THE POSITION

The City of Dublin is seeking an Assistant to the City Manager to plan, direct and oversee complex administrative programs within the City Manager’s Office, which include contact administration, disaster preparedness, legislative analysis, fiscal analysis, and animal control and provide highly complex staff assistance to the City Manager and Assistant City Manager.

EXAMPLES OF DUTIES

• As assigned to program area, responsible for the design, implementation, administration, monitoring and evaluation of various City programs in the areas of contract administration, disaster preparedness, legislative analysis, fiscal analysis, and animal control services.
• Undertake studies to determine the financial and operational feasibility and desirability of providing municipal services and programs.
• Develop and implement divisional goals, objectives, policies and procedures.

• Prepare the Program and/or Division budgets; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; administer the approved budget; may prepare Capital Improvement Project/Program budgets as related to areas of assignment.
• Represent the City in a variety of community outreach activities and public education programs including participating as a contributing member of designated community organizations, committees/project teams and work groups.
• Represent the Program and/or Division to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
• Research and prepare technical and administrative reports; prepare written correspondence.
• Develop and conduct studies, needs assessment, research and financial analyses; research and analyze contracts and program of assigned area.
• Create, coordinate and/or contribute to a variety of written publications such as the City Newsletter, Department brochures, fact sheets and other publications.
• Maintain assigned program content on City’s website.
• Coordinate design and implement campaigns to promote assigned programs and City services, activities, and assigned special events.
• Prepare grant applications; write articles and develop other methods for the City to receive regional, State and national recognition for assigned programs and service areas.
• Serve as City’s Emergency Operations Center (EOC) Manager and/or official during emergency operations.
• Direct, oversee and coordinate multiple projects and meet critical deadlines.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Perform related duties as assigned.

Community Energy is seeking one (1) full-time Analyst I/II to assist the Contract Management and Administrative Services division. The ideal candidate is a confident self-starter with a background in human resources and/or contract development and management.

The Analyst I/II will serve as employee services liaison, managing recruitments, analyzing employment data, conducting internal audits, and providing general administrative support to the department. Salary Information

• The current salary range for Analyst I is: $69,139.20 - $84,073.60

The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Analyst I/II classification shall also receive an approximate five percent (5%) ongoing, non-pensionable, compensation pay.

The City of Thousand Oaks has an opportunity for an Administrative Support Supervisor in the City Manager's Office.  This is an at-will position.

We are seeking a skilled individual with the competence and experience to provide office coordination and supervision related to daily operations, administrative support, staff and services related to the City’s Executive Offices including high-level administrative support for City Council.  The Administrative Support Supervisor will report to the Assistant to the City Manager, and must be an outstanding team player who will establish and maintain positive working relationships with City Council members and others, both internally and externally, to achieve the goals of the organization.

Primary responsibilities:

• Manage assignments and administrative support for City Council members including correspondence, signature items, phone, calendar, travel and other projects as required.
• Assist with a variety of complex, confidential and administrative support functions, projects, and operations related to the City Manager’s and City Attorney’s Offices.
• Oversee and maintain a high level of customer service for external and internal customers of the City Manager’s and City Attorney’s Offices.

The Program Manager I will report to the Division Manager and/or Deputy Director and will be responsible for leading the multidepartment effort in the development and implementation of a new City-Generated Tow Services Delivery Model and Program and related Request for Proposal for a new City-Generated Tow Services Contract. Responsibilities will include creating written and oral presentations and reports; conducting outreach; coordination with various departments, agencies, and key stakeholders; research and gathering, interpreting, and analyzing data to make recommendations; program development and implementation, and potential management and oversight of the new tow services program and contract.

The position is funded through June 30, 2020. The extension of the position is subject to the fiscal year 2020-2021 budget.

Salary Information

The Department of Transportation (DOT) is currently seeking eight Associate Engineers in the following areas:

PLANNING, DEVELOPMENT AND GEOMETRIC DESIGN

The Department of Transportation (DOT) is currently seeking an Associate Engineer in the Policy and Planning Division. The Associate Engineer will, under general direction of the Senior Engineer, perform work of considerable sensitivity in geometric design, conceptual development of transportation infrastructure master plans, and review for all public and private projects in the City, and direct responsibility for production and review of signage and pavement marking plans including supervising or leading others in such work. The successful candidate will have technical expertise in transportation planning, geometric and roadway design, and private development review. He/she will also work with the Senior Engineer to serve as the Department of Transportation Planning representative with other Departments in the City, consultants, developers, and other jurisdictions and agencies

KEY DUTIES INCLUDE:

1. Prepare transportation infrastructure improvements conceptual designs of roadway, intersection and interchange, traffic signals and other street improvements.

