THE POSITION

Tri-City Mental Health Authority is currently hiring to fill one (1) full-time vacancy for the position of Behavioral Health Specialist within the Mobile Crisis Care Program (MCCP). Tri-City’s MCCP is a 24/7 mobile crisis response team with shifts that may include evenings, weekends, daytime hours, and holidays. Weekend and night shifts will be entitled to Shift Differential Pay of $2.50 per hour on weekdays (Monday through Friday) and $3.50 per hour on weekends (Saturday and Sunday). Holiday shifts will be entitled to Holiday Pay.

The MCCP Behavioral Health Specialist will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Behavioral Health Specialist will report to the Mobile Crisis Care Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, family, and collateral rehabilitative support services to facilitate behavior modification including skill building, needs assessment, self-care/safety, and coping strategies and techniques; may provide case management services in the office and in the field.

• Develops, monitors, and evaluates client rehabilitative and case management goals and increases/decreases in targeted behavior according to client needs; monitors goal
  progress/regression.

• Provides linkages, resources, and referrals to address basic needs and other barriers to wellness and recovery including food, housing, clothing, transportation, and other financial resources.

• Encourages and supports clients to fully engage in services; provides outreach and assists clients in addressing and overcoming barriers to treatment.

• Plans and facilitates and/or co-facilitates group sessions for clients and community members focused on skill building; tracks client attendance and follows up with individual clients, as necessary.

• Provides advocacy for clients to ensure inclusion in all aspects of the community including socialization, employment, education, and housing to meet client needs.

About the Division
 
The Parking Division resides within Transportation and Parking Operations and provides a comprehensive range of services aimed at meeting the needs of businesses, downtown employees, visitors, convention, cultural and sports facilities, special
events, schools and residents. Services include:
 

• Operations and maintenance of the City’s public parking facilities: eight garages and six surface lots totaling over 7,000 parking spaces, and 2,500 on-street metered parking spaces utilizing smart meter, and multi-space meter technologies.
   
• Management of vendor contracts, including a Parking Operations vendor responsible for day-to-day management of off-street facilities and Security vendor responsible for parking facility security and parking enforcement field investigations.
   
• Parking compliance activities supporting traffic safety, street cleanliness and maintenance activities, turnover of on-street spaces in business districts; and enhanced neighborhood quality-of-life through the removal of vehicles abandoned or stored in the public right-of-way.
   
• Collection of fines from parking citations and oversight of administrative review process for contested citations.
   
• Development and implementation of transportation and parking operation plans for a variety of special events, including provision of traffic control during events.
   
• Staff support to the Downtown Parking Board. The Board is comprised of seven members appointed by the City Council and serves as a public forum for discussion of downtown parking issues.
   
• The 24-25 fiscal year operating budget for the Parking Division’s services includes revenue projections of approximately $12 million from lots/garages and $3 million from on-street meters. The Division is supported by nearly 90 employees, both professional staff that lead programs, implement projects, and perform analytical administrative work; and field staff that provides parking compliance and meter collections/repair services. 

Position Duties

 
The Department of Transportation (DOT) is looking to potentially fill three (3) vacancies for Parking/Ground Transportation Administrator. Each role has a distinct focus: one  leads the on-street vehicle abatement efforts, another oversees on-street enforcement programs, and the third manages the daily operations of off-street parking lots and garages.
 
On-Street Vehicle Abatement Parking/Ground Transportation Administrator 
The On-Street Vehicle Abatement Parking/Ground Transportation Administrator is a newly created position within the Division, reporting to the Vehicle Abatement Parking Manager. This role will oversee the launch and management of the City’s initiative to address vehicle blight and maintain street cleanliness across the City.

New Program Services Include:

• Oversee the citywide enforcement of oversized and lived-in vehicles.
• Lead efforts to inventory oversized and lived-in vehicles parked on streets citywide.
• Analyze data to develop and implement a site/location prioritization strategy.
• Manage internal and external outreach, including delivering presentations to community stakeholders.
• Implement temporary and permanent parking restrictions, such as tow-away zones.
• Oversee enforcement activities, including towing, enhanced cleaning, and street-sweeping in designated zones/areas.
• Track program progress and outcomes, providing regular status reports.
• Manage interdepartmental relationships to ensure the program’s success.

Under direction, the On-Street Vehicle Abatement Parking/Ground Transportation Administrator performs complex professional, analytical, and administrative work in the development, implementation, and management of parking programs and contracts related to on-street parking enforcement operations.

