The Mechanic Operator position consists of five levels of competency.  Individuals can either enter into the classification at the beginning level of the job or somewhere between the entry level and the top step depending on the qualifications brought with them.  It is the expectation of NCPA that all employees progress to the top level.  In order to progress to the top level an employee must complete all components in a competency level within the associated training matrix.  Employees who successfully complete a training level matrix and who received a rating of “meets requirements” or higher by their immediate supervisor will be promoted when qualified.  Upon completion/demonstration of competencies employees will be expected to perform work in all completed levels and other job-related duties as required. All employees have the right to challenge any component in the training matrix by proving proficiencies verbally and practically.

General Scope of the Job
Under general supervision of the Mechanical Maintenance Supervisor and at times under the general direction of the Mechanic Operator Lead Person; to maintain, repair, adjust, install, and test, powerplant steam field, water injection systems and equipment and maintain lease site grounds.  The measure of accuracy and reliability is the safe, effective and efficient performance of the Facilities.  This position is predominately mechanic based with operation support as outlined below.

Description of Duties and Responsibilities
Level III:
This level of the Mechanic Operator position requires the completion of all Level III training requirements. The employee must perform the duties as described below and as defined in lower levels while attaining Level IV skills and experience through academic and hands-on training. Level III knowledge and skills focus on journey level mechanical duties and responsibilities.
•    Inspects, tests, calibrates, installs, rebuilds, adjusts, repairs and aligns all mechanical equipment such as hydraulic control systems, turbines, generators, cooling tower, pumps, electric motors, valves, gear reducers, compressors, blowers heat exchangers, HVAC systems excluding refrigerant replacement, fire protection systems, diesel and gas engines, mufflers, separators, traps, rock catchers, tanks, pipeline and pipe supports.
•    Maintains facility structures. 
•    Performs basic inspections and repairs various rigging equipment, fixtures and cranes.
•    Assists the scaffolding qualified journeyman in maintaining, and repairing scaffolding. 
•    Inspects and maintains safety devices such as harnesses and rescue equipment.
•    Works with Safety Manager to maintain records of regulated equipment.
•    Keeps accurate records of equipment history, reports and work orders on computer for CMMS.  Works with CMMS personnel for accuracy and reliability.
•    Performs preventative maintenance and assessments on various plant equipment.
•    Writes Work/Operating Procedures within area of expertise.
•    Requisitions replacement parts and supplies to carry out assigned tasks.
•    Makes working drawings of components and changes made to Plant systems relative to area of expertise.
•    Installs, inspects, tests, repairs, rebuilds, and maintains equipment such as portable and fixed site pumps, valves, mufflers, separators, traps, rock catchers, turbines, generators, motors, gear reducers, compressors and hydraulic control systems, pipelines, tanks, pipeline supports, effluent piping components.
•    Maintains lease site grounds structures, culverts, roads, drains and ditches.
•    Examines and diagnoses malfunctions or defective equipment on pumps, motors, valves, separators, vents, air vacuum breakers and compressors; disassembles/reassembles, overhauls and adjusts defective equipment
•    Installs, fits and calibrates equipment replacement parts.  Observes equipment operation.  Adjusts equipment to operational specifications using specialized tools and precision measuring instruments.
•    Disassembles, removes, repairs, replaces, assembles and aligns pipes, pipeline components, and valves repairing or replacing broken and worn parts using various hand tools.
•    Observes and directs contractors while digging trenches, cleaning tanks and maintaining lease site grounds.
•    Under the direction and training of operations, assists with clearances on steam field and effluent pipeline equipment for maintenance purposes.
•    Will be trained to Rig and lift equipment to install, repair or replace equipment.
•    Instructs and trains workers in repair and maintenance procedures of steam field, power plant and effluent pipeline equipment.
•    Maintains inventory of tools and materials for the maintenance work at the steam field and effluent pipeline.
•    Maintains steam field equipment records on work completed on CMMS or equivalent maintenance program.
•    Assists other classifications when needed.
•    Performs other job-related duties as required.
•    Acquire OSHA certified training to meet business needs.
•    Trains and advises other workers in the maintenance and operation of steam field and effluent pipeline equipment.
•    Maintains and repairs Hydraulic Control Systems.

