What You’ll Do

The Public Works Maintenance Leadworker performs skilled work in the construction, maintenance, and repair of sewer infrastructure, road ways, sidewalks, and storm conveyance system. The Leadworker assigns and participates in the work of maintenance crews, operates power driven equipment, and performs related work as required.   This position is responsible for lead supervision of a sewer, street, storm or traffic safety maintenance field crew. This is the full journey-level class in the office support series. Incumbents at this level are capable of performing the full range of advanced and difficult clerical and office support duties, including taking and transcribing meeting minutes and assisting in department-related projects and programs. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Facilities Maintenance Technician II (journey-level class in the classification series)

Senior Facilities Maintenance Technician (advanced journey-level class in the classification series)

Responsible for providing lead supervision and training to facilities maintenance staff. Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment, including performing the most complex duties required to ensure City buildings, facilities, and grounds are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include training, developing and scheduling Facilities Maintenance Technicians, inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of City buildings, facilities and grounds. Positions in this classification rely on experience and judgment to ensure the efficient and effective functioning of the assigned section. The work involves problem-solving of unique issues or increasingly complex problems without precedent and/or structure. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products.

THE DEPARTMENT
The Public Works Department is responsible for providing high quality, safe and effective maintenance, operation and construction of streets, parks, storm drainage and related infrastructure. The Department is under new leadership with a renewed focus on master infrastructure planning, proactive capital maintenance and replacement, traffic engineering and customer service. Pipeline public projects include completion of the Civic Center Master Plan, design and bid of the new Santa Teresa Fire Station, a $7 million pavement rehabilitation project, a $3 million San Ysidro Park remodel project, and completion of Traffic Impact Fee Study. The City is processing multiple large private projects including an almost one million square foot Amazon data center as well as multiple residential subdivisions and multi-family projects.

THE POSITION
The City Engineer/Transportation Engineer reports to the Public Works Director and exercises and is afforded significant authority and discretion to oversee the day-to-day operations of the Engineering Division which is comprised of two sections--Capital Improvements and Development Review. The Engineering Division is responsible for the design, bid, management and inspection of City-owned capital infrastructure and facility projects. The Division is also responsible for the review of private development projects, issuance of typical engineering permits, and related inspections. Additionally, the position coordinates the internal Traffic Safety coordination including preparation of warrant studies and other engineering studies. The City Engineer will be the primary point of contact with the City’s Utility Department facilitating coordination of street and utility capital projects. The City Engineer may serve in an acting capacity Director in the absence of the Public Works Director.

10. Oversee and participate in the development and administration of the Engineering Division budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement approved adjustments.
11. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures related to the Engineering Division; assess and monitor workload; identify opportunities for improvement and review with the Public Works Director; direct the implementation of improvements.
12. Manage CIP planning activities; provide oversight and input into the conceptual design of engineering projects; investigate and resolve problems with scope of work or cost issues of major projects.
13. Assist with engineering related matters associated with the South County Regional Wastewater Authority (SCRWA).
14. Analyze civil engineering plan design, specifications, and consultant and staff comments in accordance with design requirements and municipal and intergovernmental standards and regulations; recommend approval or additional engineering conditions or changes.
15. Serve as the liaison for engineering, including traffic engineering, activities with other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
16. Meet and confer with contractors, engineers, developers, architects, a variety of outside agencies, and the general public in acquiring information and coordinating engineering matters; provide information regarding city development requirements.

Typical Qualifications:

• Bachelor’s degree in Civil Engineering, Traffic Engineering, Transportation Planning, or a related field from an accredited university.

• Three (3) years of experience in a supervisory level position supervising public works engineering personnel to include making hiring recommendations, training, evaluating, and making disciplinary recommendations.
• Possess and maintain a valid registration as a Professional Civil Engineer issued by the State of California.

