The Wastewater Treatment Plant (WWTP) is a 15.7 MDG sub-regional facility that serves a population of more than 140,000 with an annual operating budget in excess of $10 million and has a staff of 28 professional and technical personnel.

The City of San Mateo is building a cross-functional team tasked with upgrading the City’s 15.7 MGD conventional activated sludge plant with new liquids treatment process facilities, including headworks, primary treatment, five-stage biological nutrient removal/membrane bioreactor (BNR/MBR) process, biological and chemically enhanced treatment (BioACTIFLO) process, and other general plant upgrades, including odor control to serve the new facilities. Key players on this team are the WWTP Operators.

What You’ll Do

• Operate wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; observe variation in operating conditions, interpreting meter and gauge readings and test results to determine processing requirements.
• Operate valves and gates, start and stop pumps, engines and electric motors to control and adjust flow and treatment processes, operate and maintain boilers, perform routine maintenance work on valves, tanks, related equipment and facilities.
• Monitor, adjust and troubleshoot as needed plant operational processes utilizing data-driven technology, such as the SCADA or PCS system.
• Fully utilize the computerized work systems in accordance with work flow processes.
• Operate treatment plant vehicles and stationary machinery as required.
• Collect samples and perform routine laboratory tests and analyses.

These positions require shift work, nights, weekends, holidays with on-call emergency response 24 hours per day. However, along with this challenge is the benefit of working a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

Who You Are

The WWTP Operator in Training:

• You have graduated from high school or equivalent, and have six educational units of math or science course work, and six months experience in handling mechanical equipment and tools.
• You have up to 18 months to obtain a Grade I WWTP Certificate to promote to WWTP Operator I.

The WWTP Operator I:

• You have graduated from high school or equivalent and have six months experience in handling mechanical equipment tools.
• You possess a Grade I WWTP Certificate and work under direct supervision of the WWTP Shift Supervisor or WWTP Operator II and perform more routine operation work.
• You may be promoted to WWTP Operator II upon obtaining a Grade II WWTP Certificate and completing qualifying training.

The WWTP Operator II

• You possess a Grade II Wastewater Treatment Plant Operator Certificate issued by the State of California.
• You have graduated from High school or equivalent and a minimum of one year of experience in the operation of a wastewater treatment plant.

Class Characteristics

This is the advanced journey-level accounting/financial support class. This class is distinguished by its responsibility to independently perform and be responsible for one or more fiscal areas such as accounts payable and receivable and/or payroll and benefits administration. Incumbents provide a variety of vendor, service provider, or employee assistance and perform record keeping, reconciliation, and report preparation activities.  For this classification, problem-solving frequently requires analysis of unique issues/problems without precedent and/or structure.  Performance expectations at this level include the completion of complex tasks associated with ensuring the accuracy and integrity of the Library’s financial and statistical data, in the areas of account maintenance, making journal entries to correct or make adjustments to the general ledger, and maintaining and reconciling a variety of general, summary, and clearing accounts utilizing the application of generally accepted accounting procedures and techniques.  Positions allocated to this classification may assist with the review and monitoring of Library budgets to ensure account accuracy and compliance with Library, state, and/or federal guidelines, and preparing reports and statistical data for the Chief Financial Officer, Library Director, and Library Commission.  The Accounting Coordinator classification is distinguished from the Accountant in that the latter performs technical and professional accounting work involving the review and analysis of Library budgets, programs, systems, and procedures

Payroll Administration Assignments

• Reviews timesheets and other payroll records for completeness and accuracy; enters data into the automated payroll system including all payroll data entry changes; reviews change of status forms each pay period and enters the changes into the automated payroll system; resolves problems; serves as back-up for the distribution of pay and benefit checks.
• Receives and reviews automated time reporting entries for employees and ensures all approvals are in place; receives and reviews substitutes’ timesheets and check for accuracy against a number of other reporting sources; communicates timesheet discrepancies to employees and supervisors via phone or email; runs time tracking audit reports.

