Community Development Department - 1 position

The Management Analyst (Technology Project Manager) will serve as the department’s strategic technology lead, driving innovation, operational improvement, and digital service delivery across Community Development. This position manages major enterprise systems such as Accela Civic Platform, oversees internal process improvement initiatives, leads technology-focused policy initiatives, oversees customer-facing tools and communications in partnership with internal teams, and acts as the primary liaison to IT and other departments for technology implementation. This position receives direction from Assistant Director, and supervises Business Analysts specializing in Accela Operations, and Enterprise Knowledge.

The role requires a unique blend of systems thinking, project management, user-centered design, and policy insight to shape the tools and workflows used by planners, permit technicians, inspectors, plan checkers, and external customers. 

The ideal candidate will have the following:

• Strong project management skills 
• Comfort leading cross-functional initiatives from concept to completion.
• Experience with permit management systems (Accela preferred), data integration, and process improvement in a government or regulated environment.
• Ability to explain technical topics to non-technical audiences and build consensus.
• Ability to communicate effectively orally and in writing .
• Ability to prepare and present clear, concise and accurate general or technical reports.
• Experience acting as lead to those assigned to a task, program or project.
• Familiarity with UX principles, content strategy, or civic tech tools is a plus.

Responsibilities:

• Serve as product owner for the Accela Civic Platform, leading roadmap planning, configuration, and coordination of enhancements with IT and vendor teams.
• Manage department-wide technology projects from evaluation through implementation, including vendor coordination, procurement, rollout, and staff training to support permitting, inspections, and customer service improvements.
• Oversee cross-departmental permitting technology initiatives.
• Lead efforts to improve the permitting experience through process mapping, stakeholder engagement, and implementation of low-code and no-code solutions.
• Represent the department in citywide initiatives related to website modernization, customer communications, and civic technology strategy.
• Lead policy research and development for emerging technology topics such as AI, serving as a resource to department leadership.
• Collaborate closely with the Citywide Communications Team, IT, and external vendors.
• Manage and mentor project-based team members, as needed.

Finance Department – 2 positions 

Budget Position

The Budget Division produces the City’s biennial operating and capital budgets, develops long-term financial projections, analyzes and reports on the budget performance during the year, and works collaboratively with departments on any necessary budget analyses and amendments.

Purchasing Position

The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activity for supplies, materials, and equipment as well as general and professional services. Purchasing operates with 19 full-time staff. 

his position requires a highly agile and responsive professional capable of operating in a fast-paced environment. The role demands the ability to manage competing priorities, adapt to rapidly evolving and high-demand conditions, and provide timely procurement support to the City’s Electric Department, Silicon Valley Power. 

The ideal candidate will possess the following:

• Considerable knowledge of principles and procedures related to purchasing,
• Considerable knowledge of contract administration, including solicitation methods including RFQs, RFBs, and RFPs,
• Good knowledge of laws, policies and procedures governing public procurement,
• Good knowledge of mathematics to perform computations and collect statistics for basic cost and price analysis,
• Ability to read, interpret, explain and properly apply rules, regulations, laws, policies and procedures,
• Ability to use judgment and initiative in making recommendations and resolving problems that are complex and sensitive in nature,
• Excellent communication skills to engage in procurement planning with client departments, and

Human Resources Department – 4 positions

The Human Resources Department for the City of Santa Clara is seeking a highly motivated and experienced Human Resources professionals with a specialized focus in recruitment and health and safety. This position will serve as a strategic business partner to departments across the City, supporting a variety of Human Resources programs.

• Promote a proactive safety culture through policy development, employee education, continuous improvement and cross-departmental partnership.

• Collaborate with a variety of departments to run the full recruitment/selection process for classified and unclassified recruitments
• Policy and procedure development

Recruitment and Classification/Compensation Position

• Lead full-cycle recruitment for classified and unclassified positions, including job analysis, screening, selection, and onboarding
• Develop and implement innovative recruitment campaigns to attract diverse and qualified talent, including digital outreach, job fairs, and community partnerships

Silicon Valley Power/Electric Department – 1 position

This position with report to the SVP’s engineering department. 

