The City of Berkeley invites you to apply for the position of Associate Transportation Engineer in the Public Works Department!

The current vacancy is assigned to Measure FF and will function as a project leader and serve as a technical expert in the transportation engineering field with responsibility for administrative and technical work in transportation engineering, as well as for planning, design, and specifications.

Some key responsibilities include:

• Manage consultant teams, including scope development, task coordination, technical review of deliverables, schedule oversight, and ensuring projects meet Measure FF budget and performance expectations.
• Lead planning, design, and technical analysis for Measure FF safety, multimodal, and corridor improvement projects, ensuring compliance with engineering standards, MUTCD, Caltrans guidance, ADA/PROWAG, NACTO, and Vision Zero principles.
• Oversee project implementation and field coordination, working closely with Public Works Engineering and Transportation Division, other City departments, external contractors, and utility partners to ensure successful construction, installation, and close-out of Measure FF improvement projects.
• Support Measure FF financial and program management, including cost estimating, budgeting, resource planning, and contributing to capital planning, reporting, and accountability requirements tied to the ballot measure.
• Perform additional Traffic Engineering assignments as needed to support the Transportation Division, including traffic studies, safety reviews, support for council requests, and coordination on citywide multimodal initiatives.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and three years of increasingly responsible traffic engineering experience, one year of which was at a level equivalent to the Assistant Transportation Engineer class.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer as well as a valid California driver's license with a satisfactory driving record.

Progressively responsible related experience may be substituted for the college course work on a year for year basis. A master's degree in Transportation Engineering/Planning or a related field is desirable.

The City of San Jose Department of Transportation (DOT) is recruiting for highly motivated, technically skilled, public/community service-minded individuals to serve as an  Assistant Arborist. This position performs work of routine difficulty in assisting with the coordination and implementation of the City's Street Tree, Maintenance Assessment Districts, and Median Landscape Programs. The Assistant Arborist is responsible for the daily supervision of technicians, developing and implementing policies and practices that advance the goals of the City's Community Forest Strategic Framework and ensuring compliance with the sections of the City's Municipal Code as it relates to street trees and hardscapes in the public right-of-way. What You’ll Do
The Assistant/Associate Transportation Planner performs professional transportation planning work; conduct and review transportation impact studies; prepare plans, studies, and reports; and to do related work as required. 

Assistant Transportation Planner - The Assistant Transportation Planner is an entry level class in the transportation planning series. This class is distinguished from the Associate Transportation Planner by the performance of the less complex tasks and duties assigned to positions within the series including assignments in the fields of multi-modal transportation associated projects, master plans, specific plans, policies, and programs. Assignments are generally limited in scope and within the design and procedural framework established by higher level employees. However, as experience is acquired, the employee performs with increasing independence. Since this class is typically used as a continued training class, employees may have only limited work experience. This classification receives general supervision from the Parking Manager, or a higher-level position.

Associate Transportation Planner - The Associate Transportation Planner is a journey level class that performs duties relating to multi-modal transportation and associated projects, master plans, specific plans, policies, and programs. This class is distinguished from the Assistant Transportation Planner by the performance of the full range of duties as assigned including complex plans review, policy development, and advance report preparation. This position requires a high degree of independent judgment exercised on diverse and specialized assignments. It is further distinguished by its major program management responsibilities. This classification receives general direction from the Parking Manager, or a higher-level position. May exercise technical and functional supervision over lower-level staff as assigned.

Depending upon assignment, duties may include, but are not limited to, the following: 

• Review and analyze land development projects including but not limited to VMT, TDM, LOS, parking compliance and other transportation related issues.

• Assist the day-to-day operations of the City’s 3,000+ on and off-street public parking spaces in downtown San Mateo along with public parking spaces in other commercial areas such as 25th Avenue. Duties may include customer service for commercial parking areas, ordering parts for paid parking equipment, evaluating monthly permit parking programs and making policy recommendations, ensuring that signage in restricted parking areas is in good condition and correct for the restriction needed.

• Evaluate and make recommendations on technical aspects of transit planning, capital, or operating projects involving various transit modes such as rail, auto traffic, bicycle and pedestrian transportation and paratransit parking.

• Participate in the development of policies, procedures, and operational actions related to effective parking management, including periodic review of parking related policy issues such as rates, time limits, enforcement hours, loading zones, and other issues.

• Assist or lead in The City’s Residential Parking Permit Program and downtown parking permit program. Duties may include responding to resident inquiries, evaluating new RPPP program area applications, conducting parking occupancy studies, assisting in permit data analysis, establish new public/private lease agreements and participating in community meetings. 

