The Youth Development and Athletics Supervisor is responsible for overseeing the Youth Development and Athletics divisions. planning, organizing, directing and implementing recreation programs and community events, requiring extensive face-to-face interaction with the public.

 

As our next Recreation Supervisor for the Youth Development and Athletics divisions, you will have the opportunity to be responsible for the following objectives:

• Supervise the full-time Youth Development and Athletics Recreation Coordinators, part-time staff and volunteers. Reports to the Recreation Manager.
• Develop plans for the delivery of recreation programs and community events to the public in accordance with the objectives set by the Recreation Manager and the Parks and Recreation Director. 
• Analyzes the demand for programs, projects program costs, and determines the extent to which fees will be required to support delivery of the programs. Ensures plans integrate the program objectives set by the Parks and Recreation Director and maximize user satisfaction within budget constraints.  Establishes positive working relations with the community and deals with the public in a courteous and effective manner. 
• Solicits participant input to gauge participant reaction to program quality.  Uses evaluation results and past program experience to plan new programs. Effectively plans programs that are convenient to users and participants to promote high levels of attendance and facility use.
• Maintains a competent and motivated work force by exhibiting leadership skills and by maintaining continual supervisory contact with their subordinates and volunteers.  Objectively and constructively evaluates their performance, promptly apprising them of how well they are performing and/or in what specific areas they should seek improvement.
• Provides timely and detailed input to the Recreation Manager and Parks and Recreation Director for the preparation of the budget, adequately documenting the amount and levels of service to be provided.  Keeps expenditures within the limits set.
• Ensures that the revenue for recreation, community and social service programs is handled according to established management policies.
• Effectively promotes and fosters public awareness of recreation programs by appearing before community groups, developing social media marketing, and preparing content to be included in various City newsletters/outreach materials throughout the year.
• Keeps current of changing needs within recreation and community and social service programs.  Remains flexible in ensuring necessary modifications are made.
• Participates in evening and weekend City-wide special events and programs.
• Inspects recreation facilities to ensure they are safe for use by recreation program participants and are presented in a satisfactory appearance.
• Exhibit effective leadership and instruction skills in recreation programs and community events for which they are responsible. Effectively communicate these skills and techniques to participants and staff members.

• Perform a wide variety of tasks such as writing program descriptions, proofreading/editing marketing content, taking photos or selecting imagery to be used in marketing campaigns.
• Assists in the preparation and oversight of the Youth Development and Athletics budgets, summarizing results at program and fiscal year end.

 

What type of experience and education do you need to be a successful Recreation Coordinator?

 

A typical qualifying background would be three (3) years of professional experience in the field of Parks and Recreation and a bachelor's degree from an accredited institution, with major course work in recreation or a related field.

This role is ideal for someone who wants to make an impact through thoughtful budgeting, financial analysis, and cross-department support.

As a Management (Budget) Analyst, you'll work under the direction of a Finance Manager to help develop the City’s annual budget, support financial planning efforts, and keep key systems running smoothly. You’ll be hands-on with both day-to-day operations and longer-term projects that support Belmont’s financial health.

This position is classified as Management Analyst I or II, with the working title of Budget Analyst.
Placement will be made at either level depending on experience and department needs.

What You’ll Do:

• Assist in preparing the annual operating budget and 5-year capital improvement plan

• Maintain the City’s budget system and provide end-user support and training

• Analyze trends in revenues and expenditures, and prepare financial reports and presentations

• Coordinate budget transfers and amendments

• Manage chart of accounts alignment and process documentation

• Support payroll processes, audits, and financial system upgrades

• Research local, state, and federal regulations for financial impacts

• Collaborate with other departments and outside agencies to gather and share financial data

Position Summary

Under the general direction of the District Engineer, plans, organizes and directs activities of the Engineering Contracts Section of the Engineering Department. Manages the centralization of engineering contract development activities.  Manages implementation of contract administration procedures.  Manages coordination between project managers and District attorneys, insurance advisor, capital and grants staff, Small Business Enterprise staff, state and federal funding oversight agencies, and consultants/contractors.  Manages the preparation and processing of requests for proposals for professional services and invitations for construction bids for District facilities capital improvement projects.   Administers professional services agreements and construction contracts, including verification of consultants and contractors' compliance with certified payroll submissions, prevailing wage requirements and other contract labor rules.  Supervises contract administration staff.  Provides assistance to District Engineer regarding engineering contract matters, budget analysis and cash flow reports, including acting as liaison between District Engineer and District Officers, Heads of District Divisions and the Board of Directors. Facilitates the work of the District Engineer by using discretion, prudence, initiative, and independent judgment. Performs other related duties and special projects as required.

 

Essential Responsibilities

• Organizes, plans, writes, directs, coordinates reviews and prepares final versions of requests for proposals, formal bids, professional service agreements, purchase agreements, construction contracts, amendments and change orders in adherence to federal, state, local laws and regulations and District procurement policies and guidelines. 
• Reviews contract documents for accuracy, content, timeliness, reasonableness, funding, performance periods, deliverables, and other terms and conditions.
• Provides procurement and contract administration guidance to engineering staff to ensure contract uniformity, and consistency.

