Role description

The SFMTA Transit Division’s Maintenance of Way (MOW) Section is seeking an experienced, dependable, and strategic Deputy Chief Maintenance Officer (DCMO) of MOW Operations. The DCMO will provide high level leadership and strategic oversight for three functional units responsible for critical maintenance of all transit assets and infrastructure; Mechanical Infrastructure (comprised of Cable Car Track, Cable Car Propulsion, Light Rail Track, and Mechanical Systems), Electrical Infrastructure (comprised of Motive Power, Overhead Lines, Signals and Digital Systems) and Facilities Maintenance (comprised of Custodial Operations, Building Systems Maintenance, Skilled Trades, External Program Support and Shelter Platform and Maintenance). This position directs the work of Senior Operations Managers of these units and provides leadership across a workforce of maintenance professionals spanning multiple technical classifications. The ideal candidate is highly self-motivated, professional, with extensive experience working at a large transit agency with both rail and trolley vehicles.

Under the direction of the Chief Maintenance Officer (CMO), the DCMO, stewards the agency’s fixed-guideway infrastructure integrity and drives operational excellence through comprehensive planning, performance management, and analytical decision-making. Leads the development and execution of complex, high-impact programs that ensure safe, reliable, and high-quality transit infrastructure in support of SFMTA’s multimodal operations. The DCMO advises and reports to the CMO on the state of critical guideway systems. The DCMO works closely with SFMTA engineering and project delivery stakeholders on capital projects, including review and recommendations related to all aspects of the projects. The DCMO provides direction on emergency response and resolution strategies for critical infrastructure incidents. The DCMO may be called upon to act on behalf of the CMO during their absence and cover the operational needs of the MOW section.

The DCMO oversees the implementation of robust preventive and corrective maintenance programs and provides strategic direction to MOW functional units Senior Operations Managers. The DCMO ensures all standard operating procedures and regulatory requirements are upheld and serves as representative to regulatory bodies and key stakeholders, including the California Public Utilities Commission (CPUC), Federal Transit Administration (FTA), Pacific Gas & Electric (PG&E), and San Francisco Department of Public Health (SFDPH).

The MOW section of the SFMTA Transit Division directly oversees the fixed guideway infrastructure to ensure smooth and safe operations of our rail and trolley-bus lines. MOW is comprised of three functional operation units (Mechanical Infrastructure, Electrical Infrastructure, Facilities Maintenance) as well as Engineering, Compliance and Administration units. Together these teams directly support four of the five SFMTA transit modes including trolley bus, light rail, historic streetcar, and cable car. The mission of the SFMTA Transit Division is to provide safe, reliable, clean, efficient, accessible, and convenient public transportation to any destination in San Francisco. Examples of Important and Essential Duties for the 9182 - Manager VIII:

• Provides high-level oversight on all day-to-day Maintenance of Way infrastructure functions.
• Provides direction to subordinate managers regarding activities and operations of their functional areas; assumes responsibility for improving the maintenance measures; coordinates with maintenance manager to maintain an effective maintenance program.
• Adjusts plans and programs activities to meet maintenance needs and emerging problems; establishes new programs, while continuing to address major departmental policies; plans, organizes, directs, controls, and reviews the operation of departmental functions and activities.
• Coordinates with MOW Administration Manager to monitor and make recommendations to the CMO on the efficiency and effectiveness of the departmental organization structure, staff assignments and service levels.
• Identifies and analyzes opportunities for improvement and implements those improvements.
• Contributes to budget development with strong justifications for proposals; manages and monitors operating budgets across multiple divisions.
• Oversees and supports Senior Operations Managers in planning, assigning, and directing the activities of a large group of subordinate personnel engaged in the maintenance and repair of transit infrastructure.
• Coordinates and directs subordinate supervisory personnel in the maintenance and repair of a variety of MOW fixed guideway facilities.
• Approves requisitions for materials and supplies; prepares and checks cost estimates and makes recommendations for repairs.
• Directs investigation of complaints and makes recommendations as to their adjustment; investigates fieldwork in process for compliance with proper procedures and methods; ensures that all facilities of the SFMTA MOW unit are inspected at regular intervals for compliance with safety laws, rules, regulations, and fire protection safeguards; confers with engineering personnel, Transit Division management, consultants, contractors and vendors on maintenance and repair projects, methods and procedures.
• Assists in the development and advancement of subordinates through training and effective use of employee development program; through subordinate supervisory personnel directs the work of janitorial, maintenance and repair crews and related support staff.