This role includes one direct report—a Parking and Traffic Control Supervisor—and oversees eighteen (18) indirect reports, comprising two (2) Senior Parking and Traffic Control Officers (Sr. PTCOs) and sixteen (16) PTCOs.

The successful candidate will lead, manage, and motivate a team of nineteen (19) staff members by setting clear goals, fostering an innovative work environment, maximizing staff development, and recognizing achievements appropriately.

Key Responsibilities:

• Oversee the day-to-day management of the Parking Compliance Unit’s Vehicle Abatement Program.
• Serve as the City’s primary liaison for Council office staff and constituents regarding oversized vehicle and vehicle abatement concerns.
• Manage parking compliance and enforcement activities in alignment with the San Jose Municipal Code and California Vehicle Code.
• Analyze on-street parking conditions and assist in establishing appropriate parking controls.
• Manage program budgets and fiscal activities effectively.
• Provide staff support and collaborate with committees, boards, task forces, community groups, associations, and interdepartmental teams.
• Coordinate and contribute to the preparation of new parking ordinances, resolutions, requests for proposals (RFPs), agreements, and City Council memorandums related to on-street parking services.
• Analyze data to optimize the use and enforcement of on-street parking.
• Lead the hiring, onboarding, training, development, and performance appraisal of staff within the Parking Compliance Unit (PCU) and support the Vehicle Abatement Parking Manager in developing and managing Standard Operating Procedures across the unit.
• Perform routine audits of program operations, evaluate processes to identify improvement opportunities, and assist with the planning and execution of short- and long-term parking planning projects and programs.
• Support procurement processes within the Parking Division by developing Scopes of Service for RFPs and RFBs and develop reports and presentations for community meetings and other stakeholder groups.
• Manage vendor 
• Navigate political decision-making processes and City procedures effectively.
• Assist with program reporting to Council/Committees, including the Transportation & Environment Committee (T&E).

 
On-Street Enforcement Parking/Ground Transportation Administrator 
The On-Street Enforcement Parking/Ground Transportation Administrator reports to the On-Street Parking Manager and is responsible for managing and operating the City’s PCU and Meter Shop. The PCU oversees citywide enforcement of parking regulations and provides various services, including proactive patrols, school safety, residential permit enforcement, and street sweeping. The Meter Shop handles the installation, maintenance, and revenue collection for approximately 2,500 on-street parking meters.
This position has two (2) direct reports: a Parking and Traffic Control Supervisor and a Senior Maintenance Worker, and oversees forty-seven (47) indirect reports, including four (4) Senior Parking and Traffic Control Officers (Sr. PTCOs), thirty-six (36) PTCOs, one (1) Staff Specialist, and six (6) Maintenance Workers.

The successful candidate will plan, coordinate, assign, and supervise the work of employees engaged in parking enforcement and meter operations through subordinate supervisors.

Key Responsibilities:

• Oversee the day-to-day management and operations of the Parking Compliance Unit (PCU) and Meter Shop.
• Serve as the primary liaison for Council office staff and constituents regarding general parking enforcement concerns, and manage internal and external outreach, including presentations to community stakeholders.

Off-Street Operations Parking/Ground Transportation Administrator:
 
The Off-Street Parking/Ground Transportation Administrator focuses on managing the day-to-day operations of eight parking garages and six surface lots, totaling approximately 7,300 parking spaces, primarily in Downtown San José. The position reports to the Off-Street Parking Manager and oversees a Parking and Traffic Control Supervisor.
 
The successful candidate will lead a team that works closely with Downtown businesses and residents, community groups, associations, Council Offices, the Downtown Parking Board, the Convention Center and Cultural Facilities operator, and other City departments to deliver off-street parking services. They will ensure that the off-street parking program consistently provides the highest level of customer service, minimizes costs, and maximizes cash flow to the City.
 
Key Responsibilities:

• Develop, implement, and manage agreements and contracts related to off-street parking operations, including major projects like facade and elevator modernization, and security program analysis.
• Lead and manage off-street parking staff by establishing goals, fostering an innovative work environment, maximizing development opportunities, and providing appropriate recognition.
• Work directly with Downtown businesses, community groups, Council Offices, and other stakeholders to deliver effective off-street parking services.
• Oversee the maintenance and security of parking facilities and the parking guidance system, ensuring optimal operation.
• Analyze Downtown San José’s parking supply and demand, considering local market conditions and future developments.
• Manage marketing agreements and implement strategies to attract customers and increase participation in parking programs.

