as an underground tank inspector.
• Knowledgeable of the division's enforcement options, such as the Hazardous Materials Administrative Enforcement Orders (AEO) and the District Attorney referral processes.
• Experienced with at least four years of journey level experience in hazardous materials management in the areas of storage, transportation, handling and disposal of hazardous materials and/or hazardous waste; underground tank construction, monitoring and removal; or underground tank site remediation.
• Knowledgeable of hazardous materials management, including its scientific background, technology, principles, methods, investigative techniques and problems; laws, regulations and codes governing hazardous materials; emergency response procedures and protocols; government agencies, community organizations and business establishments as they relate to environmental health and hazardous materials management; basic practices in the transportation and disposal of hazardous wastes.
• Knowledgeable of contract and grant monitoring and expenditures, grant applications, RFP processes.

• An experienced hazardous materials management professional with a thorough understanding of the full range of issues, practices and regulations related to the CUPA programs.

Overview:

The Senior Engineer (Electrical) is to provide specialized electrical engineering expertise, particularly related to low and medium voltage electrical distribution systems and low voltage motor control centers used in industrial facilities, including water treatment plants. This individual will serve as a subject-matter expert, support ongoing capital projects throughout all phases—planning, design, and construction, act as the Owner’s representative for electrical engineering, and manage consultants and professional services agreements. ABOUT THE DEPARTMENT

The Library and Recreation Department is comprised of two divisions, Library and Recreation & Childcare, that are dedicated to enhancing the quality of life of San Rafael residents. The Library Division operates with a $4.4 million budget and 22 full-time employees in fiscal year 2024/2025. The San Rafael Public Library consists of three branches—Downtown, Pickleweed, and Northgate—and is part of the MARINet consortium. Exciting projects include a $3 million modernization of the Downtown branch, set for completion by July 2025, and a $2 million renovation of the Pickleweed branch, with construction beginning in August 2025. Additionally, the City is planning a new, joint Library and Community Center at Albert Park, while also focusing on operational improvements and championing innovative library programs and services.

EDUCATION AND EXPERIENCE

San Mateo County Health's Public Health, Policy and Planning Division has exciting field-based opportunities for well-qualified and motivated Nurse Practitioners to provide both primary and urgent care to adults from vulnerable populations within our community—people experiencing homelessness and/or in shelters, monolingual Spanish speakers and other new immigrants, and those without insurance or underinsured. These services are provided through various Mobile Clinic modalities and venues, including but not limited to street medicine, shelter medicine, and the mobile coach. We are looking for collaborative Nurse Practitioners to work in and lead various multidisciplinary service teams in the field to provide comprehensive, low-threshold, client-centered care and engagement.

Teams are staffed by a Nurse Practitioner (NP), Psychiatrist, Medical Services Assistant, AOD Case Manager, and Patient Services Assistants. These teams work closely with our community partners from the Human Services Agency and community-based organizations who locate and identify clients needing medical and/or mental health services, as well as provide additional health, housing, and social services in the field.

Under general supervision, Nurse Practitioners provide urgent care and primary health care services such as physical examinations, chronic disease management (e.g., diabetes and hypertension), and referrals/linkages to specialty clinics as appropriate.

Currently, Public Health Clinics has one full-time, regular, 40-hour-per-week vacancy for a bilingual Spanish Nurse Practitioner and two 40-hour-per-week, Limited-Term Nurse Practitioner vacancies, requiring flexible schedules and field-based work at different locations. Sixty-five percent of the NP’s time will be in the field, with the remainder spent in the office documenting notes, placing orders, and coordinating with other staff as needed.

The ideal candidate has experience:

• In family practice addressing chronic disease management

• In the diagnosis and treatment of sexually transmitted infections

• Collaborating with interdisciplinary teams

• With the underserved population, including those who are homeless

• In a flexible, dynamic work environment

• With electronic medical records

• Using Spanish in a medical context

Examples of Duties

Duties may include, but are not limited to, the following:

• Provide low-threshold, comprehensive care for San Mateo County’s most marginalized and vulnerable populations, including people experiencing homelessness, those in shelters, migrant and immigrant farmworkers, the recently incarcerated, the uninsured, and those with financial challenges.

• Provide comprehensive and urgent care in a variety of non-traditional settings, including homeless encampments, outdoor locations, shelters, and a mobile RV clinic.

• Demonstrate the ability to work closely and collaboratively with a small team in often challenging environments (e.g., homeless encampments, shelters, extreme weather, individuals under the influence, or those with mental health challenges).

• Take stewardship of medical care for assigned geographic populations and/or shelters.

• Outreach to and build long-term, trust-based relationships with vulnerable populations.

• Assess patients’ physical, emotional, and social status through medical history, physical examinations, and diagnostic screenings; evaluate clinical findings and lab results.

• Identify and manage common illnesses and other health problems.

• Refer urgent issues beyond scope to appropriate specialists.

• Deliver longitudinal care in assigned areas.

• Collaborate with other health professionals following protocols for diagnosis and treatment.

• Build relationships with community partners to improve health outcomes and expand services.

• Counsel families regarding health maintenance and care.

• Coordinate referrals to other health or social agencies.

• Maintain accurate records of assessments, follow-ups, and evaluations.

• Supervise subordinate health workers and participate in meetings.

• Actively participate in quality improvement efforts.

• Perform related duties as assigned.

Qualifications

Education and Experience
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• Education: Completion of an advanced nursing degree from a program accredited by the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accrediting Commission (NLNAC), with emphasis in a Nurse Practitioner specialty area.

• Experience: Minimum of one (1) year of paid experience in an acute and/or ambulatory care setting.

Licensure

• California Registered Nurse license

• California Board of Registered Nursing (BRN) Nurse Practitioner license

• California BRN Furnishing Number

• DEA Number

For OB-GYN assignments, a Nurse Practitioner license may be substituted with a Nurse Midwife License and at least one certification in women’s health.
