The Position

The Management Analyst position may be filled at either level based on experience. Some of the duties of this position may include, but are not limited to, the following:

• Help identify issues in the community related to homelessness
• Compile and analyze data related to San Mateo’s transient population; prepare reports and make recommendations on the formulation of policy and procedure, and staffing and organization changes aimed at improving quality of life
• Work proactively with homeless individuals to offer supportive services
• Collaborate with residents and business owners to craft solutions to improve quality of life
• Conduct surveys and perform research and statistical analyses on administrative, fiscal, personnel, and operational problems.
• Participate in the development and installation of new or revised programs, systems, procedures, and methods of operation; update and revise policies and procedures as related to quality of life concerns.
• Assist in the development, coordination and monitoring of the department budget; analyze cost and revenue trends; prepare a variety of fiscal, administrative and management reports, implement fixed asset inventory program.
• Compile materials and assist on the preparation of reports, manuals, and publications.
• Assist in the design and implementation of systems and forms for use in operation.
• Respond to complaints and requests for information related to homelessness and quality of life concerns.
• Represent the City in interdepartmental, community, and professional meetings as required; make presentations as necessary.
• Assist in the coordination of intradepartmental and departmental activities with other City departments and divisions, and outside agencies.
• Communicate with City personnel to address long-term solutions to ongoing problems affecting residents, business owners involving various license or code violations.
• Interpret Federal, State and City regulations; coordinate their application to City operations.

The County of San Mateo Coroner's Office is seeking a dedicated and compassionate candidate to fill the role of Supervising Deputy Coroner.

The Coroner's Office promptly investigates and determines the mode, manner and cause of death of decedents under the Coroner's jurisdiction. Services are provided in an efficient and courteous manner, respecting the needs of the families involved. As of October 2025, the Coroner’s Office has moved to a brand-new location consolidating all divisions and featuring state-of-the-art forensic facilities.

About the Role

Supervising Deputy Coroners provide the highest level of professional leadership in overseeing death investigations, guiding staff, ensuring accurate case review, and upholding the integrity and standards of the Coroner’s Office. Incumbents serve as subject matter experts on complex death investigations, support staff development, and collaborate closely with partner agencies involved in death investigations.

Under general direction from the Coroner and Chief Deputy Coroner, the Supervising Deputy Coroner trains and oversees staff, assigns and monitors work, and provides consultation on complex cases affecting the Coroner’s Office. The incumbent reviews and approves Coroner, medical, toxicological, and law enforcement reports to establish accurate causes of death prior to signing death certificates. The Supervising Deputy Coroner also responds to emergencies and conducts field investigations as needed, and assists in the development, implementation, and interpretation of policies and procedures in accordance with applicable laws and regulations.

Key Responsibilities

• Plan, organize, direct, and supervise the day-to-day operations of the Coroner's Investigative Division
• Train and supervise staff, including assigning and monitoring work
• Serve as consultant on complex issues affecting Coroner investigations
• Assist in reviewing and approving all related Coroner, medical, toxicological, and police reports to establish true and accurate causes of death prior to signing death certificates
• Respond to emergencies and conduct investigations in the field, as needed
• Serve in an on-call capacity, with availability to respond to after-hours emergencies, including nights, weekends, and holidays
• Develop and implement training programs and oversee schedules for POST training
• Evaluate performance and counsel employees
• Make recommendations on personnel issues and disciplinary concerns
• Participate in and facilitate public outreach programs, including collaborating with criminal justice and law enforcement agencies about the programs available
• Oversee administrative matters such as preparing correspondence and arranging for supplies, and assist with preparation of the budget
• Perform related duties as assigned

The Position

Accounting Assistant I - This is the entry level class in the Accounting Assistant series. This class is distinguished from the Accounting Assistant II level by the performance of the more routine tasks and duties assigned to positions within the series which are performed according to established procedures, and changes in procedures or exceptions to rules are explained in detail as they arise. Since this class can be used as a training class, employees may have only limited experience. Certain positions in this class, those that contain primarily routine and less complex tasks, may be permanently assigned to the "I" level.

