Building Inspector Combination Certified Senior: $143,073.84 - $174,370.56  

 

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience. 

 

Position Duties  

The Department of Public Works is recruiting to fill three (3) Building Inspector-Electrical Specialty, Combination/Certified I/II/III/Senior positions within the Engineering Services Division, Code Inspection Section.   

The Building Inspector Combination/Certified I/II/III/Senior position will be located subject to business need. This position will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard.  

Key responsibilities and duties may include, but are not limited to the following:  

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.   

• Investigate building, construction, and land use changes in the field by gathering factual data to ascertain present use of land and location of structures; conducting background investigations and research; and preparing reports to use as evidence.   

• Provide technical assistance for development of codes and policies.   

• Generate written reports and enforcement orders which includes noting deficiencies in standards and submitting final documentation.   

• Review plans and specifications for compliance with codes which includes assisting in projects in complying with regulations, prioritizing deficiencies, and preparing timetables.   

• Provide technical support for agencies and the public which includes inputting data into system for general public access.   

• Meet with architects, engineers, City officials, and building contractors to discuss construction projects.   

• Perform other duties of a similar nature or level.

About the Position
This Senior Air Quality Engineer role will be tasked with leading one, or more, source testing programs, providing senior level leadership and expertise to the section’s lower-level air quality engineering staff and performing highly complex and specialized source test program assignments. About the Division/Office
The Source Test Section performs source emission tests at regulated facilities for compliance determination, emission factor development, and information gathering. Facilities that are commonly tested include petroleum refineries, power plants, manufacturing facilities, wastewater treatment plants, landfills, and gasoline dispensing facilities. The section also provides regulatory oversight for facility continuous emission monitoring system (CEMS) operation, facility contracted source testing, and special testing or measurement projects. 
 

Hybrid Work Schedule - A schedule that meets the needs of our staff, department operations, and the communities we serve maybe available depending on the assignment. This position is a field and office position.

Summary Description

Distinguishing Characteristics

This is the entry level class in the Street Maintenance Operator series. This class is distinguished from the Street Maintenance Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or non directly related work experience. Employees work under immediate supervision while learning job tasks.

1. Handle complaints and answer questions from the public.

Their work directly supports the Quarterly Board of Directors' Expense Report and the Annual Comprehensive Financial Report, both essential for governance and external accountability.

Key Responsibilities include, but are not limited to:

• Perform a wide range of professional accounting duties, including analyzing and maintaining accounting records, auditing check payments, and preparing financial reports. This class is distinguished from the Facility Maintenance Worker II by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Employees work under immediate supervision while learning job tasks.

Facility Maintenance Worker II - This is the full journey level class within the Facility Maintenance Worker series. This class is distinguished from the Facility Maintenance Worker I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and they are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Operations, services, and activities of a building maintenance, repair, and construction program.

Materials, methods, terminology, equipment and tools used in the maintenance, repair, and construction of building structures and systems including those used in performing rough and finished carpentry, plumbing, heating, electrical, mechanical, and painting work.

Operational characteristics of tools and equipment used in building maintenance activities.

Proper procedures used in the maintenance and repair of hand and power tools.

Basic mathematical principles.

Pertinent federal, state, and local codes, laws, and regulations including applicable building codes and ordinances.

Principles and practices of record keeping.

Occupational hazards and standard safety practices.

Ability to:

Perform skilled work in a variety of building trades.

Perform a full range of semi-skilled and skilled tasks involved in a variety of building maintenance, repair, and construction activities including those requiring rough and finished carpentry, plumbing, heating, electrical, mechanical, painting, and welding skills.

Safely drive and skillfully operate power equipment and hand tools involved in building maintenance, repair, and construction.

Maintain and repair a variety of tools and equipment.

Read and work from sketches, blue prints, or drawings.

Maintain records including time and material use records.

Ensure adherence to safe work practices and procedures.

Work independently in the absence of supervision.

Understand and follow oral and written instructions.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Facility Maintenance Worker I

Education/Training:

Equivalent to the completion of the twelfth grade.

Experience:

Two years of increasingly responsible general maintenance experience in a variety of trades.

License or Certificate:

Possession of a valid California Driver License.

Possession of a valid forklift certificate within one year of employment.

Facility Maintenance Worker II

Education/Training:

Equivalent to the completion of the twelfth grade. Additional specialized training in building trades is desirable.

Experience:

Two years of performing duties at a level comparable to the Facility Maintenance Worker I with the City of Ceres.

License or Certificate:

Possession of an appropriate, valid driver's license.

Possession of a valid forklift certificate.
