DEFINITION

To perform a variety of skilled installation, maintenance, repair and service work on equipment used in water and wastewater treatment, water distribution and wastewater collection systems and related facilities.

DISTINGUISHING CHARACTERISTICS

This is the entry level class in the Preventative Maintenance Technician series.  Positions in this class typically have apprentice level work experience and work under immediate supervision while learning job tasks.  The Preventative Maintenance Technician I class is distinguished from the II level by the performance of less than the full range of multi-skilled duties assigned to the II level.  Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from the Maintenance Supervisor, and receives technical and functional supervision from a Senior Preventative Maintenance Technician.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Perform maintenance, repair, and service duties related to a variety of machinery and equipment used in water and wastewater treatment plants and related facilities, including wells, water storage tanks, lift/pump stations, distribution and collection pipelines; diagnose and troubleshoot problems associated with equipment and machinery
• Install, inspect, dismantle, repair, reassemble and calibrate machinery and equipment such as pumps, valves, motors, engines, compressors, and diesel generators, reciprocating gas engines, gear reducers, chemical feed and metering devices, instrumentation, process analyzers and dewatering equipment.
• Perform routine mechanical fabrication, welding and machine tool operations as needed to modify and repair water and/or wastewater treatment plant process equipment. 
• Install conduit, pull cables, terminate wires, modify circuits and update documentation to reflect system changes.
• Install, inspect, maintain, troubleshoot and repair motor controls and automated switchgear, control systems, instrumentation, process analyzers, programmable logic controllers (PLC’s) and Supervisory Control and Data Acquisition (SCADA)  applications and networks, radio frequency data communications equipment and other devices related to water and wastewater treatment processes and related facilities.
• Follow control of hazardous energy (COHE) procedures before engaging in work, especially in confined space areas; make notes regarding readings and findings of work.
• Assist in installation and construction of various projects; read and interpret blueprints and specifications and perform work accordingly; make rough sketches of work to be performed.
• Use a computer to enter and retrieve information related to work assignments and record-keeping.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Methods, tools, and equipment used in the maintenance and repair of mechanical and electrical/electronic equipment.
• Operation, maintenance, troubleshooting and repair of pumps, motors, valves and other mechanical and electrical equipment.
• Principles of electrical circuits, process control systems, instrumentation, chemical analyzers and standard terms of the mechanical and electrical trades.
• Principles and practices of complex maintenance and repair programs including preventative, condition based, investigative, reactive and reliability-centered maintenance, root cause analysis, and equipment criticality rating.
• Safe work practices for all aspects of job related functions.
• The techniques and work practices required to accomplish effective mechanical, electrical, instrumentation and controls maintenance programs in an industrial continuous process environment such as a water and/or wastewater treatment plant.

Ability to:

• Perform multi-skilled work related to the troubleshooting and repair of mechanical and electrical/electronic equipment.
• On a continuous basis, know and understand operations, and observe safety rules, policies and procedures.  Intermittently analyze problem equipment; identify and locate equipment; interpret work orders; remember equipment location; and explain jobs to others.
• Intermittently, sit while studying or preparing reports; bend, squat, climb, kneel and twist when installing, repairing, and servicing equipment; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry weight of 50 pounds or less.
• Communicate clearly and concisely, both verbally and in writing.
• Be on-call evenings or week-ends; work unusual/prolonged work schedules as required by workload and during emergencies or seasonally-caused circumstances.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Independently and safely perform skilled mechanical and electrical/electronic maintenance and repair work on industrial continuous process equipment and systems such as in a water and/or wastewater treatment plant including gauges, motors, pumps, valves, switch gear, instrumentation, process analyzers, programmed logic controllers, SCADA systems, and low voltage (< 600V) electrical circuits and distribution systems.

EXPERIENCE AND TRAINING

Experience:

Two years of increasingly responsible experience performing multi-skilled maintenance and repair work similar to that of a Preventative Maintenance Technician I with the City of Roseville.  Apprentice level experience in both mechanical and electrical trades is required. Journey level experience in both mechanical and electrical trades is preferred.

Training:

Equivalent to completion of the twelfth (12th) grade, GED, or higher level degree, supplemented by the equivalent of half the course work to obtain an Associate’s degree in Mechatronics or similar multi-skilled degree. Course work towards a vocational degree from an accredited institution in mechanical, electrical, electronic, communications, networking, instrumentation and controls trades or a related field may be considered for equivalency.  Journey level experience in both trades may be substituted for the degree or certificate.

License or Certificate:

Possession of a valid California driver’s license by date of appointment.

