CITY OF LARKSPUR PART-TIME HOURLY WORKER

ASSIGNMENT: ON-CALL LIBRARIAN

Up to $30.00 per hour Maximum of 960 Hours Per Year

On-Call Librarian assignment is classified as a part-time hourly worker. Under general direction, performs a variety of professional library work which may include: reference services; services for children and youth; or other special services; and performs related work as assigned. Employees in this category do not receive any benefits except those that are required by law.

This is a part-time hourly, at-will position. Part-time hourly workers do not receive benefits, except as required by law. Job description and pay under review.

DISTINGUISHING CHARACTERISTICS

The On-Call Librarian provides professional library services including reference, reader advisory, materials selection to meet the general information needs of the public and performs related work as assigned.

SUPERVISION RECEIVED AND EXERCISED

This position reports to the Library Director. This position has no direct reports and works under the supervision of staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES (May include but are not limited to the following:)

• Provide professional reference and readers' advisory services; instruct patrons in the use of library resources, including reference materials, digital downloads, databases, catalogs and other online resources and the interlibrary loan system
• Conduct library programming for all ages
• Communicate policies and procedures to staff and library patrons
• Provide customer service at reference and circulation desk
• Troubleshoot computer-related issues
• Troubleshoot and resolve a variety of issues related to acquisitions, circulation, and reference materials
• Work on special projects assigned by the Library Director
• Maintain awareness of emerging trends in technology, reference services, and librarianship

REQUIREMENTS

Knowledge of

• Thorough knowledge of current professional library “best practices” principles, methods, and materials
• Knowledge of library reference materials, automated systems, applications, and tools of research
• Knowledge of applicable federal, state, and local laws, codes, rules, and regulations pertaining to  library science

• Knowledge of Larkspur library policies and procedures as they relate to library operations
• Knowledge of service needs and issues, general culture of the public library community
• Knowledge of customer service techniques and approaches
• General knowledge of training techniques to educate patrons
• Knowledge of procedures, methods and techniques of reference, research, classification, indexing, cataloging, and organization of library materials

Skill and Ability in

• Proficient in use of computerized library information systems and tools, such as web browsers, web OPAC, Integrated Library Systems; and in the use of Microsoft Office suite; able to learn and utilize new technology
• Proficient in performing online and electronic searches to gather data and compile information
• Ability to perform effective library reference, readers’ advisory duties, and other professional level library work
• Ability to establish and maintain cooperative working relationships
• Ability to make procedural decisions and judgments

EDUCATION AND/OR EXPERIENCE

This assignment requires sufficient experience and education related to providing professional library services. A typical way of obtaining the required qualifications is possession of a Master’s Degree in Library Science or similar curriculum from an American Library Association accredited educational program. In addition, at least two years of professional experience in a library setting is highly desirable.

PHYSICAL WORKING CONDITIONS:

This Assignment requires prolonged sitting, standing, walking, kneeling, squatting and stooping in the performance of daily activities. The employee will occasionally be required to climb or balance or crawl. While performing the duties of this job, the employee is regularly exposed to video display terminals. The position also requires repetitive hand movement and fine coordination in data entry and preparing reports using a computer keyboard. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Acute hearing is required when providing phone and personal service. The employee may lift and/or move up to 15 pounds and occasionally lift and/or move up to 40 pounds. The employee may be exposed to dust and/or other allergens.

DISTINGUISHING CHARACTERISTICS

Library Page responsibilities include a variety of routine tasks that maintain the condition of the library in accordance with standard procedures.

SUPERVISION RECEIVED AND EXERCISED

The Library Page reports to the Circulation Supervisor and may also receive guidance from other staff members. There are no direct reports or supervision exercised.

ESSENTIAL DUTIES AND RESPONSIBILITIES (Include but are not limited to the following:) Under direction, part-time hourly workers in this assignment perform a variety of routine manual library support tasks including sorting, shelving, stacking, and retrieving a wide variety

Assist in keeping all areas of the library in a clean, neat, and orderly condition and may assist in program and display set-up. Perform other job- related duties as assigned.

REQUIREMENTS

Knowledge of: Knowledge of basic principles of organization.

Skill and Ability in: Ability to sort and organize materials in alphabetical, numerical and topical order and attend to detail to ensure accuracy. Ability to learn and apply library policies and procedures, programs and services, and systems such as Dewey Decimal system. Ability to establish and maintain cooperative working relationships, deal courteously and tactfully with the public and other people encountered in the workplace, communicate effectively both orally and in writing, and follow specific instructions. Ability to speak, read, write, understand and communicate effectively using the English language.

EDUCATION AND/OR EXPERIENCE

This assignment requires sufficient experience and education to demonstrate the knowledge and skills listed and to perform the essential duties as required. A typical way of obtaining the required qualifications is through possession of or working toward a High School Degree or General Education Degree. DESCRIPTION/RESPONSIBILITIES:

     The Public Works Department is currently recruiting for a Communications Technician for the Radio Communications Shop. The Radio Communications shop maintains the communication system for the City of San José that is used by multiple departments, such as: Police, Fire, Department of Transportation, Parks Recreation Neighborhood Services (Park Rangers), and Public Works (Animal Care & Services). The City of San José public safety and city services depend upon the use of commercial radio communications equipment. For police officers and firefighters, radio communications are the primary means of communicating with the 9-1-1 dispatch center in performing their duties. These vast stand-alone radio systems with fault-tolerant designs are essential to providing the public with reliable emergency response services 24 hours a day, 365 days a year with demand for system survivability through any catastrophic event. Responsibilities of the Communications Technician include, but are not limited to:

          + Installation, maintenance and repair of mobile and portable radios, base and control stations, dispatch consoles, central electronic banks (CEB), voting receivers and comparators, digital Microwave system and P25 conventional and trunked Land Mobile Radio (LMR) systems.

