THE POSITION:

The City of San Rafael is recruiting for a Code Enforcement Officer in our Community Development Department.  Under immediate supervision, this position assists with the enforcement of all provisions of the San Rafael Municipal Code, performs code inspections, and enforces the zoning code.

This position is a flexibly staffed position and may be filled at any level in the series, dependent upon the candidate’s experience and qualifications.  The distinguishing characteristics between each level is as follows:

Code Enforcement Official I:  This class is distinguished from the Code Enforcement Officer II by the performance of the more routine tasks and duties assigned to positions within the series including field investigations and field inspections.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

Code Enforcement Official II:  This is the full journey level class.  Employees at this level are distinguished from the Code Enforcement Officer I by the performance of the full range of duties as assigned.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.  Positions in this class shift away from office and group fieldwork to more defined, independent work. 

This position performs the following essential job duties (including but not limited to):

• Exercises enforcement and abatement responsibilities under the land use regulations of the City’s Municipal Codes.
• Conducts field investigations of reported complaints of municipal code, ordinance and resolution violations.
• Advises individuals of violations and methods of abatement.
• Seeks abatement (remedies) through voluntary compliance or informal administrative process or administrative hearings or judicial action.
• Conducts field inspections to uncover violations, gathers supporting evidence, inform individuals of code provisions and encourage compliance.
• Issue warnings and violation notices and see remedies through voluntary compliance or informal administrative process or administrative hearings or judicial action.
• Explains and interprets municipal codes, ordinances, and resolutions at the counter and in the field to City staff, to property owners and the generic public.
• Confers with other agencies and City departments, verbally and in writing, on the investigation and disposition of related violations.
• Prepares written staff reports and presents evidence at hearings before the Planning Commission, City Council, Hearing Officer, and/or Courts of law related to current code enforcement administrative and judicial proceedings.
• Complete forms, prepare reports, investigation narratives and related correspondence.
• Maintains case records, program statistics, and related materials.
• At the Level III, function as a lead work supervisor over other Code Enforcement Official (I/II) employees.
• Performs related duties as required.

EDUCATION and/or EXPERIENCE:

Any combination of experience and training that would likely provide the required knowledge, abilities and skill.  A typical way to obtain the knowledge, abilities, and skill would be:

Code Enforcement Official I:

• Graduation from an accredited high school or equivalent.
• Community College coursework in communications, law enforcement, planning, business, or public administration, or a related field preferred.
• One (1) year of full-time experience involving the enforcement and interpretation of administrative rules and regulations and direct public contact.
• Valid driver’s license.

Code Enforcement Official II:

• Graduation from an accredited high school or equivalent.
• Three (3) years of full-time experience involving the enforcement and interpretation of administrative rules and regulations, two (2) years of which must be in a code inspection capacity.
• Valid driver’s license.

The City of San Rafael Fire Department is seeking a motivated and enthusiastic individual to join our team as a Fire Cadet.  This opportunity is designed for individuals who are pursuing a career in the fire service and want to gain hands-on experience in a professional firefighting environment.  As a Fire Cadet, you will work closely with our experienced Firefighter-Paramedics, Prevention and Mitigation staff to learn about fire department operations, fire prevention administration, emergency response procedures, and community engagement. 

This is a temp/seasonal positions, limited to 1,000 hours worked within a fiscal year (July 1 thru June 30) that receive no City benefits other than what is mandated by the State of California.  This cadetship is expected to last one year.  The exact duration may vary based on department needs and cadet performance.

Key Responsibilities:

• Training Participation:  Attend training sessions, workshops, and skill-building exercises to learn about fire suppression techniques, search and rescue operations, medical aid procedures, and other essential fire skills.
• Equipment and Facility Maintenance:  Assist in the maintenance and inspection of firefighting equipment, tools, and apparatus.  Learn proper care and upkeep of gear and tools to ensure readiness for emergency situations.  Assist in the tracking, organizing, and dispensing of inventory.
• Community Outreach:  Participate in community events, educational programs, and public demonstrations to promote fire safety awareness and engage with the local community.  Serve as an ambassador for the fire department and provide information about fire prevention and preparedness.
• Administrative Support:  Assist with administrative tasks such as record-keeping, data entry, and inventory management.  Gain exposure to the behind-the scenes operations of a fire department. 
• Physical Fitness:  Work towards maintaining a level of physical fitness necessary for performing firefighting duties.  Engage in physical training and conditioning activities as directed by the department.
• Professional Development:  Actively seek opportunities for learning and growth within the fire service.  Take part in discussions with experienced firefighters to gain insights into career pathways and development strategies.