Level IV:
This level of the Mechanic Operator position requires the completion of all Level IV training requirements for operational duties and responsibilities.  The employee must perform the duties as described below and as defined in lower levels while attaining Level V skills and experience through academic and hands-on training.
•    Reviews, coordinates and reports work orders, work activities and equipment clearances with appropriate personnel.  
•    Checks equipment to be cleared in advance to guarantee its condition to others.  Informs Operator Technician Lead Person and Supervisors of the status of equipment and systems.  
•    Under direction of the Operator Technician Lead Person or a designee, operates various equipment and performs basic equipment clearances on low voltages (<600 volt) electrical breakers, steam line equipment and effluent equipment.  
•    Terminates and connects motor wiring to facilitate bearing repairs (less than 600 volts.).
•    Conducts online test of equipment before certifying its status and performance.

Machinist Duties and Responsibilities
•     Sets up and operates machine tools to repair or reproduce equipment parts and fittings working from blueprints or defective parts using precision tools and measuring instruments.
•    Fabricates special tools, rigging equipment and replacement parts to repair equipment.   
•    Fabricates, modifies, shapes and repairs equipment parts using a variety of metal working machines.
•    Chips, grinds, bores, and drills equipment parts.
•    Verifies conformance of finished work piece to specifications, using precision measuring instruments.
•    Calibrates, fits and assembles equipment parts according to drawings and specifications using machine tools, power tools, and measuring instruments.
•    Installs machined replacement parts; starts and observes equipment operation to detect malfunctions or out-of-tolerance performance, adjusts as necessary.
•    Maintains shop equipment and tools.
•    Maintains inventory of machining tools.

Representative Physical and Job Demands
•    Regularly talks and listens to others to exchange and obtain information to direct the operation and maintenance of Geothermal Facility steam field and effluent equipment.
•    Regularly reaches, grasps, pushes and pulls various wrenches, hand tools, and other objects using manual dexterity and eye hand coordination to operate and maintain equipment.
•    Regularly climb ladders and walks on platforms near high temperature surfaces; works on slippery or uneven surfaces in precarious places.
•    Frequently walks, reaches, kneels and crouches using feet, legs, hands and manual strength to access and operate plant equipment.
•    Occasionally lifts and moves pumps motors and pipe weighing up to 50 pounds.
•    Routinely works near heated surfaces; works on slippery or uneven surfaces in precarious places to adjust or operate equipment.
•    Occasionally exposed to high voltage and other electrical hazards while working on equipment.
•    Routinely works in outside weather conditions and is exposed to chemicals, wet and humid conditions, extreme cold and heat while inspecting and maintaining equipment.  The noise level is frequently very loud.
•    Routinely listens to operating sounds of equipment to diagnosis equipment malfunctions.
•    Frequently operates forklifts cranes, air compressors, sandblasters and power tools to maintain and repair equipment.
•    Frequently operates Agency vehicles going to and from job locations.

Training and Experience Requirements
Level III: Completion of the NCPA Level III training program or three years of equivalent journey-level mechanical experience.
Level IV: Completion of the NCPA Level IV training program or three years of equivalent journey-level mechanical experience and operations experience.

Driver’s License Requirement
Possession of an unrestricted Class C California operator’s license issued by the State of California, Department of Motor Vehicles.  Possession and maintenance of a good driving record as demonstrated by the absence of multiple or serious traffic violations or accidents within the last three (3) years.

Desired Qualifications 
•    Possession, or ability to obtain with training, a Class A California operator’s license issued by the State of California Department of motor Vehicles.
•    Ability to set up and operates machine tools to repair or reproduce equipment parts and fittings working from blueprints or defective parts using precision tools and measuring instruments.

