The Energy Department is looking to fill two (2) Part-Time Marketing and Communications Graduate Student Intern (Unclassified) position.

The Marketing and Communications Intern’s primary responsibility will be to assist SJCE with day-to-day communications and improving customer experiences. Projects could include:

• Help maintain and expand SJCE’s program webpages (electric vehicles, solar and storage, electric homes, etc.)
• Assist with developing online tools to help customers navigate the electric vehicles, home electrification, and rooftop solar and increase adoption.
• Write clear and engaging content for web pages, blogs, articles, emails, social media and marketing materials.
• Research, coordinate, and attend community events to increase awareness of SJCE programs and services, particularly in diverse communities. Pitch community events for the marketing team to attend, prepare collateral and materials for events, and conduct outreach at events. The intern may be asked to develop an interactive game or activity for SJCE’s event booth.
• Organize SJCE’s marketing collateral and develop a library of materials that is visible and accessible for department staff and the public.
• Assist with noticing for SJCE programs and improve and streamline processes. This includes drafting letters and emails, developing and refining key messaging, and reviewing data to measure the effectiveness of communications.
• Become a cheerleader for SJCE and CCAs! Connect with colleagues in the field and develop an understanding of industry trends and initiatives.

Additionally, this intern will help support SJCE’s ongoing work, including attending meetings, developing marketing collateral, and collecting and analyzing data to improve customer experiences.

Pay: Graduate Student Intern: $20.52-$30.30 per hour (unclassified, unbenefited) 
This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. The actual salary will be determined based on the final candidate’s qualifications and experience.

Work Schedule: During the academic year, interns are recommended to work 24-40 hours per week, with schedules determined collaboratively between the hiring manager and the intern based on student availability and project needs. During summer and winter breaks, interns may work up to 40 hours per week.

Training and Experience:
Any combination of training and experience equivalent to completion of a Bachelor's Degree and current
enrollment in a Masters degree program from an accredited college or university in business or public administration
or closely related field.

Licenses and Certificates
Possession of a valid driver's license authorizing operation of a motor vehicle in the state of California may be required in performing job duties.

Position Duties

The City of San Jose is seeking an experienced Deputy Director to provide strategic direction and day-to-day leadership for the Account Management, Marketing, & Public Affairs Division and Customer Programs Division within the Department. The Energy Department launched clean energy services to most residents and commercial customers in early 2019.

This position reports to the Assistant Director. It is responsible for customer relations, account and billing services, business development, community engagement, marketing and communications, and design and implementation of customer energy programs. The Deputy Director is an integral part of the Energy Department executive team and will have the following responsibilities:

• Forecast SJCE's annual revenue plan and achieve targets. Track electricity usage, revenue, and cash collections by customer class.
• Lead SJCE rate-making recommendations, implementation and communication of new rates.
• Lead SJCE's account services function, developing and maintaining relationships with key customers including large load customers such as data centers.
•  Develop custom rates for large load customers as needed.
• Coach the team to provide high quality customer service optimizing the User Experience (UX).
• Oversee internal and contracted services for data management, billing services, and the customer call center. Liaise with PG&E and customers to resolve issues and optimize the Customer Experience (CX).
  • Direct the development and execution of comprehensive marketing, outreach, and communications strategies that promote SJCE programs, rates, and brand identity. Oversee all department communications including print, social media, e-newsletters, and the department's website. Conduct mandatory noticing activities.
  • Ensure clear, accessible, and multilingual communications for diverse community audiences.
  • Manage press releases and external relations. Serve as a liaison with the media and community groups to ensure SJCE is responsive to concerns. Schedule and deliver public and community presentations.
• Provide direction, guidance, and review of community outreach and business development plans to increase customer participation, support customer retention, and improve cost-effectiveness.
• Lead the planning, design, implementation, and evaluation of customer energy programs, including energy efficiency, demand response, electrification, and distributed energy resource initiatives.
• Ensure programs align with state policy, regulatory requirements, and community priorities.
  • Foster partnerships with community organizations, technology providers, and regional agencies to expand program reach and impact.
• Provide leadership and collaborate with staff across the department, the City Manager's Office, Finance Department, the City Attorney's Office, Planning Department, and economic Development as well as other Departments to achieve SJCE and City objectives.
• Collaborate and build contacts with external stakeholders, including CalCCA, regulatory agencies, community organizations, and the public to ensure programs and services meet objectives, the needs of customers and community.
• Seek out additional funding opportunities, innovative programs and new product offerings to advance mutually beneficial goals.