The Utilities Operations Manager will oversee an Operations Division of 18 staff with two direct reports, and may supervise more staff as the department grows. They will oversee the City’s water distribution and wastewater collection systems, ensuring safe, efficient, and sustainable operations. In addition to supervising day-to-day functions, they will lead the implementation of new technologies, including a Computerized Maintenance Management System (CMMS), while also cultivating a culture of safety and accountability. The ability to navigate regulatory standards, build team capacity, and drive process improvements will be essential. The ideal candidate brings a proven track record in utilities maintenance and operations, along with strong project management skills and a proactive approach to problem-solving.

The Senior Environmental Engineer - Wastewater will lead high-profile wastewater treatment initiatives for the South County Regional Wastewater Authority (SCRWA). The Senior Environmental Engineer - Wastewater will oversee one direct report and, working alongside the third-party contractor for the treatment plan, will serve as the technical lead for complex CIP projects, regulatory reporting, consultant oversight, and cross-agency collaboration. The Engineer will play a pivotal role in ensuring long-term environmental sustainability while enhancing infrastructure critical to regional growth. The ideal candidate will have strong expertise in sanitary or environmental engineering and understanding of regional, state, and federal-level regulations. This is a highly visible position that calls for strong communication skills, confident project leadership, and a passion for public service.

EMPLOYMENT STANDARDS

Utilities Business Manager:

• Education: Bachelor’s degree with major coursework in business, public administration, accounting, or other similar field of study. Master’s degree is desirable.
• Experience: 4+ years professional finance or budget experience, including 1 year supervisory.

Utilities Operations Manager:

• Education: Bachelor’s degree in civil engineering, construction management, environmental sciences, public administration, or a related field of study.
• Experience: 3-7+ years of relevant utilities operations and supervisory experience.
• Alternative Minimum Qualifying Education/Experience:  Possess at least 60 semester college units from an accredited college or university (related coursework preferred); and possess and maintain a CA Drinking Water Distribution Grade D5 certification issued by the State of CA Water Resources Control Board.

Senior Environmental Engineer - Wastewater:

• Education: Bachelor’s degree in Civil, Sanitary or Environmental Engineering.
• Experience: 5+ years of professional sanitary, civil, or environmental engineering experience. Significant experience in wastewater engineering and project management is needed.

CERTIFICATION & LICENSING REQUIREMENTS

• Senior Environmental Engineer - Wastewater: Must possess a valid Certificate of Registration as a Professional Engineer (PE) in the State of California. If an applicant possesses all of the minimum qualifications, except registration as a Professional Engineer in the State of California, the applicant may (at city’s sole discretion) be allowed up to one (1) year to obtain registration as a condition of employment.
• Utilities Operations Manager: Must possess a California Drinking Water Distribution Grade D2 certification (or obtain within 12 months of hire), and obtain CWEA Collection System Maintenance Grade I and Water Treatment Grade T1 certifications within the same timeframe.

 

 

SALARY AND BENEFITS

Utilities Business Manager Annual Salary: $128,385 - $176,334 DOE/DOQ
Utilities Operations Manager Annual Salary: $134,803 - $185,164 DOE/DOQ
Senior Environmental Engineer Annual Salary: $134,803 – 185,164 DOE/DOQ

Initial placement in the salary range is typically within the first half of the range; however, in certain circumstances (i.e. an experienced lateral candidate) placement at or above the midpoint may be considered. The last 3% of the salary range requires five year of City of Gilroy service and strong work performance – see MOU for specific requirements.
 

PLUS, all positions will receive a benefits package that includes: 

Comprehensive Benefits Package:

• Work Schedule: 9/80 work schedules available (every other Friday off); work is on-site.
• Retirement: CalPERS 2.5% @ 55 for Classic members; 2% @ 62 for PEPRA members. The City of Gilroy does not participate in social security, only Medicare.
• Health Insurance: Choice of CalPERS PPO and HMO plans; City contributes to premiums. Option to waive medical coverage and elect a cash back option of $600-$700; amount varies depending on dental plan selected.
