The Sewerage Agency of Southern Marin (SASM) is a joint powers authority (JPA) that provides wastewater collection, treatment, water reclamation, and disposal for 30,000 Southern Marin residents. The City of Mill Valley, a member of the JPA, provides staff for SASM. Staff are hired by the City and operate under the Department of Public Works.

ABOUT THE POSITION:

Under the general direction of the Chief Treatment Plant Operator, the Treatment Plant Operator conducts work performed in the Wastewater Treatment Plant, including maintenance of the plant, sewage lift stations, trunk sewers, and out fall.

Examples of Essential Duties (include but are not limited to):

• Operate and adjust all unit operations in the treatment plant to ensure smooth and efficient operation.
• Record/collect, calculate, interpret, and report data.
• Collect samples, troubleshoot and address operational and mechanical issues.
• Conduct minor preventative maintenance including equipment inspection, internal and external cleaning, oil and grease changes or replenishment, adjustments, etc.
• Identify and request repairs or improvements as needed.

Operations and Maintenance Superintendent

The Operations and Maintenance Superintendent (O&M Superintendent) oversees all aspects of wastewater conveyance system operations and maintenance. This position reports to the Operations and Maintenance Manager and supervises and directs assigned staff.

Under the direction of the Operations and Maintenance Manager, the Operations and Maintenance Superintendent is responsible for managing the daily operations of the District wastewater collection and conveyance system, maintenance on infrastructure such as cleaning of gravity lines, operation and maintenance of pump stations, inspection and testing of air valve assemblies, customer service calls requiring field personnel response, overseeing the Computerized Maintenance Management System (CMMS) of the Operations and Maintenance Department.

Licensing, Certification, and Registration Standards: 

• Must possess and maintain a valid California Class C Driver’s License with a satisfactory driving record and insurability under the District’s vehicle liability insurance coverage.

Performs standby duties for water and wastewater treatment facilities on a routinely scheduled basis. • Enforces rules, regulations, policies, and procedures relating to the operation of the water treatment system and waste discharge requirements prescribed in all applicable sections of the Clean Water Act and the California Water Code.

Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

Working Conditions:

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, crawling and making repetitive hand movement in the performance of daily duties. The position also requires near and far vision when inspecting work and performing maintenance on assigned equipment. The position requires the need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more. Additionally, the incumbent in this position may be exposed to biohazards and a variety of working conditions, including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, which may expose the employee to fumes, dust and air contaminants. Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Chief Utility Operator -Water Treatment. A typical way of obtaining the required qualifications is to possess the equivalent of four years of experience in the operation, mechanical maintenance and repair of water treatment systems, at least two of which were while in possession of a Grade III Water Treatment Plant Operator certificate, and possession of a high school diploma or equivalent with 24 continuing education credits needed to renew certification.

Training:

A Bachelor’s degree from an accredited college or university, preferably with major course work in business administration, public administration, economics, engineering, mathematics or a related field.

License or Certificate

Position Description

The Water Conservation Specialist performs water conservation duties, involving water use calculations and analysis.

Distinguishing Characteristics

The Water Conservation Specialist I is the entry level classification whereas the Water Conservation Specialist II is the journey level classification that establishes water allocations for the more complex accounts and implements water conservation programs, performs various ordinance compliance inspections, performs interior and exterior water consultations and participates in and implements landscape water management and other conservation programs.  On a training or emergency basis, the Water Conservation Specialist I may be assigned more complex water conservation duties normally performed by the Water Conservation Specialist II.

Water Conservation Specialist II:

• Performs analysis of complex water uses, problem accounts, and major residential and non-residential customers;
• studies and reviews various landscape, grading and irrigation plans for compliance with District ordinances;
• analyzes complex water use problems and makes recommendations as to their resolution; 
• performs field inspections for installation of water saving plumbing fixtures and landscape/irrigation components;
• reviews and analyzes consumer’s water use records, and establishes annual water budgets;
• compiles and analyzes statistical data.

THE POSITION

DEFINITION

To organize, assign, and review the work of assigned personnel engaged in electric operational technology systems, including analysis, design, implementation, and maintenance of electric utility real-time control systems within the Electric Department; and to perform a variety of technical tasks relative to assigned area of responsibility.

SUPERVISION RECEIVED AND EXERCISED

• Receives general direction from the Electric Technology Systems Administrator.
• Exercises direct supervision over assigned professional and technical personnel.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Recommend and assist in the implementation of goals and objectives; establish schedules and methods for electric utility operational technology systems; implement policies and procedures.
• Plan, prioritize, assign, supervise and review the work of staff involved in the installation, configuration, and maintenance of operational technology systems and applications, including but not limited to the Supervisory Control and Data Acquisition (SCADA) System, Outage Management Systems (OMS), Generation Turbine Control Systems, and Generation Distributed Control System (DCS),.
• Oversee the design and implementation of operational technology systems architecture to ensure system reliability and availability, including system redundancies, backup and recovery plans, and access controls.
• Design and implement system communication networks and related telemetry settings, such as communications between SCADA master stations and substation field devices.
• Analyze and support real-time data acquisition technologies, such as distribution and generation control system software, OSISoft PI and other control system historian applications.
• Manage technology infrastructure for real-time data exchange with other entities such as Balancing Authority of Northern California (BANC) and Western Area Power Administration (WAPA).
• Design and manage real-time control system interfaces connecting with other electric operational systems and related enterprise systems.
• Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
• Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
• Establish and implement policies and system designs to be in compliance with cyber security standards of   the North American Electric Reliability Council (NERC) and industry best practices.
• Supervise hardware and software systems support for sophisticated training, asset and work order, outage tracking, and related work management applications; support and maintain operational technology systems at generation and distribution facilities including substations, dispatch center, power plants, warehouse and operation buildings.
• Build and maintain positive working relationships with co-workers, other City employee and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Principles and technical methodologies related to the development, design, implementation, analysis and maintenance of computer systems and applications related to operating and control systems in a utility environment.
• Principles of industry real-time control system architecture and security best practices.
• Principles of system redundancy and recovery technologies.
• Principle of operational technology system network design, development, and maintenance.
• Principles of computing technologies, such as Window Operating Systems,
• Familiar with industrial communication protocols such as DNP, Modbus, TCP/IP and ICCP.

EXPERIENCE AND TRAINING

Experience:

Three years of performing professional duties related to electric systems operations, including analysis, design, implementation, and maintenance of electric utility computer based systems.

OR

Three years of increasingly responsible experience providing support to electric utility operating and control computer systems similar to the responsibilities of an Electric Technology Systems Technician with the City of Roseville (performing responsible technical duties in support of electric utility computer operational and control systems, including Supervisory Control and Data Acquisition (SCADA) and Distributed Control System (DCS); and analyzing, designing, programing, testing, installing, and maintaining a variety of electric utility computer systems).

AND

Training:

A Bachelor’s degree from an accredited college or university, preferably with course work in computer science, information systems, engineering, or a related field.

License or Certificate:

Possession of a valid California driver’s license by date of appointment.
