Position Duties

The Department of Transportation is currently seeking to fill 1 vacancy  for the Transportation Services Manager  (Parking Manager I/II) position. Salary range(s) for this classification is/are:

• Parking Manager I: $137,024.160 - $166,879.44 annually
• Parking Manager II: $158,449.20 - $193,021.92 annually

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience. 

 
The Transportation Services Manager (Parking Manager I/II)  reports to the Parking and Downtown Operations Division Manager and is responsible for overseeing the operations, administration, and strategic management of eight (8) parking garages and six (6) surface lots comprising of approximately 7,300 parking spaces, primarily located in Downtown San José. The position also oversees approximately 2,500 on-street parking meters citywide and plays a key role in the development and implementation of parking and curb management policies, operational procedures, and infrastructure and technology improvements. Responsibilities include managing parking operations and technology systems, supporting mobility and access initiatives, coordinating maintenance and capital improvement efforts, and advancing curb space management strategies to balance parking demand, transportation needs, and downtown economic activity.
 
The Transportation Services Manager (Parking Manager I/II)  oversees a team of eleven (11) which include two (2) direct reports -- a Parking and Ground Transportation Administrator and a Sr. Analyst. 
 
One of the primary focuses of this position is to manage and lead a team that works directly with Downtown businesses and residences, community groups and associations, Council Offices, the Downtown Parking Board, the Convention Center and Cultural Facilities operator and City departments to deliver off-street and on-street parking services. 
 
Under direction, the position performs professional, analytical and administrative work of considerable difficulty in developing, implementing and managing agreements and contracts that involve off-street and on-street parking operations. Projects currently underway include major facade and elevator modernization improvements, analysis of the off street parking security program, developing capacity and usage trends for each parking 
facility and on-street meter zones, administration and development of parking agreements to spur downtown development or office leasing activity.   
 
The successful candidate for this position will be expected to achieve results, lead continuous improvement efforts and ensure that the operations of the off-street and on-street parking program are consistently managed and maintained to provide the highest level of customer service, minimize program costs, and maximize cash flow to the City. 
 
This position is responsible for leading and managing the Off-Street Parking and On-Street Parking meters and curb management in the Department of Transportation. Principal areas of responsibility include the following: 
• Leading and managing off-street and on-street parking staff through the establishment of goals, creation of an innovative work environment, maximizing development opportunities and providing appropriate recognition. 
• Quantitative planning and analysis of Downtown San Jose parking supply and demand based on local market conditions and future developments. 
• Oversight and maintenance of parking facilities, parking guidance system, and on-street parking meters, and curb spaces.
• Providing staff support and working effectively with advisory committees, boards, task forces, community groups, associations and staff in other departments and/or agencies. 
• Coordinating/assisting in preparation of new parking ordinances/resolutions, Requests for Proposals (RFPs), agreements, and City Council memorandums for Off-Street and On-Street Parking Services. 
• Managing marketing agreements and implementing strategies to attract customers and participation in various current or future parking programs  
• Performing and analyzing results from semi-annual customer service survey for all parking facilities and tracking City Council approved Performance Measures and preparing Off-street and On-Street parking operating budgets. 
• Taking the lead for assessing the current operational technology infrastructure and developing a strategic roadmap to enhance existing systems while identifying and implementing new technology solutions.
• Representing Division Manager at meetings with internal and external stakeholders and other duties as assigned.

Essential Duties:

What you will do: 
Duties may include but are not limited to the following:

• Plan, prioritize, and review the work of staff assigned to various utilities operations and maintenance activities including electrical, mechanical and distribution system operations, repair and maintenance functions and activities.
• Develop schedules and methods to accomplish assignments ensuring work is completed in a timely and efficient manner.
• Participate in evaluating the activities of staff, recommending improvements and modifications.
• Provide and coordinate staff training; work with employees to correct deficiencies. 
• Organize, prioritize and coordinate Utilities operations and maintenance special construction projects including, but not limited to, in-house or in-house/contracted tank repairs and modifications, sewer lift station replacement projects, earthwork at tank sites; grade separation upgrade and replacement projects; large scale aqueduct and sewer force main repair projects; pump station upgrade and replacement projects; pressure-regulating station construction projects; and large scale bypass pumping efforts involving potable water, raw sewage. reclaimed water, and storm water.
• Coordinate and participate in Utilities maintenance activities, ensuring that the work is performed correctly and in accordance with all safety regulations.
• Confer with and make recommendations to management personnel regarding repair, maintenance and operation of the water distribution, sewer collection and storm sewer systems.
• Recommend capital improvement and replacement projects.
• Ensure that daily work assignments are completed.
• Operate the computerized maintenance management system (CMMS).
• Operate the Supervisory Control and Data Acquisition (SCADA) system as it relates to the operations of the City’s storage, transmission, pumping, wastewater, and stormwater systems.
• Assist Utilities Electrical and Mechanical O&M Manager in the selection and oversight of outside consultants and contractors, including evaluating vendors and sole source recommendations. 
• As assigned, review, evaluate and prepare comments on construction plans, drawings and specifications related to area of responsibility.
• Respond to emergencies as required and, in coordination with higher level management personnel, implement appropriate measures to address emergency conditions resulting from equipment and system malfunctions.
• Assume a working lead role for the Division’s special construction projects and large scale temporary bypass pumping efforts.
• Identify utilities maintenance needs, review with management personnel and initiate proper action to resolve the problems.
• Actively participate in safety meetings and special trainings.
• Represent the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public.

General

The Principal Transportation Planner, Multimodal Corridor Programs will report to the San Mateo County Transportation Authority (SMCTA) Manager, Planning and Fund Management, and will be responsible for leading strategic planning initiatives for the Corridor Connect Program, managing the Highway Program Call for Projects, and leading major multimodal safety and congestion relief planning projects. This Principal Transportation Planner will work in partnership with jurisdiction staff across San Mateo County to support local agencies with complex transportation projects, community engagement, and grant or funding strategy development. This role will also support the Planning & Fund Management team members with other SMCTA managed programs, as needed, including the Pedestrian & Bicycle Program and Transportation Demand Management Program. 

Essential Functions & Duties

Examples of Essential Functions: 

• Coordinate on-going initiatives and programmatic activities, monitor progress of priority projects, and communicate updates regularly to stakeholder groups along SMCTA Corridor Connect major highways include US 101, El Camino Real, and Highway 1   
• Manage complex and multi-disciplinary planning projects, or significant portions of such projects, involving a high level of technical complexity, public visibility, and coordination with numerous stakeholders.
• Compile, arrange, analyze, and interpret transportation, demographic and financial data, and presenting them in both quantitative and qualitative formats.
• Facilitate public meetings/workshops and assist with promoting community-based organization partnerships in planning efforts.

Multimodal Planning & Real Estate Department Real Estate Department

Under direction, the Senior Real Estate Agent plans, organizes, supervises, and integrates the work of assigned staff and consultants engaged in acquiring, appraising, managing, leasing or disposing of real property and rights-of-way and/or planning, offering, negotiating, and managing VTA's joint development projects and associated agreements, and performs related duties as assigned.

Distinguishing Characteristics
Senior Real Estate Agent is the first line supervisory classification in the Real Estate job series. Incumbents are responsible for planning, organizing, and supervising staff engaged in all aspects of VTA real estate transactions and agreements, and for performing the more difficult and complex duties.  Senior Real Estate Agent is distinguished from Manager, Real Estate & Project Administration in that the latter has full managerial responsibility for the entire real property program for VTA.

Minimum Qualifications:

Sufficient training, education, and experience to demonstrate possession of the required knowledge and abilities. 

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with major coursework in business administration, public administration, finance, real estate, or a related field; and five years of increasingly responsible experience in the appraisal, acquisition, relocation, design, financing, construction, and/or management of real property, with at least two years in a project lead or supervisory capacity.

Experience in acquisition of property for public use or experience with public-private development on public property is desirable.