Desired Qualifications:

• Recent High School Grad preferred.
• Previous participation in a recognized firefighting explorer program, academy, fire science program, or related program or activity.

The City of San Rafael Fire Department is recruiting to fill the position of Quality Improvement Program Manager.  The primary responsibility of this position is to develop and maintain a Continuous Quality Improvement (CQI) program for the approximately 70 paramedics and EMTs of the San Rafael Fire Department. Other duties include assisting with the department’s year-round continuing education program. The successful applicant will work closely with and be supervised by San Rafael Fire’s medical director and the assigned EMS Battalion Chief.

 

Principal Job Responsibilities:

Implement and maintain a Continuous Quality Improvement (CQI) program for the paramedics and EMTs of The San Rafael Fire Department. Specific responsibilities include:

• Planning and implementing the overall structure of the program in conjunction with the medical director, EMS Battalion Chief and other stake holders.
• Attending departmental, county, state and national EMS meetings and conferences as assigned.
• Completion and submission of CQI improvement reports to county and state regulatory agencies.
• Quantitative analysis of patient care activities through use of our electronic medical record as indicated under the overall CQI plan or when specifically requested by the department.
• Developing a program to assess the quality of paramedic care and documentation with a special emphasis on newer and probationary paramedics.
• Formally responding to quality concerns raised by patients, recipient hospitals or other EMS agencies.
• Ability to perform technical and professional writing, manage and manipulate data on a basic spreadsheet platform, and develop and present charts and graphical information.
• Keeping the department abreast of CQI activities through regular meetings and reports

Organize, provide and assess efficacy of a program of continuing paramedic education for the paramedics and EMTs of San Rafael Fire. Specific responsibilities include:

• Assist with planning the overall structure and curriculum of the educational program.
• Delivering original, up to date, paramedic/EMT specific educational content in the form of lectures, CQI case review conferences, skills workshops, practical exercises, simulation activities and BLS/ ALS recertification
• Scheduling guest lecturers when needed to achieve educational goals of the department
• Assist medics in keeping their licenses current by maintaining attendance records and provisioning of Continuing Education Certificates
• Assist with team building and encourage communications amongst all stakeholders.

THE POSITION:

The City of San Rafael Fire Department and Office of Emergency Services (OES) is seeking to fill the full-time exempt position of Emergency Management Coordinator.  This is a three (3) year fixed-term position, with the potential to be extended dependent on available funding and job performance.  This is an “at will” position with benefits available. The Coordinator will be required to work occasional nights and/or weekends for planned community engagement events or unplanned emergencies. This position is partially funded through the Marin Wildfire Prevention Authority (MPWA). 

Under the supervision of the Deputy Director of Emergency Management, the Emergency Management Coordinator will coordinate activities associated with disaster preparedness and emergency management, with a focus on planning, training, and exercises. The Coordinator will work to improve community disaster preparedness and resiliency through outreach, education, engagement, and empowerment; support Emergency Operation Center (EOC) functions; and augment designated fire-prevention and emergency management staff on strategic projects and programs. The successful candidate will demonstrate emotional intelligence, the ability to engage and influence others, an interest in training and educating others, a commitment to equity and inclusion, and public service. The Coordinator is expected to be a strategic problem-solver with the ability to nimbly jump in and participate in any variety of tasks or duties that help enhance planning, preparedness, prevention, and safety.

Essential Duties and Responsibilities:

• Assist in the development and implementation of public awareness programs and drills regarding disaster preparedness and wildfire safety.
• Participates in community development and engagement events to promote emergency preparedness, wildfire awareness, and response best practices.
• Plan, organize, review, evaluate, and personally perform activities to implement a variety of emergency preparedness and disaster recovery programs and procedures under the NIMS/SEMS/ICS models.
• Support emergency alerting and notifications, including educational endeavors, outreach, signage, and database management; work to increase understanding and voluntary engagement in emergency notification programs such as Alert Marin and Zone Haven.
• Support the development and maintenance of a variety of planning documents, including but not limited to the Hazard Mitigation Plan, Wildfire Action Plan, the Emergency Operations Plan, wildfire playbook, and MWPA annual workplan.
• Address the needs and inquiries of residents in a compassionate, articulate, and reasonable manner.
• Represent the department through collaboration with multiple community-based organizations, partner agencies and varied stakeholders involving emergency and non-emergency settings.
• Seek and participate in the development of various community preparedness and emergency management grants and supplemental resources opportunities.
• Assist in the development and maintenance of the City’s Emergency Operations Center (EOC) and training of EOC staff.
• Support the development, execution, and after-action evaluations of City and community-based drills and exercises, including but not limited to evacuation drills and EOC exercises.
• Participates in the development and implementation of budgets for emergency preparedness activities.
• Serves as a point of contact for Emergency Management personnel to provide critical information, updates, and support during the monitoring, response, and recovery phases of an event.
• Related duties as assigned.