• Manages and supervises processing of contract invoices for payments, including checking for accuracy and compliance with contract payment provisions.
• Prepares monthly reports for tracking contract expenditures.  
• Reviews contract budgets and assures that expenditures do not exceed authorized limits.
• Manages and supervises contract compliance activities to ensure that all engineering contracts are in adherence to federal, state, local laws and regulations and District procurement policies and guidelines.
• Manages auditable contract invoice and payment records. 
• Manages processing of change order and amendment requests and assures compliance with District policies, FHWA and FTA guidelines, applicable laws and regulations.
• In coordination with project managers, negotiates and maintains reimbursement rate agreements and any adjustments with consultants.
• Makes recommendation regarding resolution of procurement/contract issues.
• Consults with District attorneys on contract legal issues.
• Attends pre-proposal and pre-bid conferences as needed and explains the District’s contract award procedures and guidelines.
• Organizes proposal evaluation committees, coordinates appropriate committee meetings and reviews, and assists in preparing Board reports.
• Attends District Committee and Board meetings as required.
• Prepares in-house memoranda and written correspondence to consultants and contractors, e.g., notices to proceed, notifications, sole source justification.
• Administers the contracts throughout their duration including the close out process.
• Reviews cost/price analysis as needed.
• Provides supervision and guidance to subordinate staff.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.
• Follows established safe work practices and obey all safety rules.
• Performs other duties as assigned.
• Regular and reliable attendance and performance is required.

The Bay Area Air Quality Management District (Air District) is a regional government agency, committed to achieving clean air to protect the public's health and the environment. The Air District accomplishes this goal through regulation of industrial facilities and various outreach and incentive programs designed to encourage clean air choices. 

The Air District's jurisdiction encompasses all of seven counties - Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma.
 
The Air District is currently accepting applications for the position of Air Quality Engineer I/II in the Air Quality Modeling and Analysis (AQMA) Section of the Assessment, Inventory, and Modeling (AIM) Division. This is an open recruitment for one (1) full-time, represented vacancy position.
 
 DEFINITION
 
Under direction, performs professional engineering work in a variety of areas such as permit application evaluation, calculation of air pollutant emissions, toxic risk screening and health risk assessment evaluations, compliance audits and source testing; performs related work as assigned.
 
 DISTINGUISHING CHARACTERISTICS
 
 Air Quality Engineer I is the entry-level class of this series. Initially under close supervision, incumbents perform a variety of routine air quality engineering duties while learning District policies and procedures and specialized air quality knowledge. With experience, the work becomes increasingly more diversified and difficult and requires increasing independence of judgment. This class is alternately staffed with Air Quality Engineer II and incumbents may progress to the higher level after gaining experience and demonstrating proficiency which meet the qualifications for the higher-level class.

Air Quality Engineer II is the journey level in this series. Incumbents perform a variety of difficult air quality engineering work and exercise a greater latitude of independent judgment. This class is distinguished from Senior Air Quality Engineer in that the latter is the specialist level and performs the more complex air quality engineering duties and provides lead direction to engineering staff.

About the Division

The Assessment, Inventory, and Modeling (AIM) Division prepares comprehensive source emission inventories for the Bay Area and conducts air quality modeling at both regional and community scales. AIM prepares technical assessments that evaluate equity in air pollution exposures and health impacts in support of Air District programs. AIM coordinates and implements programs to improve and report estimates of emissions of criteria pollutants, toxic air contaminants, and climate forcing pollutants. AIM assesses emissions, modeled concentrations, and exposures of toxic air contaminants, particulate matter, ozone and their precursors, to support targeted strategies that reduce impacts of air pollution both regionally and within communities, especially in impacted communities requiring action plans in accordance with Assembly Bill 617 (AB617). AIM reviews and provides guidance on environmental health risk assessments within environmental review documents prepared pursuant to California Environmental Quality Act (CEQA).

San Mateo Consolidated Fire Department

The San Mateo Consolidated Fire Department commenced operations on January 13, 2019, and serves the cities of Belmont, Foster City, and San Mateo as a Joint Powers Authority. The Department collectively has ten engines and two trucks operating out of nine fire stations. What You’ll Do

• Interpret and enforce provisions of fire prevention and fire safety laws, ordinances, and other regulations.
• Perform periodic inspections of new and existing buildings, structures and installations requiring fire clearances; identify fire hazards; recommend corrective actions; perform follow-up inspections to see that corrective actions have been taken.
• Investigate complaints pertaining to violation of fire prevention laws, issue correction orders as necessary.

Cashier

The Cashier receives and receipts cash payments and maintains daily files of validated documents; balances transaction and prepares cash reports daily; does responsible clerical accounting work in maintaining financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; batch balances cash from various City entities; organizes money and sets up daily starting cash drawer; computer posts utility transactions as required; maintains the Petty Cash Fund; answers customer inquiries on account status using computer equipment; issues various parking permits and maintains related files; store, issues, and controls vehicle ignition keys for City pool cars, and records and reports mileage/usage; types routine documents; and assists with various Utility Billing Division activities as required.

 

Utility Billing Division

Either manually or through the use of computers, as appropriate, does responsible clerical accounting work in the maintenance of financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; interacts with residents through phone, email, and in person; receives and receipts money; prepares records to open, change, maintain or close utility accounts; performs routine arithmetical computations; opening, sorting, and processing mail; operates adding machines; does routine typing of documents and precise computer data entry of financial data.

 

MINIMUM QUALIFICATIONS

 

Knowledge of: 

Account Clerk I level: Methods, principles, and terminology used in financial clerical work; and modern office practices.

Ability to:  

Perform clerical work of average difficulty; prepare basic financial reports, maintain journals, ledgers, and complex files; operate adding and calculating machines; perform arithmetic computations rapidly and accurately; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:

Account Clerk I:  One year of clerical experience involving financial record keeping and general office work; six (6) months of experience using computer spreadsheets is desirable.

Education:  Graduation from high school or equivalent.

This is a journey-level electrician classification that works independently with minimal supervision completing a variety of skilled electrician tasks. This position performs a variety of complex and skilled work in electrical operations, maintenance, alteration and repair of electrical systems and equipment; installs, maintains, troubleshoots, and repairs street lighting, traffic control devices and pump station electrical components; locates, tests and repairs malfunctions of sanitary and storm pumping stations, underground cables and other electrical systems and equipment.