VTA’s Engineering and Program Delivery Division is seeking a seasoned professional with strong project delivery experience and a specialized focus in environmental engineering to serve as a Senior Environmental Engineer.

The Senior Environmental Engineer is expected to manage, mentor and train team members that supports delivery of projects with regards to environmental assessment/survey, hazardous material investigation, abatement of VTA acquired properties, remediation of soil and groundwater at VTA facilities and construction sites, noise and vibration monitoring, design of remediation system, preparation of site management plan, and facility closure application. 

Engineering and Program Delivery Division
The Engineering and Program Delivery  (EPD) division is responsible for the design and construction of all capital projects and infrastructure required to provide a safe, reliable and efficient transportation system for Santa Clara County. These responsibilities include program and project management, design development, engineering management, project controls, construction management and turnover of various projects that are part of VTA's rail, facilities and highway transportation improvement programs.

This division is also responsible for the implementation of the projects identified in the 2000 Measure A Program, which includes the planning, design, and construction of the Bay Area Rapid Transit (BART Silicon Valley) Project. This project will extend the BART regional heavy rail system to Milpitas, San Jose and Santa Clara. 

Transit Engineering Department
The Transit Engineering Department is responsible to deliver capital transit and facility projects located throughout the VTA service area. This group provides program management services for this transit and facility program by leading capital projects from engineering through construction and turnover.  With close coordination with VTA Operations and local jurisdictions, these projects include a variety of pedestrian, bus, light rail and commuter rail improvements.  Projects managed by this group also include important capital improvements for facility projects at the light rail and bus operations and maintenance facilities. The transit and facility projects include a variety of purposes ranging from rehabilitation to sustain a state of good repair to expansion of the existing infrastructure to increase bus or light rail service. This group also performs modification to the system to increase operational efficiency and flexibility and implements safety and security projects to improve the protection of the community and our riders.

What You will Be Doing:

Under general direction, a Senior Environmental Engineer supervises and performs highly responsible professional engineering in the analysis, design, implementation, operation, monitoring and reporting of hazardous materials remedial action systems either directly or through subordinate staff or consultants.

Distinguishing Characteristics
This position is responsible for managing all issues associated with regulatory determinations, site investigations, remedial recommendations and civil/hazmat contractor coordination for all hazardous material related issues encountered in property acquisitions, light rail construction, highway program liaison, and facility improvement construction activities for VTA.
 

Typical Tasks

• Performs program management for hazardous materials remediation projects;
• Directs engineers and other professionals involved in the remediation activities of VTA facilities, construction projects and real estate transactions;
• Processes requests for hazardous material investigations, develops scope of work for investigation, assigns work to a consultant, arranges for site walkthrough/inspections;
• Meets with Program and Construction Managers to provide status reports;
• Manages the work of environmental consultants and environmental hazardous materials contractors;
• Maintains records of remedial action systems;
• Performs due diligence investigations for property acquisitions for VTA capital projects;
• Performs groundwater monitoring and remedial activities at VTA maintenance facilities;
• Provides oversight of the VTA Highway Program relating to hazardous materials investigations;
• Keeps abreast of Federal, State, and local regulations and programs, and adheres to reporting requirements of regulatory agencies;
• Evaluates permit requirements and develops methods of compliance;
• Conducts and supervises environmental compliance audits;
• Performs related duties as required.

Knowledge of:

• Federal, State and local hazardous materials and safety regulations, statutes and legislation;
• Hazardous materials management activities and programs in the public sector;
• Design, operation, analysis, and monitoring of remedial action systems;
• Hazardous facility permitting processes;
• Types of remedial action systems including air strippers, carbon absorbers, recovery/monitoring wells, recovery slurry trenches, biodegradation, and soil vapor vacuum removal;
• Principles of supervision and training;
• Personal computers and common software applications.

