THE POSITION

Under general supervision, develop, oversee, implement, and promote aquatics programs and activities. Provide leadership for aquatics programs and safety by hiring, training and supervising aquatics staff, and coordinating other related functions in order to provide high quality service in a responsible manner. Perform a variety of daily routines to difficult clerical support services and related work as required.

The duties of an individual assigned to this class will vary depending on overall department needs.  Work involves planning and implementing a variety of aquatics programs activities; office procedures and administrative functions for all age groups.  Additional maintenance and mechanical support is required in support of general aquatics operations.  Incumbents assist with special projects, provide clerical support services, and promote excellence in customer service.  Duties require the exercise of good judgment within defined parameters.  Employee’s work hours will vary to accommodate aquatics and recreation programs being offered.

This is a paraprofessional classification in the Recreation and Community Services Department.  Positions in this class typically have specialized aquatics program experience.  The Aquatics Coordinator class is distinguished from the Recreation Coordinator position by the performance of duties directly related to the aquatics programs and activities, maintenance of aquatics equipment, and specific certifications that are required.

Duties may include, but are not limited to, the following:

• Assist in organizing, scheduling, and directing aquatics activities; work effectively with staff and other service providers in planning and coordinating activities.
• Schedule, supervise, train and develop aquatics staff; make hiring and staffing recommendations; assist with scheduling conflicts and approve staff timesheets.
• Assign work, train, motivate, and evaluate assigned volunteers and other seasonal/temporary employees.
• Evaluate the full range of aquatics operations (i.e. lifeguard rotations, rule enforcement, staff performance, signage, café operations, birthday parties, group reservations); compile and analyze aquatics statistics and records; maintain records of participation, supplies, and equipment; being vigilant and aware of safety hazards.
• Perform aquatics skill audits; assure compliance with legal codes and requirements related to lifeguard procedures and emergency operations; monitor safety certificate expiration dates of lifeguard staff.
• Prepare written reports and recommendations on the basis of evaluated data and information; enter and retrieve registration and financial data; perform routine office work including computer data entry, reports, notes, document drafts, or brief instructions.
• Maintain discipline and observance of required safety precautions during activities; communicate plans, policies, and procedures to assigned workers and the general public; monitor activity in the aquatics center to prevent injuries, accidents, or drowning; effectively handle complaints.
• Develop and respond to aquatics emergencies to participate in, support, and/or coordinate responses; rescue swimmers in distress and/or danger of drowning and administer first aid; evaluate medical, rescue and training procedures and policies for quality assurance and safety functions.
• Interact with program participants, volunteers, and other workers to stimulate interest and participation in programs; attend meetings as assigned; work with special community groups; and make public presentations on water safety.
• Assist, teach, and arrange materials for lifeguard training, CPR & First Aid classes; conduct class or activity instruction such as lifeguard or teach swim lessons and water aerobics classes when needed.
• Maintain inventory for procurement of supplies, chemicals, and equipment for the aquatics center, café, and front desk; oversee the maintenance of pools, equipment, and the Silliman Center.
• Assure effective use of facilities & equipment; issue and ensure the return of recreation and other City equipment.
• Provide assistance on special projects as assigned.

DEFINITION

CLASS CHARACTERISTICS
The City Clerk is a mid-management position that is responsible for performing, overseeing and supervising the functional operations of the Agenda Management, Records Management, Elections, and Political Compliance programs of the City, as well as the operations of all areas within City Clerks responsibility. Works independently while using tact and discretion. Maintain custody of official records and archives of the City, including ordinances, resolutions, contracts, agreements, deeds, insurance and bond certificates, and minutes; certify copies of official records as required; attest, publish and file ordinances and resolutions; execute official City documents; maintain custody of City Seal, administers and files Oaths of Office.
7. Coordinate responses to requests for City records covered under the Public Records Act.
8. Act as the liaison between the public, City Departments and Council; coordinating ceremonial and official functions/special events.
9. Coordinate and track all mandatory trainings for employees, as well as elected and appointed City officials.
10. Process, record and maintain City contracts and agreements.
11. Manage the codification of City ordinances into the municipal code.
12. Coordinate opening of City bids and certifies results of each bid.
13. Act as the Custodian of Records.
14. Perform general administrative work as required related to the duties of the City Clerk.
15. Continuously monitor and evaluates the efficiency and effectiveness of service delivery methods and procedures; identifies opportunities for improvement; directs the implementation of changes.