The Position

Under general direction from the Director of the Human Services Agency, the Director of the Center on Homelessness (COH) leads, plans, develops, organizes, coordinates and evaluates the programs and operations of the Center on Homelessness. This position is responsible for the county’s emergency safety net and homeless services programs with the high-level goal that every person experiencing homelessness in San Mateo County has the opportunity to engage in services and is supported with safe shelter and a pathway to housing. The County’s goal to reach a functional zero level of homelessness incorporates the vision that homelessness will be a rare, brief, and one-time occurrence, and that every unsheltered homeless person in San Mateo County who chooses assistance can be sheltered in an emergency shelter or in temporary or permanent housing.

This position is a member of the leadership team of the Human Services Agency (HSA), and together with the Agency Director, collaborates with the County Executive’s Office, the Board of Supervisors, other County departments, and key community-based organizations to address and respond to issues related to homelessness and housing instability. The Director of COH will provide strategic guidance on policy and program development, organizational and human resource analysis, planning, evaluation, reporting, grant writing and compliance monitoring, and contract management.

COH works collaboratively with stakeholders to ensure that the County has a system to end homelessness in San Mateo County. Through early intervention, stabilization services, and financial assistance for households with housing instability, the goal is to prevent people from experiencing homelessness. Services are in place to engage and support people who are unsheltered to transition to interim housing, permanent housing, or other places where they can access needed services and supports. COH administers contracts with community partners to provide safety net services, homeless prevention and outreach services, interim housing in congregate and non-congregate settings and a continuum of homeless services focused on moving clients into permanent housing, including rapid rehousing programs.

COH serves as the lead for the Homeless Continuum of Care; the Homeless Management Information System (HMIS) System Administrator; grant administrator for the Department of Housing and Urban Development (HUD) Continuum of Care Grant; Community Services Block Grant’s for the Community Action Agency; California Department of Housing and Community Development’s Homeless Housing, Assistance and Prevention (HHAP) and Encampment Resolution Funding (ERF); California Department of Social Services’ (CDSS) Housing Disability and Advocacy Program (HDAP); and homeless programs that are funded by the County of San Mateo’s Measure K sales and use tax revenues. COH is responsible for the federally required One Day Homeless Point-in-Time Count and staffs the County’s Housing Our People Effectively (HOPE) Interagency Council, and the Continuum of Care Steering Committee. Lastly, COH manages operators in County owned facilities, and works closely with other County departments to ensure safe and quality programming.

COH advances equity by identifying and addressing disparities in who experiences homelessness, who accesses the homeless crisis response system, their experiences with the system, and the outcomes of the system. Through a client-centered approach, COH listen and respond to the voices of people with lived experience of homelessness to create solutions.

This is a new position created to provide high-level oversight of the County’s efforts to address homelessness in San Mateo County. This critical role requires a collaborative leader to bring innovative ideas and transform big picture vision and goals into comprehensive plans for implementation focused on long-term solutions to homelessness. The Center on Homelessness unit is comprised of 2 Human Services Managers, 4 Management Analysts, and 12 Human Services Analysts, and one administrative support staff. This includes a blend of permanent and temporary, grant funded positions. This team oversees and administers and implements programs for over $34m of Federal, State, and Local Funding.

DEFINITION
Crisis Response Clinician I: Under direct supervision of the Crisis Response Supervisor, provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, case management, consultation, and quality assurance review of assigned cases; and performs related other work as required or assigned.

Crisis Response Clinician II: Under general supervision of the Crisis Response Supervisor, provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, case management, consultation, and quality assurance review of assigned cases; and performs related other work as required or assigned. This is a full journey level position within the Crisis Response Clinician series and is distinguished from the Crisis Response Clinician I by the performance of the full range of duties with only occasional instruction or assistance.

Under the flexible staffing concept, Crisis Response Clinician II positions that become vacant may reasonably be filled at the Crisis Response Clinician I level for training purposes.

