Under general supervision of the Economic and Housing Development Manager, assists in organizing and implementing an Economic Development Workplan that promotes the growth and development of the City’s economic base, including the facilitation of housing production and new building permits, the retention and expansion of existing businesses, and, sourcing new businesses for the City. This position will also support the Economic and Housing Development Manager’s staffing of the City’s Economic and Community Development Committee.

Distinguishing Characteristics

This is the journey level class within the Housing and Economic and Housing Development Specialist series. Employees perform the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Because of the cooperative, facilitative and marketing nature of this role, individuals must be able to work well with and have knowledge of other City departments, community stakeholders, small business owners and real estate developers.

Government Affairs Division
The Government Affairs Division is responsible for developing and coordinating VTA’s legislative and intergovernmental programs at the federal, state, regional, and local levels. Staff analyzes the impact of legislative and regulatory issues, and develops a coordinated strategy for responding to these issues. Government Affairs manages VTA’s legislative advocacy efforts in Washington, D.C., Sacramento, and the Bay Area. Additionally, staff keeps close contact and serves as the main point of communication with elected officials at the federal, state, and local levels.

The Government Affairs Division is also responsible for executive oversight of the Office of the Board Secretary, which provides VTA Board and Committee support including preparation of meeting agendas and minutes, distributing and responding to Board correspondence, developing and maintaining relationships with Board and committee members and VTA constituencies, and providing support services to the Board of Directors. The Office of the Board Secretary adheres to the Brown Act.

Under direction, an Executive Assistant provides varied, complex, and confidential secretarial and office administrative assistance to an Executive Manager.

Distinguishing Characteristics
Positions in this class assume responsibility for the overall administrative functions of a Division Chief, Director, or Deputy Director's Office. Responsibilities require considerable use of tact, discretion, initiative, and independent judgment and require general knowledge of the policies and procedures of the organization. The work often involves organizing, scheduling, coordinating, researching, compiling, exchanging, and analyzing complex information, and preparing correspondence.  Positions in this class may supervise clerical staff.

Positions in this class are distinguished from other secretarial classes in that the manager supported is an Executive Manager, and matters of a confidential nature are part of the duties of this class.  An Executive Assistant may be delegated limited authority to act on behalf of the Executive Manager.

 

Typical Tasks

• Provides varied, complex, responsible and confidential secretarial and office administrative assistance to one or more Executive Managers;
• Screens telephone calls and visitors; receives complaints and requests and handles or routes them for necessary action;

Minimum Qualifications
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to completion of the 12th grade or equivalent and a minimum of two (2) years of experience as an administrative assistant for a manager with responsibility for a variety of programs.

Type accurately at a rate of 35 net words per minute.

ABOUT THE TEAM

DEFINITION

Under general administrative direction of the City Manager, plans, directs, manages, and oversees the activities and operations of the Community and Economic Development Department including planning, building inspection and compliance, code enforcement, affordable housing, economic development, and related services; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

 

CLASS CHARACTERISTICS

The Community and Economic Development Director is an “at -will” employee of the City and serves at the pleasure of the City Manager. Class Characteristics

This is the advanced-level classification in the Accounting Technician series responsible for performing the most complex work assigned to the series.  Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment.  Positions in the classification rely on experience and judgment to perform assigned duties in accordance with federal, state, and local laws, rules, and regulations.  Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines and methods to complete assignments.  Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This class is distinguished from the Assistant Finance Director in that the latter has full management and supervisory authority in planning, organizing, and directing the full scope of accounting and finance operations within the department.

Woodland Joint Unified School District (WJUSD) is partnering with the City of Woodland to host two fellows as part of this year’s Civic Fellowship Program. The fellows will work on-site at WJUSD Business Services Office and receive day-to-day guidance and supervision from WJUSD staff while remaining part of the fellowship cohort and participating in program-wide activities.

 

This posting is for the Logistics & Inventory Systems Fellow within the Transportation Department in Business Services at WJUSD.

PROJECT DESCRIPTION

The Woodland Joint Unified School District (WJUSD) Service Center is seeking a motivated Civic Fellow to support inventory organization and management of parts and materials essential to district operations. This role provides hands-on experience in warehouse operations, inventory systems, and process improvement within a public education environment.

The Fellow will assess current storage and inventory practices and help implement a more efficient, organized system. Responsibilities may include developing labeling structures, organizing storage areas, establishing inventory tracking procedures, and improving material accessibility for staff. In collaboration with Service Center personnel, the Fellow will identify opportunities to enhance efficiency, organization, and accountability.

