Under administrative direction, the Finance Director plans, manages, oversees, and directs the operations and services of the Finance Department. The Finance Director coordinates activities with City officials, departments, outside agencies, and community organizations while providing complex and responsible staff support to the City Manager and City Council.

Additional duties include, but are not limited to:

• Assuming full responsibility for all Finance Department operations and services, including budgeting, accounting, payroll, cash management, and centralized purchasing.

• Overseeing the recruitment, training, development, and evaluation of Finance Department personnel; coordinating staff training; addressing performance issues; administering discipline as necessary; and ensuring compliance with applicable federal, state, and local laws, regulations, and policies.
• Participating in the development and administration of the City’s annual budget; monitoring expenditures; preparing long range financial forecasts; and supervising mid-year budget reviews.
• Planning, directing, and participating in audits of City finances; performing the technical duties of Treasurer; managing City cash and assessment district investments; and overseeing the preparation of quarterly investment, redevelopment, and other financial reports.
• Preparing and managing the department budget; forecasting staffing, material, and supply needs; presenting and defending departmental programs and expenditures; monitoring expenditures; and implementing budget adjustments as needed.
• Serving as a resource to City staff, department personnel, and external organizations by coordinating information, resources, and collaborative efforts that support a productive and positive work environment.
• Attending professional and community meetings; remaining current on developments in municipal finance and administrative services; fostering a customer-service oriented culture; and responding to sensitive and complex inquiries and concerns.
• Establishing and maintaining positive working relationships with community representatives, business organizations, governmental agencies, and City staff.

The Manager, Grants & Fund Programming is responsible for developing short and long-range bus and rail capital/operating program funding strategies. The Manager, Grants & Funding Programming will manage the development of a robust transportation grant program to support projects, programs, and services; serve as the agency representative on local and regional fund programming forums; and provide expert advice on funding and grant matters for SamTrans, the Peninsula Corridor Joint Powers Board (PCJPB) and Transit Authority (TA).

Position Duties

The Department of Transportation (DOT) is seeking to fill one (1) Program Manager position to lead the budget/fiscal team responsible for managing the department’s $473M combined Capital and Operating budgets and providing analytical support to the department’s three divisions. The Placer County Community Development Resource Agency is seeking applications to fill one (1) full-time Long-Range Senior Planner vacancy on the Long-Range Planning team. This position performs a variety of complex, long-range planning functions, including supporting development of the General Plan update and Housing Element implementation and will support a Principal Planner and the Planning Director in fulfilling the role. This position can be based out of either the Auburn or Tahoe City office.

Key duties include:

• Assist in updating the County’s General Plan, including drafting and developing policy and code, permitting policies and/or development standards, and implementation strategies, as well as performing legislation review and education.
• Support work efforts centered around housing, including zoning code updates, policy development, permitting policies and/or development standards, legislation review and education, and implementation strategies.
• Collaborate on fees, incentives, and streamlining packages for housing and infill development, and coordinate with developers and landowners. Coordinate with current planning team.
• Perform research, data collection, and analysis.
•  Conduct public outreach and education for a variety of programs or projects, including presenting to stakeholders, advisory bodies, the Planning Commission, and the Board of Supervisors. Collaborate with regional partners and stakeholders.
• Utilize technology, such as GIS and mapping software, website management systems, and other tools to advance policy and program implementations.

Planning Services currently offers a hybrid remote work environment and alternative work schedules. This position requires occasional work outside of normal working hours, such as evenings and weekends, to attend and participate in community and/or staff decision-maker meetings and also requires travel to various countywide locations, including both the Auburn and Tahoe City offices, for a variety of meetings and hearings.

MINIMUM QUALIFICATIONS
EXPERIENCE
Three (3) years of increasingly responsible planning experience performing duties similar to those of an Associate Planner.

TRAINING
Equivalent to a bachelor’s degree from an accredited college or university with major course work in urban, regional, or environmental planning, or a related field.