EOE

The Application Programmer performs or assists in the design, documentation, coding, testing, and implementation of new application programs or enhancements to existing application programs consistent with the Software Development Life Cycle (SDLC) best practices and applicable computer programming standards and frameworks. The position is primarily responsible for the suite of Bid-to-Bill applications as well as other business applications in use by the Agency. The position will work with other developer staff and supervisor during probationary status to learn and develop proficiency in the use of the Agency's software development frameworks, processes, and documentation design standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Level I: 
This classification is an entry-level position that is not expected to perform with the same level of independence of direction and judgment as higher levels. The level I works closely with other senior-level CTAs and is often given direction to complete tasks, install and troubleshoot hardware and software, perform system upgrades, evaluate and apply patches to systems, work closely with customers, and provide application support through help desk requests, and creates and maintains documentation.

Level II: 
This classification requires having all Level I duties and responsibilities with a minimum of two years of experience in software application development. Level II receives occasional direction and guidance from other senior-level CTAs; otherwise, uses developed experience and professional judgment to successfully complete projects in accordance with defined requirements and established timelines.

Responsibilities:
•    Within a specific hardware and operating system environment, work to define and design the operating features of new programs or enhancements
•    Produce appropriate conceptual-level application documentation for review and approval by the supervisor
•    Produce appropriate programming documentation for the review of the Supervisor, with sufficient detail on which to base programming activities
•    Develop computer programs in accordance with design documentation, closely following coding standards and conventions used within NCPA
•    Test applications using prescribed test methodology and tools
•    Develop an implementation plan, prepare production rollout for approval by the supervisor, and coordinate with the Ops team to execute the rollout
•    Maintain and enhance software applications
•    Conduct independent communications with user departments in a cooperative and professional manner
•    Provide emergency system support outside normal working hours as needed, on a rotational basis with other department employees
•    Travel to NCPA remote field sites to provide support to remote users as needed 
•    Assist in the evaluation of proposed new or modified computer system hardware and software

MINIMUM QUALIFICATIONS

Level I:
Education and/or Experience      
Bachelor's degree in Computer Science, Management Information Systems, Computer Engineering, or related field from an accredited four-year college or university and at least six months of related programming experience and training.

Level II:
Education and/or Experience      
Bachelor’s degree in Computer Science, Management Information Systems, Computer Engineering or related field from an accredited four-year college or university and at least two years of related programming experience and training. A minimum of two years in design and programming experience including some experience programming interactive programs. Experience must include exposure to systems analysis techniques.

KNOWLEDGE AND ABILITIES 
Knowledge:
Knowledge of VB.Net and/or C# as core programming language is essential; Integrated development environment (IDE) such as Microsoft Visual Studio; Source control management tools such as Team Foundation Server (TFS) and Git; JavaScript, HTML5, and Cascading Style Sheets (CSS) for developing web pages is highly desired; Oracle PL/SQL, SQL-Server T-SQL or similar SQL experience and understanding of relational database principles. Knowledge of software testing methodologies and tools, computer equipment and capabilities, data communications and local area networking, and client-server software is essential; Principles and programming techniques used to implement online interactive applications, technical report writing, systems analysis techniques, database management concepts, and management information system concepts; DevOps and related best practices; and knowledge of the Component-based Scalable Logical Architecture (CSLA) is an advantage.

Abilities:
Ability to write moderately complex programs and develop detailed program specifications; Demonstrate an understanding of MVC (Model-View-Controller; Stay up to date with related software development technologies through training, product research, and participating in conferences and user groups. Ability to work effectively with a broad, diverse cross-section of peers and various individual personalities; listen effectively, communicate with, and maintain a professional working relationship with co-workers; communicate clearly, efficiently, and professionally both over the phone and in person; Maintain strong organizational skills; and the ability to complete quality and timely work with minimal supervision.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims administration including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. Under the direction of the IS Operations & Support Assistant Manager, the Database Administrator architects, tests, implements, maintains, and documents Agency databases. The database administrator collaborates closely with IS development and Agency operations personnel to provide backend database solutions for custom applications, including real-time, scheduling, and settlement programs. The database administrator troubleshoots and provides solutions for database problems.

