Position Summary

Under general direction of the Director of Transportation for the Bus Transit division, contributes to the mission of Golden Gate Transit by ensuring that Golden Gate Transit has the best possible trained Bus Operators. Instruct Bus Operators for safe operations of vehicles, uniform compliance, and enforcement of District rules, regulations, policies, and procedures. Document Bus Operator Students’ performance. Must be willing to work shift assignments from Santa Rosa, Novato, San Rafael, or San Francisco Division locations. May be assigned to perform other duties.
 

Essential Responsibilities

• Conducts training class for newly hired bus operators, including obstacle course, classroom and “over the road” instruction by delivering standardized curriculum.
• Develops classroom curriculum, including itinerary, lesson plans, training and testing materials and implement training for newly hired and existing bus operators.
• Acts as designated D.M.V. examiner in the testing and certification of bus operators; or coordinates with D.M.V. to get student operators V.T.T. cards and license conversations.
• Maintains complete and accurate documentation on every facet of training and testing for each student as required and mandated by state and federal governments.
• Performs individual evaluations of student operators progress in the training program.
• Conducts ongoing Verification of Transit Training Classes for existing bus operators and other commercially licensed employees who need to maintain a V.T.T.
• Supervises Bus Operators fitness -for -duty as they report to work, including observing for divergencies from normal behavior patterns, uniform appearance, grooming and possessions of driving credentials and medical card.

• Works with the Director of Training and Safety on compliance with D.O.E., D.O.T., and D.M.V. training and documentation requirements
• Develops and implement minimum standards for bus operator trainees.
• Monitors progress of trainees and provide periodic counseling and progress evaluation.
• Conducts refresher training for bus operators returning to work after extended absence.
• Testifies on training or related fields at bus operator hearings, arbitrations, or trials.

• Re-trains bus operators as directed by disciplinary hearings on accidents or rule violations.
• Evaluates new equipment and changes in existing equipment and prepare data to be used as instruction criteria. (This material is distributed to bus operators when training on this equipment) outlines and checklists.

• Compiles and maintain "Training Subjects Manuals."
• Obtains and maintain appropriate certifications.
• Works with appropriate staff in the recruiting and selection process for bus operators.
• Works with passenger relations and planning department to provide ADA training for persons with disabilities.
• Represents GGT as necessary and assist in the structure and the presentation of the annual Regional Bus Roadeo.
• Instructs and monitor operation of G.F.I farebox and radio systems.
• Observes and monitor safe operation of vehicles by riding with operators, contact and correct operators on safety procedures.
• Issues infractions and/or discipline for violations of safety policy and procedures.
• Ensures employees under their supervision follow established safe work practices and obey all safety rules.
• Performs driver safety observations by riding on board buses or observing from a moving vehicle or fixed location and provide written reports on these observations; and issues discipline for safety violations observed.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors, and all others contacted during the course of work using principles of excellent customer service.
• Performs additional related duties as assigned.
• Regular and reliable attendance and performance are required.

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience. 

Position Duties  

The Department of Public Works is recruiting to fill two (2) Building Inspector-Electrical Specialty, Combination/Certified I/II/III/Senior positions within the Engineering Services Division, Code Inspection Section.   

The Building Inspector Combination/Certified I/II/III/Senior position will be located subject to business need. This position will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard.  

Key responsibilities and duties may include, but are not limited to the following:  

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.   

• Investigate building, construction, and land use changes in the field by gathering factual data to ascertain present use of land and location of structures; conducting background investigations and research; and preparing reports to use as evidence.   

• Provide technical assistance for development of codes and policies.   

• Generate written reports and enforcement orders which includes noting deficiencies in standards and submitting final documentation.   

• Review plans and specifications for compliance with codes which includes assisting in projects in complying with regulations, prioritizing deficiencies, and preparing timetables.   

• Provide technical support for agencies and the public which includes inputting data into system for general public access.   

• Meet with architects, engineers, City officials, and building contractors to discuss construction projects.   

• Perform other duties of a similar nature or level.

The County Executive’s Office of the County of San Mateo is seeking highly qualified candidates for the position of Clerk of the Assessment Appeals Board/ Administrative Assistant I.  
   
