The Principal Development Services Inspector classification is a single position classification allocated to the Development Services Division of the Department of Planning and Development.

The Principle Development Services Inspector is distinguished from the Senior Building Inspector and Supervising Construction Inspector in that the Principal Development Services Inspector is assigned continuing full supervisory responsibilities over the Senior Building Inspector and Supervising Construction Inspector, professional, technical and support staff; coordinates the activities of inspection operations across the Building, Land Development Engineering and Fire Marshal sections of the Development Services Division; whereas the Senior Building Inspector is responsible to supervise a phase of the inspection program and to perform the more difficult or more specialized inspections. The Supervising Construction Inspector is responsible for a major segment of a program area of construction projects and for supervising staff.

Position Duties

Duties include but are not limited to:

• Repair of Rooftop package units, Air Handlers and split systems.
• Inspecting, repairing, performing preventative maintenance and routine testing of heating, cooling, air-conditioning, ventilating equipment and controls; and chiller and low pressure boiler maintenance.
• Servicing DX refrigerant and hydronic chilled/hot water distribution piping systems and components and HVAC units for
• commercial facilities.
• Repairing/replacing actuators, valves, compressors, controls, etc. in a refrigerant or hydronic piping system or HVAC unit.
• Using safe job practices, including wearing the proper PPE and making the job area safe before proceeding to work.
• Maintains cooling towers and sump basins as well as filtration systems.
• Responds to calls for emergency repair service.
• Maintains operating logs and related records.
• Replaces sub-assembly units; inspects safety cut controls.
• Performs other related work as required.

The City of Stockton seeks to fill an Information Technology Supervisor position with primary responsibilities around Enterprise Applications. This position will be primarily responsible for maintaining enterprise applications, GIS applications, data integrations, budgeting,  and managing assigned staff within the Information Technology Department.  This Information Technology Supervisor is accountable for the leadership, facilitation, analysis, and design tasks required to ensure that assigned information systems at the City are evolving to providing value to the departments in a secure and cost-efficient way.

The incumbent will be responsible for developing strong plans and roadmaps on how the application portfolio meets the business needs in an efficient, cost-effective, resource-balanced and secure way to gain executive support and buy-in. Furthermore, the incumbent will be accountable for executing the roadmap to ensure the application portfolio provides value, meets cyber security standards, and is vendor supported.

The incumbent must be proficient in creating the documentation of current and future state, roadmaps, and transition plans that support application initiatives. The right candidate will maintain the application inventory in collaboration with the business users and recommend appropriate actions to maximize the value to the organization. It will be essential to keep up with the technology industry and market trends to determine their potential impact on the application portfolio. Knowledge and experience in both on-premise and cloud technology are paramount.  A strong understanding of how to apply modern cyber security principles to secure on-prem and cloud applications and associated data assets are the foundation of every deployment.

The incumbent will work closely with other supervisors and leaders in the IT department to coordinate activities to ensure software applications, hardware, virtualization, cloud deployment, and cyber tool deployments are successful and execution follows established methodical processes.

Information Technology Supervisors work a City of Stockton 9/80 schedule: 7:30 a.m. to 5:30 p.m. Mondays through Thursdays; 8:00 a.m. to 5:00 p.m., with alternating Fridays off. May be required to work additional hours and/or weekends to provide critical support to key initiatives.

Incumbents in this position are excluded from the Civil Service system and are in a "for-cause" employment status represented by the Mid-Management/Supervisory bargaining unit. Only those applicants who best fit the needs of the City will be referred to the hiring department.

The PTCO position in the DOT Parking Compliance Unit is responsible for:

• Patrolling assigned areas within the City limits and responding to complaints for illegally parked motor vehicles for the purpose of enforcing motor vehicle, roadway, garage and surface lot parking laws and regulations.
• Supports school safety and vehicle abatement programs
• Provides tow support for construction or street maintenance projects. 
• Provides vehicular and pedestrian traffic control during construction projects and special events within the City.
• Provide education and information about parking laws and regulations
• Participates in community outreach activities.
• Patrol coverage areas without a partner by walking or driving
• Work alternate work shifts, including grave and swing, weekends, holidays, overtime, and on-call.

Additional steps (Step F, Step G, and Step H) included in the salary range listed above are available to employees in this job classification after completion of five years of service (Step F), ten years of service (Step G), and 15 years of service (Step H), and one year at the prior step, and good performance evaluation.  Initial salary placement is typically at the entry point of the range unless the candidate has prior Civil Engineer experience which may warrant initial placement at a higher step.

• Conduct cross-connection surveys and tests to identify potential cross-connections to the water system. 
• Monitor the provision of backflow prevention at user connections. 
• Provide technical supervision over maintenance staff performing backflow prevention assembly installation, repair, inspection, and testing.
• Inspect potable and recycled water systems to determine the existence of cross connections and recommend corrective actions as necessary.
• Test, install, repair, and maintain backflow prevention assemblies.
• Perform plan reviews to ensure proper water system connections.   Identify potential cross-connections and provide written comments.
• Maintain records of installations, locations, tests, and repairs of backflow prevention assemblies.

The Essentials:

Cross-Connection Control Specialist

• Two years of experience in water system maintenance, equivalent to the responsibilities of a Water Utility Worker in the City of Mountain View
• Equivalent to completion of the 12th grade supplemented by approved courses of instruction in the theory, laws, regulations, and techniques of backflow prevention and/or cross-connection control.
• Possession of a valid California Class C driver’s license.
• Possession of an AWWA Backflow Prevention Assembly Tester Certificate and a California Water Resources Control Board Water Distribution Operator Grade 1 Certificate.  
• Possession of an AWWA Cross-Connection Control Specialist Certificate within one year of appointment.  

Bonus Points:

• Experience administering a water system cross-connection inspection program is highly desirable.
• Completion of a recycled water site supervisor’s training class is highly desirable.
