Under general supervision, conducts routine inspections, collects samples and conducts field analysis on industrial wastewater, municipal wastewater, groundwater discharges, organic wastes, stormwater, food establishment FOG collection systems and other waste streams. THE POSITION

The current opening is for a full-time Assistant Planner position and is under the direction of the Deputy Director of Community Development. The Assistant Planner will provide a wide variety of assistance in support of the Community Development Department.

Position Summary

Under the general direction of the Supervising Vessel Master, this position is responsible for the safe navigation of the vessel in accordance with Division policy and the requirements of law.  Responsible for the start-up and shut down of engines and generators plus the in-service care and maintenance of machinery and auxiliaries.   Supervises crew in general upkeep and cleanliness of vessel when in-service crew is aboard and performs other related duties as required by management policy.

Essential Responsibilities

• Navigates the vessel and is responsible for the safety of the passengers and crew.
• Supervises crew-members in safety procedures.
• Monitors and inspects the engine room and carries out servicing and maintenance procedures as directed.
• Conducts and supervises emergency drills prescribed by the US Coast Guard at intervals set by management.
• Assists with US Coast Guard and FCC inspections when required.
• Ensures that all US Coast Guard and FCC certificates are valid for vessel operation.
• Maintain an accurate daily vessel log and prepares such reports and documents as are required by law and District policy. 
• Knows and follows the safety and health rules and safe working practices applicable to his or her job
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service. 
• Performs additional related duties as assigned. 
• Regular and reliable attendance and performance required.

Typical Qualifying Experience:

• Three years of experience in emergency management or community services organizations
• Two years minimum of significant responsibility in one or more areas: program and budget development, funding management, resource coordination, or program evaluation

Preferred Education:

• Master's degree from an accredited institution in emergency management, public administration, or related field (preferred, not required)

Essential Knowledge:

• Advanced understanding of public administration and emergency management principles, including planning, implementation, and evaluation
• Proven expertise in personnel training, supervision, and performance management

Essential Skills/Abilities:

• Collaborative Leadership: Work effectively with County departments and public/private organizations to achieve shared objectives.

Application/Examination

Open to All Candidates. This is an open recruitment welcoming external applicants. Current County of San Mateo and Superior Court employees with at least six months (1,040 hours) of continuous service will receive a five-point bonus on their final examination score. Responses to the supplemental questions are mandatory and must be submitted in addition to our regular employment application form. A resume will not be accepted as a substitute for the required employment application and supplemental questionnaire.

Selection Process: The examination process will consist of two parts: an application screening (weight: pass/fail) based on each candidate's application materials, and a panel interview (weight: 100%) for those applicants who pass the application screening. Due to competitive interest, we may use application screening or select candidates whose qualifications best match our needs based solely on application materials. 
   
Because of the screening process, all applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