• support the administrative activities of the Engineering team, including but not limited to drafting proposals/correspondence, and conducting cost analysis of proposals. 
• Participate in Request for proposal(RFP) preparation and management
• Assist in processing contracts and management of existing contracts. Assist in invoice processing through Project management software (eBuilder) and other project related process in eBuilder. 
• Assist in performing analytical study related to engineering data.  
• Manage Master service contracts (MSA)’s status, tracking budget and management. 
• Assist in policy and procedure development and maintenance

Education

The Housing Authority is seeking an exceptional, team-oriented candidate to oversee projects and initiatives in support of the Alameda Housing Authority (AHA)’s affordable housing development and neighborhood revitalization programs in the City. DISTINGUISHING CHARACTERISTICS

This is the full journey-level classification in the wastewater treatment plant operator series. Incumbents independently perform the full range of wastewater treatment and reclamation and recycled water facilities and equipment operations and maintenance duties. Responsibilities include inspecting and attending to assigned areas in a timely manner to ensure the proper operation and maintenance of the City’s wastewater treatment plant systems and equipment. Positions at this level work independently, exercise judgment and initiative and receive occasional instruction or assistance as new or unusual situations arise. This class is distinguished from the Lead Plant Operator in that the latter is responsible for providing technical and functional direction to operations staff and is capable of performing the most complex operations and maintenance duties assigned to the division.

SUPERVISION RECEIVED/EXERCISED

Receives supervision and direction from the Wastewater Treatment Plant Manager or designee. Exercises lead oversight, including provision of technical supervision, assignment of work and/or the training of less experienced staff.

The Parks, Recreation & Community Services Manager – Senior Services is responsible for leading the operations, programs, services, and community engagement efforts that support Redwood City’s older adult population. ABOUT THE POSITION

The City of Redwood City Public Works Services Department invites you to apply for the position of Public Works Maintenance Worker III Equipment Operator in the Right-of-Way Division. The Right-of-Way Division is responsible for maintenance of the City’s public right-of-way including streets and roadways, parking lots, roadway markings and painting, streetlights, traffic signals and signs, and street cleaning.  

The position will report to the Public Works Field Supervisor and will serve as a skilled maintenance worker operating a variety of heavy equipment in the construction and maintenance of public right-of-way- assets, assist in scheduling and reviewing work, perform a variety of skilled tasks in the construction, maintenance, repair streets and sidewalks, and occasionally lead a field crew in assigned work. Work will include the skillful operation of construction and maintenance equipment such as street sweepers, backhoes, paving machines, dump trucks, rollers, trucks, tractors, and skip loaders. The position will be involved in the construction and maintenance operation of streets, sidewalks and gutters, will spread asphalt in patching and repairing streets, read and interpret maps of service areas and sweeping districts, and provide technical guidance to less experienced workers.

The City of Redwood City is recruiting for a dynamic individual to fill the position of ADMINISTRATIVE SECRETARY.

ABOUT THE POSITION

The City of Redwood City, Police Department invites you to apply for the position of Administrative Secretary. The incumbent will perform a variety of confidential and complex secretarial and administrative duties as the court liaison as well as providing support to the Investigations Unit.

Typical duties may include the following: interact professionally and effectively with judges, district attorneys, defense attorneys, court personnel, law enforcement personnel, outside agencies, and members of the public; provide administrative and operational support for court-related functions and law enforcement investigations within the Police Department; prepare, process, maintain, and distribute court documents, reports, subpoenas, warrants, confidential criminal justice information, and related records in accordance with department policies, legal requirements, and confidentiality standards; serve as a liaison between the Police Department, courts, the District Attorney’s Office, and other agencies regarding scheduling, case information, filings, warrants, subpoenas, records, procedural matters, and time-sensitive deadlines; ensure criminal cases are adequately prepared for court proceedings by reviewing, analyzing, and organizing reports, citations, case files, digital evidence, body-worn camera footage, surveillance video, photographs, audio recordings, and related investigative materials for completeness, accuracy, and compliance with legal, statutory, and departmental requirements; respond to complaints and requests for information regarding department procedures, court processes, instructions, precedents, and regulations; research, compile, and analyze data for special projects and reports; initiate, maintain, and audit files, records, and databases related to court operations, case management, evidence, warrants, and other department records; assist with records retention and compliance with applicable laws, policies, and confidentiality requirements; maintain and update manuals, policies, and resource materials; monitor compliance with court orders, subpoenas, and legal deadlines; exercise independent judgment and discretion while working in a fast-paced environment involving sensitive and confidential information; provide backup support to other Police Department administrative staff as needed; and perform related duties as assigned. The Administrative Services Supervisor oversees and coordinates the Library’s internal administrative operations that include, but are not limited to, finance, accounting, human resources, and Board Administration. The position supervises and directs administrative staff, and performs complex, confidential, and responsible administrative work. Serves as Clerk of the Board of Trustees and performs other related duties as required.
