Planning Division
This division is responsible for conducting all Congestion Management Program (CMP) and VTA transportation and transit planning activities, as well as programming, grants management, and real estate. Multimodal Planning & Real Estate Department Real Estate Department 
As part of the Planning Division, the Multimodal Planning & Real Estate department is a passionate group dedicated to transforming transportation, land use, and community connections across Santa Clara County. The department successfully integrates several key programs to achieve this mission, including Multimodal Planning, Transit-Oriented Development (TOD/TOC), Asset Management/Real Estate, and Right-of-Way. 

The Right-of-Way Program
As a core program within the department, the Right-of-Way (ROW) team directly executes VTA’s capital delivery by overseeing the acquisition of full properties, permanent easements, temporary construction easements, and other critical property interests. ROW ensures project certification and delivery for massive infrastructure improvements across Santa Clara County, including major rail extensions like BART Silicon Valley and Eastridge to BART Regional Connector (EBRC), as well as highway and complete streets projects. This work involves extensive multi-agency coordination with external partners like Caltrans, utility providers, and local municipalities to handle complex property clearances and utility relocations.

What You'll be Doing
Definition
Under direction, the Senior Real Estate Agent plans, organizes, supervises, and integrates the work of assigned staff and consultants engaged in acquiring, appraising, managing, leasing or disposing of real property and rights-of-way and/or planning, offering, negotiating, and managing VTA's joint development projects and associated agreements, and performs related duties as assigned.

Distinguishing Characteristics
Senior Real Estate Agent is the first line supervisory classification in the Real Estate job series. Incumbents are responsible for planning, organizing, and supervising staff engaged in all aspects of VTA real estate transactions and agreements, and for performing the more difficult and complex duties.  Senior Real Estate Agent is distinguished from Manager, Real Estate & Project Administration in that the latter has full managerial responsibility for the entire real property program for VTA.

• Selects, supervises, trains, motivates, assigns, evaluates, counsels, and disciplines staff;
• With assigned staff and consultants, develops, implements, and monitors plans, goals and objectives to ensure that designated property appraisal, acquisition, management, sales, relocation projects, and joint development functions are accomplished in accordance with adopted schedules and budgets;
• Supervises and performs work related to major joint development planning projects that encompass residential, commercial, and other types of real estate development;
• Conducts and/or participates in complex planning and rezoning approvals, competitive offerings for long-term leases, difficult appraisals, negotiations, relocation assistance, and property sale or disposition functions;
• Performs detailed, complex research, analyses, and determinations;

• Prepares and presents information to the public, boards, committees, and community groups;

• Reviews, recommends, and administers Real Estate Department policies and procedures;

• Reviews, evaluates, and approves appraisals and amounts for negotiation and settlement in accordance with VTA policies and procedures;

Minimum Qualifications:

Sufficient training, education, and experience to demonstrate possession of the required knowledge and abilities. 

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with major coursework in business administration, public administration, finance, real estate, or a related field; and five years of increasingly responsible experience in the appraisal, acquisition, relocation, design, financing, construction, and/or management of real property, with at least two years in a project lead or supervisory capacity.

Experience in acquisition of property for public use or experience with public-private development on public property is desirable.

VTA’s Engineering and Program Delivery Division is seeking a seasoned professional with strong project delivery experience and a specialized focus in environmental engineering to serve as a Senior Environmental Engineer.

The Senior Environmental Engineer is expected to manage, mentor and train team members that supports delivery of projects with regards to environmental assessment/survey, hazardous material investigation, abatement of VTA acquired properties, remediation of soil and groundwater at VTA facilities and construction sites, noise and vibration monitoring, design of remediation system, preparation of site management plan, and facility closure application. 

Engineering and Program Delivery Division
The Engineering and Program Delivery  (EPD) division is responsible for the design and construction of all capital projects and infrastructure required to provide a safe, reliable and efficient transportation system for Santa Clara County. These responsibilities include program and project management, design development, engineering management, project controls, construction management and turnover of various projects that are part of VTA's rail, facilities and highway transportation improvement programs.

This division is also responsible for the implementation of the projects identified in the 2000 Measure A Program, which includes the planning, design, and construction of the Bay Area Rapid Transit (BART Silicon Valley) Project. This project will extend the BART regional heavy rail system to Milpitas, San Jose and Santa Clara. 

Transit Engineering Department
The Transit Engineering Department is responsible to deliver capital transit and facility projects located throughout the VTA service area. This group provides program management services for this transit and facility program by leading capital projects from engineering through construction and turnover.  With close coordination with VTA Operations and local jurisdictions, these projects include a variety of pedestrian, bus, light rail and commuter rail improvements.  Projects managed by this group also include important capital improvements for facility projects at the light rail and bus operations and maintenance facilities. The transit and facility projects include a variety of purposes ranging from rehabilitation to sustain a state of good repair to expansion of the existing infrastructure to increase bus or light rail service. This group also performs modification to the system to increase operational efficiency and flexibility and implements safety and security projects to improve the protection of the community and our riders.