The 9182 – Manager VIII may perform other duties as assigned/required. 

How to qualify

1. Possession of a bachelor’s degree from an accredited college or university; AND

2. Eight (8) years of full-time experience at a mass transit agency in the operation, maintenance and repair in any of the following:  power generating and related distribution systems; and/or electronic  systems; and/or  buildings, stations or passenger infrastructure; and/or  use of heavy construction equipment; and/or track work; and/or maintenance engineering, which must have included five (5) years at the second supervisory level or management level which includes responsibility for supervising staff; AND

3. Possession of a valid driver’s license.

Education Substitution: Additional years of qualifying experience (both second-level supervisory/management or non-supervisory) may be substituted for the required education on a year-for-year basis. One year (2,000 hours) will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

The Train Control Upgrade Project (TCUP) is an SFMTA capital project which invests in the Muni Metro rail system by replacing the nearly 30-year-old Automatic Train Control System (ATCS) in the subway with a new Communications-Based Train Control (CBTC) system. The project also expands CBTC managed territory outside of the subways to the surface portions of Muni Metro, where signals and switches are currently independently operated in a first come, first serve configuration. Under CBTC, Muni’s entire rail network can be managed centrally with a single, modernized system. Under the general direction of the Train Control Upgrade Project Lead Engineer, the Senior Signaling Engineer leads the signaling design section of the SFMTA owner’s engineering team. The Senior Signaling Engineer assists the Train Control Upgrade Project Lead Engineer with oversight duties related to project design and scheduling to facilitate the procurement, development, and maintenance of the future train control system. Additionally, this position is responsible to the Train Control Upgrade Project Manager and Lead Engineer for reviewing technical submissions from the Train Control Supplier, Hitachi Rail, to ensure that the submitted design meets the SFMTA’s objectives for the project, conforms to all applicable SFMTA, state, local, and federal technical regulations, and complies with the technical standards identified in the Train Control Supplier Contract.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology supplier (Hitachi Rail) and other firms providing installation, construction support, technical expertise, and professional services. The Senior Signaling Engineer will act as a senior reviewer of technical documentation from the project contractors, perform technical coordination between the department and Supplier, and produce technical documentation on behalf of SFMTA in response to Supplier RFI’s and inquiries.

In addition, the Senior Signaling Engineer will liaise with SFMTA Subject Matter Experts (SMEs) to obtain their input, and using engineering judgment, develop requirements or evaluation criteria that ensure that the needs expressed by SFMTA SMEs are met. The Senior Signaling Engineer will supervise junior SFMTA engineers and consultants on the team in order to meet these objectives.

As a senior SFMTA technical representative, the Senior Signaling Engineer will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.

• Supervises assistant and associate engineers as the senior member of the SFMTA signal engineering team;

• With the CBTC Supplier, SFMTA Resident Engineer, SFMTA stakeholders and consultants, assists in developing the migration and installation plans for the central and wayside train control system equipment;
• Works with the Technical Program Manager and Technology Department engineers on communications infrastructure design and technical coordination between the Supplier and supportive infrastructure installers;
• Works with Real Estate department, Maintenance of Way staff, facilities project team and engineers on ensuring SFMTA facilities are prepared for train control equipment installation;
• Supports engineering surveys in preparation for train control project design; directs and supervises supporting work by SFMTA and other City departments as well as contractors to prepare field surveys of railway and communications infrastructure relevant to the project;
• Participates in train control system testing and assists the project QA team in assessing the quality of installed components;
• Tracks completion of technical requirements and evaluates the system and individual subsystems and components for acceptance;
• Communicates with the CBTC System Supplier and/or Installers for technical support as needed to address system issues under warranty;
• Works with the CBTC System Supplier, SFMTA operations and maintenance staff to ensure both the designed and finished onboard train control system meets operations and maintenance needs and works within their stated constraints;
• Participates in the selection, training, monitoring, evaluating, and counseling of project engineering staff;
• Analyzes related project schedules and budgets;
• Reviews and manages workload assignment to consultants, junior staff and interns as required;
• Performs other duties as required.

