THE DEPARTMENTS & DIVISIONS
 The Utilities Department is a newly formed department focused on delivering exceptional water and wastewater services. The team promotes excellence in operations, integrity in decision-making, and collaborative problem-solving. The Utilities Department manages a combined budget of approximately $30.9 million for FY25, with $16.4 million allocated to sewer services and $14.5 million to water services. The Utilities Department supports regional wastewater treatment through technical and strategic engineering work at the South County Regional Wastewater Authority (SCRWA). Engineers in this department coordinate multi-jurisdictional projects and ensure regulatory compliance while managing impactful capital projects. The SCRWA serves both Gilroy and Morgan Hill, managing a wastewater treatment facility that processes approximately 2,000 acre-feet of recycled water annually. THE JOBS & IDEAL CANDIDATES

EMPLOYMENT STANDARDS

Utilities Business Manager:

• Education: Bachelor’s degree with major coursework in business, public administration, accounting, or other similar field of study. Master’s degree is desirable.
• Experience: 4+ years professional finance or budget experience, including 1 year supervisory.

Utilities Operations Manager:

• Education: Bachelor’s degree in civil engineering, construction management, environmental sciences, public administration, or a related field of study.
• Experience: 3-7+ years of relevant utilities operations and supervisory experience.
• Alternative Minimum Qualifying Education/Experience:  Possess at least 60 semester college units from an accredited college or university (related coursework preferred); and possess and maintain a CA Drinking Water Distribution Grade D5 certification issued by the State of CA Water Resources Control Board.

Senior Environmental Engineer - Wastewater:

• Education: Bachelor’s degree in Civil, Sanitary or Environmental Engineering.
• Experience: 5+ years of professional sanitary, civil, or environmental engineering experience. Significant experience in wastewater engineering and project management is needed.

CERTIFICATION & LICENSING REQUIREMENTS

• Senior Environmental Engineer - Wastewater: Must possess a valid Certificate of Registration as a Professional Engineer (PE) in the State of California. If an applicant possesses all of the minimum qualifications, except registration as a Professional Engineer in the State of California, the applicant may (at city’s sole discretion) be allowed up to one (1) year to obtain registration as a condition of employment.
• Utilities Operations Manager: Must possess a California Drinking Water Distribution Grade D2 certification (or obtain within 12 months of hire), and obtain CWEA Collection System Maintenance Grade I and Water Treatment Grade T1 certifications within the same timeframe.

Initial placement in the salary range is typically within the first half of the range; however, in certain circumstances (i.e. an experienced lateral candidate) placement at or above the midpoint may be considered. The last 3% of the salary range requires five year of City of Gilroy service and strong work performance – see MOU for specific requirements.

We’re looking for a highly motivated, reliable and skilled individual to join the Public Works Department in the position of Cross Connection Control Specialist.  Working in the Utilities Section, you will oversee the City’s cross-connection control program, including backflow device testing and cross-connection control related inspections.  You will join a fast-paced, dynamic team environment, serving the City’s residents, visitors and business community by providing exceptional customer service. Review our detailed job description here.

What You'll Do:

• Conduct cross-connection surveys and tests to identify potential cross-connections to the water system. 
• Monitor the provision of backflow prevention at user connections. 
• Provide technical supervision over maintenance staff performing backflow prevention assembly installation, repair, inspection, and testing.
• Inspect potable and recycled water systems to determine the existence of cross connections and recommend corrective actions as necessary.
• Test, install, repair, and maintain backflow prevention assemblies.
• Perform plan reviews to ensure proper water system connections.   Identify potential cross-connections and provide written comments.
• Maintain records of installations, locations, tests, and repairs of backflow prevention assemblies.

The Essentials:

Cross-Connection Control Specialist

• Two years of experience in water system maintenance, equivalent to the responsibilities of a Water Utility Worker in the City of Mountain View
• Equivalent to completion of the 12th grade supplemented by approved courses of instruction in the theory, laws, regulations, and techniques of backflow prevention and/or cross-connection control.
• Possession of a valid California Class C driver’s license.
• Possession of an AWWA Backflow Prevention Assembly Tester Certificate and a California Water Resources Control Board Water Distribution Operator Grade 1 Certificate.  
• Possession of an AWWA Cross-Connection Control Specialist Certificate within one year of appointment.  

Bonus Points:

• Experience administering a water system cross-connection inspection program is highly desirable.
• Completion of a recycled water site supervisor’s training class is highly desirable.

The Novato Sanitary District is seeking a highly motivated, and goal-driven individual to join our Collection System team as a Collection System Worker (CSW). The District will hire at the level of CSW I or CSW II depending on skills, certifications and licenses held by candidates in the pool of qualified applicants. 

The CSW performs a wide variety of tasks associated with the maintenance of wastewater collection and reclamation systems, including inspection, cleaning, maintenance, and repairs on lines, pump stations, and treatment facilities. The successful CSW I candidate will possess experience in general maintenance tasks, including the safe and effective operation of a variety of hand and power tools and equipment. Possession of a commercial driver's license is highly desirable. Experience working with sewer cleaning trucks and equipment is also a plus. The successful CSW II candidate will have three or more years of experience in collection system maintenance. Experience in pump station maintenance is highly desirable.

Silicon Valley Power currently provides over 40 percent of Santa Clara’s electricity from carbon-free renewable resources. ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time Environmental or Civil Engineer to ensure sustainable water solutions and make a positive impact on public health and our environment. The Position:  
Electric and Water System Operators (EWSO) ensure that all Electric, Water and Storm sewer systems are operated reliably, efficiently and effectively in a safe manner and restoring service in a timely way to all customers.  The EWSO has responsibility for monitoring and operation of the City's municipal electric power, water, transmission and distribution systems and for coordinating planned and unplanned power outages. As a Transmission Operator, operating personnel in this position have the responsibility to comply with NERC reliability standards and the authority to implement real-time actions to ensure the stable and reliable operation of the Bulk Electric System. These efforts are coordinated with the appropriate Reliability Coordinator (RC), affected Transmission Operator(s) (TO) and affected Balancing Authorities (BA). This position is staffed 24/7 365 utilizing a rotation of 12 hour shifts with Operators alternating between days and nights.