Accounting Assistant II - This is the journey level class within the Accounting Assistant series. Employees within this class are distinguished from the Accounting Assistant I by the performance of the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the lower grade of Accounting Assistant I, or when filled from the outside, require prior accounting clerical experience. Appointment to the higher class requires that the employee be performing the full range of duties for the class and meets the qualification standards for the class.

Depending upon assignment, duties may include, but are not limited to the following:

• Open and close accounts; maintain various ledgers, registers, journals, and spreadsheets according to established account classifications.
• Audit invoices against purchase orders; verify encumbrances; research discrepancies; approve for payment and post to the proper account.
• Maintain daily transaction records by balancing, preparing summaries, and entering into financial system; maintain records of delinquent invoices.
• Respond to citizen inquiries; research and answer employee and department questions regarding the status of accounts and payments, the proper coding of transactions, and other matters.
• Perform related duties and responsibilities as required.
• Participate in the preparation of payroll, accounts payable and accounts receivable as well as control and account verification of an accounting system.

Immediate and/or general supervision is provided by higher level accounting or supervisory positions.

Facilities Environmental Compliance is responsible for the oversight of compliance measures and close monitoring of all District facilities and equipment to regulatory standards from federal, state, regional and local agencies.  The Facilities Environmental Compliance position upholds that facilities/equipment are operated and inspected consistent to District’s regulatory measures and coordinates maintenance and repair actions to uphold a State of Good Repair.  This position ensures prompt notification to applicable regulatory agencies and supports District’s fulfillment of reliable, timely, effective and proactive environmental stewardship.   

 

Examples of Essential Functions:

• Act as primary environmental contact for local, regional, state and federal regulatory agencies and become fully proficient in their respective web portals.
• Monitor and oversee regulatory permit requirements and proper maintenance/retention of applicable compliance records.
• Conduct and/or coordinate with staff and/or third-party contractors for regulatory inspections and scheduled reports of District facilities and equipment.
• Ensure completion of timely and accurate regulatory tests/reports by self, District staff and/or third-party contractors.
• Plan, develop and document a comprehensive training programs to support District in meeting regulatory standards and environmental best practices.  Applicable programs will address content, teaching methods and training frequency.    
• Work with other staff and/or consultants to assist in the creation of training and education materials for a safe working environment.

• Establish working relationships with Facilities Staff, Bus Maintenance Staff, other departments, local authorities and regulatory agencies to provide technical support and/or coordination of regulatory measures.
• Develop and promote Standard Operating Procedures (SOPs) to guide District staff in meeting regulatory standards and environmental best practices. 
• Ensure that District staff and environmental agencies have immediate access to CERS/CUPA data for emergency personnel, first-responders, and regulatory auditors. 
• Develop and maintain current data/resources to validate District’s compliance measures relative to Authorities Having Jurisdiction – largely the CUPA and the US EPA Emergency Planning and Community Right-to-Know Act. 
• Coordinate with District staff, consultants, and/or regulatory agencies that new developments, evolving technologies, and changing site conditions are compliant to regulatory standards. 
• Participate in pre-construction conferences and visit construction sites to monitor contractor’s compliance measures. Monitor third-party contractors for field performance standards and training criteria. Resolve conflicts using progressive measures.
• Provide management with periodic status reports of assigned tasks and duties, including scope, schedule, and costs plus any applicable variances, allowable, and/or corrective actions. 
• Coordinate with District staff to assist with facility site inventories relative to the annual Hazardous Materials Business Plan. 
• Coordinate with District staff to provide existing site data relative to CEQA assessments, and/or sustainability metrics. 
• Function as a technical resource to stakeholders on environmental compliance measures, construction best practices, enforcement standards, and evolving new technologies. 
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. 
• Perform other duties as assigned.