Level III
This classification supports and maintains the Agency’s database infrastructure and related applications. Administers all database objects, including but not limited to schemas, tables, clusters, indexes, and views. Performs database re-organizations as needed to improve performance. Performs impact analysis of changes to be made to database objects before implementing significant schema changes. Ensures security for all databases by creating roles and associated privileges. Controls and monitors user access to databases. This is a journey-level position and is given minimal direction in job duties and responsibilities.  

Level IV
Architects and designs the Agency’s database infrastructure and ensures the highest levels of availability. Leads database projects to establish new database architectures. Oversees upgrades and implementations of new databases or related software.   Position can perform all lower level requirements and works independently with very little direction May be called upon to provide reports or present to the Agency’s Information Technology Committee. May direct the work of lower classifications.     

ESSENTIAL DUTIES AND RESPONSIBILITIES

Responsibilities:
Design, create and maintain all Oracle databases required for development, testing, and production usage. 

Install, configure, upgrade, and troubleshoot Database server software for both stand-alone instances and Real Application Clusters (RAC). Includes patching both Oracle and Windows. 

Administer all database objects, including schemas, tables, clusters, indexes, views, sequences, constraints, packages, and procedures. This includes creating primary database storage structures (tablespaces) and primary objects (tables, views, indexes). Manage the sharing of resources between applications. 

Troubleshoot problems regarding the databases, servers, applications and development tools. Open technical support cases with support as needed and serve as primary support contact for NCPA. 

Perform capacity planning for all databases. Work closely with IS storage and system administration staff to plan and allocate database system storage. 

Experienced with creating, managing, and maintaining data warehouse technologies.

Perform ongoing monitoring and tuning of all database instances and Windows servers to optimize database performance and reliability. 

Plan and implement backup and recovery of Agency databases. Maintain remote standby databases using archive logs.

Implement and enforce security for all of the Databases through creating and maintaining users and roles, and assigning privileges. Control and monitor user access to the database. 

Perform database re-organizations as required to improve performance and ensure maximum uptime of the database. Modify the database structure from information given by application developers. Gather statistics, create indexes, create or expand tablespaces as needed. 

Perform SQL and PL/SQL tuning and performance monitoring. 

Set up and maintain documentation and standards for database practices and procedures. 

Provide technical support to application developers and database users. 

Perform impact analysis of changes to be made to database objects. Approve and implement/oversee significant schema changes and changes to database design. 

Provide support during non-standard hours (on an as-needed basis, on-call 24x7x365). 

Provide a strategic database direction for the organization.

MINIMUM QUALIFICATIONS

Level III:
Education and/or Experience
A bachelor’s degree from an accredited four-year college or university in Computer Science, Management Information Systems, Engineering, or a related field and five or more years of related experience and/or training, or an equivalent combination of education and experience.

Level IV:

This department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Risk Management and Contracts Administration Division.

This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of megawatts of renewable energy projects.

The selected candidate will have the following duties and responsibilities:

• Evaluate, review, and validate the accuracy of market positions and risk metrics such as mark-to-market, value at risk, gross margin at risk.
• Perform quantitative and analytical data modeling to quantify risks, evaluate risk reduction strategies, aid strategic/ operational decision making and provide insights.
• Update, manage and validate accuracy of Power BI business intelligence dashboards related to energy risk management such as risk limits, forward prices, collateral.
• Execute monthly and ad-hoc data reporting and quantitative modeling tasks.

The Risk Manager plans, organizes, conducts, and directs the City's risk management programs. This position will oversee key areas such as insurance, claims administration, protection against damage to City property, loss control, contract insurance, indemnification, budget preparation, and may be involved in the oversight of workers' compensation and employee safety.

