Yuba County is currently accepting applications for the position of Child Support Specialist I/II within the Department of Child Support Services.  Performs a wide variety of child support duties consisting of maintaining a caseload; reviewing cases and payment records for compliance and initiating remedial steps to assure compliance; locating and interviewing custodial and non- custodial parents and others to elicit factual information for the purpose of establishing child support obligations, including determining the ability to pay and resolving payment problems and enforcing child support law s; arranges for support payments when possible; prepares cases for court hearings as necessary; and performs related work as required. Positions in this class are flexibly staffed and are normally filled by advancement from the Child Support Specialist I level if incumbents have met the minimum qualifications and have demonstrated the ability to perform the responsibilities required at the higher performance level.

This position reports directly to a Child Support Supervisor. Incumbents have discretionary ability to obtain highly confidential information from a wide variety of sources, which must be used only for business purposes. Misuse of such information is subject to criminal and civil action.

The Position

The City of Fremont, Human Services Department - Billing Unit is looking looking for candidates who are eager and interested to learn and grow their finance and billing skills and be part of a dynamic customer service oriented team. Under direct supervision of the Management Analyst II, the Human Services Billing Unit Accounting Specialist I will work as part of a billing team and also across the various department divisions. This position is responsible for assisting in the billing process of our Medi-Cal programs through the use of our new electronic health record system and other county, state and

funder based billing systems. Our department provides an array of counseling and case management services to children, youth, seniors and families across the Tri-City area. The Billing Unit is tasked with ensuring that our services are billed to the appropriate sources. The Billing Unit is committed to providing an engaging and supportive work environment, where staff are cross trained, have opportunities to work independently, and learn specialized skills.

Advancement to level II requires gaining the knowledge, skills, and experience that meet the qualifications and demonstrating the ability to consistently perform the work of the level II classification.

Examples of Job Duties

• Perform financial, accounting or statistical office support duties including producing invoices and billing of services, accounts payable, accounts receivable and purchasing functions.
• Reconcile service billing to actual service provision. Billing can be done electronically or manually.
• Provide a variety of financial, accounting and auditing office support duties in the preparation, maintenance and processing of accounting and financial records.
• Issue receipts and balance accounts on a regular basis.
• Record or post information, data or figures.
• Maintain a variety of manual and automated records.

General Description

As a Mental Health Counselor in the Human Services Department, incumbents will provide a full range of culturally responsive intake assessments, individual, family and group counseling, and crisis intervention services to enhance the mental health of those in need.

The Counselor is part of a larger Human Services team that includes psychologists, nurses, social work case managers, a family partner (peer support specialist), substance use disorder intervention specialists, and interns. Counselors receive continuous clinical training, consultation and professional development opportunities and receive supervision from a Clinical Supervisor.

The current vacancies are for 2 full-time benefitted positions in the Aging and Family Services (AFS) Division, working primarily with Asian American and Pacific Islander (AAPI) older adults.

Examples of Duties

• Conduct intake assessment which includes, psycho-social functioning, family and peer relationships, cultural/language needs and family strengths; develop care plans that respond to the individual’s or families’ values and strengths.
• Establish clinical diagnoses and identify list of problems and needs.
• Provide individual, family and group counseling to enhance clients’ mental and emotional health, social functioning and independent living skills, using a variety of therapeutic and counseling techniques.
• Provide therapy and supportive services to individuals /children and families from varying cultural backgrounds.
• Coordinate care plan.
• Link clients to available social services, educational and medical resources as appropriate.
• Comply with City, state, county, funders and agency’s policies and procedures, legal and ethical standards, quality assurance goals and audit requirements.
• Prepare correspondence and reports on treatment histories, progress and other matters related to the client’s treatment.
• Write and maintain clinical records following City and Funders’ guidelines. Attend quality chart review, case consultation meetings.
• Meet and maintain billing goals on a monthly basis.
• Attend required agency meetings and professional training.
• Attend community meetings, participate in task forces and committees as assigned.
• Conduct classes and give presentations to community organizations as assigned.
• Conduct services where client is most comfortable and are most appropriate including office-based sessions, field based, hospital, telehealth, school and home-based sessions.
• May provide clinical supervision to entry level interns or trainees, training and assistance to other staff or volunteers.
• Utilize departmental electronic health record and billing system MyEvolv.
• May be required to work other than business office hours.

This position performs a variety of work in the monitoring of county, state and federal detainees and maintains the security and safety of inmates and staff.

WHAT YOU’LL DO

• Performs booking procedures, including receiving, booking and assigning prisoners to cells; performing body searches; fingerprinting, and photographing prisoners, etc.
• Maintains custody of prisoners’ private property.
• Maintains the safe and orderly operation of the County jail facility; monitors security cameras and door warning lights; screens and monitors visitors. Inspects all of inmates’ incoming and outgoing mail and telegrams.
• Inspects facilities regularly.
• Monitors the condition and activities of prisoners.
• Prepares prisoners for court appearances; provides transportation as necessary.
• Administers First Aid in emergency situations.
• Performs general office work, including but not limited to entering computer data, copying and filing documents, etc.