MINIMUM QUALIFICATIONS
Education and/or Experience:
Any combination of education, training and experience that will provide the ability to perform the work and provide the performance results as stated above. A typical way of gaining the knowledge and skills required for this classification is:

Experience
Five years of progressively responsible experience performing tasks common to programs carried out by a City Clerk, with experience working in a government setting or working for boards or commissions desired.

Education/Training
Equivalent to a high school diploma supplemented by administrative support courses. An AA degree in business or a related field and a Certified Municipal Clerk is desired.

Knowledge of:
City organization and departmental relationships, programs, services and other functions; government codes, city policies and procedures, ordinances, laws and other applicable governing documents; modern office practices and procedures; and data processing methods and procedures including proficiency with software applications, and operation of standard office equipment.

Physical Demands:

The Position

The Chief Operations Officer (COO) will plan, organize, direct, coordinate, and evaluate all the operations of San Mateo Medical Center (SMMC); advise the Chief Executive Officer on the development and implementation of the Medical Center systems, policies, and strategic planning; and coordinate the operations through facilitation of the work of the executive management team. The Chief Operations Officer reports directly to the Chief Executive Officer and serves as a member of the Senior Management Team.

The incumbent will exercise direct and indirect supervision over Ambulatory Services, Laboratory, Pharmacy, Radiology, Rehabilitation, Food and Nutrition Services, and Environmental Services, and assigned managerial, professional, technical, and clerical staff, as well as work with the Chief Medical Officer, Chief Nursing Officer, Chief Quality & Experience Officer, and Chief Financial Officer to coordinate the optimal delivery of medical services at San Mateo Medical Center.

The Chief Operations Officer is the primary liaison to several county departments including the Department of Public Works and the Sheriff’s Office.

San Mateo Medical Center is involved in several long-term building projects including the construction of a new administrative building at the 39th Avenue campus and a new clinic facility in South San Francisco.  The Chief Operations Officer is the primary San Mateo Medical Center representative in the planning of the projects

The ideal candidate will have:

• Significant experience in overseeing operations in a public health system
• Knowledge of the principles and practices of health care administration, including trends in health care policy, treatment, research, education, licensing, and accreditation
• An understanding that public systems must function in new and innovative ways, must exceed quality standards and benchmarks, must work closely with other partner hospitals and clinics to assure continuity of care, must strive to develop a seamless integration with the County’s other health-related programs and departments, and must balance clinical needs with efficient operations

Example of Duties:

• Plan, organize, direct, and evaluate organization-wide operations of the San Mateo Medical Center, especially in monitoring and improving operational efficiency and patient flow across the continuum of care, both within and outside the Medical Center
• Manage and coordinate the development and maintenance of the annual budget including justification of personnel, space allocation, and maintenance, and capital improvement projects
• Oversee the full compliance with applicable standards for the licensure and accreditation of the hospital by exercising management audit and control consistent with applicable laws, organizational policies, procedures, and programs
• Provide effective leadership and personnel administration to ensure a competent and productive labor force, and select, assign, direct, and evaluate the performance of subordinate managers, supervisors, and staff
• Serve as the executive champion for staff engagement activities
• Manage current and future space planning at all San Mateo Medical Center facilities
• Maintain effective working relationships with the professional staff of the Medical Center by collaborating on activities and policy matters of mutual concern
• Meet regularly with Medical Center department managers to interpret policy and direct staff in new procedures or in the modification of existing procedures, and evaluate administrative studies designed to improve operating procedures and solve workload problems
• Develop mutually cooperative relationships with private sector health care providers, government agencies, community groups, news media, educational institutions, professional associations, and the public in general
• Maintain the Medical Center's physical resources by planning for, providing, and maintaining necessary equipment and safe, secure, clean facilities for consumers of health care services; and recommend improvement of hospital facilities, including construction or renovation of structures and purchase of new equipment
• Direct the preparation of statistical reports required by the CEO, federal, state, and County agencies and/or licensing and accrediting agencies

Qualifications

The strategic thinker and champion of employee engagement we seek will have or be in pursuit of a master’s degree in Management, Public Administration, or Health Care Administration, or other health-related fields and five (5) years of increasingly responsible experience in a health care organization performing a variety of duties related to administration and management, or a combination of such education and experience.

