The County of Yuba is currently recruiting for the position of Public Health Nurse Intern, Public Health Nurse I/II in the Health and Human Services Department. This position provides the full range of public health nursing services in homes, clinics, schools and community centers that include: education, assessments, clinical services and communicable disease control and prevention. Public Health Nurses are assigned to specific programs such as; Maternal, Child and Adolescent Health, California Children’s Services, Child Health and Disability Prevention, Foster Care and communicable disease control. Performs related work as assigned.

Public Health Nurse Intern is a recruiting and training level class established to qualify candidates for duties as a PHN I/II in Yuba County Health & Human Services Department. Under close supervision, incumbents learn and perform a variety of public health nursing duties in assigned program areas while pursuing a Public Health Nurse Certification.

Public Health Nurse I is the entry level in this class series. Initially under close supervision, incumbents learn and perform a variety of public health nursing duties in assigned program areas. As experience is gained, assignments become more complex and are performed under more general supervision. This class is flexibly staffed with the PHN II and incumbents may advance to the higher level after gaining experience, qualifications and demonstrating proficiency which meet the requirements for the higher level class.

Public Health Nurse II is the journey level in this class series, fully qualified to provide public health nursing services for complex cases and to review the work of para-professional or support staff assigned to a nursing team.

About Public Health : Yuba County Public Health nurses work with individuals, families, and the community in a holistic way. The Social Determinants of Health and the 10 Essential Public Health Services heavily influence our programs and initiatives. This may look like applying fluoride varnish to a child, helping a new mother learn how to breastfeed, assisting a father who is worried about his one year old child’s developmental status and managing a caseload of medically fragile children, children in foster care or developing programs to assist the community achieve wellness.

THE POSITION

DISTINGUISHING CHARACTERISTICS

This is the journey level class in the Refuse Maintenance Worker series and is distinguished from the I level by the ability to perform the full range of duties assigned, with only occasional instruction or assistance as unusual or unique situations arise.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from a Refuse Supervisor, receives technical and functional supervision from a Senior Refuse Truck Driver.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Maintain and repair refuse collection bins, including cleaning, painting, and making structural repairs such as replacing and/or fabricating wheels, castors, lids, and gate pins.
• Inspect refuse collection vehicles and perform light maintenance as needed; steam clean refuse collection trucks.
• Drive a bin truck and deliver refuse collection containers to new residential and commercial customers/units; exchange bins or cans as needed.
• Clean up waste spills, fluids, glass, and trash at various locations.
• Fill out and submit required forms.
• Assist Refuse Truck Drivers on residential and commercial routes, as necessary.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Uses and purposes of general mechanical tools and equipment; safe work practices.
• Methods, techniques, tools and operating characteristics of mechanical equipment used in the maintenance and repair of refuse collection equipment.

Ability to:

• Learn to perform unskilled and semi-skilled tasks related to a variety of refuse equipment maintenance activities; perform heavy physical labor.
• On a continuous basis, know and understand operations, and observe safety rules.  Intermittently analyze problem equipment; identify and locate equipment; interpret work orders; remember equipment location; and explain jobs to others.

Experience:

Two years of increasingly responsible experience performing maintenance and repair work of refuse collection equipment similar to that of a Refuse Maintenance Worker I with the City of Roseville.

Training:

Equivalent to completion of the twelfth (12th) grade, GED, or higher level degree.

License or Certificate:

Possession of a valid California Class B driver’s license, with airbrakes by date of application.

Under general supervision, the Communications Officer, as a member of the Police Department, transmits and receives information over the police and public works radio system; dispatches routine and emergency calls for service; types, records, and files information; handles emergency and non-emergency telephone calls utilizing complex technical aids, such as computer aided dispatch systems (CAD), and performs related work as assigned.

PHYSICAL REQUIREMENTS AND GENERAL WORKING CONDITIONS: This position will require the ability to work rotating shifts on an on-going basis, including irregular hours on short notice. This position will also be assigned a uniform to wearing during work hours.

EXPERIENCE AND EDUCATION:

• Possession of a High School Diploma or G.E.D. equivalent is required.

Salary and Benefits:

$93,138.24 – $113,210.11 annually DOE

This is a non-exempt position represented by the Police Officers Association.

• Retirement: CalPERS retirement plan for Classic members is 2% @ 60 with employee paying a contribution of 7%. PEPRA employees participate on a 2.0% @ 62 plan, with employee paying 6.75% of the retirement contribution. Benefits based on highest three years of compensation. The City does not participate in Social Security.
• Health Plans: Choice of HMO or PPO plans through CalPERS Health with most family plans covered at 100%. Employees who waive coverage may receive stipend of $350 per month.

THE WATER QUALITY CONTROL PLANT:

The Water Quality Control Plant (WQCP) processes wastewater discharge for the cities of South San Francisco, San Bruno and the Town of Colma. The Water Quality Control Plant is a division of the Public Works Department staffed by 38 employees including: Plant Superintendent and Assistant Plant Superintendent of WQCP; Maintenance, Laboratory and Environment Compliance Supervisors; Senior Chemist; Chemist; Lead Plant Mechanics; Plant Mechanics; Lead Plant Operators; Plant Operators; Electricians; Senior Environmental Compliance Inspector; Environmental Compliance Inspectors, Utility Workers, and two Administrative Assistants.