The mission of the Assessment Appeals Board (AAB) is to conduct fair and impartial property assessment appeal hearings in a timely and efficient manner for the property taxpayers of San Mateo County. The board’s objective is to ensure applicants’ properties are assessed at fair market value, in accordance with applicable law, based on properties similar in size and utility. The AAB consists of three part-time commissioners and the clerk. The mission-critical clerk’s position is fast-paced and demanding, characterized by extensive use of the computer and telephone to provide administrative support for the AAB and their associated proceedings.
   
The AAB acts on behalf of the Board of Supervisors and is independent from the County Assessor’s Office.

Examples of Duties

Duties of the Clerk of the Assessment Appeals Board include, but are not limited to, the following:

• Provide public notice of Appeals Board meetings.
• Respond to taxpayer inquiries regarding their application and Board hearing procedures.
• Ensure that the applications meet the legal requirements for completeness and timeliness and are submitted on the proper form.
• Maintain correspondence with the State Board of Equalization.
• Prepare meeting agendas and provide the information needed to the Board members for the hearings.
• Schedule and clerk the hearings.
• Record final decisions of the Appeals Board and notify all affected parties.
• Maintain copies of evidence presented at the hearings.
• Perform record keeping and maintain confidentiality of all records.

The ideal candidate will:

• Have proven organizational and time management skills and the ability to meet deadlines and handle time-sensitive matters.

This is a limited-term position. Limited-term positions are full-time, fully benefited, temporary positions. The Position

Under the direction of the Deputy Director of Child and Youth Services, the Clinical Services Manager (CSM) will plan, coordinate, and implement comprehensive countywide mental health programs. This includes oversight of both county-operated and contracted programs, as well as field-based outpatient services that meet the diverse needs of children, adolescents, families, Transitional Age Youth (TAY18-25).

The CSM will assist in developing, implementing and evaluating goals, objectives, policies and procedures for assigned programs; ensure the provision of behavioral health services that meet quality assurance standards and safe patient care requirements; and select, train and provide direction to subordinate professional, clinical, technical and clerical staff.

This role requires a balanced blend of clinical expertise and strong administrative capabilities, including data collection, state compliance oversight, reporting and performance monitoring.

Key Responsibilities

Reporting to the Deputy Director, the CSM-I/II will manage several program components, including the Youth Services Forensic Mental Health Team, The Child Welfare Behavioral Health Team, and Youth Contracted Providers. Responsibilities include:

• Monitoring contracts for compliance, performance and adherence to program standards
• Overseeing data collection activities to support evaluation, reporting, quality assurance and continuous quality improvement
• Coordinating the implementation of new policies and ensuring effective integration across programs
• Managing program audits, corrective action plans and other state and federal compliance requirements and.
• Provide supervision and oversight to BHRS county run programs.

The Youth Services Center Forensic Mental Health Team provides comprehensive services to youth and young adults in the custody of the San Mateo County Juvenile Probation Department, including youth residing in juvenile hall as well as those on probation under community supervision. The Child Welfare Team provides behavioral health services to children, youth, and families served by the County’s Child and Family Services Department.

In this role, the Clinical Services Manager will also strengthen cross-departmental collaboration and build strong, effective partnerships to support the wellbeing of youth and families.

The ideal candidate will bring experience managing, supervising, administering behavioral health programs; a strong understanding of trauma-informed care; and skill in leading program planning efforts. They will be adept at navigating complex clinical, operational, and personnel issues, and will demonstrate cultural humility along with strong verbal and written communication skills. Candidates with at least five years of progressively responsible experience in behavioral health systems, clinical operations, and stakeholder engagement, including at least two years of experience in a supervisory or lead capacity, will be especially well-suited for this role.

