THE POSITION

This is a management classification allocated to the Utilities Division of the Public Works Department reporting to the Utilities Operations and Maintenance Manager. The Utilities Operations and Maintenance Supervisor is responsible for the operation of the City's water, sewer and storm water systems, including the sewer collection system, and performs responsible supervisory and management in support of the Utilities Division's goals and objectives. The position is also responsible for assisting the Utilities Operations and Maintenance Manager in the overall planning, administration, and management of Utilities Operations and Maintenance functions. This position is distinguished from the Utilities Operations and Maintenance Manger position by the latter position's overall responsibility for the management and administration of the City's water distribution and sewer collection systems, the Storekeeper position, and administrative and clerical staff.
 
DEFINITION
Under general direction, to supervise, plan, schedule, and review activities related to the operations and maintenance of the City's water, sewer and storm water systems including transmission, distribution, storage and pump facilities, sewer and storm water pump facilities, and sewer collection system.

DISTINGUISHING CHARACTERISTICS

Minimum Qualifications

EXPERIENCE AND EDUCATION
Any combination of experience and training that could likely provide the required knowledge and abilities would be qualifying. A typical way to qualify is:

Experience: Four (4) years of progressively responsible experience in the operations and maintenance of a water system including one (1) year of responsible supervisory or lead position experience in a distribution system classified as a D3 system or higher by the California Department of Health Services.

Education: Completion of twelfth grade or possession of GED, supplemented by college course work related to potable water, water distribution, wastewater collection, recycled water distribution, or a science field. Possession of an Associate's Degree in water distribution, wastewater collection, recycled water distribution, or in a science field may be substituted for the required coursework.

License or Certificate:Requires possession and maintenance of a valid Water Distribution Operator D4 Certificate issued by the California Department of Health Services, 

Possession and maintenance of valid Water Distribution D3 Certification issued by the California Department of Health Services with the ability to obtain a D4 Certification within eighteen (18) months of appointment to the position AND possession of a bachelor's degree in an engineering or science field,

Possession and maintenance of a valid Class C California Driver's License.

Under general direction of the Operations Support Services Manager, plan, organize, direct, and coordinate the police and fire communication center operations within the Police Department and implement policies and procedures that will maximize efficiency for calls for service. DISTINGUISHING CHARACTERISTICS
 
This classification is distinguished from the Communications Supervisor in that the latter performs full, first-line supervisory responsibilities including planning, assigning, and evaluating the work of subordinates and overseeing a program area within a work unit or department. It is further distinguished from the Operations Support Services Manager which has overall management responsibility over the Support Services Division within the Police Department.
 
 

Essential Duties

Duties may include but are not limited to the following:

Develops, implements and updates section goals, objectives, policies and procedures.

Plans, organizes and directs police and fire communications center activities including monitoring and analyzing shift reports relative to the dispatch function and overseeing investigations of complaints regarding police/fire communications operations.

Prepares the Communications Center's budget; assists in budget implementation; participates in the forecast of additional funds needed for staffing, equipment, materials, supplies, and services; administers the approved budget.

Researches and evaluates applicable MOU, policies, codes, regulations, and laws governing communications and use of confidentiality of police records.

Recommends the appointment of personnel; provides and/or coordinates staff training; conducts performance evaluations; implements discipline procedures as required; maintains discipline and high standards necessary for the efficient and professional operation of the department.

Oversees and manages the operations and activities of Communications Center; ensures both the Police and Fire Departments needs are met.

Researches, develops, implements and assists in compiling Communications Center standards to meet the Commission on Accreditation for Law Enforcement Agencies (CALEA) requirements; coordinates audits for accreditation.

Plans, coordinates and conducts training and professional development of the Communications Center staff.

Manages the public safety communication infrastructure and equipment, including EBRICS radio communication and cmputer related hardware and software applications.

Oversees the City's narrow banding efforts in compliance with the FCC's rules and regulations.