• Provide recommendations resulting from the analysis of alternative transportation system improvements; forecast and prepare transportation capital improvement program project lists. 

• Assist in the compliance of the circulation element of the General Plan, and the City's component of any county or regional transportation plan; provide information and technical support necessary for the development of the City's Transportation Demand Management program. 

• Prepare and/or review reports and studies related to the functioning, improvement and impacts on the transportation system. This may include the evaluation of alternative network improvements and the impacts of proposed or forecasted land development projects.

• Provide support for grant-funding to deliver transportation capital improvements projects, in coordination with Caltrans, San Mateo County Transportation Authority, Metropolitan Transportation Commission, and other agencies; identify and pursue grant funding opportunities in support of transportation related goals for the City.

• May review and check the work of subordinate personnel on specific projects for technical accuracy. May obtain consultants and manage consultant contracts.

• Work with other jurisdictions, congestion management agencies, citizens, business, or professional organizations as necessary. 

• Assist other sections, divisions, or departments on matters related to transportation planning. 

• Develop requests for proposals for parking services, equipment, and technology in coordination with the Police Department. 

• Prepare administrative reports and make presentations to the Sustainability and Infrastructure Committee, City Council, various committees, and advisory boards as directed. 

• Research and draft ordinances and policy for review. 

• Prepare initial studies; coordinate the preparation or review of environmental impact reports; participate in coordinating City planning activities with outside departments. 

• Collect, record and summarize statistical and demographic information; establish and maintain a comprehensive database.

As part of an interdisciplinary team and under general supervision, this role involves managing and executing high-level, specialized projects. Responsibilities include planning, developing, and implementing countywide programs and policies, particularly those related to C/CAG initiatives. The role demands providing expert-level analysis and technical support on related legislation, along with overseeing a range of complex C/CAG programs and projects. The Senior C/CAG Transportation Program Specialist is the lead or specialist level class in the C/CAG Program Specialist Series. In the lead assignment, incumbents provide direction to C/CAG Program Specialist I/II staff, including assigning, directing, and reviewing their work. At this level, incumbents may provide supervision and leadership on a project or program basis to consultants/contractors, volunteers, and other staff including assigning, directing, and reviewing the work of professional staff. In the specialist assignment, incumbents work on dedicated projects or the largest, most visible, complex, and political assignments within the program. 

 

This position will support key program areas, including airport land use compatibility planning, transportation demand management (TDM) policy, community-based transportation planning, and active transportation (bicycle and pedestrian) programs.

 

The ideal candidate will possess the following knowledge, skills, and abilities:

• Self-starter who has demonstrated the ability to independently perform the full scope of required duties.
• Familiarity with making presentations and recommendations to governmental agency boards, commissions, and committees.

Education: A bachelor’s degree in Transportation Planning, City/Regional Planning, Traffic Engineering, Environmental Policy or Studies, Civil or Environmental Engineering, Political Science, Public Administration, or a closely related field. A master’s degree is preferred but not required.

Knowledge of:

• Principles and practices of transportation planning, city/regional, and environmental planning or environmental science, engineering, financing and/or policy.

• Research methods and techniques, including conducting or participating in planning studies.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Communications/City Clerk department will make the hiring decision.

The Engineering & Program Delivery Division:

This division is responsible for the design and construction of all capital projects and infrastructure required to provide a safe, reliable and efficient transportation system for Santa Clara County. These responsibilities include program and project management, design development, engineering management, project controls, construction management and turnover of various projects that are part of VTA's rail, facilities and highway transportation improvement programs.

This division is also responsible for the implementation of the projects identified in the 2000 Measure A Program, which includes the planning, design, and construction of the Eastridge to BART Regional Connector, that connects light rail system to  regional transit systems.

Under general direction, the Transportation Engineering Manager manages staff engaged in a variety of activities, such as the planning and design of transportation systems and facilities, administering large capital budgets, including supervising consultant services; and performs managerial and administrative duties.
 

Distinguishing Characteristics

A position in this classification has direct responsibility for project management and development of VTA projects. This position supervises VTA and consultant staff including mentoring and advising staff, administers large project budgets, and is responsible for projects that range widely in level of complexity, involving management of VTA staff and multiple professional planning, engineering and/or architectural agreements.