GOVERNANCE

THE DEPARTMENT

The San José Police Department is dedicated to providing public safety through community partnerships and 21st Century Policing practices, ensuring equity for all. The Department is committed to treating all of San Jose’s diverse community members with dignity, fairness, and respect while protecting their rights and providing equal protection under the law. The San Jose Police Department has authorized 1,172 sworn officers and 569 civilian staff in four Bureaus comprised of 11 divisions with more than 61 specialized Units and assignments. The Department is responsible for policing a city of 181 square miles and over one million residents.

THE POSITION

The City of San José Police Department (SJPD) is seeking an experienced executive to serve as Deputy Director and lead the Bureau of Technical Services. Under the direction of the Assistant Chief of Police, the Deputy Director is responsible for developing and overseeing the Department’s strategic technology plan while managing Police Department support divisions, including the Systems Development Division (IT Division), Crime Analysis Unit, Body-Worn Camera Unit, BTS Technology Portfolio Manager, Interoperability Manager, and serving as the City-designated Working Committee board member for the Silicon Valley Regional Interoperability Association.

This position plays a pivotal role in ensuring that SJPD remains at the forefront of law enforcement technology, enhancing officer effectiveness, improving emergency response capabilities, and maintaining public trust. By integrating advanced technology solutions and data-driven decision-making, the Deputy Director directly contributes to the Department’s mission of protecting and serving the San José community with excellence and integrity.

As a key executive within the Police Department, the Deputy Director collaborates closely with the Chief, Assistant Chief, and Deputy Chiefs to lead a dynamic, progressive law enforcement agency. The Deputy Director must bring a balanced combination of law enforcement expertise, technical proficiency, and data analytical skills to drive operational effectiveness, officer safety, and community engagement through innovative technology solutions. This position oversees a staff of 48 with six direct reports and plays a crucial role in ensuring the Department’s IT infrastructure is resilient, secure, and aligned with the mission-critical needs of first responders.

Duties include, but may not be limited to the following:

•    Mentor and lead multiple teams by setting clear division goals, establishing performance standards, and conducting regular staff evaluations. Provide coaching and professional development opportunities to ensure team members align with the Police Department’s strategic IT objectives and operational priorities.

•    Develop, oversee, and enforce Police Department IT governance structures, policies, and security protocols to ensure that technology investments and initiatives support law enforcement operations, mitigate risks, and comply with DOJ Criminal Justice Information Systems (CJIS) Security Policies, as well as other relevant law enforcement regulations and standards.

•    Drive innovation and continuous improvement within the Police Department’s IT infrastructure by leveraging emerging technologies, industry best practices, and data-driven solutions. Identify opportunities to enhance system performance, cybersecurity, scalability, and reliability while optimizing cost efficiency to support critical policing functions, officer safety, and real-time intelligence operations.

•    Proactively monitor and assess the Police Department’s technology solutions, ensuring system roadmaps align with operational needs, investigative requirements, and future policing advancements. Develop strategies to modernize infrastructure, enhance digital forensics capabilities, and improve emergency response efficiency.

•    Collaborate with executive leadership across the Police Department to drive strategic technology initiatives that enhance investigative capabilities, crime analysis, real-time intelligence gathering, and public safety outcomes.

•    Oversee resource allocation and budget management, ensuring timely and measurable technology advancements within financial constraints. Provide strategic recommendations on IT investments and actively participate in long-term technology planning and public safety modernization efforts.

•    Establish and maintain strong partnerships with external vendors, technology providers, and law enforcement agencies to ensure seamless integration of mission-critical solutions. Negotiate contracts, manage vendor performance, and enforce compliance with CJIS security standards to safeguard law enforcement data and digital assets.