Serves as liaison between outside organizations and the City and to boards, councils and commissions as directed; prepares and presents staff reports and presentations at various City Council, commission, board, and other governmental meetings; drafts City Council documents; serves on various committees and task forces.

Maintains communication with public safety personnel regarding Communications Center issues; attends line-ups, special operations briefings and inter-agency meetings and committees to ensure current information is available to the Communication Center.

Responds to emergency situations which may arise in the communications center during off-duty hours.

Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Performs related duties as assigned.

EXPERIENCE AND EDUCATION

Education: Equivalent to completion of the twelfth grade supplemented by college level
coursework in supervision/management and general business. Education equivalent to an Associate of Arts degree in Administration of Justice, Business or Public Administration is highly desirable.

Experience: Three (3) years of supervisory experience in emergency dispatching comparable to that of a Communications Supervisor in the City of Hayward.

License or Certificate: Possession and maintenance of both a Basic POST Dispatch Course Certificate of Completion and a valid California Class C Driver's License.

Education and Experience Requirements
• Master’s Degree in Library and Information Science from an ALA accredited college or university
• Three (3) full-time  years’ experience as a professional librarian with two (2) of the years in a supervisory capacity
• Experience providing programs to youth and fluency in a foreign language is desirable

Qualifications:

• High school diploma with additional education and/or certifications (GROL, NARTE, CISSP, CISCO, etc.) highly desirable.
• Completion of a recognized Comm Tech apprenticeship program or equivalent course work in electronics and data communications.
• At least five (5) years of responsible experience maintaining, installing & repairing electronic control systems & data communications equipment.
• Knowledge of:  R56 standards , FCC rules / regulations, NERC CIP standards, Radio frequencies, electronics and instrumentation theory, DC/AC theory, Networking and Security principles.
• Unrestricted CA Drivers License and clean driving record.
• Ability to climb towers up to 175’ and complete physically demanding work in rough natural terrain.
• Willingness to be available for work during off hours in case of emergency.
• Willingness to relocate permanent residence to within 50 miles of Murphys, CA.

DEFINITION:

Under general supervision, plans, performs maintenance and repair work of the City’s water and sewer systems; and does related work as required.

DISTINGUISHING CHARACTERISTICS:

The Water Operator is the entry-level class in the water services series. Incumbents learn and perform a variety of semi-skilled duties in the construction, operation, maintenance, and repair of the City’s potable water distribution and wastewater collection systems, equipment, and facilities.

ESSENTIAL FUNCTIONS:

The duties listed below are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the class.

1. Inspects and maintains water and sewer pump stations, boosters and CL2 equipment; analyzes, treats, monitors, and records water quality; tabulates flow rates to maintain proper reservoir levels; analyzes chlorine residual tests and makes adjustments.

2. Measures monthly well levels; acquires well samples for lab testing; operates SCADA monitoring equipment.

3. Performs water meter testing, repair, change outs, and meter box related maintenance; may tabulate flow rates to check for accuracy.

4. Manages pumping station engine servicing as needed; services and maintains system pumps and chlorine dosing apparatus.

5. Assists with testing and repair or backflow prevention devices according to County regulations.

6.  Performs hydrant flushing program; repairs hydrants and exercises valves.

7. Handles water quality complaints and records in log book; provides data for State report.

8. Performs water main maintenance; exercises valves; repairs breaks and leaks; monitors blow-off and air relief; marks for USA tickets; inspects installation of new water lines and mains.

9. Performs sewer system maintenance; operating combination trucks, CCTV equipment, manhole adjusting, collection system cleaning, pump station maintenance and collections system trouble shooting.

10. Operates a variety of equipment and tools such as loaders, backhoes, bobcat, forklift, pneumatic tools, jackhammers, and tampers.

11. Performs sewer rounds and station and collection system maintenance.

12. Conducts upkeep at water well and reservoir sites; makes repairs to facilities.

13. Maintains records and logs of daily activities.

14. Responds to emergency calls as needed.