2. Develop “complete streets” and multimodal design plans in conformance with Federal, State, and City's transportation design standards, guidelines and policies.

3. Review contract drawings and specifications, master plans, and traffic studies related to capital infrastructure improvements.

4. Review private development improvement plans to address roadway right of way dedication requirements and geometric design elements.

5. Using AutoCAD to prepare geometric roadway layout relevant to pavement rehabilitation, development and capital improvement projects.

6. Attend meetings/represent DOT as lead technical person on discussions with project engineers, City staff, and consultants as appropriate to build consensus and/or to coordinate project issues.

INFRASTRUCTURE MAINTENANCE, PAVEMENT/BRIDGE/ADA CURB RAMPS ENGINEERING & MANAGEMENT

Pavement/Bridge/ADA Curb Ramps Engineering plays a critical role in the maintenance and rehabilitation of approximately 2,400 miles of pavement in the City of San Jose, overseeing the maintenance of approximately 250 bridges, and over 24,000 curb ramps. The focus of this position(s) is to manage, maintain and report on the City’s pavement, bridge, and ADA curb ramp program, plan, procure, and project manage multiple large CIP projects annually, and assist in developing the overall division budget. This position(s) provides assistance to senior engineers, division manager, maintenance supervisors, Council Offices, other City Departments, and the public. The ability to effectively coordinate multi-disciplinary issues among multiple stakeholders is a key requirement. This position reports directly to a senior engineer and will supervise an Engineer I/II, Associate Engineering Technician, and interns.

KEY DUTIES INCLUDE:

1. Manage and maintain the City’s Pavement Management System (PMS); bridge maintenance management, and ADA curb ramps program management

2. Provide technical input for any relevant asset management upgrades for pavements, bridge, and ADA curb ramps and be the lead liaison with the Metropolitan Transportation Commission (MTC) and other regional/state/federal organizations

3. Manage multiple major construction projects (ranging from $700 thousand to over $15 million in construction cost), open purchase orders, procure request for proposals/qualifications, inter-agency agreements and grant projects; administer projects during procurement, implementation and close out phases.

4. Respond to residents regarding pavement, bridge, and ADA curb ramp issues and complaints and make recommendations as to how best to resolve the problems in the most efficient manner.

5. Investigate and implement new and innovative pavement, bridges, and concrete ADA curb ramps maintenance technologies (new types of equipment, materials, and processes, etc.); oversee the full technical evaluation of various infrastructure preservation strategies for City Streets.

6. Manage, track and report on project budget financing and planning. Generate reports and manage Federal Grant and Capital Improvement Project funding.

7. Develop both short-term and long-term maintenance plans for pavements, bridges, and ADA curb ramps that maximizes the available budget while meeting division’s goals and benefits the community

8. Develop and update project specifications and quality control/quality assurance requirements for pavement, bridges, and ADA curb ramp infrastructure

9. Supervise and mentor assistant engineers, engineering technicians, and trainees.

TRANSPORTATION OPERATIONS, TRAFFIC FLOW MANAGEMENT

San Jose operates and manages over 900 traffic signals citywide. The Associate Engineer position will lead Signal Operations group's effort on supporting VTA to enhance transit operations. This position is also responsible for the delivery of grant funded projects, signal operations, retiming and controller configuration work necessary to achieve project demonstration goals. This position reports to a Senior Engineer, and will supervise Engineer I/II and interns.

KEY DUTIES INCLUDE:

1. Lead and supervise engineering and/or technical staff by establishing goals, tracking performances, creating a positive work environment, maximizing staff development opportunities and providing appropriate recognition.

2. Work closely with Valley Transportation Authority (VTA) to identify any transit operations deficiencies; troubleshoot and address system failures and optimization needs, including detection repair, detection zone adjustments, transit signal priority level setting and system integration.