The Administrative Aide provides a variety of responsible office support activities to the department, provides customer service, information, and assistance at the public counter and on the phone, answers and refers emails to the appropriate team members, collects materials for and collates application packets and report materials, maintains digital and paper forms, accepts plans for review, and performs a variety of editing, filing, composition, promotional, and programmatic support duties. 

This position is a working level civilian class in law enforcement, performing a variety of non-sworn duties in support of law enforcement activities.  Incumbents may perform civil, code enforcement, and criminal services including a variety of routine to more complex non-sworn law enforcement and crime prevention work including patrolling assigned areas, answering calls for service and complaints, serving civil papers, providing court room security; and enforcing local ordinances related to public safety and welfare.  As a County Services Officer he/she will enforce Division 14 of the Agricultural Code of the State of California and enforce the County ordinance governing the animal and rabies control program, in an effort to maintain public safety and welfare.  This position is scheduled for forty (40) hours per week. 

WHAT YOU’LL DO

• Enforce Title 8 of the County Code and Division 14 of the California Agricultural Code pertaining to animal control and treatment.
• Prepares various reports and case files on investigations, issues citations and warnings for violations of ordinances; files charges with District Attorney as appropriate; testifies and presents evidence in court.
• Works with other law enforcement agencies in matters related to the investigation of crimes and apprehension of offenders. 
• Process and serve documents involved in civil actions including summons, complaints, claims of plaintiffs and orders; declarations and orders of examinations, Notice of Entries of Judgments, civil and criminal subpoenas, Notice to Vacate Premise and process writs of execution including the preparation of orders for wage garnishment.

This position is responsible for providing library services to youth in residence at the Sonoma County Juvenile Justice Center and has system-wide oversight of reentry services for youth and adults. THE POSITION:

This position will have functional responsibility for providing library services to youth in residence at the Sonoma County Juvenile Justice Center, including programming, circulation, materials maintenance, and oversight of the on-site library space at the Juvenile Hall facility. The position will also oversee the Jail Librarian’s contract with the Sherrif’s Office and will provide educational and vocational support to transitional youth and adults at the Central Santa Rosa Library and through outreach activities. Provides technical and functional direction and training to support staff, and coordinates participation by branch staff in offsite outreach assignments.

TYPICAL TASKS include, but are not limited to:

• Participates in budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for budget items; monitors and controls expenditures; performs grant-writing activities for assigned specialized area.
• Provides assistance to and advises patrons in the effective use of Library collection, facilities and services; demonstrates the use of library resources, tools, equipment, and electronic reference sources; assists with digital downloads.
• Provides countywide leadership for individuals reentering society post incarceration. 
• Performs outreach and partners with community organizations to expand programs and services for transitional youth and adults reentering society; informs community members and organizations about library services, programs, and collections to generate public support for library and fundraising efforts.
• Takes the lead in anticipating changes in community needs and changing technology and information services, and plans how to address needs and implement changes.
• Schedules and conducts literacy enrichment programming.
• Selection, cataloguing, processing, and maintenance of the collection and materials at both the Central Santa Rosa Library and the Juvenile Hall facility.
• Provide librarian services to patrons at Central Santa Rosa Library and Juvenile Hall staff and youth in custody – reader’s advisory, basic reference, educational support, research, and literature appreciation.
• Maintains accurate records and submits regular reports to supervisors at Sonoma County Department of Corrections and Sonoma County Library.
• Collaborates with Juvenile Hall faculty, therapists, and correctional staff to support care plans and goals for youth in custody.
• Acts as the Person-in-Charge, including making responsible and appropriate decisions based upon patron and unit needs.

MINIMUM QUALIFICATIONS:

Education and Experience: Master of Library and Information Science (MLIS), Master of Library Science (MLS), or Master of Science in Library Science (MSLS) degree from an accredited college or university; four (4) years of experience as a professional librarian. Must have a valid California driver’s license. Must comply with Sonoma County Probation Department training and security checks, including fingerprinting. Spanish bilingual skills are strongly desired.

SALARY RANGE:               Librarian III - $42.30/hour to $52.83/hour

The County of Yuba is actively recruiting to fill current vacancies and establish an employment list for the position of Public Safety Dispatcher within the Sheriff’s Department.  The incumbent receives 9-1-1 system sheriff, fire, medical emergency and rescue calls; dispatches sheriff, fire and medical personnel following established procedures; maintains communication with officers in the field to ensure safety and provide back-up and information; provides relief coverage for the records unit; and performs related work as assigned. These classifications require shift work and the ability to make decisions and act appropriately in stressful situations. The work also involves interdepartmental cooperation with various public safety agencies located throughout the County to coordinate the most effective response to requests for assistance from the public.