Knowledge of:

• The Whole Community approach to disaster preparedness, including resources and engagement strategies.
• State and Federal regulations pertaining to disaster and civil defense planning and preparedness and advises management regarding compliance with such regulations.
• California Standardized Emergency Management System (NIMS); Emergency Operations Center (EOC) structure and operating procedures; emergency operations communications systems.
• Principles, practices, and techniques of wildfire prevention, mitigation, and preparedness.
• Emergency, environmental and fire hazard prevention; principles and practices of emergency management, including hazard identification, mitigation, and disaster preparedness; urban interface education/training.
• Office procedures, methods and equipment including Microsoft Office and Google suites, with the specific ability to efficiently use and develop email, calendars, databases, slide decks, and word processing.
• Curriculum development, effective instructional and presentation delivery strategies, and the development of instructional materials.
• Emergency Management finances, including but not limited CalOES and FEMA recovery process, Hazard Mitigation grants, emergency procurement policies, and resiliency and preparedness grants.

Ability To:

Education and Experience:

• Bachelor’s degree (or equivalent experience) from an accredited college or university with a major in Emergency Management, Public Administration, Business Administration, Communications, or related field of study is preferred.
• Two (2) years of experience in emergency management, community preparedness, or wildfire prevention, preferably in a government setting, or closely related field.  Additional related specialized training or certification may, at the sole discretion of the City, be substituted for required work experience.
• Possession of a California Class "C" driver's license, and satisfactory driving record. Maintenance of a California driver’s license is a condition of employment.
• Bilingual English/Spanish is strongly desired. Bilingual pay differential available.

• CA State Firefighter 1 or completion of CA State Board of Fire Service Firefighter 1 curriculum prior to appointment

THE POSITION:

The City of San Rafael Fire Department is seeking a full-time Bilingual (Spanish/English) Wildfire Specialist to focus on community risk reduction, evacuation planning, defensible space and home hardening. The Specialist will lead community outreach and education efforts in Spanish.

Fixed-term appointments may be made for up to a three-year period with the potential to extend. Continued appointment in this position is contingent upon funding and job performance.  This is an “at will” position and has limited benefits available. This position is fully funded through the Marin Wildfire Prevention Authority (MPWA). 

Under limited supervision, the Specialist will help support San Rafael’s wildfire prevention and mitigation efforts by evaluating and enforcing private property for compliance with the San Rafael Municipal Code; providing information about defensible space and home hardening requirements and recommendations to property-owners; implementing scientifically based best practices; developing and coordinating supportive resources; and working with contractors and City staff to implement strategies and projects. The Specialist will be asked to complete these tasks in English and Spanish. They will serve as a liaison to our Spanish speaking community members and groups, help develop print and digital content, and develop culturally competent content to improve community safety and resiliency.

Essential Duties and Responsibilities (including but not limited to):

• Interpret and enforce provisions of City Ordinances, State Codes and other regulations.
• Perform evaluations of property, vegetation and structures to identify fire code violations, fire hazards; recommend corrective actions; perform follow-up inspections to see that corrective actions have been completed.
• Investigate complaints pertaining to violations of applicable fire codes; issue correction orders as necessary.
• Prepare accurate records and reports; maintain accurate records and files in the City electronic tracking system.
• Enforce and abate to achieve compliance with applicable laws and best practices
• Provide information and resources to the public concerning wildfire prevention, practices and procedures
• Support and coordinate resident assistance programs, including but not limited to education, initial grant application review, and chipper days.
• Provide and assist in training programs and public presentations.
• Provide guidance or support to other City staff or vegetation management contractors working for the City.
• May be assigned to support other fire administration, fire operations, fire prevention, environmental management or emergency management related duties as needed.
• Perform other related duties and responsibilities as assigned by supervisor and within the MWPA mission.
• Speak, write, and translate Spanish material in support of the above duties.