3. Coordination with VTA, including project implementation, traffic data review, signal timing strategy development and implementation, field review with contractors/consultants, traffic data collection, simulation model development for evaluating traffic impacts.

4. Perform project management and delivery duties for grant-funded projects; develop, implement and adjust signal timing along project corridors to reduce travel delays and improve intersection efficiency; support consultant as needed.

TRANSPORTATION OPERATIONS, TRAFFIC SAFETY AND PEDESTRIAN SAFETY ENHANCEMENT PROJECTS

The Transportation Safety Operations Division is seeking Associate Civil Engineers to perform and lead in developing and implementing Traffic Calming and Pedestrian Improvement Projects and providing Neighborhood Traffic Management services throughout the City of San José. The Associate Engineer develops traffic safety projects and improves safety for all roadway users, ensure facilities are pedestrian and bicycle friendly and comply with laws, rules, regulations and ordinances. Additionally, this position will lead the review of design and collision reports, order traffic studies implement safety improvement projects, and support the Senior Engineer with personnel and training matters and assist in the preparation of the CIP budget. Under the general direction of the Senior Engineer and Division Manager, the Associate Engineer’s primary focus is to manage, lead and work directly with the community, schools, and Council Offices to provide for the safe and efficient movement of vehicles, pedestrians and bicyclists. Ability to effectively coordinate multi-discipline issues among multiple stakeholders is a requirement. This position reports directly to a Senior Engineer and will supervise an Engineer I/II and interns.

KEY DUTIES INCLUDE:

1. Review, design, and implement safety improvement projects.

2. Coordinate with internal City stakeholders as well as external stakeholders.

3. Representing Senior Engineer at meetings with internal and external stakeholders.

4. Prepare multi-agency agreements and documents that represent City interest.

5. Collaborate with lead project agency, their staff and consultant representatives to support City’s interests and efficient project delivery.

6. Represent City at community meetings and other public outreach activities.

7. Lead and supervise engineering, technical and non-technical staff by establishing goals, tracking performance, creating a positive work environment, maximizing staff development opportunities and providing appropriate recognition

8. Providing staff support and working effectively with committees, boards, task forces, community groups, associations, and staff in other departments and agencies

9. Providing effective project management to ensure on time and within budget project delivery

10. Understand and implement City’s overall goals for transportation services and community development.

Minimum Qualifications

1. Education: Bachelor's degree from an accredited college or university in the required professional engineering discipline (e.g. Civil, Structural, or closely related field) or possession of an Engineer-in-Training (EIT) certificate.

2. Experience: Three (3) years of increasingly responsible professional engineering experience.

3. Acceptable Substitution: A Master’s degree from an accredited college or university in the required professional engineering discipline may be substituted for one (1) year of professional engineering experience.

4. Licensing: Possession of a Certificate of Registration as a Professional Engineer (PE) issued by the California State Board of Registration for Civil and Professional Engineers is desirable but not required. Possession of a valid driver's license in the State of California may be required.

The Administrative Technician will be assigned to perform a wide range of clerical planning and front counter receptionist duties. As the primary clerical support for the Planning Department, the incumbent will work with staff and contract planners to process permits; serve as cashier; coordinate the production of the monthly Planning Commission meeting packet(s); manage all departmental files; and assist the public with land use process and procedural questions.

Front counter reception duties will include routing incoming phone calls; greeting visitors to Town Hall; providing general information to the public; cashiering ; preparing files for digital imaging; maintaining a neat and orderly front counter; ordering office supplies; entering data into various database programs; and managing all incoming and outgoing mail.

The work performed by the incumbent is expected to be thorough, accurate, and performed with minimal supervision. This position requires the application of a number of office skills and a high degree of flexibility and independent judgment. Successful candidates will possess the poise and sophistication necessary to work calmly and professionally with a wide range of individuals.

Must possess and maintain a valid California class C driver’s license and have a satisfactory driving record.

Education: Associate degree required; Bachelors degree preferred.

Experience: Four (4) years of advanced administrative assistant experience in a fast paced, customer service organization, preferably in a public agency.  A four (4) year degree may substitute for two years of experience. 

Physical demands 

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard, typewriter keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information. Positions in this classification occasionally lift and carry reports and records that typically weigh less than 20 pounds.