CHIEF EQUIPMENT MECHANIC

$5,128 - $6,234/mo. + excellent benefits

DEFINITION: Under general supervision from the Public Works Manager, leads skilled and semi-skilled mechanics in the most difficult and complex vehicle and equipment maintenance and repair work; and personally makes the most complex mechanical repairs to automotive, diesel, and other power driven equipment. The incumbent exercises functional and technical supervision over lower level, equipment maintenance staff.

EXPERIENCE: Two years of increasingly responsible experience performing automotive and equipment maintenance and repair duties. EDUCATION: Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance, including specialized training in the maintenance and repair of gas and diesel powered equipment. LICENSES/CERTIFICATIONS:  Possession of a valid California Class “A” Driver’s License w/Tanker Endorsement.

ESSENTIAL FUNCTIONS: The incumbent must have the ability to:

• Lead, train, and assist journey level and semi-skilled mechanics; assign work to mechanics; assist the Fleet Maintenance Supervisor in the day-to-day supervision activities.
• Inspect, diagnose, and locate mechanical difficulties on City automobiles, trucks, and a variety of diesel and gasoline powered maintenance and heavy construction equipment.
• Use welding equipment, drill presses, metal brakes, metal shears, lathes, grinders, and a large assortment of other power and hand tools and measurement instruments required for journey level fabrication work.
• Overhaul, repair, and adjust engines, transmissions, differentials, clutches, pumps and valves, and heavy construction equipment hydraulic systems.
• Tune up engines, replacing electrical and electronic parts and cleaning and adjusting carburetors.
• Replace or repair faulty parts including wheel bearings, clutches, or oil seals, shock absorbers, exhaust systems, steering mechanisms, and related parts and equipment.
• Install, repair and replace two-way communication equipment in City-owned vehicles.
• Prepare and replace such components as generators, distributors, relays, lights, and switches.
• Assist in the purchasing of equipment maintenance parts and materials.
• Maintain work, time, and material records.
• Ability to use a computer and knowledge of computerized maintenance management programs.

WORKING CONDITIONS: Position requires prolonged sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. Incumbents may be required to lift, carry and/or push objects weighing 25 pounds or more. The position requires near and far vision when inspecting work. Incumbents work in all weather conditions, use cleaning and lubricating chemicals which may expose the employee to fumes, dust and air contaminants, drive motorized vehicles, heavy equipment and work around moving traffic and often works with constant interruptions. EXPERIENCE AND TRAINING GUIDELINES: A combination of experience and training that would likely provide the required knowledge and abilities is qualifying. The employee must have knowledge of tools, equipment, and procedures used in the overhaul, repair, and adjustment of gas and diesel powered equipment; operation and care of internal combustion engines, pump systems, hydraulic equipment; methods, materials, equipment and tools used in welding and fabrication work; operating and repair characteristics of a wide variety of City owned equipment; safe work practices; and principles of personnel supervision and training.  In addition, the employee must have the ability to lead and train skilled and semi-skilled mechanics; perform skilled welding and fabrication work; perform minor and major mechanical work on mechanical equipment; use a variety of tools and equipment with skill; perform advanced journey level equipment mechanic work including the troubleshooting of equipment for both major and minor repair work; work independently in the absence of supervision; and accurately determine mechanical repair needs and estimate the cost and time or repairs.

SUMMARY

Under general supervision, performs support work related to recreational programs, events, and activities; provides instruction and conducts classes/activities for program participants under the guidance and direction of higher-level staff; prepares buildings, fields, and facilities for scheduled activities or events; provides routine administrative support; and performs related work as required.

DISTINGUISHING CHARACTERISTICS

This is the journey-level classification in the Recreation Leader series responsible for performing the full range of recreation program class and activities support.  Incumbents are expected to work independently and exercise judgment and initiative.  Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  This classification is distinguished from the Recreation Coordinator in that the latter is responsible for all operational activities within an assigned program area, including serving in an ongoing lead capacity over program staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Management reserves the right to add, modifies, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

1. Conducts and monitors recreational program activities within one or more assigned program areas; performs tasks in accordance with rules, regulations, policies, and procedures.
2. Assists with the operation of recreation/sports camps or other large programs; provides instruction and conducts classes/activities for program participants under the guidance and direction of a program leader.
3. Monitors and enforces policies and procedures with respect to participant safety.
4. Inspects program areas and equipment and recommends maintenance and repair as needed.
5. Maintains records of participation and collects participant fees.
6. Assists in the planning and implementation of recreation program activities and classes.

ENVIRONMENTAL ELEMENTS
Incumbents work in both indoor and outdoor environments with moderate to loud noise levels.  May work in controlled temperature conditions, cold and hot temperatures, or inclement weather conditions.  Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.
 
WORKING CONDITIONS
Incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays. 
 