          + Respond to trouble reports, perform preventative maintenance and project assignments.

          + May update technical documentation including wiring block assignments, as-built drawings of installed equipment at City radio sites, specialized vehicular installations, and diagrams of the City’s various communications systems.

          + May provide recommendations for process improvement changes with the input of technical staff.

          + May construct and/or modify communications equipment and perform research on new equipment.

     This recruitment may be used to fill multiple positions in this, or other divisions or departments. The actual salary shall be determined by the candidate’s qualifications and experience. In addition to the starting salary, employees in the Communications Technician classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

Experience:

Two years of professional experience performing duties similar to that of a Parks, Recreation & Libraries Coordinator I with the City of Roseville.

Training:

A Bachelor’s degree from an accredited college or university.

License or Certificate:

Possession of a valid California driver’s license by date of appointment. Possession of, or ability to obtain, First Aid and CPR Certifications as issued by the American Red Cross within 6 months of hire.

SELECTION PROCESS

The Library Aide reports to supervisor as assigned, and receives guidance from Library staff members. There are no direct reports.

ESSENTIAL DUTIES AND RESPONSIBILITIES (Include but are not limited to the following:)

Under direction, workers in this assignment provide superb customer service support at the Larkspur Library by greeting patrons, checking books in and out, answering basic questions regarding library services and operations over the phone and in person, and other duties as assigned.  The Library Aide may also perform various routine and repetitive tasks relating to the maintenance of the library collection. May be asked to assist Circulation staff and assist in a variety of special projects and services as needed.

REQUIREMENTS

Knowledge of:  Modern office and record-keeping procedures; use of office equipment and technology; numerical and alphabetical filing; basic mathematical principles.

Skill in and Ability to: Communicate and interact effectively and cooperatively with employees and library users of all ages; work under pressure of heavy service demands; be flexible in work scheduling; work as part of a team; remain calm and handle situations with tact and firmness when dealing with difficult situations and difficult people. • Participate in the selection of full-time and part-time staff, contract instructors, and volunteers;

ensure proper maintenance and safety of facilities related to assigned program area; oversee City

field use including youth sport allocations, joint use agreements, and rentals.

• Prepare financial and statistical reports related to program activities; benchmark programs and

services; compile and analyze trends; prepare other reports and administrative materials.

• Participate in budget preparation and administration; prepare cost estimates for assigned

programs; submit justifications for part-time and seasonal staff, materials, supplies and services;

monitor and control expenditures.

• Answer questions and provide information to the public; investigate complaints and recommend

corrective action as necessary to resolve complaints.

• Build and maintain positive working relationships with co-workers, other City employees and

the public using principles of good customer service.

MINIMUM QUALIFICATIONS

Knowledge of:

• Basic principles and practices of parks, recreation and/or library program development and service delivery.
• Parks, recreational, Library educational and social needs of a wide variety of age groups and special populations.
• Principles and practices of organizing groups, programs and services in a recreation environment.
• Pertinent local, State and Federal laws, ordinances and rules.
• Basic budget preparation and monitoring, cash control and related accounting practices.
• Modern office equipment and methods including use of computer applications in word processing, spreadsheet, and databases.

Ability to:

EXPERIENCE AND TRAINING

Experience:

One year of professional experience in parks, recreation and/or library program development and implementation and/or facility operations is desirable.

Training:

A Bachelor’s degree from an accredited college or university.

License or Certificate:

Possession of a valid California driver’s license by date of appointment. Possession of, or ability to obtain, First Aid and CPR Certifications as issued by the American Red Cross within 6 months of hire.

SELECTION PROCESS

POSITION

The Daly City Public Library is hiring a Recreator IV to assist with planning and conducting library programs for youth of all ages.

Applicants should be passionate about engaging with children, families and teens in the library as well as out in the community at outreach events. Position requires comfort with reading and singing in front of groups, introducing the library to people out in the community, resolving library patron concerns, handling multiple tasks at once, and managing small crowds.

Experience coaching, tutoring, or other volunteer or employment experience demonstrating interest in working with youth is preferred. Experience in arts, crafts, music, early childhood education, and/or science education is also beneficial.

Availability to work Tuesday and Thursday mornings and Wednesday afternoons required. (10-15 hours/week)

DEFINITION

Under general supervision, a Recreator IV demonstrates trained skill which may be specialized by independently performing assigned tasks which serve the public use of municipal recreation facilities and other duties as required.

EXAMPLES OF DUTIES

Specific assignments, including but not limited to coordinating aquatics programs or supervising specific recreational programs. May open and close facilities following established guidelines, set up equipment needed for facility programs, perform routine maintenance and clean up for assigned facilities, and collect fees for facility use. Maintain order and discipline in assigned facilities and programs by enforcing City and Departmental policies. May facilitate and/or supervise in assigned program areas and may supervise other part-time staff, volunteers, or court workers as assigned. Maintain accurate records and reports. MINIMUM QUALIFICATIONS

Knowledge of:  General facility operations, intermediate lesson instruction techniques for assigned area, and safety practices for assigned programs.

Ability to: Follow written and oral instructions, meet and communicate effectively with members of the public, carry out assignments requiring average physical strength such as setting up tables and chairs, learn and progress in this position, direct others, understand and enforce written and oral rules, regulations and policies, solve minor disciplinary problems, interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience: A minimum of 2,500 hours in two years working or volunteering with people in a customer service position.
