THE POSITION: The Public Safety Dispatchers uses a computer-aided dispatch system to receive calls and dispatch police, fire or other City services by answering emergency and non-emergency calls and providing assistance.

The Hayward Police Department Communications Center is responsible for dispatching both Police and Fire Services throughout the City of Hayward. The Hayward Police Department is one of 18 CALEA (Commission on Accreditation for Law Enforcement) accredited police departments in California and is committed to maintaining CALEA's high standards and broadly recognized excellence.

The Communications Center is frequently the first point of contact when a community member requests assistance. The information gathered by the communications operator during this contact is critical to a positive outcome. The Communications Center consists of six (6) stations with each Public Safety Dispatcher assigned to a specific job.

What you will do:

Duties may include but are not limited to the following:

Receive emergency calls from the public requesting police, fire, or other related services; determine nature and location of emergency; determine priority and dispatch emergency units as necessary and in accordance with established procedures; coordinate emergency calls and relay information and assistance requests involving other law enforcement agencies.

Use a computer aided dispatch (CAD) system to enter calls for service/radio traffic and monitor real-time status of situations; use an automated records management system (RMS) related to public safety activities to enter and retrieve information.

Maintain contact with all units on assignment; maintain status and location of field units and monitor radio frequencies of outside public safety agencies.

Receive incoming telephone and voice radio calls for non-emergency assistance; dispatch animal control, utilities and street maintenance staff as needed.

Enter, retrieve, and update information from teletype networks, including the California Law Enforcement Telecommunications System (CLETS) relating to wanted persons, stolen property, vehicle registration, stolen vehicles and other information.

Maintain familiarity with major roads, streets, areas, and industrial and public facilities within City boundaries.

May complete recovered stolen vehicle reports in accordance with established procedures.

Relay emergency and non-emergency information to public safety personnel and other agencies in the field.

Monitor multiple frequencies.

Determine and report the need for equipment repairs.

Receive structured classroom and on-the-job training.

Assist in relaying information during response to natural disasters.

Perform the duties of a Public Safety Call Taker, as assigned. 

Perform related work as necessary.

Therefore, background will include but not be limited to employment history, personal references, criminal history, credit history, a polygraph examination, medical examination, drug urinalysis test, and a written and oral psychological examination. During the background process, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction conflicts with the specific duties and responsibilities of the position. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances. The Pool Tech is an hourly employee of the Parks & Recreation Department. The Pool Tech's primary responsibility is the maintenance of on-site recreation facilities at the Aqua Adventure Water Park and the safe operation of all rides. This responsibility includes water testing, writing reports, pool cleaning, general facility cleaning, public assistance and public education. The Pool Tech is expected to work evenings, weekends and holidays on a regular basis.

Driving Record: Applicants must possess a valid Class A, B, or C California Driver License by the time of their appointment. Applicants will not be considered eligible to participate or to be appointed if any of the following occurred, or is in effect at any time, during the period from “one year prior to application up to the date of appointment”:

(a) Any offense that subsequently results in a conviction for driving under the influence, reckless driving, or hit and run with personal injury or property damage over $25.00.
(b) License suspension or revocation, three moving violations in 12 months, 5 moving violations in 24 months, or probation as a result of a driving-related offense.

Convictions for misdemeanors within one year prior to application will be evaluated individually and may result in disqualification.

FCTC SEL minimum qualifications are:

• Cal-JAC CPAT (Candidate Physical Ability Test) Card must be dated within one year.
• A passing score of 70% on the FCTC Written Test must be dated within one year from

the eligible list posting.

• Current NREMT, CA EMT-1 or CA EMT-P.

1) Firefighter Candidate Testing Center (FCTC) Written Test
The FCTC Written Test was developed by the California Firefighter Joint Apprenticeship

Committee (Cal-JAC).
The FCTC Written Exam is a 100 question, multiple choice test consisting of the following four

sections:

• Section 1 – Recall and Comprehend Verbal and Visual Information. This section requires candidates to watch two short videos and answer questions based on the scenarios presented.
• Section 2 – Apply Mechanical Reasoning
• Section 3 – Solve Mathematical Problems
• Section 4 – Recall and Comprehend Technical Information from Written Materials

The FCTC Written Test is administered, at minimum, quarterly. Additional tests will be added as needed, so check this website frequently. FCTC does not administer online tests.

Scores will be added to a candidate's FCTC record within one week of the test date. Candidates must achieve a minimum passing score of 70%. The Public Safety Team will obtain candidate scores from FCTC.

2) Emergency Medical Technician Certification: Candidates must possess at minimum an NREMT certification verified through FCTC to be placed on the eligibility list. Candidates must possess or be in the process of obtaining their EMT - 1 Certification (EMT-1) issued by the State of CA in order to be invited to the Chief’s Interview. Possession of a current, valid CA Paramedic license [in good standing] may be provided in lieu of the EMT certification. Confirmation of your EMT-1 application with the SF EMSA will be verified by the SFFD during the Chief’s Interview. Candidates must be able to accredit with the local EMS Authority within the one-year probationary period if accredited in a different California County. Candidates who currently hold an EMT-1 certificate issued by the National Registry may find information about transferring EMT certification to CA at https://emsa.ca.gov/EMT/.

3) Candidates must have a valid CPAT with a testing date within one year during the Chief’s Interview and maintain their CPAT through the date background packets are due.

 

ELIGIBLE LIST / CERTIFICATION RULE:
 

Candidate names will remain on the eligible list for a maximum period of 24 months. The Fire Department has the authority to hire any candidate named on the eligible list (“Rule of List”). Therefore, one’s placement on this list neither guarantees nor implies an offer of employment. Candidates who receive an offer of employment may waive the offer only two times. A third waiver of appointment renders candidates ineligible.