Position Duties

The Department of Transportation is currently seeking to fill 1 vacancy  for the Transportation Services Manager  (Parking Manager I/II) position. The Transportation Services Manager (Parking Manager I/II)  reports to the Parking and Downtown Operations Division Manager and is responsible for overseeing the operations, administration, and strategic management of eight (8) parking garages and six (6) surface lots comprising of approximately 7,300 parking spaces, primarily located in Downtown San José. The position also oversees approximately 2,500 on-street parking meters citywide and plays a key role in the development and implementation of parking and curb management policies, operational procedures, and infrastructure and technology improvements. Responsibilities include managing parking operations and technology systems, supporting mobility and access initiatives, coordinating maintenance and capital improvement efforts, and advancing curb space management strategies to balance parking demand, transportation needs, and downtown economic activity.
 
The Transportation Services Manager (Parking Manager I/II)  oversees a team of eleven (11) which include two (2) direct reports -- a Parking and Ground Transportation Administrator and a Sr. Analyst. 
 
One of the primary focuses of this position is to manage and lead a team that works directly with Downtown businesses and residences, community groups and associations, Council Offices, the Downtown Parking Board, the Convention Center and Cultural Facilities operator and City departments to deliver off-street and on-street parking services. 
 
Under direction, the position performs professional, analytical and administrative work of considerable difficulty in developing, implementing and managing agreements and contracts that involve off-street and on-street parking operations. Projects currently underway include major facade and elevator modernization improvements, analysis of the off street parking security program, developing capacity and usage trends for each parking 
facility and on-street meter zones, administration and development of parking agreements to spur downtown development or office leasing activity.   
 
The successful candidate for this position will be expected to achieve results, lead continuous improvement efforts and ensure that the operations of the off-street and on-street parking program are consistently managed and maintained to provide the highest level of customer service, minimize program costs, and maximize cash flow to the City. 
 
This position is responsible for leading and managing the Off-Street Parking and On-Street Parking meters and curb management in the Department of Transportation. Principal areas of responsibility include the following: 
• Leading and managing off-street and on-street parking staff through the establishment of goals, creation of an innovative work environment, maximizing development opportunities and providing appropriate recognition. 
• Quantitative planning and analysis of Downtown San Jose parking supply and demand based on local market conditions and future developments. 
• Oversight and maintenance of parking facilities, parking guidance system, and on-street parking meters, and curb spaces.
• Providing staff support and working effectively with advisory committees, boards, task forces, community groups, associations and staff in other departments and/or agencies. 
• Coordinating/assisting in preparation of new parking ordinances/resolutions, Requests for Proposals (RFPs), agreements, and City Council memorandums for Off-Street and On-Street Parking Services. 
• Managing marketing agreements and implementing strategies to attract customers and participation in various current or future parking programs  
• Performing and analyzing results from semi-annual customer service survey for all parking facilities and tracking City Council approved Performance Measures and preparing Off-street and On-Street parking operating budgets. 
• Taking the lead for assessing the current operational technology infrastructure and developing a strategic roadmap to enhance existing systems while identifying and implementing new technology solutions.
• Representing Division Manager at meetings with internal and external stakeholders and other duties as assigned.

CLASS CHARACTERISITICS:

This is the lead-level class in the Administrative Assistant series. Under general supervision, may provide lead direction and training to a small group of Administrative Assistants and Office Specialists; provides difficult and/or specialized office support to a designated department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments; and performs related work as assigned. The City of Dixon is looking to fill Transit Driver/Dispatcher positions in multiple appointment types (full-time, part-time, temporary and on-call) depending on operational needs and candidate qualifications.  The purpose of this position is to drive a paratransit vehicle on demand responsive curb-to-curb and on a deviated fixed route transit system; to assist patrons on and off the vehicle; and to receive, schedule and route Readi-Ride bus requests.