In addition, the ideal candidate will:

• Bring strong supervisory experience supporting multidisciplinary teams
• Be experienced in conducting quality assurance and quality improvement activities, including Performance Improvement Projects, preparing program audits and addressing corrective action plans
• Demonstrate skill in balancing clinical oversight and administrative responsibilities, including state reporting, compliance data tracking and performance monitoring
• Exhibit strong organizational skills and attention to detail
• Manage competing deadlines and multiple projects with effective prioritization and follow-through
• Possess proficiency in data collection, tracking, and reporting with the ability to analyze data to inform decision-making and improve outcomes
• Have knowledge and experience working with the Child Welfare System and understanding of the Integrated Core Practice Model
• Have knowledge and experience working with Juvenile Probation and familiarity with Title 15 minimum standards for Juvenile Facilities.        
• Provide leadership in planning and implementing organizational change, operational improvements and performance enhancements supported by best, promising and community informed practices
• Understand system-of-care issues as they relate to children, adolescent, young adults, and families
• Have a comprehensive understanding of the behavioral health continuum of care and best practices for transitions
• Build and maintain collaborative relationships with community members and service providers to reach shared goals and foster engagement
• Support culturally responsive services delivered by a culturally diverse workforce
• Have experience developing and managing comprehensive, multidisciplinary, multicultural mental health programs with countywide impact
• Demonstrate knowledge of wellness and recovery practices across mental health, substance use treatment and primary care
• Be experience developing program goals, objectives, policies and priorities; participating in RFP development and contract negotiations; and administering program budgets and performance outcomes
• Possess strong oral and written communication skills, analytical capability and data analysis skills
• Be trained in Evidenced Based Practices, i.e. Trauma-Focused Cognitive Behavioral Therapy, Family Functioning Therapy, Multi-systemic Therapy.

Licensure/Certification:

Through community collaboration, the small urban park was developed to provide outdoor recreation facilities and space to promote community gardening. The park is situated on San Francisco Public Utility Commission land and is managed by SMCP. Less than an acre in size, the park features 30 community garden planters, a playground, picnic tables and more. Plot use is through an agreement with SMCP and requires regular participation in meetings. 

Flood County Park is a 21-acre park located in Menlo Park. It is primarily used as a location for family and group picnicking, playground use, and walking by the local community. The park has recently opened a new multi-use sports field, tennis/pickleball court, pump track and more! 

An intern at these locations would work on improving the interpretive elements of each park and provide programming and outreach opportunities for the local communities.

The Bilingual Community Engagement intern will report to Flood Park and be able to drive to Friendship Park and other park locations as needed. The intern will be supervised by the Interpretive Division Park Staff. 

Tentative schedule for this position (subject to change):

• Tuesday – Saturday: 8 hours each day
• 1 – 2 In person workdays
• 2 Virtual workdays (work from home)
• 1 Day for Events/Programming

Examples Of Duties:

A Bilingual Community Engagement Intern would be responsible for:

1. Management of Friendship Park Community Garden, including but not limited to:
   1. Managing garden plot availability and agreements
   2. Being the primary point of contact for Community Garden participants; maintaining regular communications by County phone, text, and email
   3. Working alongside gardeners to identify and address any needs or challenges in maintaining garden beds
   4. Facilitating monthly on-site educational opportunities for gardeners with staff from San Mateo County Health, Sustainability Department, and community partners
   5. Managing on-site garden tools and supplies; identify additional supplies that may be required
2. Community Program Coordination and Outreach, including but not limited to: 
   1. Coordinating and leading programs with Community Based Organizations and Partner Organizations within the community near Friendship and Flood Parks (i.e. Libraries, Schools)
   2. Leading interpretive programs at Friendship and Flood Parks 
   3. Tabling at local community events, such as Farmer’s Markets
   4. Providing translation when needed at programs and events throughout SMCP
   5. Assisting Interpretive Division with educational outreach throughout SMCP
   6. Creating flyers and social media posts to promote SMCP

Qualifications:

The ideal candidate will: 

• Have strong interpersonal skills and possess the ability to effectively communicate in English and Spanish with diverse community members and San Mateo County staff to support gardeners. 
• Be an enthusiastic, outgoing, positive, and energetic person who can work collaboratively or independently with little to no supervision. 
• Be open to learning new skills, be flexible with various work projects, and be able to follow directions. 

Qualifications:

• Must be at least 18 years old
• Bilingual in Spanish required
• Experience in food growing and garden management desired
• Knowledge of and ability to teach gardening concepts desired
• Ability to engage with individuals of many demographics and histories – youth, seniors, immigrants, economically diverse
• Strong planning and organizational skills with ability to plan programs and events and organize participants and volunteers
• Must have a valid California Driver’s License and transportation available to commute to park sites throughout San Mateo County

This is a full-time position requiring weekend work. 

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.