The position is responsible for the performance of both the day-to-day power settlements among NCPA members, Western, California, and Federal electricity markets, local balancing authority area operators (CAISO, BANC, EIM), as well as settlement activities associated with NCPA Power Management’s Service Customers. Other responsibilities include tracking and meter data management validation duties, GHG (Greenhouse Gas) monitoring and analysis, analysis and testing associated with new CAISO market initiatives, and comprehensive analytic or technical studies, as required, including proceedings before state and federal regulatory agencies and public officials. This is a full journey-level position capable of performing all the duties and responsibilities of the Settlements Analyst I. Performs the full range of duties as assigned, receiving only occasional instruction, training, or assistance as new or unusual situations arise. Additionally, incumbents perform a variety of assigned complex technical and professional work in the areas of power accounts settlements, budgeting, systems development, and audit. ESSENTIAL DUTIES AND RESPONSIBILITIES

Monitors settlements functions of Western capacity and energy allocations, market purchases and sales, Pool transmission activity, and other transactions as they occur; Prepares or reviews power settlement transactions for proper budget classification.

Conducts special studies requiring complex, voluminous, and detailed analysis of power costs and revenues. Recommends operational changes that provide better value to Members and Participants.

Coordinates and participates in the development, analysis, and monitoring of the Agency's power supply budgets. Acts as power settlements representative to other department managers and supervisors in regard to cost summary and budgetary reports.

Assists with the implementation of systems, policies, and procedures and special projects requiring highly technical study and analyses. Recommends changes or modifications to methods or systems as applicable.

Assists with formal budget and other presentations to upper management and the governing body.
Performs special assignments for the Power Settlements Supervisor or others as assigned, including preparation of testimony and exhibits for presentation before state and national regulatory proceedings.

MINIMUM QUALIFICATIONS

Education and/or Experience
Bachelor's degree (B. A.) from a four-year college or university with an emphasis on quantitative analysis, plus four (4) years of prior experience as a Power Settlements Analyst I or an equivalent combination of education and experience.

The Positions: 

Silicon Valley Power is recruiting to fill various Electric Program Manager positions in the following specialties: Capital Project, Contracts, Distributed Energy Resources and Storage, Environmental, Safety, and System Operations.  

Capital Project Management

The focus and priority of this position will be to perform complex professional project management work to support the successful completion of over $300 million in near-term capital improvement program projects to support electric utility load growth.  The position is assigned to the customer development and project management unit which manages, plans, and oversees the development and implementation of the capital improvement program. This position will report to the Principal Electric Utility Engineer overseeing the System Expansion Program and will work collaboratively on the management of these critical projects. The individual will perform and manage the work related to planning, design, construction, operations, and maintenance of utility projects, including receiving stations, substations, electric transmission and distribution facilities, and other electrical infrastructure.  The incumbent is expected to manage consultants and directly administer public works contracts. Experience in electric utility engineering, utility asset management, GIS and work order management system is desirable.

• Distinguishing Characteristics/Experience:
  1. Direct knowledge in managing, planning, and overseeing the development and implementation of Capital Improvement Program(s) (CIP).
  2. Ability to provide extensive, in-depth, and specialized administrative, budgetary, financial, and compliance research, analysis, and support.

Contracts Portfolio 

The focus and priority of this position will be to perform complex professional work to support the development and management of SVP’s contracts portfolio.  SVP’s operation requires hundreds of unique contracts including specialized services agreements, leases, agreements with customers for substation construction, funding and deposits, public works contracts, license agreements, power purchase and resource adequacy agreements, as well as other unique agreements.  The position is assigned to the Business Services Division.  The incumbent will both lead staff supporting contracts functions and have direct involvement in negotiating and reviewing contracts.   Experience in utility contracts is desirable.

Distributed Energy Resources, Renewable Energy and Power Purchase Contracts

This position develops and implements cutting edge programs entailing distributed and renewable generation, energy storage, demand response, and microgrids. Incumbents perform professional level, individual work in project development.  Duties may include supervising and participating in the conduct of studies and surveys, data interpretation, forecasting, commodity purchasing, contract negotiation, pricing/rate making, engineering studies, development of policies and procedures, evaluating regulatory and legislative initiatives, preparing, reviewing, and managing budgets and operations.  Commodity purchasing and contract negotiation may include evaluation and development of strategies for electricity generation, both distributed and utility scale. Incumbents may supervise management and non-management staff and act as project team leaders and manage programs and projects.  Project management responsibilities include preparing RFPs, evaluating proposals, and managing contractors and consultants. 