This fellowship offers practical experience in warehouse logistics, operational system design, and cross-functional collaboration, while building skills in organization, problem-solving, and process improvement within a public sector setting.

 

SUPERVISION RECEIVED AND EXERCISED

Receives general directions from the designated WCC host-site employee.

 

IDEAL CANDIDATE

The ideal candidate is a detail-oriented, organized, and motivated individual interested in operations, logistics, engineering, business, or public service. The Civic Fellow should be comfortable working independently and as part of a team, and willing to take initiative to improve organization and efficiency.
The successful candidate will demonstrate strong problem-solving skills, a willingness to learn new systems, and the ability to think critically about processes. Interest in organization, data tracking, or hands-on operational work such as inventory or warehouse systems is desirable. Experience with spreadsheets or data entry is helpful but not required.
Additionally, the ideal candidate will have strong communication skills, a positive attitude, and reliability. This position is well suited for someone who enjoys solving practical challenges and contributing to systems that help organizations run effectively.

 

THE POSITION OBJECTIVES/GOALS

The goals of the position are to:

1. Accurately assess and document current inventory of parts and materials within the WJUSD Service Center, including storage locations, item categories, and current organizational practices.

2. Review existing storage systems to identify inefficiencies, inconsistencies, or gaps, and coordinate with Service Center, Maintenance, and Transportation staff to improve organization.

3. Develop and implement a standardized organizational structure for parts and materials, including clear storage locations, labeling practices, and logical grouping of inventory.

4. Improve inventory accessibility and efficiency by helping establish procedures that allow staff to quickly locate, store, and track commonly used materials.

5. Create simple documentation and reference materials to support consistent inventory organization practices, including basic procedures for storing and locating materials.

6. Develop a working understanding of school district operational support systems, including how the Service Center supports Maintenance, Facilities, and Transportation functions.

7. Contribute to continuous process improvement by identifying opportunities to improve inventory organization, storage workflows, and material tracking practices.

The Finance Department manages the City’s financial assets and operations and comprises four divisions: Accounting, Administration, Facilities, and Public Services. 

While the current vacancy is specifically for the Public Services Division, the eligibility list created from this recruitment process may also be used to fill future openings in the Finance Department, where they can contribute to various aspects of public service and financial operations. 

 

PRIMARY RESPONSIBILITIES 

• Utility Billing and Customer Interaction: Manage utility billing processes while working closely with field technicians and customers to ensure accurate and timely service.
• Diverse Financial Responsibilities: Handle various financial tasks, including business tax certificates, parking citations, transient occupancy tax collection, and false alarm administration.
• Centralized Payment Processing: Oversee and process payments from all City departments, ensuring efficient and accurate financial transactions, including cash handling, daily balancing, reconciliation of accounts.
• Interdepartmental Collaboration: Engage with multiple City departments and external partners to resolve issues, streamline processes, and maintain high service delivery standards.

The Director, Fare & Revenue Programs is responsible for directing all fare related programs including fare strategy, media, systems, and administration and revenue accounting for the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), the San Mateo County Transportation Authority (TA) and the San Mateo County 101 Express Lanes Joint Powers Authority (EL) known collectively as the District. The Director ensures that approved fare initiatives are implemented effectively, operationally feasible, and financially sound.
This position provides strategic and operational oversight of fare systems and District revenue programs and ensures the cross-departmental coordination needed to implement policies, system changes, and operational requirements.
The Director, Fare & Revenue Programs reports to the Chief Financial Officer. The Director has 10 staff including the Manager of Fare Program Operations and the Manager of Revenue Management.

Essential Functions & Duties:

Provide strategic leadership and oversight of the District’s fare programs and revenue generating activities such as fare collections and real estate holdings, ensuring effective implementation of policies, systems, and programs.
• Advise executive leadership and cross functional partners on revenue policies and fare strategies, examining the potential impacts, implementation risks, and operational constraints associated with changes.
• Direct revenue management including fare revenue and fare media; participate in various internal and external policy settings boards, including Title VI compliance and reporting.
• Oversee revenue collection programs including accounting, auditing and financial reporting for all fare types for Caltrain, SamTrans, TA, and EL.
• Coordinate and guide the execution of fare initiatives approved by the Planning Department and Board, ensuring operational readiness, regulatory compliance, and alignment with agency objectives.
• Responsible for the SamTrans and Caltrain fare systems, infrastructure, and programs.
• Oversee revenue accounting, reconciliation, internal controls, and reporting across defined revenue streams, including fare media, real estate, and other District assets, ensuring accuracy, audit readiness, and data integrity.
• Oversee coordination with regional partners, including Metropolitan Transportation Commission (MTC), to advance fare system initiatives and integrate with broader revenue strategies.
• Direct the development and continuous improvement of revenue and fare-related procedures, documentation, and audit processes to enhance efficiency, compliance, and operational performance.
• Work cross-functionally with internal departments including Planning, Finance, and Communications to ensure successful execution of key projects for the Department.
• Supervise staff. Hire, mentor, train, coach, and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