EXAMPLES OF DUTIES
Perform initial diagnostic evaluation during a crisis noting behavioral symptoms which may indicate mental health disorders in children, youth, or adults; determine whether individuals meet the criteria for a W&I 5150 and follow appropriate procedure; determine other resources to connect individuals to who do not meet criteria for 5150; work closely with different law enforcement communities; participate in monthly San Mateo County Field Crisis Consultation Committee (FCCC) as needed; establish and maintain effective relationships with contractors and community organizations and other governmental agencies regarding programs and services; participate in committees, meetings and conferences; provide guidance regarding appropriate social-psychological practices and services. perform suicidal/homicidal/Grave Disability risk assessments; conduct home visits and/or field-based services; provide crisis Intervention as needed; provide outreach counseling and refer clients to appropriate behavioral health resources; collect and evaluate medical or psychosocial data such as case histories, behavior patterns and family relationships of patients/clients; follow up with individuals where appropriate who are reluctant to engage with resources; work as a psychiatric team member with other treatment disciplines; utilize Trauma Informed Care and other evidence-based practices; provide consultation and education services; compile and prepare reports and documentation on clinical activities; maintain records; prepares periodic reports; ability to work weekends and perform related duties as assigned.

MINIMUM QUALIFICATIONS
Knowledge of: Office machines and specialized software applications; current philosophy, principles, and practices for services to clients with serious mental illness; individual, group and family psychodynamics as they relate to adults or children in crisis; psychological diagnostic methods and terminology; personality development from infancy through adulthood; human and health services systems in the County including private agencies and other community resources; applicable local, State and Federal laws, ordinances and rules.

Ability to: Provide crisis intervention treatment to adults, children or adolescents with various mental disabilities ranging from serious mental illness to dysfunctional behavior patterns, including victims of sexual or physical abuse; set realistic treatment goals and facilitate their attainment; evaluate the degree of mental disability or emotional distress of patients/clients; communicate effectively orally and in writing; provide consultation and technical assistance to agencies, schools and other organizations; operate modern office equipment including specialized software applications programs; interacts positively and cooperate with co-workers, responds politely to customers, works as a team member, functions under demanding time pressure, responds in a positive manner to supervision, attends work and perform duties on a regular and consistent basis.

Education: Master's degree from accredited college or university in Social Work, Social Welfare, Psychology, or a closely related field.

Experience:
Crisis Response Clinician I: One (1) year of experience working in the social work or counseling field with strong emphasis on social services, crisis response, severe mental illness, resources, and referrals using a collaborative and community framework.
Crisis Response Clinician II: Two (2) years of experience working in the social work or counseling field with strong emphasis on social services, crisis response, severe mental illness, resources, and referrals using a collaborative and community framework.

License:
Possession of a valid Class C California Driver's License.
Crisis Response Clinician I: Registered with the State of California Board of Behavioral Sciences as an APCC, AMFT or ACSW. A current license with the State of California Board of Behavioral Sciences, as either a LCSW, LMFT, LPCC or licensed Clinical Psychologist desirable.

This is a unique opportunity for an experienced law enforcement professional to lead with integrity, build community relationships, and help shape the future of public safety in the City of Sebastopol. Day Shift Technicians: Day Shift is responsible for a significant amount of public contact whether in-person, over the phone, or via email. Day Shift is largely responsible for maintaining, processing, and auditing warrant entries and search and seizure orders, in addition to other duties.

 

Swing Shift Technicians: Swings Shift shares an overlap with Day Shift in responsibility with assisting the public, whether in-person, over the phone, or via email. Swing Shift is mainly responsible for maintaining, processing, and auditing restraining/protective orders filed within our county court, in addition to other duties.

 

Night Shift Technicians: Night Shift interacts mostly with other law enforcement agencies, as well as some public contact either via phone or email. Night Shift is mainly in charge of maintaining, processing, and auditing citations and in-custody court packets for arraignment the following business day, in addition to other duties.

 

All 3 Shifts: Technicians in all shifts are assigned to monitor a teletype station, fax machine, and email inbox 24/7 for reviewing and processing requests through these channels in a timely manner, utilizing a variety of different law enforcement systems. In addition, they handle various administrative duties related to obtaining and compiling data from each of these systems based on the specific request.

Records Management Proficiency. Familiarity with law enforcement records management systems, particularly RIMS, is a plus.

Fluency in Spanish. Demonstrated proficiency in speaking, reading, and writing in Spanish is preferred but not required.