 

Environmental

This position will ensure the City’s compliance with applicable federal, state, and local regulatory agency requirements and guidelines pertaining to Air Quality, Water, Wastewater, Storm water, and Industrial waste.   This position will work with staff across multiple Divisions to develop, implement, and perform procedures and guidelines designed to ensure compliance and develop staff.  They will compose, compile, track, and analyze information related to regulatory, program, and compliance oversight. This position will act as SVP’s Subject Matter Expert and provide technical and functional advisement to Management and Staff concerning Environmental Compliance. This position requires in-depth knowledge of Federal, State, and Local laws/regulations. This position also requires the ability to forecast and identify compliance issues and to develop mitigation strategies to correct issues. The position will also assist in the development of budgets, service contracts and training programs.

Safety

This position establishes, implements, and enforces an effective department wide safety and compliance program that prevents injury and illness. They will work to ensure that employees, both management and non-management, comply with the rules and regulations of Federal, State and Local Regulatory Agencies, and that company safety and compliance policies and procedures are consistently followed.

The position will also facilitate the development and completion of the department’s compliance and controls register, controls testing and auditing, standards development and review, horizon scanning for new and changing regulatory requirements, and serving as an OSHA subject matter for the department. The position will also assist in the development of budgets, service contracts and training programs. 

System Operations

This position will administer programs for work management, maintenance monitoring and asset management focused in all areas of Utility Operations (Metering, Substations, Transmission and Distribution). This position will also be responsible for the performance, review, and implementation of improvements to these programs.  The position will develop, maintain, and improve SVP’s Outage Management System. This position will work to ensure compliance with all applicable NERC standards and seek constant improvement in SVP Work and Safety standards affecting System Operations. The position will also assist in the development of budgets, service contracts and training programs.

The Position: 

This is a professional, management position in the unclassified service responsible for scheduling, purchasing, and managing Silicon Valley Power (SVP) electric and hydro energy requirements in the hour ahead and real-time markets by optimizing those resources and by dispatching the generation plants, scheduling water flows and making sales of surplus resources in order to serve our customers consistent with SVP"s risk parameters. This position requires working 12 hour day and night shifts along with holiday and weekend shifts. SVP operates a 24/7 real time desk which is the primary responsibility of this position.

Under general direction:
• Develop and submit schedules based on contract requirements and prudent economics to cover City load and to ensure the timely flow of Silicon Valley Power, South West (SW) electric and hydro resources;
• Coordinate energy, capacity, transmission, and ancillary service transactions with the appropriate broker, marketer, utility, generator, scheduling coordinator, and/or control area working within counter-party credit limits;
• Create and/or assess all electronic tags pursuant to Western Electric Coordinating Council (WECC)/ National Energy Regulatory Commission (NERC) Policies, South West (SW) business practices, and Independent System Operator (ISO) requirements;
• Adjust schedules real-time during emergency transmission derates or curtailments;
• Manage resources to meet NERC/SVP reliability criteria during all operating conditions;
• Determine resource costs and availability considering existing market conditions, generating plant limitations, maintenance, outages, transmission ratings and curtailments, and existing contract provisions;
• Conduct economic analysis of current resource options and market opportunities;
• Continually evaluate market conditions (including ISO ex-post prices, imbalance energy prices, ancillary service costs and transmission and congestion price differences), generating plant limitations, maintenance, outages, transmission ratings and curtailments, and existing contract provisions;
• Negotiate purchases and sales of energy, capacity, ancillary services and the purchase of transmission to meet load and SW trading objectives;
• Conduct economic analysis of current resource options and market opportunities;
• Determine optimal short-term use of existing power purchase contracts based on market information;
• Develop an hourly trading strategy for energy, capacity, transmission, and/or ancillary services by dispatching resources in a correct way;
• Evaluate and optimize the resources in real-time, to generation dispatch, capacity needs, energy, transmission and ancillary services purchases and sales;
• Utilize various market applications, including but not limited to California Independent System Operator (CISO) applications to submit capacity, energy, transmission, and ancillary service bids in power scheduling and power trading;
• Implement South West (SW) Trading Guidelines and management directives;
• Ensure that NERC/SVP reliability criteria are met;
• Prepare real-time documentation and reports for after-the-fact analysis;
• Develop pricing strategies for energy limited resources;
• Negotiate with assigned SW stakeholders
• Manage resources to meet WECC/NERC reliability criteria during all operating conditions;
• Work with trading staff to develop pricing strategy for energy-limited resources;
• Perform contingency analysis to develop optimized strategy for the dispatch of generation resources, and to optimize purchases and sales of capacity, energy, transmission, and ancillary service;
• Manage hydro reservoir levels and in-flows to ensure economic dispatch of SW’s projects;
• Prepare and submit all reports required as a scheduling coordinator including inter-tie, California Central System Operator (CISO), and South West (SW);
• Adjust/optimize/balance schedules to account for system outages;
• Provide training of co-workers;
• Forecast weather conditions by using like seasons, days and temperatures;
• Forecast customer energy requirements considering historical demands and applicable load shapes;
• Develop and maintain harmonious operations with interconnected utilities, wholesale entities, electric and hydro trading partners and other stakeholders through the use of effective communications practices; and
• Perform other related work as required.

