DESCRIPTION/RESPONSIBILITIES:
Supervising Applications Analyst
The Police Department is seeking to fill an opening for a Supervising Applications Analyst in the Systems Development Division of the Bureau of Technical Services. This position will manage the Applications Sustainment Support team, including activities related to developing and maintaining major department wide applications, which includes the 911 Communications, Record Management Systems, and Police Department operations. This position will also develop, maintain, and update the methodologies that measure performance of various facets of Police Department applications. This is a hands-on position whose daily activities include management of a team (currently consisting of 2 Information Systems Analysts, 2 Senior Systems Applications Analyst, Analyst, and Staff Specialist). The Systems Development Division supports a main campus and 22 field offices, ensuring availability and reliability of critical systems is paramount. This position reports directly to the Information Technology Manager. Excellent command of verbal and written communication skills is required.
The responsibilities include, but are not limited to the following:
* Research, plan, and implement best practices and strategies that address the applications needs for the Department, including development, administration, upgrade of the various applications used by the Police Department (911 Communications, RMS, Business Intelligence, and PD Applications).
* Provide administration for Department Database including the following: Install, configure, start/stop, upgrade, patch monitor , manage , performance tuning, troubleshooting and maintain database objects, third party tools, replication, and clustering
* Maintain documentation of the database/instance configurations.
* Configure database backups and ensure backups are executed successfully
* Apply Security Technical Implementation Guideline (STIGs) on all databases.
* Analyze issues holistically, from the application tier through the database down to the storage.
* Resolve database, systems, and infrastructure-related issues.
* Knowledge of Oracle and SQL DBMS and its components. Specifically, the knowledge and experience needed to integrate with other applications from Oracle and SQL platforms.
* Ability to read DB Schema and compose contrived and formal relationships between tables specifically to develop forms and applications and Crystal Report integration.
* Knowledge and experience using Microsoft Visual Studio, Eclipse SDK or other enterprise development applications to develop Java, JavaScript, VB, C++, C# or other high level programming languages
* Knowledge of configuration and deployment of Microsoft IIS and previous experience deploying Web applications using IIS.
* Coordinate Department needs with stakeholders and Police Department Senior Staff, and create a mid-range plan of applications development and implementation.
* Provide administrative oversight over the Systems Development Division personnel and contracts. Take ownership and act with a high sense of urgency.
Work closely with the City's IT Department in coordinating city wide applications and the utilization at the Police Department.
The successful candidate will have solid information management experience, strong interpersonal and management skills, and hand-on experience with systems, equipment and methodologies used by police departments.

* Oracle Certified Professional (OCP) and/or MSCA is highly desirable
* MS SQL Server Database Mirroring, MS Failover Cluster, SQL programming
* UNIX and /or Linux
* PowerShell programming

Selection Process