Essential Job Functions:

Typical Tasks

• Plans, organizes, and directs the work of professional and technical employees involved with the planning, design, construction, and support of activation of transportation systems including guideways, roadways, systems elements, and other transit facilities;
• Mentors and advises subordinate engineers in the area of career development, rotating section assignments, monitoring training, and related professional growth opportunities;
• Supervises the preparation of resolutions, agreements, and other legal documents and the coordination of legal assistance;
• Confers with staff to establish procedures and design standards and assures that the quality of work performed and professional standards are maintained; and reports to management regarding problems or any necessary process improvements;
• Provides final review of plans, specifications, reports, and other documents prepared by subordinates or outside parties;
• Prepares, reviews, and approves detailed correspondence, reports, and agreements;Confers with VTA management and others in matters pertaining the Division's business plan and other issues;

Minimum Qualifications:

Employment Standards

Development of the required skills, knowledge and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in engineering and six (6) years of increasingly responsible experience in engineering with experience with transportation systems or projects, including at least one year of experience at the Senior Transportation Engineer or comparable level for a transportation agency, public works department, public agency or similar organization.
 

Registration as a professional engineer or professional architect in the State of California is required at the time of appointment.

DEFINITION

Responsible for the day-to-day responsibilities related to municipal traffic operations within the Town of Danville. Perform a variety of professional and technical level traffic and transportation engineering tasks, including traffic system planning, design and operation, and traffic control systems.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Transportation Manager.  May exercise supervision over additional professional, technical and/or support staff as assigned. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Conduct technical and administrative work in the functional areas of traffic operations, Downtown area, residential parking, and transportation planning and design.
• Manage the Town’s traffic signal and traffic control devices network in conjunction with the Transportation Manager.
• Serve as the public interface for matters related to traffic safety and circulation; develop and implement solutions with creative and professional use of acceptable traffic engineering standards. 
• Prepare traffic studies related to local traffic circulation and review traffic studies generated through the development review process, as directed.
• Review civil and public improvements plans for transportation related infrastructure.
• Review collision reports and prepare and maintain collision diagrams.
• Conduct and maintain Traffic and Engineering Surveys.
• Review and comment on traffic signal plans and assist with oversight of traffic signal construction and modifications, as directed.
• Work in collaboration with traffic signal maintenance personnel to manage and troubleshoot issues related to traffic signal operations/equipment and electronic traffic control devices.
• Monitor traffic signal network operations through the Town’s centralized traffic signal monitoring system.
• Serve as project manager for transportation-related Capital Improvement Projects and studies, as directed.
• Conduct special research projects, including compiling and analyzing information; develop recommendations on courses of action; deliver concise, effective presentations to the Town Council, Town Commissions and members of the public.
• Coordinate with Police Department personnel to respond to public concerns related to traffic safety and circulation and parking.
• Provide staff support to other departments, boards, and commissions as directed.
• Coordinate with regional transportation agencies on transportation projects and funding opportunities, as directed.
• Maintain current program content on Town websites.
• Prepare and manage professional services contracts.
• Research and stay current on traffic engineering and transportation planning regulations, practices and technology.

QUALIFICATIONS

Knowledge of:

• Fundamentals of traffic engineering inclusive of multi-modal transportation applications and practices.
• Signs and pavement markings standards; intersection and roadway capacity practices; intersection design; residential street design and traffic control.
• Transportation impact study elements and preparation processes; traffic signal operations; on‑ and off‑street parking standards; traffic control devices; and pavement management.
• GIS, AutoCAD, Bluebeam, Microsoft Office and general software applications.
• Traffic engineering-related software such as Synchro/SimTraffic, HCS, and Crossroads is preferred.

Ability to:

• Interpret plans and specifications; some GIS knowledge.
• Research and stay current on traffic engineering and transportation planning regulations, practices and technology.
• Prepare clear and concise written reports and correspondence, deliver presentations before the Town Council and members of the public, and facilitate meetings.
• Design and review traffic control plans.
• Establish and maintain effective professional working relationships with fellow employees and outside agencies in a team approach and the public.
• Work a varied schedule, including evenings and/or weekends, as needed.

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Five (5) years of increasingly responsible full-time experience or eight (8) years of part-time experience in traffic engineering, or closely related field, including drafting, surveying, and other specialized traffic training, licensure, etc. Background in transportation, planning, transportation engineering, or public administration in a community development environment is desirable. Public sector experience preferred. 

Education:

An Associate degree in transportation planning, transportation engineering, or closely related field. 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire. Professional Engineer, Professional Traffic Operations Engineer, or California Traffic Engineers license is preferred. Valid Construction Zone Safety Certification. Valid Signs and Markings Certification.