THE POSITION:

Depending on the strength of eligible candidates and their fit within the Public Works Department - WQCP Division, the vacancy will be filled as a Plant Mechanic I or as a Plant Mechanic II.

Mechanic I - this class represents the entry level for the Plant Mechanic series where incumbents may be assigned increasingly responsible duties with the expectation of eventually promoting to the journey level class of Plant Mechanic II. This class is distinguished from the Plant Mechanic II by the performance of the more routine tasks and duties assigned to positions. Since this class is typically used as a training class, employees may have limited or no directly related work experience.

Mechanic II - this is a journey- level within the Plant Mechanic series. Employees within this class are distinguished from the Plant Mechanic I by the performance of the full range of duties as assigned. Positions assigned to this class are required to have complete working knowledge of water quality control plant maintenance and are expected to carry out assigned duties and responsibilities with minimal supervision. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

CITY OF LARKSPUR PART-TIME HOURLY WORKER

ASSIGNMENT: ON-CALL LIBRARIAN

Up to $30.00 per hour Maximum of 960 Hours Per Year

On-Call Librarian assignment is classified as a part-time hourly worker. Under general direction, performs a variety of professional library work which may include: reference services; services for children and youth; or other special services; and performs related work as assigned. Employees in this category do not receive any benefits except those that are required by law.

DISTINGUISHING CHARACTERISTICS

The On-Call Librarian provides professional library services including reference, reader advisory, materials selection to meet the general information needs of the public and performs related work as assigned.

SUPERVISION RECEIVED AND EXERCISED

This position reports to the Library Director. This position has no direct reports and works under the supervision of staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES (May include but are not limited to the following:)

• Provide professional reference and readers' advisory services; instruct patrons in the use of library resources, including reference materials, digital downloads, databases, catalogs and other online resources and the interlibrary loan system
• Conduct library programming for all ages
• Communicate policies and procedures to staff and library patrons
• Provide customer service at reference and circulation desk
• Troubleshoot computer-related issues
• Troubleshoot and resolve a variety of issues related to acquisitions, circulation, and reference materials
• Work on special projects assigned by the Library Director
• Maintain awareness of emerging trends in technology, reference services, and librarianship

REQUIREMENTS

Knowledge of

• Thorough knowledge of current professional library “best practices” principles, methods, and materials
• Knowledge of library reference materials, automated systems, applications, and tools of research
• Knowledge of applicable federal, state, and local laws, codes, rules, and regulations pertaining to  library science

• Knowledge of Larkspur library policies and procedures as they relate to library operations
• Knowledge of service needs and issues, general culture of the public library community
• Knowledge of customer service techniques and approaches
• General knowledge of training techniques to educate patrons
• Knowledge of procedures, methods and techniques of reference, research, classification, indexing, cataloging, and organization of library materials

Skill and Ability in

• Proficient in use of computerized library information systems and tools, such as web browsers, web OPAC, Integrated Library Systems; and in the use of Microsoft Office suite; able to learn and utilize new technology
• Proficient in performing online and electronic searches to gather data and compile information
• Ability to perform effective library reference, readers’ advisory duties, and other professional level library work
• Ability to establish and maintain cooperative working relationships
• Ability to make procedural decisions and judgments
• Skill in analyzing information logically and creatively to identify problems, draw valid conclusions, and develop effective solutions to operational and customer service problems
• Ability to create, to compose, and edit written materials
• Skill in organizing resources and establishing priorities, conflict resolution and customer service

EDUCATION AND/OR EXPERIENCE

This assignment requires sufficient experience and education related to providing professional library services. A typical way of obtaining the required qualifications is possession of a Master’s Degree in Library Science or similar curriculum from an American Library Association accredited educational program. In addition, at least two years of professional experience in a library setting is highly desirable.

PHYSICAL WORKING CONDITIONS:

This Assignment requires prolonged sitting, standing, walking, kneeling, squatting and stooping in the performance of daily activities. The employee will occasionally be required to climb or balance or crawl. While performing the duties of this job, the employee is regularly exposed to video display terminals. The position also requires repetitive hand movement and fine coordination in data entry and preparing reports using a computer keyboard. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Acute hearing is required when providing phone and personal service. The employee may lift and/or move up to 15 pounds and occasionally lift and/or move up to 40 pounds. The employee may be exposed to dust and/or other allergens.

QUALIFICATIONS
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

• A high school diploma or equivalent; coursework in Early Childhood Education, Elementary Education or related field preferred.  
• A minimum of two years of child care experience is required.

Licensure/Certification:
Possess and maintain a valid Child/Infant CPR and First Aid certifications.

Knowledge of:

• Child development stages and principles.
• Child care best practices. 
• Developmentally appropriate activities for children of varying ages.
• Methods for managing groups of children and effective management of children's behavior. 
• Safety standards, program procedures, and guidelines related to the care and supervision of children. 

Skill/Ability to:

• Engage a group of children in a variety of types of play, including songs, story times, and hands-on learning activities.
• Observe, make recommendations and change approaches in order to meet different children's needs.
• Communicate effectively with diverse and multi-cultural individuals including young children, caregivers and parents.
• Exhibit professional work habits including reliability, dependability, flexibility, creativity and demonstration of enthusiasm.
• Exercise excellent judgment regarding the care of children. 
• Work flexible, varying shifts, including evenings, weekdays and weekends.