Knowledge of:

• Principles, practices, and techniques of vegetation and land management and wildfire mitigation.
• Principles and techniques of site evaluations and inspection work.
• Environmental best practices.
• Local and State Fire Codes.
• Knowledge of National Fire Protection Association (NFPA) standards.
• Map reading, including topography and basic GIS
• Office procedures, methods and equipment including Microsoft Office and Google suites, with the specific ability to efficiently use and develop email, calendars, databases, slide decks and word processing.
• Preparing and presenting public information, teaching, and public speaking.
• English and Spanish grammar, spelling, vocabulary and report writing.

Ability to:

• Read, write, and fluently speak Spanish
• Identify fire hazards and fire code violations and recommend corrective actions.
• Exercise judgment, suggest alternatives, and negotiate compliance strategies with property owners.
• Identify and analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; research, analyze and evaluate new service delivery methods and techniques.
• Prepare clear and concise reports; express ideas and communicate clearly and concisely, both orally and in writing.
• Conduct field defensible space evaluation inspections in neighborhoods and navigate uneven terrain in undeveloped areas.
• Apply principles of inclusion, equity and public safety to all program areas.
• Interpret and explain wildfire behavior and mitigation best practices in an inclusive manner to all residents.
• Learn and retain local geography and resources as they relate to wildfire prevention, planning, and operations.
• Work within a team environment, be self-motivated, and complete independent tasks with minimal supervision in a timely manner.
• Apply technical knowledge and follow proper evaluation/inspection techniques.
• Enforce fire codes, ordinances, and regulations pertaining to fire prevention and vegetation management with firmness and tact.
• Deal tactfully and in a cooperative manner with property owners, the public, partners, contractors, and City staff to provide a high level of customer service.

MINIMUM QUALIFICATIONS DESIRED:

Any combination of experience and training that would likely provide the required knowledge and abilities are qualifying.  A typical way to obtain the knowledge and abilities would be:

• At least 18 years old by the application filing deadline
• Spanish fluency as a native speaker, extensive course work, or language proficiency test
• One year or more of responsible experience in a variety of inspection, fire prevention or related inspection work
• Equivalent to completion of the twelfth grade, supplemented by college-level fire science or prevention classes
• Bachelor’s degree with coursework in forestry, fire ecology, natural resource management, public management, environmental and/or climate studies, or related field.
• Certified Wildfire Mitigation Specialist (CWMS) or ability to obtain within six (6) months of appointment (required for top of salary range)
• ISA Certified Arborist

OTHER REQUIREMENTS:

• Possession of a California Class "C" driver's license, and satisfactory driving record. Maintenance of a California driver’s license is a condition of employment.
• Successful completion of background and reference checks.

THE POSITION:

The City of San Rafael Fire Department is seeking customer service and public safety focused individuals to join the wildfire mitigation team to advance our missions relating to community risk reduction, evacuation planning, and public education. Depending on experience, qualified applicants may be hired as a Defensible Space Inspector (DSI) or Wildfire Mitigation Specialist (WMS). Multiple positions may be available.

Under limited supervision, the Inspector/Specialist will perform a variety of technical, complex, and customer service-oriented duties in support of the City’s and Marin Wildfire Fire Prevention Authorities (MWPA)’s goal. These positions will have a focus on residential education and compliance with wildfire prevention standards and best practices. This will include direct one-on-one engagement with residents via the inspection program and the use of tablets and other technology to document findings and interactions. Additional responsibilities will include project specific assignments, support of volunteer efforts, public presentations, and outreach efforts.

The ideal candidate will have a passion for public service, strong technical and organizational skills, be adaptable, and work well both independently and as part of a team. Experience and understanding of wildfire prevention and mitigation strategies and best practices is strongly desired.

Marina Attendants work in the formal Suisun City classification of Recreation Specialist I. Starting hourly rate will depend on qualifications. This position works on average 19 hours per week.

 

The Department: The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center, and the Joseph A. The Position: Marina Attendants provide assistance and information to marina customers, in person and by telephone; perform marina related inspections and boat checks including seaworthiness boat checks and improvement verifications; perform boat measurement and appearance inspections; monitor dock conditions, check seawall and other dock infrastructure, and clear debris from Suisun City waters; perform impound and auction related activities; interpret, apply and explain policies, regulations, codes and procedures relating to slips, moorings and dock structures; assign space for visiting vessels, calculate and collect fees; maintain inventory and operate marina equipment. We’re looking for highly motivated people with a customer service orientation who genuinely enjoy helping others and who are flexible problem-solvers.