 
Work Locations and Available Shifts:
 

Work Locations: The San Mateo County Sheriff’s Office Records Bureau headquarters is located at the Hall of Justice in Redwood City, CA – we also have substations in San Carlos, Half Moon Bay, and Millbrae that we have assigned technicians to work at.

 

Shift Expectations: Selected candidates are expected to work evenings, nights, weekends, holidays and/or other shift work depending on needs of the office.

 

Shift Availability: There are 3 shifts (Days, Swings, and Nights) and we are currently working on a 4-10 Schedule (4 days, 10-hours shifts) split between the days of Sun-Weds and Weds-Sat. Alternative work hour schedules are available (i.e., 9/80 schedule).

 
Other Requirements:
 

Background Check: Selected candidates must successfully pass a detailed background and/or criminal history review conducted by the Sheriff’s Office. Felony and misdemeanor convictions may be disqualifying depending on type, number, severity, and recency. 

 

Uniforms: Hired candidates are required to wear a designated uniform specified to the department while on duty.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 

Sheriff's Criminal Records Technician I ($27.97-$34.95 hourly):  One year of general clerical or office assistant experience.

Sheriff's Criminal Records Technician II ($29.59-$37.01 hourly):   One year of experience in the maintenance of various law enforcement records.

  
Knowledge of: Policies and procedures related to law enforcement records maintenance activities; legal documents, forms and terminology; office practices and procedures, including filing and the operation of standard office equipment; business data processing principles and the use of word processing and personal computing equipment; business letter writing and the standard format for typed materials; correct English usage, including spelling, grammar and punctuation; business arithmetic, including percentages and decimals; and record keeping principles and practices.
 
Skill/Ability to: Read and understand law enforcement documents and extract relevant information; perform detailed Sheriff's records support work accurately; use initiative and sound independent judgment within established guidelines; compose routine correspondence from brief instructions; operate standard equipment including a computer; operate non-standard office equipment, including document imaging system and mug shot and photo line-up machine; deal tactfully and effectively with a variety of individuals in person and over the phone, some of whom might be hostile or irate; organize and maintain accurate files and records; make accurate arithmetic calculations, and understand and carry out oral and written directions.

 Job Description:  The Children's Fund of San Mateo County is seeking two Part-Time/Temporary interns. This position would report directly to the Children's Fund Program Coordinator and assist with the Holiday Gift program. Each year over 1,500 gifts are distributed to low income/foster youth living in San Mateo County. This is a fun, fast paced, hands on position that requires dedication and flexibility to the job.

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

Sergeants are first-line supervisors responsible for overseeing the day-to-day operations and performance of personnel who work in a variety of department units including patrol, investigations, special events, records, parking and traffic, and administration.  Supervisory duties include carrying out and overseeing general law enforcement / public safety functions; setting goals and objectives for the unit; contributing to the fulfillment of objectives; motivating and developing personnel; ensuring that personnel meet performance expectations; providing documentation of performance; and implementing strategies that enhance department operations.  Sergeants are expected to work closely and collaboratively with their peers within the department, to effectively coordinate the day-to-day operations of the various units as well as the department. 

A Stanford Department of Public Safety Sergeant must maintain proficiency and exercise the knowledge, skills and abilities necessary to perform basic law enforcement functions as well as directly supervise personnel assigned to his/her work group.  The knowledge base and skills required for this position include, but are not limited to: an understanding of pertinent federal, state, and local laws, codes and regulations; rules of evidence pertaining to search and seizure and preservation of evidence; techniques and applications of self-defense and proper use of force; use, operation, and maintenance of police equipment, vehicles and tools; department policies and procedures; and institutional policies and procedures (such as the Administrative Guide). 

In addition to their supervisory responsibilities, Sergeants are expected to perform the same basic job duties as line personnel, including, but not limited to: investigating crimes and arresting individuals; issuing citations; and participating in community outreach activities.  Sergeants must balance their administrative responsibilities with in-field supervision, spending considerable time working in the field and directly with the staff in their assigned unit. 
SUDPS personnel are considered “essential” or “required” University personnel and shall respond to campus when directed to do so, even with little advanced notice.  Sergeants are integral to the department’s overall emergency response efforts.  Absent a higher ranking sworn SUDPS member, the responsibility to assure shift operational efficiency shall be the primary responsibility of a Sergeant.

This position in the Behavioral Health division of the Health and Human Services Agency performs a wide variety of specialized technical duties and provides information and assistance to the public regarding departmental policies, procedures and laws.
