PARAPROFESSIONAL TEMP - INTERN

THE ROLE AND PROJECTS:
Reporting to the Economic Development Program Manager, the Intern will be engaged in project-based work to advance key economic development strategic initiatives.  Examples of the work include, but are not limited to the following:

• Implement tasks outlined in the San Rafael Economic Development Strategic Plan.
• Develop a business support communications plan in collaboration with business support partners.
• Support Division Manager to activate outreach to businesses.
• Learn and assist with contract management.
• Evaluate resources available to various business groups through an equity lens.  Research strategies for business support for underserved sectors in San Rafael.
• Support activation of the Downtown San Rafael Arts District Strategic Plan.
• Administrative tasks as assigned.

HOURS, COMPENSATION & BENEFITS:
This position will work approximately 12-20 hours per week.  The candidate will have hands-on learning and work experience at San Rafael City Hall and outreach in the community.

This is a temporary position and hours worked may not exceed 1,000 hours in a fiscal year (July 1 thru June 30).

In accordance with the salary resolution, this position receives no benefits with the exception of Paid Sick Leave and a retirement plan.  

• Temporary employees are entitled to receive sick leave in accordance with California's Paid Sick Leave Law (AB 1522).
• Participation in a retirement plan is mandated by Federal Law and you will be enrolled in the Public Agency Retirement System (PARS):
  • Employee contributes 3.75% of salary
  • City of San Rafael contributes 3.75% of salary

Role Description

This is a full-time, on-site role for a Director of Finance located in Boulder Creek, CA. The Director of Finance supervises, oversees and manages the activities and operations of the Finance Department including financial reporting, general accounting, purchasing, warehousing and inventory control; budget preparation, accounts receivable, accounts payable, payroll, debt administration, revenue management, administration of invested funds and performs other related duties as required.

Qualifications – Demonstrated Knowledge and Performance in the Following Areas

• Principles and practices of financial analysis.
• Principles and practices of public agency finance, including general and governmental accounting, auditing, and reporting functions.
• Fundamentals of investment management, monitoring of assets, and required reporting.
• Cash flow management and financial projections for planning and decision-making.
• Advanced accounting and financial reporting systems.
• Advanced principles and practices of public agency budget development and administration and sound financial management policies and procedures;
• Principles and practices of effective management and supervision including planning, organizing, reviewing work, and training and evaluating staff.
• Computer applications related to accounting, budgeting, and fiscal management.
• Principles, practices, and trends of public and business administration.
• Applicable Federal, State, local, and district laws rules, regulatory codes, ordinances, and procedures relevant to the assigned area of responsibility;
• Strong communication, organizational, and leadership skills
• Experience in the water utility industry is a plus
• Knowledge of California water utility regulations and laws is a plus

Education, Training and Experience

• Bachelor's Degree in Accounting, Finance, Business or related field
• 5+ years of progressively responsible experience in finance, accounting, or auditing preferably in governmental/ municipal agency

The Accounting intern performs routine and/or general assistance tasks with variable difficulty. This assignment is to work within the finance department. The City of Patterson is seeking to fill one (1) part-time vacancy for a Facility Attendant in the Recreation Department and to establish an eligibility list.

Duties include, but are not limited to: under direct supervision, performs a variety of facility related tasks to ensure effective operations at the Recreation and Community Services Complex and related facilities and parks. Prepares facilities for use; works with users during events; provides set-up and arrangements for classes, meetings, and public and private events; registers participants for recreational programs; assists with cleaning and maintaining of Community Services' facilities including removing and disposing of trash, sweeping, and mopping of floors.  Provides staff support for recreation events and programs. 

This is a part-time position with hours up to 19 hours per week.  Must be available to work nights and weekends with varying shifts and schedules.

THE POSITION:
This extra-help, non-benefited position provides excellent customer service while performing a variety of professional all ages library services, including reference, reader’s advisory, collection development, event planning, outreach, digital literacy training for the public, and performs related work as assigned as replacement for regular staff who are on vacation or ill. TYPICAL TASKS include, but are not limited to:

• Provides general reference and reader’s advisory services
• Explains library policies and procedures to patrons and staff

• Conducts reference searches using a variety of database, online, and other search techniques
• Helps to maintain and select the addition of books, reference materials, CD’s, DVD’s, electronic media, and other library materials

• Assists in and/or directs the preparation of exhibits and the organization and presentation of a variety of programs and events, as well as forming community partnerships for co-events
• Leads book discussion groups
• Promotes the Library out in the community, at schools, and events, and provides written outreach through community publications as well as press releases and other promotions; may represent the Library in meetings with the community or special interest groups
• Helps to maintain social media connectivity to the library public.
• Works collaboratively with staff, the community and special interest groups.
• The Librarian II performs all of these tasks but at a more difficult, higher level. May serve as Person-in-Charge when Branch Manager is absent.

MINIMUM QUALIFICATIONS:
 
Education and Experience: Master of Library and Information Science (MLIS), Master of Library Science (MLS), or Master of Science in Library Science (MSLS) degree from an accredited college or university. The Librarian II requires two years of appropriate professional experience working as a professional librarian, preferably in a public library. Must have a valid California driver’s license. Spanish bilingual skills are preferred.
 
 SALARY RANGES:            Librarian I -   $36.09/hour to $37.92/hour
                                             Librarian II - $37.90/hour to $39.82hour

The City of Thousand Oaks is seeking a Purchasing Supervisor to join our team!

We are seeking a collaborative and results-oriented Purchasing Supervisor with excellent communication, strong technical experience, and effective leadership skills to join our Finance Department team. The Purchasing Supervisor manages the Purchasing and Municipal Services Center (MSC) warehouse functions for the City. With an emphasis on customer service, this position ensures material and service requirements are met in a timely, efficient, effective, and ethical manner. The ideal candidate will be an energetic problem-solver, ready to embrace challenges with creative solutions and advancements in technology.

The ideal Purchasing Supervisor candidate is a flexible and enthusiastic individual who can develop, mentor, and build relationships with team members and across the various departments they serve. The Purchasing Supervisor guides a team of six staff members located at three different City facilities.

The Purchasing Supervisor provides technical support, information, and assistance for purchasing materials, supplies, and services to all City Departments. The successful candidate will interpret, explain, and diplomatically enforce compliance with City procurement policies and procedures and all Federal and State rules and regulations. This position works closely with the Public Works Department and the Finance Department’s Accounting and Information Technology Divisions. Primary Responsibilities:

• Administers formal and informal bidding and Request for Proposal (RFP) processes; assists departments with preparation and review of RFP and bid documents; ensures development of a competitive product specification; ensures all federal, state, and local laws are met; evaluates bids against specifications and per City code, laws, and established policy.
• Oversees and administers the City’s Cal Card Program; opens and closes accounts; conducts training sessions for new cardholders; monitors payments of invoices and types of purchases; audits cardholder statements; reviews vendor activity reports quarterly to determine if better pricing could be obtained through competitive bidding; prepares reports for Finance Director regarding card use.
• Oversees, monitors, and utilizes the purchasing website to solicit bids and review vendor activity; evaluates the vendor list to ensure integrity and accuracy of list; ensures all active vendors are registered; maintains solicitation to keep all data current.
• Oversees and manages vendor information and payment system entry including W9 processes and procedures.
• Oversees the activities for the MSC warehouse including the effective management of inventory and annual inventory count process.
• Maintains and updates a variety of manuals including purchasing manual and Cal Card administrative manual.
• Maintains current knowledge of new trends and innovations in the fields of purchasing and inventory management; attends and participates in professional group meetings; participates in professional development activities.