•    Collaborate with patrol, investigations, and command staff to integrate technology that enhances officer situational awareness and investigative efficiency. Build strong relationships with regional law enforcement agencies, technology partners, and public safety stakeholders to advance interoperability and intelligence-sharing.

•    Promote employee wellness, staff engagement, and professional development to maintain a highly skilled and mission-focused team. 

•    Directs and oversees the Systems Development Division (SDD), which consists of three specialized teams: the Applications Team, responsible for software solutions and law enforcement applications; the Infrastructure Team, managing networks, servers, and cybersecurity; and the Sworn Team, comprising one sergeant and four officers, ensuring seamless integration of technology with policing operations. This division plays a critical role in advancing the San José Police Department’s technology infrastructure and IT operations, consisting of 23 professionals. SDD drives strategic IT initiatives that enhance investigative capabilities, real-time intelligence, and public safety outcomes. SDD ensures compliance, cybersecurity, and operational resilience by implementing robust governance structures, enforcing CJIS security policies, and leveraging emerging technologies. SDD is managed by a Division Manager who provides leadership and strategic direction to ensure the success of the department’s technology initiatives.

•    Direct and oversee the Crime Analysis Unit (CAU), which is responsible for crime data collection, analysis, and reporting to support strategic, tactical, and administrative law enforcement functions. Ensure compliance with National Incident-Based Reporting System (NIBRS) standards for accurate and timely crime reporting to local, state, and federal agencies. Lead the development and enhancement of Power BI dashboards and other analytical tools to provide real-time operational insights to command staff, patrol, and investigative units.

•    Direct and oversee the Body-Worn Camera (BWC) Unit and Photo Lab, ensuring compliance with state and federal regulations, including data retention, security, and public disclosure policies. Ensure the secure storage, retrieval, and management of digital evidence to support investigations, prosecutions, and public transparency. Support public trust and department accountability by implementing best practices for digital evidence management, audit processes, and system integrity.

•    Supervise the Bureau of Technical Services Technology Project Manager, who centralizes and manages all departmentwide projects. This includes overseeing project portfolio management to support executive decision-making on portfolios, projects, programs, and operations. 

•    Supervise the Interoperability Manager, who is responsible for public safety communications and data-sharing across law enforcement agencies. Represent the Police Department in regional and statewide public safety technology initiatives to enhance interagency cooperation and emergency response coordination.

THE IDEAL CANDIDATE

The ideal candidate will be an inspirational and engaged leader capable of advocating and ensuring the success of the Bureau of Technical Services. Excellent communication and interpersonal skills are necessary to build positive relationships and engage with several entities, such as the Silicon Valley Regional Interoperability Authority and the Urban Areas Security Initiative, as well as staff and City leadership. The successful candidate will work collaboratively with the other Deputy Chiefs to ensure the mission of the Department and vision of the Chief is accomplished.

The Deputy Director must be an exceptional and seasoned technology professional who can lead a dynamic and forward-thinking organization. A candidate with a comprehensive background in data analytics is sought. A leader in the IT field with strong management and communication skills is desired.

•    A proven track record and commitment to ensuring success given the challenges of budgetary and staffing deficits is preferred. A solid understanding of the municipal purchasing process is required. 
•    An engaged and inclusive, responsive to the needs of staff and the department and the sense of urgency required in a public safety environment. 
 

QUALIFYING EDUCATION & EXPERIENCE

Education 

•    A bachelor’s degree in criminal justice, public administration, business administration, information technology, data analytics, or a related field from an accredited college or university.

Experience

•    A minimum of six (6) years of progressively responsible leadership experience in law enforcement technology, crime analysis, digital evidence management, IT governance, or public safety operations within a public or private agency.

•    Experience in a law enforcement, nonprofit, public sector, or corporate environment working with a governing board and in a union, environment is highly desirable.

