THE POSITION:

The City of San Rafael is recruiting for a Child Care Director.  Under the direction of the Recreation Supervisor, this position will perform responsible work in administering and managing a state-funded preschool program.  The incumbent in this position will independently oversee the program and staff at Pickleweed Preschool located in East San Rafael. 

This position performs the following essential job duties: 

• Assist with the establishment of the program budget
• Hire, train, and supervise staff
• Supervise timely completion of annual ECERS
• Supervise completion of DRDP assessments twice annually
• Supervise timely completion of parent surveys
• Supervise timely completion of two parent conferences annually
• Supervise timely ongoing child portfolios
• Supervise and implement systems for creating and maintaining regular written child observations
• Complete annual June 1st report to Department of Education
• Schedule staff and ensure appropriate staffing levels are maintained
• Facilitate parent nights for families four times per year
• Liaison with parents and school districts
• Function as classroom instructor
• Approve Child Care Instructor II curriculum and plans
• Organize regular staff meetings
• Oversees referrals of children for assessment and special services
• Complete annual written evaluations of all staff
• Perform other duties as required.

To be eligible for this position you must have knowledge/skill of:

• Early Childhood Development
• Curriculum models such as CLASS and Pyramid training
• Classroom management techniques
• Appropriate disciplinary techniques.

Education and/or Experience:

• AA Degree or 60 units, with 24 ECE units plus 6 administrative units and 2 adult supervision units and one (1) year working in a preschool program, AND/OR
• Site Supervisor Permit

Special Requirements:

• Must be willing to work the hours required for the assigned Center.
• Possession of California Driver’s License preferred.

THE POSITION

The current opening is for a full-time position and is under the direction of the Police Records Supervisor. The Police Records Clerk will provide a wide variety of clerical, typing, and computer data entry tasks related to Police records; maintaining accurate Police statistics, records, and files; conducting business and transactions with the public, in person and by telephone; is available for occasional night and/or weekend duty as required, and performing other related work as required.

BASIC EXAMPLE OF DUTIES

The Deputy Director supports the management and administration of the Recreation Department and directs a team of four Recreation Supervisors and their respective divisions and facilities. They work with the Director to establish and refine best practices for the creation, implementation, and delivery of recreation programming and services. PARKING ENFORCEMENT OFFICER/COMMUNITY SERVICES OFFICER

The Parking Enforcement Officer (PEO) performs a variety of law enforcement support duties with the majority of responsibilities involving enforcement of parking rules and regulations in an assigned area while driving a parking enforcement scooter or car or walking on foot. Duties include  reporting defective street signs, pavement markings and parking meters; providing information to the public concerning city geography, location of buildings, public transit stations and stops, and city functions and offices, impounding and providing for the storage of vehicles as necessary, responding to low priority city ordinance violations, assisting with simple evidence collection as needed, assisting with report taking as necessary, and performing related work as required to assist the patrol staff.   

The PEO will use a computer to make entries, update and make corrections to information and keep a variety of detailed logs and files, while also using a variety of law enforcement communication equipment.  In addition to issuing warnings and citations, the PEO may testify in court regarding citations issued and other events.  These duties will be performed under general supervision and when assigned, working with other staff. The majority of the workday will be spent on the field (i.e., outside) in various weather conditions.

A typical schedule is four 10-hour days per week including weekends, nights, and holidays.  The PEO is a physically demanding position as stooping, lifting, kneeling and reaching overhead and forward is required daily.

DEFINITION:

Under general supervision of the Community and Recreation Services Director, the Community Services Manager administers and manages the Youth and Family Services (YFS) and Homeless Programs of the Community and Recreation Services Department for the City of Union City. YFS services include support for youth violence intervention and prevention through mentoring, employment, outreach, case management, individual and family counseling, parent education, and crisis support. Homeless Programs provide direct case management services to unhoused individuals and families.

CLASS CHARACTERISITICS:

This is a single position management classification assigned overall management and coordination of service delivery for the Community Services including Youth & Family Services, Homelessness Programs and other community-based social services. The Community Services Manager is responsible for achieving defined fiscal and programmatic objectives including but not limited to identifying, preparing, and managing grant proposals, budget, and performance reports for federal, state, and local funding.

EXAMPLES OF DUTIES (illustrative only):

• Manages and implements a delivery system of social services to youth, families and individuals in crises and the unhoused including but not limited to: at-risk youth, dependent children, homelessness support, sustenance and nutrition support, victims of child/adult abuse, domestic violence, and those experiencing mental health and substance abuse.
• Develops, integrates and oversees new social services programs into division/department administrative structure.
• Writes effective and persuasive grant proposals to secure funding to support City projects, programs and activities.
• Prepares performance reports for federal, state and local funding, and program performance and other reports as required by the City.
• Ensures timely and accurate use and reporting of grant funds consistent with purpose(s) outlined by the funding source, and communication of proposed variances to use of funds as necessary.
• Manages, trains, motivates and evaluates a team of multi-disciplinary staff. Provides overall technical and management direction/coordination to personnel in assigned area of responsibility.
• Works collaboratively with public, private and non-profit organizations, community members and other stakeholders including County and State level regional bodies and taskforces to build partnerships and coalitions to increase the effectiveness and efficiency of programs and service delivery methods.
• Conducts presentations of programs and services provided to public, groups and other agencies.
• Serves as a departmental liaison with community social and mental health agencies, local law enforcement and criminal justice agencies, the faith community, community organizations and non-profit organizations, the school district, and others to adequately assess and represent community needs.
• Participates in department, city and community meetings as necessary.
• Conducts assessments to identify appropriate resources and provide referral services (secondary duty).

The Department

The Position

The Police Evidence and Property Technician is responsible to perform administrative and technical duties associated with the acceptance, storage, control and disposal of police evidence and property; to protect the integrity of evidence throughout the judicial process; and to ensure compliance with all State and local laws regarding the storage and disposition of property and evidence.

A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net).  Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. Willingness to work varying shifts and radio dispatching skills.

COMPENSATION & BENEFITS

The City of Pleasant Hill offers a competitive compensation and benefits program.

• Salary:  $6,538 to $8,468 per month. Placement within the range depends on experience and qualifications.  
• Medical Benefits: Choice of coverage with Kaiser or Blue Shield. The City pays 80% of monthly premiums at each coverage level. In lieu of medical coverage, the City will contribute $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) into a MissionSquare 457 deferred compensation plan

SELECTION PROCESS