Minimum Qualifications

Sufficient experience, training, and/or education to demonstrate the knowledge, skills and ability necessary to successfully perform the essential functions of the position.  In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted.  Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Associate degree in Engineering, Environmental Studies, Safety, Public Health, or a closely related field.  
• Five (5) years’ progressive work experience in environmental assessment, compliance monitoring, safety training, and/or construction management.  
• Ability to respond 24/7 

• Ability to possess a valid California driver’s license.
• Operate PC and demonstrate proficiency with Microsoft Office suite. 
• Possession of a valid 24-hour Hazardous Waste Operations Class Certification (HAZWOPR) is required within 6 months of the start of employment.  Once obtained, the certification must be maintained throughout employment.
• Communicate effectively orally and in writing.
• Prior experience with California CERS/CUPA database is desirable.
• Prior experience with Stormwater and Urban Runoff programs is desirable.
• Prior experience with Hazardous Materials and HazMat manifest tracking is desirable.
• Prior experience with Underground and Aboveground Storage Tanks is desirable.

Position Duties

This department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Power Resources Division. The Power Resources Specialist I/II position reports to a Principal Power Resources Specialist in the Power Resources Division. This position is part of an exciting, fast-paced team responsible for procuring hundreds of megawatts of renewable energy projects.

The selected candidate will have the following duties and responsibilities:
* Supports the preparation, issuing, and evaluation of solicitations related to Energy, Resource Adequacy and Renewable Energy Credits.
* Assists with the evaluation of pre- and post-release solicitation materials for long-term energy projects such as stand-alone and collocated energy storage, wind, and solar resources.
* Assists in the management, analyzing, and enforcing of power contracts, including long-term energy contracts through development, construction, and operation.
* Assists in the management and resolution of matters related to resources performance within the California Independent System Operator’s energy and capacity markets.
* Supports SJCE Scheduling Agent, particularly focusing on stand-alone and collocated storage and renewables, based on SJCE’s internal strategies and policies.
* Conducts primary research related to SJCE obligations within the CAISO, CPUC, and other regulatory frameworks with particular focus on matters related to stand-alone and collocated storage, and renewable energy assets.
* Participates in completing analysis and prepare procurement plans, including managing consultants, and developing procurement strategies.
* Supports and undertakes projects related to power, procurement, and validation; assists in the approval of energy purchases or sales of surplus energy.
* Participates in joint procurement with other Community Choice Aggregators (CCAs) and CA Community Power.
* Develops and maintain relationships with power suppliers and consultants.
* Assures compliance with Federal, State, and local requirements.

Salary Information:
Power Resources Specialist I is $108,151.68 - $131,826.24.
Power Resources Specialist II is $117,717.60-$143,423.28.

This range includes an approximate five (5%) ongoing on-pensionable pay. Actual pay shall be determined by the candidate's qualifications and experience.

Education:

Power Resources Specialist II

A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or an analytical degree related to utility business.

Experience:
One (1) year of experience in energy resources operations, planning, purchasing, scheduling, or contract negotiations.
Licenses or Certificates:
Possession of a valid State of California Driver’s license may be required.

Form 700 Requirement:
This position required a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.

THIS IS A HYBRID POSITION, REQUIRING PART OF THE WORK WEEK TO BE ONSITE IN THE DOWNTOWN SAN JOSE OFFICE. The hybrid work schedule may change due to the department’s business needs in the future.

ABOUT THE DIVISION:

The Building Division is currently seeking applicants for the Principal Permit Specialist classification within the Building Permit Center.

The Building Division is divided into the following four sections:

• Permit Center: Plan intake and routing to plan review and Development Services Partners, over-the-counter permit processing, permit issuance, addressing, assistance desk, front-line customer service, public information, and ADU Ally.

• Plan Review: Review of private development project plans and calculations for compliance with the California Building Codes and state laws, coordination with Development Services partners, expedited review, and coordinated review.

• Inspection: Inspection of active private construction projects for compliance with the approved plans and adopted building codes and state laws.