PHYSICAL DEMANDS

DISTINGUISHING CHARACTERISTICS

The Maintenance Worker I is the entry level class responsible for a wide variety of maintenance and construction tasks. This classification is alternatively staffed with Maintenance Worker II and incumbents may advance to the higher-level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class. The Maintenance Worker II is the journey level class responsible for a wide variety of maintenance and construction tasks. This classification is distinguished from the next higher classification of Senior Maintenance Worker in that the latter performance the more complex assignments and lead responsibilities.

SUPERVISION RECEIVED/EXERCISED

The Maintenance Worker I receives general supervision from a Public Works Supervisor. Incumbents of this class do not routinely exercise supervision.  The Maintenance Worker II receives general supervision from a Public Works Supervisor. May exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs maintenance, repair, construction, equipment operation and installation work in streets, water, sewers, refuse collection, parks and buildings.
• Streets: Breaks, removes, crack seals, hydropatches, and repairs surfaces; digs, shovels, hauls, loads and unloads materials; operates jack hammers, tampers, pavement breakers and other hand and power tools; rolls and irons asphalt; operates trucks, backhoes, rollers, pavers, street sweepers and other construction vehicles and equipment; assists in the installation and maintenance of City signs, road markings, striping and delineators; paints street lines and crosswalks; performs concrete sidewalk, curb, gutter and ramp installation and repair; installs, maintains and repairs street lights; installs shoring and trench plates; monitors underground service alert (USA’s) and marks when necessary; conducts street leaf pickup; mows roadsides.
• Water Distribution and Drainage: Constructs, maintains and repairs storm conduits, curbs, gutters and drainage facilities; installs, repairs and maintains water mains and lines; conducts maintenance at well sites; monitors pump stations; operates jack hammers and other tools and equipment; inspects tools and equipment for safety and mechanical defects; installs and repairs water service connections, meters and boxes; performs monthly meter reads; repairs, installs and tests hydrants; monitors USA’s and marks when necessary; operates trucks and other construction vehicles and equipment; locates and repairs leaks in water lines; cleans storm drains, flood control facilities and inlets; operates sewer camera and hydrovac.
• Parks and Buildings: Maintains lawns, shrubs, and trees; assists in spraying of herbicides and pesticides; cuts, sprays and removes weeds; clears brush and debris; assists with planting and maintenance of landscaped areas; installs, maintains, repairs and programs irrigation systems; cleans and maintains parks and city buildings; assists in the performance of minor carpentry, plumbing, electrical, painting and remodeling tasks.
• Solid Waste: Operates a variety of collection vehicles and equipment including front, rear and side loaders in the collection and transportation of residential and commercial refuse; drives to landfill site when vehicle is full and unloads material; evaluates and updates assigned routes; cleans, maintains and inspects assigned vehicles; maintains daily logs.
• Fills out reports and work orders; climbs or uses hydraulic aerial devices to top, trim, reshape, strip, treat and remove trees; operates airport fueling vehicles; responds to after-hours call-outs if assigned.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; may provide training to lower level staff; responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

The Facilities Management Division of the Public Works Department is seeking to fill two (2) overstrength Communications Installer positions. These positions are funded through June 30th, 2020, with an anticipated extension through fiscal year 2020-2021.

Under general supervision of the Senior Automotive Equipment Specialist, typical duties of the Communications Installer include installing 2-way radios into a variety of vehicles, including but not limited to Police vehicles and motorcycles, Fire department apparatus and other city department vehicles.

Installations are to be industry accepted best practices including the selection of proper wire sizing based on electrical loading, equipment placement with emphasis on serviceability, proper wire routing, proper power distribution, antenna placement, and grounding/power return.

The Communications Installer will also be responsible for the installation of intercom systems, emergency/warning lighting, vehicle electronics, computer equipment and terminals, antennas, and custom installations of non-standard equipment. This equipment is commonly used in emergency vehicles and municipal equipment.

This position requires the following knowledge and abilities in order to be successful in the position:

-  Knowledge and ability to install and diagnose the systems and equipment similar to the City’s Fleet including sirens, light bars, accessory lighting, FLIR devices, Tracking systems, timers, and the knowledge to interface with those systems when necessary.

-  Ability to follow verbal/written direction, read/ interpret schematics, schematic symbols, and wire diagrams.

-  Ability to accurately document all non-standard installations, complete necessary paper work, installation forms, and data entry in a timely basis.

-  Ability to work effectively and communicate with the vendors on interconnection and installation. May be required to diagnose issues when necessary.

-  Ability to work in a team environment on large projects working within established labor standards to meet project completion goals.

-  Data entry in a fleet database

The Communication Installer may be required to work on weekends and/or holidays when necessary.