 DEFINITION 

Under general direction of the Library Director, this position is responsible for overall coordination and direction of the Sonoma County Library’s fundraising efforts, including annual giving, major gifts, grant writing, public/private partnerships, advocacy, development-related marketing, and fundraising events. 
 
The incumbent plans, develops, coordinates, and directs activities in fund development and grant management: provides analytical and technical assistance in the Library’s strategic planning of activities to financially build and sustain library programs and services; and to perform other related duties as assigned. 
 
SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Library Director.  Exercises direct and/or general supervision over and provides training to assigned professional, paraprofessional, technical, and support staff.   
 
CLASS CHARACTERISTICS      

This position reports directly to the Library Director and provides budget development from public/private funding sources, serves as an adviser to the Library Foundation Director and management staff on fund development and grant management. Responsibilities are defined by overall objectives and include oversight of numerous services and programs directly or through subordinate levels of supervision. The incumbent oversees, coordinates, develops and administers current and long-range planning activities related to system-wide events, programs, and outreach activities in support of organizational goals; and provides highly complex support to the Library Director in areas of specialized expertise. The work requires initiative, independent judgment and the ability to make decisions within the scope of general policies and procedures and to resolve organizational and service delivery problems. THE POSITION:

The City of San Rafael is recruiting for a Child Care Director.  Under the direction of the Recreation Supervisor, this position will perform responsible work in administering and managing a state-funded preschool program.  The incumbent in this position will independently oversee the program and staff at Pickleweed Preschool located in East San Rafael. 

This position performs the following essential job duties: 

• Assist with the establishment of the program budget
• Hire, train, and supervise staff
• Supervise timely completion of annual ECERS
• Supervise completion of DRDP assessments twice annually
• Supervise timely completion of parent surveys
• Supervise timely completion of two parent conferences annually
• Supervise timely ongoing child portfolios
• Supervise and implement systems for creating and maintaining regular written child observations
• Complete annual June 1st report to Department of Education
• Schedule staff and ensure appropriate staffing levels are maintained
• Facilitate parent nights for families four times per year
• Liaison with parents and school districts
• Function as classroom instructor
• Approve Child Care Instructor II curriculum and plans
• Organize regular staff meetings
• Oversees referrals of children for assessment and special services
• Complete annual written evaluations of all staff
• Perform other duties as required.

Education and/or Experience:

• AA Degree or 60 units, with 24 ECE  units plus 6 administrative units and 2 adult supervision units and one year working in a preschool program, AND/OR
• Site Supervisor Permit.    

Special Requirements:

• Must be willing to work the hours required for the assigned Center.
• Possession of California Driver’s License preferred.

WASTEWATER COLLECTIONS TECHNICIAN

Wastewater Collections Technicians are responsible for skilled tasks in the construction, maintenance, and repair of wastewater system facilities; operating a variety of light and moderately heavy power driven equipment; and ensuring public health and safety by preventing and/or responding to sewage overflows and blockages.  They inspect, clean, maintain, construct, and repair wastewater collection systems including sanitary sewers, storm drains, pump stations, pipes, manholes and catch basins.

SALARY RANGE:
Wastewater Operator  – $2,988 - $3,633 Monthly  (bargaining unit under current negotiations)

WORK SCHEDULE:

8 hour shifts; services in emergency standby capacity; provides customer service and performs all aspects of collection system maintenance and repair during after-hours periods including holidays and weekends.

KNOWLEDGE OF:

Operational characteristics of wastewater collection systems; materials, methods, techniques, and terminology used in maintenance and repair activities related to the maintenance and repair of wastewater collections system infrastructure including how repair parts are applied to the wastewater system including couplings, stainless steel bands, and types of grades of pipes; operational characteristics of maintenance and construction equipment and tools used in work activities; proper procedures used in the maintenance and repair of hand and power tools; practices and procedures of traffic control; basic mathematical principles; pertinent federal, state, and local codes, laws, and regulations; basic principles and practices of record keeping; occupational hazards and standard safety practices including those associates with working in confined spaces; principles and practices of customer service.

MINIMUM QUALIFICATIONS:

Experience:  One year of general maintenance and construction experience.