What You will Be Doing:

Under general direction, a Senior Environmental Engineer supervises and performs highly responsible professional engineering in the analysis, design, implementation, operation, monitoring and reporting of hazardous materials remedial action systems either directly or through subordinate staff or consultants.

Distinguishing Characteristics
This position is responsible for managing all issues associated with regulatory determinations, site investigations, remedial recommendations and civil/hazmat contractor coordination for all hazardous material related issues encountered in property acquisitions, light rail construction, highway program liaison, and facility improvement construction activities for VTA.
 

Typical Tasks

• Performs program management for hazardous materials remediation projects;
• Directs engineers and other professionals involved in the remediation activities of VTA facilities, construction projects and real estate transactions;
• Processes requests for hazardous material investigations, develops scope of work for investigation, assigns work to a consultant, arranges for site walkthrough/inspections;
• Meets with Program and Construction Managers to provide status reports;
• Manages the work of environmental consultants and environmental hazardous materials contractors;

• Performs groundwater monitoring and remedial activities at VTA maintenance facilities;

Development of the required knowledge, skills and abilities is typically obtained through graduation from an accredited college or university with a degree in Civil, Chemical, Biochemical, Geotechnical, Mechanical or Industrial Engineering or a related field and six (6) years of increasingly responsible professional environmental engineering work including experience supervising or leading professional engineers or consultants.

Registration as a Professional Engineer in the State of California in Civil, Chemical, Biochemical, Geotechnical, Mechanic, or Industrial Engineering or a related field at the time of appointment is required.

The ability to obtain and maintain a Hazardous Materials training certificate issued by the State of California.

Position Summary

Under general direction from the Director of Planning, manages projects, leads and supervises staff and performs difficult and complex transit planning studies, investigations and analyses. Supports the three elements of the department work program: Short-Range and Service Planning, Long-Range Strategic Planning, and Facilities Planning. Develops various transit and traffic analyses, plans, and projects which include complying with requirements of Title VI and ADA. Develops environmental compliance documents in support of CEQA and/or NEPA approvals. Develops, executes, analyzes and summarizes complex planning projects or manages consultant efforts to accomplish such projects. Coordinates the District’s data using sources from, Golden Gate Bridge Traffic and Toll Revenue Collection System and data from outside the District, and will plan for new data resources to be integrated into the District’s systems as they become available on-line. Provides District data regarding bridge, road and transit facilities, traffic data and performance, transit ridership and performance, and toll and parking policies to outside and partner agencies. 

Makes regular personal contact with District staff to interpret planning policy and interacts with outside public works and transit partner agency representatives to exchange planning and conceptual design information.  Regularly works with the public and other agencies to develop and implement District programs. Receives general assignments or objectives from the Director of Planning, and performs related duties as required or assigned.

Essential Responsibilities

• Develops environmental compliance documents in support of CEQA and/or NEPA approvals

• Researches, compiles, analyzes and interprets complex technical, demographic, economic, financial and other statistical data for the development of various roadway and transit facility plans and projects such as the District's transit service plan, transit capital improvement program, proposed bridge tolls  or parking facilities.
• Monitors and evaluates transit service performance, bridge traffic patterns, parking occupancy and trends, and transit service patronage, including the use of computer techniques or models where appropriate
• Prepares, or supervises preparation of, routine evaluations of the efficiency and effectiveness of bus on-street operations, major transit facilities and bus stops.  Recommends specific improvements based on these evaluations
• Assists in the preparation of the District's Short-Range Transit Plan and other federal and state required reports, including the organization of meetings between various staff providing input to these reports on an as-needed basis
• Leads teams of planning and other staff working on planning projects.  Develops project staffing requirements and timelines
• Prepares official recommendations and informational reports for consideration by the general public, the District's Board of Directors, technical staff of the District or other agencies and other groups on technical and planning subjects. Prepares or assists with verbal presentations to staff groups, public groups, and the boards of local municipalities and advises District personnel on matters related to interactions with these groups
• Supports and coordinates staff responsibilities with regard to monthly meetings of the District’s Service Review Committee and other internal and external coordination meetings as directed
• Acts, when directed, as liaison between the District and other agencies on planning matters by reviewing outside reports, attending meetings, drafting correspondence and providing technical information to public agencies and other transit groups.  Communicates with the general public on technical matters related to facility planning and District data
• Supervises or provides staff support and coordination to certain advisory groups to the District, including the District’s three Passenger Advisory Committees (Bus Passengers Advisory Committee, Ferry Passengers Advisory Committee, and Advisory Committee on Accessibility), as appropriate when specific questions related to bus, ferry, or bridge traffic operations or facilities need a response.
• Prepares scopes of work for planning projects to be undertaken by consultants; coordinates the process of consultant selection; provides technical liaison with consultants and coordinates contract administration
• May assist District Engineering Department with development of capital projects related to transportation and traffic support facilities
• Represents Director of Planning in their absence at various District meetings, meetings with other public agencies, and with the Planning Department  
• May assign and supervise work of Senior Planner and Associate Planners
• Performs related duties as assigned

Position Summary

Under the general direction of the Supervising Vessel Master, this position is responsible for the safe navigation of the vessel in accordance with Division policy and the requirements of law.  Responsible for the start-up and shut down of engines and generators plus the in-service care and maintenance of machinery and auxiliaries.   Supervises crew in general upkeep and cleanliness of vessel when in-service crew is aboard and performs other related duties as required by management policy.