• Support Services: Development Services call center, document imaging, records requests, and general support for the building division.   

The Department’s Building Division ensures compliance with all the above-mentioned obligations by annually reviewing, analyzing, conducting, researching, processing, issuing, inspecting, and providing:

• 30,000 building permits
• 6,000 plan reviews
• 100,000 inspections
• 35,000 customers assisted
• 65,000 calls answered

Position Duties

The Building Division is currently recruiting a Principal Permit Specialist in the Development Services Permit Center.

The total salary range for this classification is: $94,130.40 - $ 114,441.60 annually. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Principal Permit Specialist is responsible for supervising a unit of technical and clerical staff in performing a variety of development reviews, permit issuance, and counter functions related to development review processes and permit issuance. Duties may include but are not limited to: supervision, training, preparation of training materials and programs, monitoring of and distribution of workloads, creating and updating customer handouts and information; work on complex special projects as assigned.

Assigned duties require the exercise of judgment to determine development approval requirements, fee analysis, fee assessment and refund decisions sometimes without clear precedents and often with concern for the consequences of the action. This class has full supervisory responsibility over Permit Specialist/Sr. Permit Specialist and other clerical Permit Center staff.

Duties of the position will include, but are not limited to:

• Supervises day-to-day operation of Permit Specialists and Senior Permit Specialists 
• Prioritizes work assignment, monitor workload and customer wait times and redirect staff as needed on daily basis  
• Conduct team performance evaluations, promotion, termination and disciplinary 
• Ensure the staff are trained and prepares / improves training materials and programs 
• Creating and updating customer handouts and information material for both Public and department  
• Prescreen the Building Application prior to assignment for completeness of intake and issuance Processing  
• Building Application Fees Estimate, Processing and Audits 
• Work on complex special projects as assigned. 
• Monitor and resolve internal and external complaints 
• Assist or independently complete special projects related to Development Service Building Division 
• Perform other duties of similar level.

Minimum Qualifications

Education: 

Completion of high school or equivalent (General Education Development [GED] Test or California Proficiency Certificate).

Licenses or Certificates: 

Possession of a valid State of California’s Driver License.

Physical Requirement:

These positions typically require the employee to be able to lift and move plans that can weigh up to 25 pounds, including storing them in a space that requires reaching into a cabinet with both high and low storage areas. Permit Specialists/Senior Permit Specialists may also sit and use a computer for long periods of time, and the workspace may be restricted and/or can be very noisy.

Form 700 Requirement

This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.

The Position - Employees in this classification will be hired on a limited duration not to exceed two (2) years.

These positions will be responsible for conducting comprehensive data collection, operational studies, analytical reviews, and preparing detailed reports to support departmental and citywide decision making. The role performs policy research, synthesizes findings, and presents recommendations to leadership and stakeholders. It collaborates across departments on special projects, initiatives, and committees, contributing to effective communication and alignment of organizational goals. The position assists in evaluating and revising policies, procedures, programs, and systems, and provides support in project management activities including planning, assessment, and implementation. Additional responsibilities include preparing, coordinating, and facilitating meetings, focus groups, and presentations; supporting continuous improvement efforts; and delivering administrative and technical assistance to assigned departments to ensure efficient and effective operations.

Public Works Fellow II Job Duties also include:
•    Coordinate full lifecycle of grants from opportunity identification through closeout, including research, application preparation, compliance management, reporting, reimbursements, and multi year funding strategy development. 
•    Produce quarterly performance reports to maximize funding for transportation programs and capital projects. 
•    Lead development and annual review of Standard Operating Procedures for project intake, grant workflows, pavement management, traffic calming, permitting, and data collection; map workflows, draft documents and checklists, train staff, and maintain review cycles. 
•    Assess and redesign SharePoint structure to improve organization, searchability, version control, metadata standards, workflows, and file management; migrate content and provide staff training to enhance collaboration and audit readiness.

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.