COMPENSATION AND BENEFITS

The salary range for the Deputy Director is $161,513.30 - $260,737.36

Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package that includes, but is not limited to: 

•    Retirement – Competitive defined benefit retirement plan with full reciprocity with CalPERS.
•    Health Insurance – The City contributes 90% towards the premium for the lowest-priced non-deductible plan. Several plan options are available. 
•    Dental Insurance – The City contributes 100% of the premium of the lowest-priced plan for dental coverage. 
•    Personal Time – Vacation is accrued initially at the rate of three weeks per year with amounts increasing up to five weeks after 15 years of service. Vacation accrual may be adjusted for successful candidates with prior public service to reflect a vacation accrual rate commensurate with total years of public service. Executive Leave of 40 hours is granted annually and depending upon success in the Management Performance Program, could increase to up to 80 hours. Sick Leave is accrued at the rate of approximately 8 hours per month. 
•    Holidays – The City observes 15 paid days annually. 
•    Deferred Compensation – The City offers an optional 457(b) plan. 
•    Flexible Spending Accounts – The City participates in Dependent Care Assistance and Medical Reimbursement Programs.

THE DEPARTMENT

San Jose Regional Rail Projects: A transformative $10 billion regional investment in major transit including High Speed Rail, BART, Caltrain electrification, and the expanded Diridon Transportation Center.

Position Duties

Under the direction of the Assistant Director of Transportation, the Information Technology (IT) Manager will plan, lead, manage, and execute the technology and innovation efforts of DOT.

This position is open until filled with a first review date scheduled for November 21, 2025.

The DOT Information Technology (IT) Manager will refine and manage the DOT information technology roadmap, which fuses departmental priorities and opportunities with technology and resource needs. The business plan includes coordination with the IT Department to assess centralized capabilities and opportunities for partnership and advancement of key strategies and systems. Some of the top priorities include:

Implementing innovative field technology improvements and integrated data systems – With the transportation and utility infrastructure spread across 178 square miles of the City, most of the Department’s work, particularly maintenance of the infrastructure, occurs in the field. With
the growth of advanced technologies like the Internet of Things (IoT) and Artificial Intelligence (AI) the City has an opportunity to strategically deploy innovations that could save time and resources, as well as improve response times. The IT Manager will work with the IT Department, the City Manager’s Office, and other City Departments to lead the assessment of existing processes and systems to identify, develop, and implement automated workflows to improve efficiency and productivity.

Automating, updating, and supporting multiple IT Systems – DOT has a number of important IT needs and coordination efforts that are identified and prioritized in the DOT IT Business Plan. These projects include the maintenance and development of feature request applications in our Salesforce Work Order platform, updates to the Geographic Information System (GIS), and upgrades of various administrative and engineering databases.

Coordinating Civic Innovation – The DOT IT Manager will also play a lead role in planning and implementing DOT’s Civic Innovation Projects. The transportation industry is dramatically changing around us with the emergence of Automated Vehicles, highly advanced traffic signal management systems, and complex data reporting and analytics capabilities. In alignment with the San Jose’s technology vision and in coordination with the Mayor’s and City Manager’s Office, the DOT IT Manager will build upon current momentum to make San Jose one of the most innovative cities. The IT Manager supervises and/or coordinates staff in the Information Systems Analyst, Senior Geographic Systems Specialist, Systems Applications Programmer, Network Engineer, Innovation Program Manager, and Network Technician classifications.

Key General Responsibilities:

• Develops, coordinates, guides, and maintains IT system strategic and tactical plans in support of the department’s overall direction and within the framework of Citywide IT protocols and standards.
• Plans, implements, and manages the department’s information technology operations ensuring efficient utilization of resources.
• Collaborates and coordinates with IT and other departmental stakeholders to assess centralized capabilities, opportunities for partnership, and advancement of key strategies in a way that maximizes the interoperability of systems between DOT and other departments.
• Utilizes in-depth technical knowledge and business requirements to design and implement technology solutions.
• Analyzes complex business needs and recommends technical solutions.
• Ensures technology projects and systems are adequately resourced with the appropriate levels of technology staff and line staff.
• Serves as a liaison with other departmental divisions and operations to identify and address technology needs.
• Negotiates and administers contracts and agreements with vendors and agencies.
• Supervises staff by hiring, selecting, training, evaluating, and making work assignments. May also coordinate and supervise the work of teams comprised of individuals in a variety of organizations.
• Leads and manages a staff of 12, and assists with budget management, personnel, and training matters.