Ability to:

Minimum Qualifications:
Training, education and experience that demonstrates possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through graduation from an accredited college or university with a degree in Civil, Chemical, Biochemical, Geotechnical, Mechanical or Industrial Engineering or a related field and six (6) years of increasingly responsible professional environmental engineering work including experience supervising or leading professional engineers or consultants.

Registration as a Professional Engineer in the State of California in Civil, Chemical, Biochemical, Geotechnical, Mechanic, or Industrial Engineering or a related field at the time of appointment is required.

The ability to obtain and maintain a Hazardous Materials training certificate issued by the State of California.

Position Summary

Under general direction from the Director of Planning, manages projects, leads and supervises staff and performs difficult and complex transit planning studies, investigations and analyses. Supports the three elements of the department work program: Short-Range and Service Planning, Long-Range Strategic Planning, and Facilities Planning. Develops various transit and traffic analyses, plans, and projects which include complying with requirements of Title VI and ADA. Develops environmental compliance documents in support of CEQA and/or NEPA approvals. Develops, executes, analyzes and summarizes complex planning projects or manages consultant efforts to accomplish such projects. Coordinates the District’s data using sources from, Golden Gate Bridge Traffic and Toll Revenue Collection System and data from outside the District, and will plan for new data resources to be integrated into the District’s systems as they become available on-line. Provides District data regarding bridge, road and transit facilities, traffic data and performance, transit ridership and performance, and toll and parking policies to outside and partner agencies. 

Makes regular personal contact with District staff to interpret planning policy and interacts with outside public works and transit partner agency representatives to exchange planning and conceptual design information.  Regularly works with the public and other agencies to develop and implement District programs. Receives general assignments or objectives from the Director of Planning, and performs related duties as required or assigned.

Essential Responsibilities

• Develops environmental compliance documents in support of CEQA and/or NEPA approvals

• Researches, compiles, analyzes and interprets complex technical, demographic, economic, financial and other statistical data for the development of various roadway and transit facility plans and projects such as the District's transit service plan, transit capital improvement program, proposed bridge tolls  or parking facilities.
• Monitors and evaluates transit service performance, bridge traffic patterns, parking occupancy and trends, and transit service patronage, including the use of computer techniques or models where appropriate
• Prepares, or supervises preparation of, routine evaluations of the efficiency and effectiveness of bus on-street operations, major transit facilities and bus stops.  Recommends specific improvements based on these evaluations
• Assists in the preparation of the District's Short-Range Transit Plan and other federal and state required reports, including the organization of meetings between various staff providing input to these reports on an as-needed basis
• Leads teams of planning and other staff working on planning projects.  Develops project staffing requirements and timelines
• Prepares official recommendations and informational reports for consideration by the general public, the District's Board of Directors, technical staff of the District or other agencies and other groups on technical and planning subjects. Prepares or assists with verbal presentations to staff groups, public groups, and the boards of local municipalities and advises District personnel on matters related to interactions with these groups
• Supports and coordinates staff responsibilities with regard to monthly meetings of the District’s Service Review Committee and other internal and external coordination meetings as directed
• Acts, when directed, as liaison between the District and other agencies on planning matters by reviewing outside reports, attending meetings, drafting correspondence and providing technical information to public agencies and other transit groups.  Communicates with the general public on technical matters related to facility planning and District data
• Supervises or provides staff support and coordination to certain advisory groups to the District, including the District’s three Passenger Advisory Committees (Bus Passengers Advisory Committee, Ferry Passengers Advisory Committee, and Advisory Committee on Accessibility), as appropriate when specific questions related to bus, ferry, or bridge traffic operations or facilities need a response.
• Prepares scopes of work for planning projects to be undertaken by consultants; coordinates the process of consultant selection; provides technical liaison with consultants and coordinates contract administration
• May assist District Engineering Department with development of capital projects related to transportation and traffic support facilities
• Represents Director of Planning in their absence at various District meetings, meetings with other public agencies, and with the Planning Department  
• May assign and supervise work of Senior Planner and Associate Planners
• Performs related duties as assigned
• Ensures that employees under his or her supervision follow established safe work practices and obey all safety rules