The Department of Public Works is seeking experienced individuals for the position of Road Equipment Supervisor.

• Oversee projects such as road repair, major overlays and repaving projects.
• Serve as point of contact for Road Supervisors and the public if there are questions or concerns about work being performed.
• Make requests for appropriate training and new equipment.
• As a working supervisor, perform the more difficult or complex Operator tasks.
• Perform related duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 
 Four years of experience in the operation of rollers, bulldozers, backhoes, mowers and graders.
 
Knowledge of:

• Supervisory principles and practices, including work planning, scheduling, employee training and evaluation.
• Basic mathematics.
• Provision of the California Vehicle Code applying to the operation of vehicles.
• Safety practices in the operation of heavy construction equipment.
• Capabilities of all types of heavy equipment.
• Road maintenance and construction operations, materials and procedures.
• Operation of and preventative maintenance for trucks and road maintenance equipment.

Skill/Ability to:

• Plan, supervise and inspect the work of others.
• Determine personnel, material and equipment requirements for construction or maintenance projects.
• Read blueprints, read and interpret grade stakes, and use instruments to check grades.
• Operate a wide variety of complex road construction and maintenance equipment and light and medium duty trucks including graders, bulldozers, large loaders, backhoes, hydraulic excavators, rollers and mowers.
• Make minor adjustments and emergency repairs to equipment.
• Perform road maintenance duties which require strength, agility and endurance.
• Work courteously and effectively with the public and with co-workers.
• Follow oral and written instructions.
• Climb, bend, stand and walk for extended periods of time.
• Lift and carry equipment and supplies used in construction and maintenance work.
• Meet Department of Transportation (DOT) drug testing requirements and standards.

Licensure/Certification: 

• Possession of a Class A California-issued Commercial Driver License or equivalent with tank vehicle endorsement.

Open & Promotional. Anyone may apply.  Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra-help/limited term position prior to the final filing date will receive five points added to their final passing score on this examination.

The examination process will consist of an application screening (weight: Pass/Fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a Performance Exam (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.

Under direction, provides clerical and administrative support to a department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments. On occasion, work may involve confidential issues and thus needs to be handled accordingly. May also perform related work as assigned.  Incumbents in this classification perform administrative, technical and analytical duties within assigned program or functional area(s) of a City department.

CLASS CHARACTERISITICS:

This is the lead-level class in the Administrative Assistant series. Under general supervision, may provide lead direction and training to a small group of Administrative Assistants and Office Specialists; provides difficult and/or specialized office support to a designated department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments; and performs related work as assigned. This position is distinguished from the Administrative Assistant II class by the high degree of independence, level of responsibility, the greater complexity of assignments received, and its possible supervisory nature. Incumbents exercise a high degree of responsibility for administrative research and analysis and provide recommendations to department heads, section supervisors and/or supervisory and professional staff within a variety of City departments.

EXAMPLES OF DUTIES (illustrative only):

• May provide lead direction, training and review of work of those in the Office Specialist and Administrative Assistant series.
• Coordinates purchasing and supply ordering activities; contacts vendors; obtains the best terms and prices; arranges for delivery; and processes paperwork for payment.
• Arranges for the maintenance and repair of facilities and equipment; follows up to ensure that repairs have been completed.
• Prepares policies and procedures for department use; disseminates such procedures and instructs others in their use.
• Coordinates the issuance of permits for use of various City facilities; may arrange for staff coverage for specified events.
• Interprets departmental and/or program rules, policies, and procedures for others; recommends improvements to policies and procedures.
• Prepares a variety of written reports and correspondence regarding department or program activities, policies, procedures and/or services; maintains records and files.
• May assist in the development and administration of the annual program and/or departmental budget; analyzes requests and prepares cost figures; determines the reason for variances.
• May provide general administrative support to departmental and/or program staff in such areas as payroll, contract administration, and production and distributions of written and promotional materials.
• May attend a variety of meetings with City staff, contractors, vendors, representatives of other governmental and/or regulatory agencies and the public, to identify, discuss and/or resolve problems.
• May attend and participate in professional group meetings to maintain knowledge of developing trends and/or innovations in assigned program area.
• Participates in various studies by collecting, monitoring, and analyzing data; performs analysis of issues affecting program; assists in developing recommendations, improvements, and/or modifications to policies and procedures to enhance program and administrative effectiveness.