Minimum Qualifications

Education
A Bachelor’s degree from an accredited college or university with coursework in computer science, information systems, business administration, or closely related field

Experience
Five (5) years of experience managing, maintaining, and implementing technology programs, computer system infrastructure and design, network operations, security design, application development and configurations, and system/server administration, including three (3) years of supervisory experience over a technical team.

Certifications/Licenses
One or more credentials in Salesforce is desired, preferably certification as a Salesforce Administrator and/or Developer.

Possession of a valid license authorizing operation of a motor vehicle in California. The selected candidate will be enrolled in the Employer Pull Notice (EPN) program; an authorization for release of driver record information form must be signed as a condition of employment.

THE IDEAL CANDIDATE
The ideal candidate is a results-driven professional with previous experience as an IS/IT Manager. The successful candidate will be a highly effective communicator who is able to build solid working relationships with management, peers, and staff. Candidates should possess superior long-term planning and project implementation experience and a commitment to high quality, effective customer service. Experience in the rollout and maintenance of major new initiatives is expected, as well as the ability to translate complicated IT issues into understandable terms. The ideal candidate will have an appreciation for the complexities of DOT operations and will strategically assess the competing priorities of the Department’s IT projects, determine what is reasonable to implement, and clearly articulate the merits of keeping abreast of new technology improvements and efficiencies to Department leaders.

COMPENSATION AND BENEFITS
The approved salary range for this position goes up to $183,248. Employees in the Department Information Technology (IT) Manager classification will also receive an approximate five percent (5%) ongoing non-pensionable pay.

The actual salary will depend on the qualifications and experience of the individual selected. The City provides an array of benefits.

• Retirement – Competitive retirement system with full reciprocity with CalPERS.

• Health Insurance – The City contributes 100% towards the premium for the lowest cost plan. There are several plan options.

• Dental Insurance – The City contributes 100% of the premium of the
  lowest priced plan for dental coverage.

• Personal Time – Vacation is accrued initially at the rate of three weeks per year with amounts increasing up to five weeks after 15 years of service. Executive Leave of 48 hours is granted annually with the ability to earn up to 40 extra hours annually based on performance. Sick Leave is accrued at the rate of 8 hours per month.

• Holidays – The City observes 15 paid holidays annually.

• Deferred Compensation – The City offers an optional 457 Plan.

• Flexible Spending Accounts – The City participates in Dependent Care Assistance and Medical Reimbursement Programs.

• Insurance – The City provides a term life policy equal to two times annual salary. Long-term disability and AD&D plans are optional.

Position Duties

The Fleet Management Division in Public Works Department is responsible for the management of the City’s fleet including the comprehensive inspection, maintenance, repair, acquisition, and disposal. The City’s vehicle and equipment fleet currently consists of over 2,700 assets. 

The Department of Public Works Fleet Management Division is recruiting to fill one (1) Equipment Mechanic Assistant I/II (EMA I/II) position. The EMA I/II is responsible for performing inspections, communicating with other staff and customers, servicing, installation of electronic electrical equipment, ordering parts, entering data in the fleet management system, road testing and diagnosing problems to make various repairs and adjustments on automotive, heavy truck and/or heavy equipment. While working under general supervision, the EMA I/II will be expected to perform safely and follow all rules required by the City of San Jose. These positions, depending on facility assignment, will require working various shift hours and overtime.

The Department of Public Works is recruiting to fill an Information Systems Analyst (ISA) position within the Enterprise GIS (Geographic Information Systems) team.  

Salary range(s) for this classification is $137,089.68- $167,032.32 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.  

The Enterprise GIS team operates out of the Department of Public Works but works across the city to coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, and administer Enterprise GIS infrastructure for citywide use. The city has standardized on a modern technology stack consisting of Windows Server, Esri ArcGIS platform, VertiGIS Studio, Safe Software FME, and SQL Server enterprise geodatabases. The city has an enterprise license agreement with Esri, and the Enterprise GIS team maintains a large Enterprise GIS server environment with public and internal-facing ArcGIS Server instances, complementary ArcGIS Portal and ArcGIS Online organizations, an SDE environment featuring a data catalog with over 1,000 feature classes, and integrations with dozens of business systems.   