EDUCATION AND EXPERIENCE
Education and experience equivalent to:
•  Graduation from an accredited college or university with a bachelor’s degree in Engineering, Business, or a closely related field; and
• Three (3) years experience in public or private sector power scheduling or trading and/or Independent System Operator (ISO) scheduling.

LICENSE
Possession of a valid Class C California driver’s license is required at the time of appointment and for the duration of employment.

• Incumbents must have the ability to work, as assigned, to schedules that may include Saturdays, Sundays, holidays, and non-traditional work hours; and a willingness to work overtime as required.

Position & Duties - External

The Department seeks to fill one full-time Energy Services Manager (Senior Power Resources Specialist) position to support the Account Management, Marketing, and Communications team. This position will report to the Deputy Director overseeing Account Management, Marketing, and Communications. This division is responsible for delivering customer- centric pricing, billing, marketing, outreach, and community programs for San José Clean Energy. The Energy Services Manager (Senior Power Resources Specialist) will be responsible for advancing commercial customer services and programs by conducting strategic customer outreach and account management on behalf of the agency. This position will act as a strategic partner for the largest San José Clean Energy commercial, industrial, and municipal customers.

As the senior member of the Accounts Services team, the Energy Services Manager (Senior Power Resources Specialist) will be responsible for leading SJCE commercial customer engagement efforts, using data and customer information to address customer needs, improve the customer experience, and improve systems. The Energy Services Manager (Senior Power Resources Specialist) will also support the development and execution of SJCE strategic energy pricing initiatives for all residential and commercial customers, partnering with leadership to design a dynamic long-term energy pricing strategy. The ideal candidates should be well-versed in PG&E rate structures, including residential and commercial rate schedules, and be comfortable engaging with large commercial customers regarding custom energy programs and services.

Duties include the following but are not limited to:

• Initiate and develop relationships with key commercial, industrial, and municipal accounts, including both existing customers and potential clients
• Engage with large commercial and industrial energy users regarding custom energy products and programs such as EV charging infrastructure and distributed energy programs such as demand response or load shaping
• Train Account Services team members to provide commercial customers with expertise on account issues, including billing, cost, service, and program inquiries
• Lead the development of tools and processes to analyze the potential impact of alternative rate structures (e.g., new time-of-use variants, low-income discounts, etc.)
• Manage the development of custom rate design and energy products for the retention and attraction of large commercial customers
• Implement data visualization tools and dashboards to help inform decision-making cross-departmentally

Salary Information:

The total annual salary range for a Senior Power Resources Specialist is $127,567.44- $156,265.20. These ranges include an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidate’s qualifications and experience.
