THE POSITION

The Human Resources Department is accepting applications for the Regular and Full-time position of Wastewater Collection Superintendent in the Environmental Utilities Department.  The normal work schedule is Monday through Friday, 8 –5 pm; a flex schedule may be available.

DEFINITION

To plan, organize and direct the activities of wastewater collection operations section within the Environmental Utilities Department; to coordinate section activities with other divisions or departments; and to provide highly responsible technical support to the Wastewater Utility Manager.

SUPERVISION RECEIVED AND EXERCISED

• Receives general direction from the Wastewater Utility Manager.
• Exercises direct supervision over assigned supervisory and technical and maintenance personnel.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Recommend and implement section goals and objectives; establish performance standards and methods for wastewater collection and recycled water activities; develop and implement policies and procedures.
• Plan, develop and oversee the work of staff involved in wastewater collection and recycled water distribution operations, and related construction and maintenance activities.
• Evaluate operations and activities of assigned unit; implement improvements and modifications; prepare various reports on operations and activities.
• Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for staff, materials, and supplies; monitor and control expenditure.
• Participate in the selection of staff; coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed.
• Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
• Direct wastewater collection operations, including related construction/maintenance and recycled water system distribution activities; conduct site inspections on a periodic basis or as required by circumstances to ensure compliance with standards and regulations; direct and oversee compliance with regulations governing wastewater collection systems and recycled water distribution systems.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Principles and practices of public works facilities construction and maintenance related to wastewater collection and recycled water distribution systems.

EXPERIENCE AND TRAINING

Experience:

Five years of increasingly responsible experience in public works utility construction and maintenance, including two years of supervisory responsibility.

Training:

An Associate's degree or 60 semester units of college level course work including 18 units in a major field of study and 21 units in general education from an accredited college or university, preferably in construction technology, environmental practices, or a related field. Two years of related work experience can substitute for an Associate’s Degree.

License or Certificate:

• Possession of, or ability to obtain, a valid California driver’s license by date of appointment.
• Possession of a California Water Environment Association Grade IV Collection System Maintenance certificate by date of appointment.

Summary Description

Under immediate supervision (Engineering Technician I) or general supervision (Engineering Technician II), performs paraprofessional engineering office and field work involving surveying, design of Public Works facilities, construction inspection, and drafting.

Distinguishing Characteristics

Engineering Technician I - This is the entry level class in the Engineering Technician series. This class is distinguished from the Engineering Technician II series by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgement on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Employees work under immediate supervision while learning job tasks.

Engineering Technician II - This is the full journey level class within the Engineering Technician series. This class is distinguished from the Engineering Technician I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and they are fully aware of the operating procedures and policies within the work unit.

Representative Duties

8. Prepare engineering field reports and related documents.

13. May perform traffic counts and other special studies.

Job Summary: Under the administrative guidance of the Public Services Director, the Deputy Director for Utility Services manages the City's Water and Wastewater Utilities.  The Utilities Services Deputy Director's primary functions are management oversight over the water and wastewater utilities divisions, long-range planning, regulatory compliance, system reliability, financial accountability, and customer service.  

Class Characteristics: 
The Deputy Director for Utilities Services is a mid-¬management position and is responsible for overseeing the operations and ensuring the fiscal stability of the City's water and wastewater utilities. The position provides leadership and management over the operations and business functions of utilities including long-range planning (both operational and infrastructure), regulatory compliance, system reliability, financial accountability, and customer satisfaction. The Deputy Director develops, monitors, and analyzes financial and quality indicators, oversees system operations and maintenance, supports the City's role in the joint powers operation of the wastewater treatment plant, and recommends capital investments and a financial strategy to ensure sustainable water and wastewater systems. This requires an operational understanding of the municipal water and wastewater industry to develop and execute a business plan and interpret and implement complex finance and accounting concepts. In coordination with the City's Human Resources Department, the Deputy Director guides and manages division-wide human resource services, policies, and programs. As the Deputy Director makes presentations to internal and external customers including members of the public, customers, teammates, investors, and City Council, strong communication skills with the ability to translate technical information to a lay audience is essential.