$224,036.80 - $280,030.40 Annually

1. Implements swimming and water safety instructional programs; prepares and delivers technical guidance, age-appropriate and skill-focused lessons based upon participant abilities.

3. Provides aquatic safety and supervision for patrons; monitors activities in the water, pool decks, and ancillary areas of District aquatics facilities to prevent accidents, and to ensure the safety and well-being of patrons.

5. Inspects and maintains swimming and pool equipment for functionality; ensures proper placement and availability in the pool area; recommends maintenance and repair as needed.

Incumbents work outdoors in a pool environment with wet and slippery conditions, and are exposed to variable weather conditions; may be exposed to chlorine, acids, and other chemicals at aquatics facilities, as well as blood and body fluids while rendering first aid and CPR.  Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.
 
WORKING CONDITIONS
Incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays. 
 
PHYSICAL DEMANDS
Work is primarily performed within a public swimming pool environment, where stamina is needed to perform moderate to heavy lifting of pool equipment and furniture or children and adults who may require removal from the pool, and to stay in the pool for prolonged periods.  Must possess the mobility to stand, stoop, kneel, reach, bend, climb, push and pull materials and equipment, and swim while wearing an appropriate uniform with protective equipment.  Vision and hearing must be sufficient to see and hear adults and children in crowded and noisy conditions and/or situations.  Must also possess:  the mobility to work in an office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or by using a telephone and radio.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or to operate safety equipment.  Must possess the ability to swim distances and dive to pool depths, as determined by testing/certification authorities, and to lift 150 pounds or heavier weights with assistance and/or the use of proper equipment.

QUALIFICATIONS
Education and Experience:

• Prior experience participating in aquatics programs or performing lifeguard duties is desirable.

POSITION INFORMATION

DISTINGUISHING CHARACTERISTICS

This is the advanced journey-level classification in the Lifeguard classification series responsible for providing lead direction and training to lower-level staff and for ensuring that the District’s aquatics facilities are maintained in a safe and effective working condition.  Incumbents are responsible for establishing objectives, timelines, and methods to deliver services.  Work is reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This classification is distinguished from the Lifeguard II by the assignment of more complex tasks requiring a greater level of technical and specialized knowledge and a higher degree of independent judgment, including serving in a lead capacity over lower level staff.

3. Assists Aquatics Coordinator in leading training sessions, including safety drills and other emergency procedures; ensures that lifeguard staff attend required trainings and maintains records on same.
4. Provides aquatic safety and supervision for patrons; monitors activities in the water, pool decks, and ancillary areas of District aquatics facilities to prevent accidents and to ensure the safety and well-being of patrons.
5. Implements and monitors District policies and procedures; enforces aquatics regulations; cautions patrons regarding unsafe activities.
6. Performs the work of lower-level staff, including, but not limited to, all required lifeguard-training skills and class instruction as needed.
7. Monitors facility use; ensures that the facility is opened, closed, and secured in compliance with District practices and procedures and that the pool and restrooms are maintained in a safe, neat, and clean condition.
8. Inspects and maintains swimming and pool equipment for functionality; ensures proper placement and availability in the pool area; recommends maintenance and repair as needed.
9. Maintains records of participation and completes required reports.
10. Assists with District special events as needed.
11. Performs other duties as assigned.

QUALIFICATIONS
 

Education and Experience:

• High School Diploma or GED;

AND

• Two years of relevant aquatics experience serving in an aquatics facility.

• Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities.

• Principles of leadership in an aquatics environment.
• Principles and techniques of all lifeguarding skills.
• Organization and operation of the aquatics facilities, including maintenance, occupational hazards, and standard safety practices.