The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects. The position requires a GIS professional with broad technical experience as well as the ability to take initiative and direct others. The ideal candidate must be a strong individual contributor that is able to take full ownership of projects, designing solutions in alignment with City Enterprise GIS standards and industry best practices and working at a hands-on level to build, implement, and support such solutions. The position also demands proven ability to troubleshoot and resolve complex technical issues with limited resources. Advanced knowledge of the ArcGIS platform and experience with GIS server administration is required. Experience with VertiGIS Studio and GIS web application development in an Esri environment is highly desirable.   

The GIS ISA reports to the Enterprise GIS Manager. This position is responsible for programming that supports the development and maintenance of major applications used citywide.  

Key responsibilities and duties may include, but are not limited to the following:   

• Administer Enterprise GIS server environment (ArcGIS Enterprise, VertiGIS Studio, FME Server), including planning for and conducting system upgrades; applying and confirming patches; capacity planning and load testing; publishing and tuning services; managing backups; troubleshooting and resolving system issues; managing security policies, user accounts, roles, and permissions; and maintaining system documentation. 

• Meet with business owners and end users to gather and document requirements for GIS solutions. Design, build, and deploy mapping applications on the ArcGIS platform. Provide documentation, training, and support to end users.  

• Develop and maintain web mapping applications using VertiGIS Studio Web 5.x, including web map authoring, site configuration, and development of print templates, reports, and workflows.  

• Develop and maintain complex geoprocessing routines and ETL workbenches using FME and/or Python.  

• Conduct data modeling and design activities for new datasets by analyzing inputs and developing appropriate schemas in alignment with City standards. 

• Build and support GIS integrations with City business systems.  

• Lead large-scale, cross-department Enterprise GIS projects. Work collaboratively with departments to reduce program redundancies and support effective use of enterprise resources. Train end users on enterprise standards and best practices; provide development oversight and guidance. 

In addition, this position is part of a team responsible for providing GIS support in the Emergency Operations Center (EOC) when activated.

About the Department

The mission of the San Jose Police Department is to create safe places to live, work and learn through community partnerships. 

Position Duties

The City of San Jose is recruiting for a part-time School Crossing Guards in the Police Department during the normal school year.  Work involves providing for the safe conduct of elementary and junior high school children across heavily traveled streets and reporting problems requiring possible police action. Positions may involve substituting at different corners or a regular location assignment.  In general, these assignments are a split shift with approximately ten (10) hours per week.  School Crossing Guards are required to work outside regardless of weather conditions and must be able to provide a uniform as specified by the Police Department.   Work includes outside duties and exposure to weather.  Work may include the physical ability to sit, stand, walk quickly, step up/down from the curb, reach, push and/or pull, twist and or rotate, bend, lift and carry up to 10 pounds, use hands hold and use a stop sign the entire shift, use other hand to stop traffic and use a whistle at the same.

The City of Patterson’s Finance Department is seeking to fill a full-time Accounting Technician position and to establish an Eligibility List.  Duties include but are not limited: under limited supervision, maintenance of the general ledger, a wide range of payroll processing activities and reconciliation of checking accounts; assists in the preparation of a variety of financial reports; provides technical assistance to higher-level accounting staff ; serves as liaison on accounting functions to other City departments and staff; may provide functional guidance to less experienced staff;  and performs related duties as required and/or assigned.  

The City of Patterson is seeking to fill one (1) part-time Recreation Leader position in the Recreation Department for their Senior Program and to establish an eligibility list.  Duties include, but are not limited to: under supervision, works with staff to provide programs and activities for Seniors; organizes and teaches participants games and activities such as dance, music, arts & crafts, etc. and with assistance, coordinate, schedule, and plan the programs; ensures participant safety and well being during all activities; ensures the proper handling of first aid and emergency situations.