The Deputy Director must possess the leadership and strategic mindset to actively participate in various strategic planning processes that support the long-term maintenance of the utility systems operationally and fiscally. Reporting to the Public Services Director, the Deputy Director for Utilities Services oversees the Utilities Division which includes 30 teammates, and is responsible for the budget. Direct reports to the Deputy Director include a Utilities Systems Manager, Management Analyst, Municipal Services Assistant, and an Office Assistant. As a key member of the City's Management Team, Deputy Director of Utilities is expected to support the overall operations of the City developing strong interdepartmental systems and relationships with the Finance Department's Utilities Billing Division, the Capital Engineering Division, and the Community Services Department's Maintenance Division.

POSITION

IDEAL CANDIDATE

The Infrastructure Administrator position is responsible for directing and managing all programs in the areas of roadway and pavement management program, facility maintenance, and fleet maintenance, signs and markings and electrical. The Infrastructure Administrator is also responsible for the City’s GIS system and USA response.

Desirable Qualities

• The challenges for the Public Works Department continue to evolve and change in response to increasing regulatory demands and diminishing budgets.

• Within the roadway division the City is developing a program for sidewalk replacement. The City has existing trip hazard reduction and pavement rehabilitation programs. In response to Council goals, staff is exploring innovative solutions to the universal problems of trip hazard reduction and pavement maintenance. The successful candidate will have an opportunity to use their creativity to make a difference immediately.

• Sustainability is also a goal of the Council, and the City administration is weighing alternatives to increase energy efficiency at City facilities. The successful candidate will select whether the City leverages energy savings to fund efficiency programs within facilities (ESCO Model) or whether routine maintenance incorporates the principals of sustainability, or whether the solution is a combination of both approaches.

• Sustainability is also a leading concern within the fleet. The infrastructure Administrator will continue the high performance standards that the City enjoys while Woodland’s commitment to sustainability increases the number of hybrid and electric vehicles.

• Innovation is also a value within the Signs and Markings and Electrical divisions. With battery backups at 100% of the city’s 70 signalized intersections, the Infrastructure Administrator will expand the capabilities of electronic control systems. The successful candidate will use traffic sensors to record traffic speed and density will to assist engineering and planning, and supervise the linking of multiple signals to improve traffic flow and improve emergency response time, improving the quality of life for the citizens of Woodland.

• Woodland’s state of the art GIS system demonstrates the City’s commitment to innovation. The successful candidate will be responsible for maintaining and expanding Woodland’s database which provides design level data and is accurate enough to function as the backbone for USA request response. As the database’s custodian and champion, the Infrastructure Administrator will continue to expand its use.

Plan, organize and direct activities of the Public Works Operations and Maintenance Divisions pertaining to streets, signs and markings, sidewalks, electrical services, GIS, SCADA, building and fleet maintenance as assigned.  Plan, organize, coordinate, supervise, and evaluate programs, plans services, staffing, equipment, and infrastructure of the Public Works Department.  Develop and implement goals, objectives, polices, procedures, schedules, and work standards for the various operating groups within the Public Works Department.  Prepare and administer the annual Operations and Maintenance Budget for assigned program areas.  Research and analyze complex problems, evaluate varied information and data, and exercise sound independent judgement within established guidelines.  Coordinate maintenance service programs with other City departments and with outside agencies.  Establish and maintain effective working relationships while providing for the evaluation, training, and professional development of assigned staff.  Work cooperatively with others.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that the Employee must be present to work on facilities and equipment impacting the public’s health and safety.

OTHER JOB FUNCTIONS

Interpret City policies and procedures, update department policies and procedures as needed.  Draft City policies and procedures as appropriate, and promote positive morale and productivity of assigned department staff.  Serve as Acting Public Works Director as assigned. Make presentations before the City Council, the public, and/or Boards and Commissions as assigned.  Perform related duties as assigned.

QUALIFICATIONS

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Education: 

An Associate’s Degree from an accredited college or university. Related experience may be substituted for the Associates degree by substituting additional qualifying experience with the City of Woodland, on a year-to-year basis. One year (2,080 hours) of work experience equals one (1) year of College.

Experience: 

Six (6) years of supervisory experience in Public Works activities related to street maintenance, electrical maintenance, equipment and facility maintenance, GIS, SCADA, signs and markings infrastructure maintenance or similar division. 

Bilingual skills are desirable.

License or Certificate: 

Upon hire, possession of a valid California Driver’s License.

To perform responsible technical duties in support of electric utility computer operational and control systems, including Supervisory Control and Data Acquisition (SCADA) and Distributed Control System (DCS); and to analyze, design, program, test, install, and maintain a variety of electric utility computer systems.