Examples of Essential Duties:
• Coordinate cross-departmental activities to implement fare programs, revenue initiatives, and policy changes approved by the Planning Department and Board of Directors.
• Oversee revenue reconciliation, accounting treatment, internal controls, and audit readiness across all revenue streams, including fares and real estate.
• Direct Fare Program Manager to lead planning, testing, and deployment of fare system upgrades, technology enhancements, and price adjustments in coordination with IT, Planning, and regional partners.
• Oversee the development of fare program strategies.
• Oversee revenue and ridership forecasting, variance analysis, and reporting to support financial planning, budgeting, and strategic decision-making.
• Collaborate with Planning, Real Estate, and Finance to analyze ridership, fare, and other revenue data to inform projections, performance metrics, and policy recommendations.
• Ensure the integrity, maintenance, and operational reliability of fare collection systems and other revenue-related platforms, addressing discrepancies or failures promptly.
• Manage, mentor, and evaluate staff, supporting professional development, setting performance objectives, and promoting a culture of accountability, safety, and operational excellence.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Supervision: Works under the general supervision of the Chief Financial Officer who establishes goals and objectives and evaluates performance.

San Mateo County Health - San Mateo Medical Center is accepting applications for Senior Accountant. The Senior Accountant plans, oversees, coordinates, and monitors a significant accounting functional area; performs complex professional accounting work relative to either centralized and/or departmental County accounting procedures and records; and performs journal entries providing clear, concise, and adequate supporting documentation and calculations that are GAAP (Generally Accepted Accounting Principles) and GASB (Governmental Accounting Standards Board) compliant.

In general, incumbents in this class exercise a high degree of independent judgment on diverse and specialized projects and have significant accountability and ongoing decision making associated with their work. Incumbents may identify and implement full accounting activities; utilize, modify, and develop mathematical models; initiate modifications to fiscal recordkeeping methodologies; make projections of revenues and expenditures, and participate in the budgeting process; and assist in representing their responsible areas in audits.

There is currently one regular, full-time vacancy located at the Disbursement department at the San Mateo Medical Center.

The Senior Accountant is responsible for overseeing the accounts payable process and ensuring that vendor invoices are reviewed, approved, and paid accurately and on time. They supervise the AP team, assign tasks, and help resolve invoice discrepancies with vendors or internal departments. The role also includes managing payment schedules, maintaining vendor relationships, and ensuring compliance with company policies and internal controls. In addition, the AP Leader supports month-end closing, reconciles accounts, prepares reports, and helps improve AP processes for better efficiency. The Disbursement department ensures that its financial transactions are conducted in compliance with County established internal controls, governmental regulations, and Generally Accepted Accounting Principles. The department plays a critical role in supporting decision-making processes by providing financial analysis and insights to San Mateo Medical Center and Health System leadership.

The ideal candidate will:

• Possess a Bachelor's degree from an accredited college in accounting, finance, data analytics, statistics, or a closely related field
• Have 3-5 years of journey level accounting experience, preferably in healthcare, hospital or closely related settings
• Have knowledge and understanding of healthcare, hospital non-profit accounting
• Have excellent communication skills and have the ability to effectively communicate both verbally and in writing with staff
• Have the ability to work independently, problem solve, and exercise sound judgment within established guidelines
• Have the ability to solve complex business problems and provide recommendations that enable the organization to make timely and effective operations decisions
• Have strong analytical and strategic thinking skills
• Have strong skills with Microsoft Excel
• Have knowledge of GAAP

• Review and claim for referral of tax, grant or other monies and prepare claims for reimbursement from various State or funding agencies and/or programs.
• Analyze programs and legislation to determine fiscal and budgetary impact; prepare budgetary appropriation transfers and supplemental budgets.
• Review and recommend modifications to accounting systems and procedures; upon approval, implement new or modified systems and procedures.
• Perform related duties as assigned.

Qualifications

Experience and Education:
Any combination of education and experience that would likely provide the required knowledge and skills is qualifying. A typical way to obtain the required knowledge and skills is:

• Equivalent to graduation from a four year college or university with major coursework in accounting, finance, business administration or a closely related field and one year of journey level accounting experience.

NOTE: Successful completion of at least twelve verifiable semester units of college-level accounting coursework is required for Senior Accountant classification.