 

How to qualify

Minimum Qualifications

• Five (5) years’ experience working on train control or rail signaling projects, including a minimum of two (2) years’ experience supervising engineers on train control or rail signaling projects; AND
• Possession of a baccalaureate, master’s or Ph.D. degree in Engineering.

Substitution:

A Master's Degree in Engineering may substitute for one year of the overall work experience listed above. A Ph. D. in Engineering may substitute for two years of the overall work experience.  The two (2) years of supervisory experience are required and cannot be substituted.

Notes:

Applicants must meet the minimum qualifications by the final filing date unless otherwise noted. One year of full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

• Leadership experience and/or experience managing a team of engineers on a project;
• Additional years of train control or train signaling systems supervisory, engineering or technical experience beyond those stated in the minimum qualifications;

• Experience interpreting and analyzing telematics data, using Python, SQL, Tableau or other tools to perform calculations and visualize data;

Ability to work well with a multi-disciplinary, diverse workforce, including operations staff, maintenance technicians, technical professionals, contractors, executives and elected officials, and stakeholder groups.

THE POSITION

The Accounting Technician supports the City’s finance team by performing complex accounting tasks, preparing and reconciling financial data, assisting with the payroll and budget processes, and delivering responsive customer service.

 

IDEAL CANDIDATE

The ideal candidate for the Accounting Technician has a solid background in the municipal accounting process and regulatory compliance, can prepare clear and accurate financial reports, has some experience with payroll software, Excel, and payroll processing, and communicates effectively while working collaboratively and maintaining confidentiality when handling sensitive information.

The successful candidate will have experience supporting month-end, quarterly, and year-end accounting and reporting activities, and may assist with payroll-related filings, labor cost analysis, and audit support. This role requires knowledge of accounting principles, internal controls, financial reporting and office systems, applicable laws, and customer service practices, along with the ability to perform technical accounting tasks. The successful candidate will be able to analyze and interpret financial data, use specialized software, explain policies, provide responsive service, work effectively with diverse groups, and carry out duties safely and efficiently.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to)

• Perform a variety of highly technical accounting duties in support of an assigned area of accounting operations and other assigned duties.

• Prepare, compile, tabulate and maintain data, complex documents and highly technical financial, statistical and operational reports, statements and records; enter data calculate, reconcile; create or update records.

• Prepare summary sheets for use of supervisor or auditors in preparing comprehensive financial statements; prepare trial balances; prepare budget documents and perform related research; and, assist in budget administration and mid-cycle adjustments.

• Assist other accounting personnel with a variety of technical accounting duties in the preparation, maintenance and processing of accounting records and financial transactions including accounts payable, accounts receivable, purchasing or other related functions.
• Receive and screen telephone calls from other departments or the public; handle complaints; and, answer questions and provide information to the public using judgment as to those requiring priority attention.
• Perform special projects or studies; participate in committees or teams as assigned.
• Assist in calculating and processing payroll; determine tax deposits, benefit and other deductions and related adjustments; track accruals; and, process direct deposit.
• Ensure that work is handled on a priority basis, organized, and completed in a timely manner; check documents and records for accuracy, completeness and conformance to applicable policies, rules and regulations.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

EDUCATION/EXPERIENCE

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

• Experience: Two years of increasingly responsible technical level experience in accounting or finance to demonstrate possession of the required knowledge and abilities. Experience performing fiscal record keeping or accounting work in a government finance environment is desirable.

About the Opportunity

More About You

 

Education: Graduation from a four-year college or university with major coursework in accounting, finance, business administration, public administration, or a closely related field.

Experience: At least 5 years of progressively responsible professional experience in accounting, finance, or a related field, including 3+ years in a supervisory or management capacity.
